DISCUSSION WITH MEMBER (OPERATIONS)
ON MNOP AND L1, L2 RELATED ISSUES DATED 23.10.2013

On 23.10.2013, Member (Operations), Postal Services Board, Shri. Kamaleshwar Prasad, held discussion with Staff side on MNOP and L1, L2 related issues. Com. M. Krishnan, Secretary General NFPE, Com. Giriraj Singh, General Secretary, R3 (NFPE), Com. P. Suresh, General Secretary R-4 (NFPE), Com. Devender Kumar, Circle Secretary, NUR-3 (FNPO) Delhi Circle attended the meeting Com. D. Theagarajan, Secretary General, FNPO & General Secretary NUR-3 (FNPO) could not attend the meeting due to sudden illness. A joint note of NFPE & FNPO was presented to the Member (O). The following are the outcome of the meeting. Minutes will be published later.

(1)      Modifications in the norms fixed for CRCs.
Official side informed that the norms are fixed as per the scientific work study conducted by Directorate in the field units. Further Directorate has issued an order on 13.08.2013 in which it is clarified that – Establishment norms for “Sorting of Articles” has been fixed as 0.079 minute per article (i.e. 760 articles per hour). However time factor for productivity pertaining to sorting of articles would continue to be 0.063 per article (i.e; 950 articles per hour).”
Staff side demanded reduction in number of article for productivity also. Staff side want change in norms for scanning and other items mentioned in their letters submitted earlier. Finally it is decided to give copy of the work study conducted by Directorate to the staff side. Staff side shall submit concrete proposal with scientific basis with supporting facts and figures justifying their arguments. Based on the staff side proposal Directorate will re-examine the case.

(2)   Administrative jurisdiction of Speed Post Hubs (SPH)
Official side reiterated that powers for deciding the administrative jurisdiction was already given to Chief PMGs. It is upto the Circle Unions to discuss the case at Circle level and settle the deserving cases. Staff side pointed out that in many Circles Chief PMGs are not ready to accept the views expressed by the Circle Unions. Finally it is decided that (1) As a first step Circle Unions should discuss the cases with Chief PMGs in formal meetings and get a reply in writing from the Circle Administration showing the reason for not accepting the demand of the Circle union and then staff side may submit a note to Directorate justifying their stand in each case with reference to the Stand taken by Chief PMGs. After that Directorate shall review each case. Discussion with CPMGs in the formal meetings and getting a reply with reasons, is a must.

(3)   L1 Status to more L2 offices
The proposal submitted by staff side will be examined. Staff Side may discuss the cases at circle level also so that Chief PMGs may submit proposal to Directorate in deserving cases. The details of the case by case examination already conducted by Directorate will be made available to the staff side.

(4)   Discontinuance of closing “NIL” bags
The proposal of the Staff side will be considered in a positive manner and detailed examination of the case will be done.

(5)   All other issues raised in the staff side note will be examined in detail by the Directorate and action will be taken.

(6)   The orders issued by the Karnataka Circle Administration implementing unilateral increase in norms in FMC from 7000 to 9000 in BG City RMS/1 and from 11000 to 13000 in BG City RMS/II in violation of Directorate orders was discussed. Member (O) agreed to issue instructions to CPMG not to violate Directorate orders.

Subject: Exit guidelines under National Pension System – Option for Completewithdrawal of accumulated pension wealth by subscriber

In partial modification of exit guidelines provided under master circular no: PFRDA/2013/2/PDEX/2 (at Serial no: 2 & 3) dt: 22/01/2013, it has been decided to provide an option to withdraw the entire accumulated pension wealth to subscribers other than the subscribers of NPS Lite – Swavalamban Scheme, subject to the condition that:



The accumulated pension wealth in the subscribers permanent retirement account is equal to or less than Rs.2,00,000/- at the time of superannuation for government employee subscribers or upon attaining the age of 60 years for subscribers falling under All citizen model and Corporate model.

The subscribers wishing to exercise this option shall have to fill the attached request form along with the NPS Withdrawal form while submitting the same to their DDO/PAO/DTO/POP.

Bank on India Post


It has the infrastructure and the reach to push financial inclusion in a massive way.
Symbol of trust... has the reach.
October 24, 2013:  Since Independence, every move of the RBI has been aimed at development keeping in mind the welfare of the common man. In this connection, granting a banking licence to India Post will be a unique service to farmers, farm labourers and the rural poor, who feed the country but die of hunger.
The huge number of farmers’ suicides should prompt us to enable faster financial inclusion as only 35 per cent of the population holds bank accounts. India Post is the best equipped to take this on, with over 1,53,000 post offices spread across the country, located not more than 2-3 km from each village.
India Post has ready infrastructure, which can be quickly upgraded to meet the needs of a full-fledged bank branch in this age of solar power and satellite telecommunication. On the other hand, it would probably take decades for other applicants to open 1,53,000 branches.
Post offices already provide basic banking services such as savings and fixed deposits (NSC) and products such as Kisan Vikas Patra and Public Provident Fund which they will continue to do. They can spread the reach of other savings instruments such as government bonds, and tap the savings of the well-to-do in rural India for the development of the country as well as crop and healthcare insurance.

TRUST FACTOR

The most important factor for a depositor is trust, which post offices already enjoy, making them a safe investment destination. The only additional thing they need to do is perform the credit function. This can be undertaken by utilising the services of the credit staff of PSU bankers from nearby areas, or by hiring retired bankers for the first five years; by then they can train their own people.
As the postman is people-friendly, especially in rural areas, KYC compliance will be not be an issue and chances of fraud and misappropriation will be minimal.
The other issue to be addressed for enabling India Post to obtain a licence is technical since it’s a department of the government. This can be overcome by hiving it off with the required seed capital from the government.

HIGHLY DO-ABLE

Training the existing staff in lending and other banking operations can be taken care of in 18 months. With lower infrastructure development costs, post office banks will become profitable fast as establishment and fixed assets costs will be less.
Post office banks will be a unique model of financial inclusion. Mahatma Gandhi said: “India lives in her villages.” Yet this is a section we have discriminated against with respect to every facility. This is a chance to undo this injustice by making a new beginning.
Prosperity will reach every rural home when local skills, handicrafts and rural products get credit for development. Such banks will help in building infrastructure for storage and processing of perishable produce locally. Developing traditional supplementary vocations (dairy, poultry, fisheries, silkworm rearing) will help farmers put their spare time to use instead of wasting it. This massive penetration of banking services will help address the problem of farmers’ suicides. Enabling India Post and granting it a banking licence will be a real service to the nation.

Subsistence Allowance during Suspension - for imformation


THE ALL INDIA SERVICES(DISCIPLINE AND APPEAL) RULES, 1969

4. Subsistence allowance during suspension.-
4(1) A member of the Service under suspension or deemed to have been placed under suspension by the Government concerned shall be entitled to receive from that Government:-
4(1)(a) a subsistence allowance at an amount equal to the leave salary which a member of the Service would have drawn if he had been on leave on half-average pay or on half pay and in addition, dearness allowance, if admissible on the basis of such leave salary;
Provided that where the period of suspension exceed three months, the authority which made or is deemed to have made the order of suspension shall be competent to vary the amount of subsistence allowance for any period subsequent to the period of the first three months as follows:

(i) the amount of subsistence allowance may be increased by a suitable amount, not exceeding 50 per cent of the subsistence allowance admissible during the period of the first three months, if, in the opinion of the said authority, the period of suspensions has been prolonged for reasons, to be recorded in writing, not directly attributable to the member of the Service;
(ii) the amount of the subsistence allowance may be reduced by a suitable amount, not exceeding 50 per cent of the subsistence allowance admissible during the period of the first three months, if in the opinion of the said authority, the period of suspension has been prolonged for reasons, to be recorded in writing directly attributable to a member of the Service;
(iii) the rate of the dearness allowance will be based on the increased or, as the case may be, the reduced amount of subsistence allowance admissible under sub-clause (i) or sub-clause (ii) above.
4(1)(b) any other compensatory allowance admissible from time to time on the basis of pay of which a member of the Service was in receipt on the date of suspension, subject to the fulfillment of other conditions laid down for the drawal of such allowance.
4(2) No member of the Service shall be entitled to receive payment under sub-rule (1) unless he furnished a certificate that he is not engaged in any other employment, business, profession or vocation.
4(3) The authority to grant subsistence allowance shall be the suspending authority.


Government of India's Decisions

(1) The Government of India have decided that:
(i) the amount of subsistence allowance once granted should be varied by the suspending authority under the first proviso to this rule only after recording in writing the reasons for increasing or decreasing the amount;
(ii) a member shall not be entitled to compensatory allowance of which he was in receipt prior to suspension unless the suspending authority is satisfied that he continues to meet the expenditure for which they were granted.

(2) The Government of India have decided that the following deductions should be enforced from subsistence allowance:-
(i) Income tax and super tax (provided the member's annual income calculated with reference to subsistence allowance is taxable).
(ii) House rent and allied charges i.e. electricity, water furniture etc.
(iii) Repayment of loans and advances taken from Government at such rates as the competent authority deems it right to fix.
(2.2) The following deductions should not be made except with a member's written consent letter-
(a) Premia due on Postal Life Assurance Policies.
(b) Amounts due to Co-operative Stores and Co-operative Credit Societies.
(c) Refund of Advances taken from General Provident Fund.
(2.3) The following deductions should not be made from subsistence allowances:-
(i) Subscription to the All India Services Provident Fund.
(ii) Amounts due on Court attachments.
(iii) Recovery of loss to Government for which a member is responsible.
(2.4) There is no bar to the recovery of overpayments from subsistence allowance but the competent authority will exercise discretion in deciding whether recovery should be held wholly in abeyance during the period of suspension or it should be effected at full or reduced rate depending on the circumstances of each case.

(3) A question having arisen, it was decided that an officer (under suspension) is entitled to receive subsistence allowance at the rate equal to leave salary which he would have drawn while on leave on half average pay or half pay as the case may be, for the first twelve months. If after the expiry of that period, the competent authority does not find it necessary to increase or decrease the amount, the officer (under suspension) will continue to receive the same amount of subsistence allowance and it is not necessary to issue fresh orders in this regard.

Aadhaar’ to facilitate paper-less Bank account opening


Mumbai, October 24, 2013(PTI): new feature added to ‘Aadhaar’ will now enable the card-holder to open a bank account without any paperwork.
"Anybody can walk into a branch and tell his/her 12- digit Aadhaar number, give his finger prints and walk out with a bank account," Axis Bank Managing Director and Chief Executive Shikha Sharma said.

Unique Identification Authority of India (UIDAI), which issues Aadhaar cards, has added the feature in a bid to push for electronic-driven economy.
Explaining the facility, UIDAI chief Nandan Nilekani said a person can walk into a bank branch, tell his/her 12- digit individual identification number (Aadhaar) and walk out with a bank account.
The bank will connect with the UIDAI using an authorised service agent, generally a payment gateway, which in turn connects up with the UIDAI database, he said.
The only detail a customer has to give at the bank branch will be his/her fingerprint impression, Nilekani said.
The facility is safer than the current practice of submitting photocopies of documents, Nilekani said, adding all the work happens electronically at the back-end.
“Fundamentally, all the infrastructure is falling into place now for creating a much more electronic, much more digital cash kind of an economy,” he said, adding it has long- term ramifications, including making the economy cashless.
The authority, set up four years ago with the Infosys co-founder as its head, has rolled out 460 million Aadhaar numbers till now and is targeting to take this to 600 million (half of the country’s population) by early next year.
Using the numbers as the base, it has helped rolling out a host of services, including direct subsidy transfer and person to person fund transfer using mobile phones.
The UIDAI chief said the e-KYC facility launched today has huge “strategic implications”.
Private sector Axis Bank became the first lender to offer the e-KYC (know your customer) account opening facility. One Nitin Shah of neighbouring Thane district became the first person to open his bank account using Aadhaar.
“Anybody can walk into a branch, give his finger prints and walk out with a bank account,” Axis Bank Managing Director and Chief Executive Shikha Sharma said at the launch.
Nilekani said the bank will roll out this facility across all its bank branches in ten days’ time. However, he parried queries on expansion of the facility at other banks.
The idea is to expand the e-KYC facility from here on, he said, adding it is possible for getting an insurance cover and applying for mutual funds using this feature.


NMC urges PM to appoint chairman for 7th Pay Commission


National Mazdoor Conference has asked Prime Minister Manmohan Singh to immediately appoint the chairman and other members of the 7th Pay Commission and hold discussions with representatives of the Centre and state government employees in this regard.

"National Mazdoor Conference has urged to Prime Minister Manmohan Singh to immediately appoint chairman and other members of the 7th Commission and hold discussions with representatives of both Centre and state government employees in this regard as the Central and state government employees and pensioners will be entitled to 7th Pay Commission with effect from January one, 2016," NCM President Subash Shastri said.
An early notification for appointing chairman and other members of the announced 7th Pay Commission is the need of the hour, as it will have a bearing on about one crore employees and pensioners, both with the Central as well as state governments, Shastri said addressing a NMC workers rally at Rani Park here.
"50 per cent of the DA should be forthwith merged into the basic pay and pension," he suggested, adding that 20 per cent interim relief should be sanctioned as early as possible in favour of Central and state government employees and pensioners.
The NMC chief also demanded regularization of all daily- rated workers and casual and seasonal labourers engaged in different government departments.
He appealed to the Chief Minister, Finance Minister and Chief Secretary to formulate a comprehensive policy for the regularization of all such workers.

PC not recognizing your USB drive? Here's what to do


If your PC is not recoignizing your USB drive, then here are some tips to save your day.
External drives — either USB flash drives or external hard drives — should be easy to use. In some cases, you may connect your drive to a Windows PC or another device with a USB port and find that it's not recognized. This problem can be caused by partition issues on your external drive, using the wrong file system, dead USB ports, driver issues in Windows, or other problems. In a worst case scenario, the drive itself may simply be dead. 

The steps below will be the same for both USB flash drives and larger external hard drives, which work similarly. 

Does the drive show up in disk management?
First, let's check whether Windows detects the drive when you plug it in. Plug your removable drive into your computer. If it's an external hard drive, you may have to flip a power switch on the hard drive to activate it. Some heavy-duty removable hard drives may even have to be plugged in with a separate power cable before they'll work. 

Next, open the Disk Management tool. To do so, press Windows Key + R, type diskmgmt.msc into the Run dialog, and press Enter. 

You should see your external drive listed in the Disk Management window. Even if it doesn't appear in your Computer window because it doesn't contain any partitions, it should show up here. 

If you do see the drive here, you can continue to the last section where we'll format it properly so Windows or your other devices can access and recognize it.If you don't see the drive here, continue to the next section where we'll try to determine why your drive isn't recognized. 

Making Windows recognize the drive 

If Windows doesn't see your drive at all, it's possible there's a hardware issue with your computer's USB port, a driver problem with your Windows computer, or you may just have a dead drive. 

First, unplug the drive from your USB port and try plugging it into another USB port on your computer. If it works in one USB port but not another, you may have a dead USB port. If you've plugged the drive into a USB hub, try connecting it to the computer instead. Some USB hubs won't provide enough power for your external drive to function. 

If the drive doesn't show up in Disk Management even after you skip the USB hub and connect it to another USB port on your computer, it's tough to know for certain whether the drive itself is bad or the computer is having a problem. If you have another computer nearby, try plugging the drive in there to check whether it's detected. If the drive doesn't work on any computer you plug it into — be sure to check whether it appears in the computer's Disk Management window — the drive itself is likely dead and will need to be replaced. 

If the drive does work on other computers — or you don't have another computer around to test this with — Windows may be having a driver problem with the drive. You can check for this using the Device Manager. 

To open it, press Windows Key + R, type "devmgmt.msc" into the Run dialog, and press Enter. 

Look under Disk drives and check for any devices with a yellow exclamation mark next to them. If you see a yellow exclamation mark, you have a driver problem. Right-click the device with a yellow exclamation mark, select Properties, and look at the error message. This error message can help you fix the problem — you may want to perform a Google search for the error message you find. 

Such problems can be tricky to fix. If the problem started recently, you may want to run System Restore. You may want to use the Update Driver button to install an updated driver, use the Roll Back Driver button to revert any changes, or use the Uninstall button to uninstall the device from your system and hope that Windows will reinstall the driver and configure it correctly when you reconnect the drive. 

Partitioning and formatting the drive 

We can use the Windows Disk Management tool to fix partition and file system issues with the drive. If you see that the drive is unpartitioned and is full of "unallocated space," you'll want to create a new partition on it. This will allow Windows and other operating systems to use it. 

To do so, right-click inside the unallocated space, select New Simple Volume, and go through the wizard to create a new partition. 

If your drive is partitioned and you still can't see it, ensure you've set a drive letter so you can access it in Windows. This should happen automatically, but if you've manually unset the drive letter, the drive may not show up and be accessible in Windows. 

To do this, right-click the removable drive's partition, select Change Drive Letter and Paths, and add a drive letter. For example, add the letter G: and the removable drive will be accessible at drive G. 

If the drive does appear to be partitioned, it may be partitioned with the wrong file system. For example, you may have formatted the drive with the ext4 file system from Linux or the HFS Plus file system from a Mac. Windows can't read these file systems. Reformat the drive with the newer NTFS file system or older FAT32 file system so Windows will be able to recognize it. 

To reformat a partition, right-click it, select Format, and select your desired file system. 




Note that this will erase all the files on your drive, so you'll want to copy any important files off of it first — for example, if you formatted the drive on a Linux or Mac computer, take it back to a computer running Linux or Mac and copy your important files off of it before continuing. 

If you can't access the drive from another device, such as a DVD player, smart TV, game console, or media center device, it may be formatted as NTFS. Many devices, even Microsoft's own Xbox 360, can't read the Windows NTFS file system. They can only access drives formatted with the older FAT32 file system. To fix this problem, simply reformat the NTFS partition as FAT32. The drive should then be recognized by other devices when you connect it to them. 

Note that this process will erase the files on your external drive. Copy the files off the drive to back them up first, if necessary.format-removable-drive-as-fat32Following this process should solve most of the disk recognition issues you'll encounter. If a drive isn't recognized by any computer you connect it to and never shows up in the Disk Management window, it's probably dead.



Google’s new tool to send email in your handwriting



WASHINGTON: Google has reportedly added a new handwriting input tool to Gmail and Google Docs that allows users to send emails in their own handwriting.

With a mousepad or cursor users can write out what they want and Google will do its best to create a typed version of their words and also give suggestions for similar words from where the user can choose from.

According to CNN, the tool is in more than 50 languages for Gmail users, while Google Docs users can have options from 20 languages.

Google's Xinangye Xia said that handwriting input makes the internet easier to use by people worldwide and is also part of a larger effort to break the barrier between languages.

Users can simply go to the Gmail or Docs settings and, under the Languages setting in the General tab, click 'Show all language options' and then select the that says 'Enable input tools' and a list will come up having every type of keyboard Google has to offer.

The languages with a pencil icon beside them are the ones that support written words and once an input option is added, one can select it anytime from a drop down on top of the menu bar above the document or email being composed.

Investment plans for working women


The general perception that women are shopaholics who love to spend and very bad investors could very well be a thing of the past with more and more women taking responsibility for their earnings and investment. This is critical nowadays, where single incomes are no match for a bloating inflation! A well-planned double income often becomes essential to plan investment goals effectively for a secure future and comfortable retirement! Investment in your 20s


In their 20s, women decide their career and their future. Equities can be a good investment choice as you can take more risk when you are young. You can choose to invest in mutual funds for your long-term goals, as mutual funds will give you the benefit of professionals managing your money. Take up suitable health insurance plans at this age; this will take care of your medical emergencies. Make sure you have sufficient liquid funds to help you during emergencies. This should be the right stage to decide your long-term goals; plan in such a way that the long-term investments give you good returns at the appropriate time.


Investment in your 30s


At this stage of life, women are generally married and likely to have children. They become responsible for their family, and they have to secure their children's future. It is advisable to choose suitable term insurance plans and mutual funds that perform well. You have to choose educational plans for your children and tax plans for yourselves.


You can also choose to invest in real estate for long-term growth. Investment in gold is another good option; always buy gold in the form of coins or bars or invest in gold funds, never consider gold ornaments as an investment. Gold in the form of jewellery is only going to cause loss in the form of wastage and production/making charges.




Investment in your 40s


You will generally be earning more money at this age so try to increase your retirement savings and savings for your children's marriage and their higher education. If you were planning to buy/build a house this would be the appropriate stage.


Investment in your 50s


As you will be nearing your retirement, better invest in funds that involve lesser risk. Try to transfer a portion of your investment in equity to debt because in case there is a fall in the market at the time of your daughter's marriage you will have to face a loss and will not get sufficient money. Therefore, if you are planning for your daughter's marriage, shift your funds from equity to debt one year prior to the wedding planned.


Investment in senior citizen savings scheme would be appropriate for women who are above 60 years, as you will receive more returns compared to other schemes. Bank deposits and FDs will give you decent returns and your money will be safe. You can also rent a part of your house and earn money out of it.

I am directed to refer your office letters No. STA/22-12/BG-West/III dated 12.03.2013 & 26.06.2013 and this Directorate letter No. even dated 25.06.2010 on the subject cited above and to clarify the doubts as follows:-

If the approved candidates in the merit list declined to accept the offer of appointment and still there are number of eligible candidates in the merit list, whether the selection may be made by listing another select panel of 5 more candidates applied to the original notification or re-notification is to be issued in such cases?
No. In case all five approved candidates decline, the select panel gets exhausted and, therefore, in such cases selection process is to be initiated afresh.

A panel of 5 candidates was finalized during December 2012. First candidate did not turn up and the next meritorious candidates was selected and appointed on 16.01.2013. But he was terminated from service w.e.f. 01.04.2013 for his unsatisfactory work. Whether third candidate in the panel of selection made in the said case may be apointed or to go again for fresh appointment by fresh notification?
Apart from the contingencies mentioned in Para 6(i) to (iii), the select panel may be utlized in other contingencies as well provided the select panel is valid reckoning one year from the date of finalization of the select panel initially.
 
This issues with the approval of the competent authority.
