Com. G.S.NAGENDRA PASSED AWAY
A Veteran trade union leader Com.G.S.Nagendra, Ex. Circle Secretary Karnataka R-III Union, Ex. Vice President and Asstt. General Secretary R-III (CHQ) passed away on 11.01.2014 at Apollo Hospital Bangalore. He was the founder leader of RMS Union in Karnataka Circle.

System Administrators Case - News from NFPE CHQ
The demand for creation of a separate cadre for System Administrators has been discussed several times with the Department.
Last discussion was held in the JCM, Departmental Council meeting and Cadre Restructuring Committee. Department has made it clear that existing System Administrators are not going to be benefited even if a seperate cadre is created and also pointed out certain other adverse aspects of the case. The main points of the Department are (1) In the Recruitment Rules for creating separate cadre Government (DOP & T) will fix higher technical qualifications for the post. (2) Government (DOP & T) will not agree for absorption of existing System Administrators and instead go for direct recruitment as per the Recruitment Rules. (3) Even if a cadre is created there is no much promotional scope in the same cadre as the promotional posts will be very less. Just like Postmaster Cadre they will not get general line promotion and also cannot writ IP & PSS Group B exams. In view of the above all Circle/Divisional Secretaries are requested to inform their views on the following points. (1) Whether we should still stick to our demand for separate cadre (2) Instead whether we should demand special pay or some other benefits for the existing System Administrators.The issue will be again discussed on the next meeting of the Cadre Restructuring Committee to be held on 04-02-2014.

Sub : Deduction of CGHS contribution from Government Servant on change of Grade Pay by virtue of promotion/MACP — clarification reg.
It has been brought to our attention that the CGHS/DGHS guidelines regarding the monthly subscription/contribution are not being followed properly. It has been observed that in cases where pay of a Government employee is revised from a retrospective date consequent upon grant of MACP etc., CGHS contribution are also being recovered from the retrospective effect.
In this connection, attention is drawn to the clarification given by Ministry Ministry of Health & Family Welfare vide letter No.S11030/55/2011-CGHS(P) dated 26/10/2012 wherein it has been made clear that in cases where pay of a Govt. employee is revised from a retrospective date, resulting in change of amount of CGHS contribution payable, contribution at the higher slab rate may be recovered only from the date of issue of the order and not the date from which the pay is being effected. A copy of the said clarification is enclosed.

Sub:- Authorisation of Earned Leave in respect of Industrial Employees (IEs) Of Ord. Fys and Ord. Equip. Fys.
Ministry of Defence vide ID No.8/1R108/D(Fy.II) dated 25/09/20,13 has clarified that the Industrial Workers employed in Ordnance factories are entitled for 30 days Earned Leave (Annual Leave) with wages. With the issuance of the clarification the provisions contained in DOP&T OM dated 20-07-1998 has become equally applicable to Industrial Employees, opted to be governed under Factories Act for Earned Leave purpose by virtue of the provisions contained in Section 78 of the Factories Act, 1948. Further, on specific queries, the Ministry confirmed that the clarification should be given effect from 20-07-1998.
1) Entitlement of 30 days Earned .Leave for each completed year of service may be extended to IEs who are guided under Factories Act invoking provisions of Section 78 of Factories Act.
2) The benefit of calculation of leave wages as per Section 80 of the Factories Act may be extended only to those piece workers who already opted to be guided under Factories Act for EL purpose on or before 31/10/2005. No fresh option in this regard is acceptable.
3) Crediting of 30 days EL for those IEs, as specified in Para 2, may be made w.e.f. 20/07/1998 subject to maximum accumulation of 120 days upto 06/11/2006 and 300 days thereafter.
4) Calculation of leave wages of such Industrial employees, as mentioned in Para 2 and debiting of availed leave in their leave account is to be made taking into account .intervening Sunday g & Holidays as inclusive of availed leave. Hence, instead of the existing formula of P/(N-S), their leave wages may be calculated as per regular establishment i.e. taking into account the formula of P/N where 'P' means the Basic Pay and piece work profit actually earned in the month immediately preceding the leave. If holidays fall during the currency of the availed Earned Leave, 'Holiday Pay' should not be allowed separately.

Postal Department has its hand full
Though e-mails and SMSs (Short Message Service) have come to define the new-age ways of sending and receiving greetings, the postal department still hasn’t lost the plot yet, or so it seems if one were to go by the number of greetings sent from the head post office in Thanjavur for Pongal this year.
"We have sent 50,000 greetings for Pongal from Thanjavur Head Post Office this year. In Thanjavur division comprising of 84 sub-post offices and three head post offices (Thanjavur, Papanasam and Mannargudi) we have sent one lakh greetings from January 1-13," said postal officials.
"Business firms and corporates still prefer greeting letters. Individuals, particularly youngsters, however, evince interest in sending e-mails and SMS”, said A.K.Firoze Mohideen, Senior Superintendent of Post Offices, Thanjavur division.
Many politicians have used post offices for sending greetings to their followers and well wishers during Pongal. One politician, who aspires to contest from Thanjavur in the forthcoming Lok Sabha election, has sent 15,000 Pongal greetings by post this year from Thanjavur. Some firms have sent 5,000-6,000 greetings.
Sending money orders as gifts and varisai too is continuing. "We booked 25,000 electronic money orders for Pongal this year,” Mr.Mohideen said.
Keeping in tune with the changing times, postal department too has become tech-savvy with Instant Money Orders and Mobile Money Transfer Service (MMTS), said Mr. Mohideen .
Under MMTS, minimum amount of Rs.1,000 and a maximum of Rs.10,000 can be sent in a single transaction. There is no limit to the number of transactions per day.
The Department of Post had partnered with State-run Bharath Sanchar Nigam Ltd (BSNL) to launch MMTS service. Under MMTS, customer will have the facility to send money anywhere in the country. Specially designed mobile handsets with pre-installed mobile money transfer application have been provided to the select offices for the service.
Core Banking Solutions (CBS) would be added to Savings Bank services of Post Offices from February 17. Once CBS is in place, customers can withdraw money from their account from any post office (including sub-post offices), the official said.
