The Postmaster General, Hyderabad / Kurnool / Vijayawada / Visakhapatnam Regions will issue necessary orders to the officials concerned immediately against the identified norm based posts in Divisions in which they are working at present to the extent possible or in the neighboring Division of their respective Regions, where the vacancies in the cadre are available.

                   If the official is  drawing the pay scale of Rs. 5200 – 20200 with grade pay of Rs. 2800/- and Rs. 9300 – 34800 with grade pay of Rs. 4200/-  is not eligible for any pay fixation under the provisions of FR 22(I) (a) (1).  If the official is not drawing the pay in the pay scales referred to above may exercise their option for pay fixation under the provisions of FR 22(I) (A) (1) within one month from the date of assuming the charge in the new post.

The official should accept / decline the promotion unconditionally in writing within one month from the date of issuance of this order.  


The Postmasters General are requested to instruct the Divisional Superintendents concerned to relieve the officials forthwith with a direction to them to join in the promotional post of LSG cadre on or before 10.11.2013.  
No representation for reallotments will be entertained by C.O before joining in the new post in LSG cadre in the Region allotted.   

NOT A TALE; BUT IN REALITY

An ode to Indian postal system
RANA SIDDIQUI ZAMAN
        Trailing the journey of the Indian postal system from 1668 till 2007, Arvind Kumar Singh’s book“Bharatiya Dak: Sadiyon Ka Safarnama” has been chosen by the Department of Education, Ministry of Human Resource Development for the Shiksha Puraskar or the Education Award for the year 2009. The award was launched by the Government of India in 1992 for encouraging original writings in Hindi in the field of education.

      Published by National Book Trust, the book has already been translated into three languages -- English, Hindi and Assamese -- and is going to be translated in seven to 12 more languages.

       “This book has been a best-seller on the subject and that the new editions will have a new look,” said an NBT representative.

       One of its chapters titled “ Chittiyon KI Anokhi Duniya – the unique world of letters” has also been included in the NCERT book of Class VIII which runs into seven pages.
Titled the “Moving encyclopaedia of Indian Post” in English, the book has 43 chapters and explains in detail the postal systems during the times of kings and nobility, modern and rural postal systems, postmen’s lives and the hardships they face, postcard, letterbox, earlier postal services through pigeons to dak-bunglows to horses and elephants and from male runners to rail, air etc.

        It notes that that stalwarts in their own fields like Noble Laureate C.V. Raman, authors Munshi Prem Chand, Rajinder Singh Bedi, Nirad C. Chaudhary and Mahashewta Devi, actor Dev Anand and celebrated Dogri writers Shivnath and Krishna Bihari ‘Noor’ were once postal department employees.

          Arvind Singh’s book has been written for the layman and is about the post Independence status of the postal services. It covers the challenges met by the carriers of postal services and its heroic survival despite the onslaught of technology via mobile, internet and private couriers.

            Recalling a story about another person who wanted to write on the subject, the 52-year-old author, who hails from UP, said: “A postman in Allahabad wanted to write a book on the subject but due to financial constraints and ill health he died. He would get me my money order which I used to wait desperately for in my college days in Allahabad. Once when I didn’t get any money order, I went to see him. He was ill. I came to know that day that he used to give me money from his own pocket if my money order didn’t reach on time. It humbled me immensely and raised my curiosity to know more about the lives of postmen. But due to the lack of any research material, I had to run across the whole of India and meet almost every postman, virtually every post office to know the reality behind this unique service.” (Source The Hindu 10.10.2013)

7th Pay Commission

The Honourable Finance Minister made announcement to constitute 7th CPC for Central Government employees. But till date there is no further action to constitute the committee for 7th CPC. At present the following questions and doubts are raising among the members of our Association.


1. Who will be as chairperson and members of the committee..?
2. Multiplication factor in 7th CPC ?
3. Will ‘Grade Pay’ structure be continued ?
4. Percentage of Increment ?
5. ACP or MACP or what will be next..?
6. Rectification of anomalies arising in implementation of 6th CPC.
7. Rates of HRA & other allowances?
8. Expectations more on the calculation of Dearness allowance with AICPIN.
9. Weightage for promotion.
10. Additional Pension scheme.
11. Removal of stagnation.
12. Removal of intra cadre disparity in pay scale/grade pay by awarding same pay scale/grade pay to similar placed employees of all departments.
13. Removal of intra cadre and intra cadre disparity in promotions.
14.Introduction of time bound promotional scheme or in situ scheme in place of ACP/ MACP. 

FEW SUGGESTIONS ON THE COMPOSITION OF THE 7th PAY COMMISSION:

i) Commission should be headed by a Retired or serving Judge of the Supreme Court;

ii) One of the Members of the Commission should be from Indian Revenue Service.

iii) Commission should have an expert on Job Evaluation as member;

iv) It should be assisted by a Consultative Body of AG, Indian Revenue, Ex-Defence and Railway Personnel to project the special conditions prevailing there in – being the largest employers.

Further the Sixth Pay Commission in paragraph 2.5.8 of its report recommended introduction of a new performance based pecuniary benefit, over and above the regular salary, for the Central Government employees. The Government of India accepted the recommendations and decided that the detailed guidelines will be issued by the nodal ministry. Performance-Related incentive will be payable taking into account the performance of the organisation and employee during the period under consideration. It is based on the principle of differential reward for differential performance. Then, it had also suggested the introduction of performance related incentive scheme (PRIS) in the government under which employees would be given pecuniary remuneration over and above the pay, replacing the ad hoc bonus scheme. The cabinet secretariat has developed result framework document. It is required to be confirmed by 7th CPC again.

2. SUGGESTIONS ON THE TERMS OF REFERENCE OF THE 7th PAY COMMISSION:

i) To consider and determine Pay structure, Allowances, facilities, avenues of promotion, service conditions, periodicity & Date of effect of Wage revision of Central Government employees – considering the situation prevailing in the Central Public Sector Undertakings and Private/Corporate Sectors in the country.

ii) To Modernise and harmonise the functioning of the Central Government Organisations to excel in their performance and to be in command over the country’s overall economy and growth.

iii) To make the Government a model employer, through appropriate Pay Package for its employees through job evaluation – duly considering all related Factors – including the relative Job requirements/Difficulties, Qualifications, Training, Working Conditions, Duties, Responsibilities and Accountabilities etc. of various categories, to enhance the efficiency, productivity and economy of the organisations of the Government.

iv) To make recommendations on productivity linked incentive scheme based on the performance of each Branch/ Department of various organisations – with suitable bench marks, productivity index and other related parameters.

v) To recommend a comprehensive formula to link Allowances with pay and inflation.

vi) To recommend a realistic formula to compensate for the inflation and price rise.

vii) To consider the necessity and recommend quantum of Interim Relief till the time the recommendations of the Commission are made and accepted by the Government.

viii) To consider the anomalies created after the implementation of Sixth Central Pay Commission Report.

ix) To consider the unimplemented recommendations of 5th & 6th Pay Commissions.

x) To formulate the structure of pension, death-cum-retirement gratuity, family pension and other terminal or recurring benefits to the present and former Central Government employees appointed before and after January 1, 2004.

xi) To remove stagnation.

xii) To remove intra cadre disparity in pay scale/grade pay by awarding same pay scale/grade pay to similar placed employees of all departments.

xiii). To remove intra cadre and intra cadre disparity in promotions.

Xiv) To Introduce a time bound promotional scheme or in situ scheme in place of ACP/MACP to award at least 5 promotions to an individual in his entire service period.

India Post Launches ‘Instant Cash’ International Money Transfer Service


India Post (Department of Posts) has signed an agreement with Wall Street Exchange (a company of the Emirates Post Group of UAE) for launch of an International Electronic Money Transfer service through ‘Instant Cash’ product of the Emirates Post Group. The service was launched here this week by Ms. P. Gopinath, Secretary, Department of Posts, by receiving the first payment from United Arab Emirates at a function organized by her Department for signing the tie-up between the Department of Posts and the Emirates Post Group.

The service will be rolled out nationally in a phased manner and will be made available at approximately 17,500 post offices across India by next month. The service will be provided through the International Financial System (IFS) of Universal Postal Union. This tie-up offers the Indian diaspora worldwide - especially in the gulf region - a safe, secure and reliable money transfer service for their families back home. This new service has its own significance going by the fact that globally, India is the largest recipient of remittances with over USD70 billion annually, half of which come from the Gulf. 

‘Instant Cash’ is a wholly owned subsidiary of the Emirates Post Group, and its services are available in 59 countries through more than 60,000 locations. They provide instant money transfer service so that the money is available to the customers within minutes of completing the transaction. 

The salient features of the service are as follows: 

• Recipients will be able to receive their payment at any of the identified 17,500 post offices by producing the unique transaction number along with their identity and KYC documents; 

• Money will be available for payment immediately; 

• Safe and secure transactions through established International Financial System of Universal Postal Union. 

India Post is the largest postal network in the world and has completed 158 years of existence. During this long journey it has undergone continuous transformation according to the needs of the citizens. It boasts a network of 1.55 lakh Post Offices in the country, of which more than 1.39 lakh are in the rural area. Besides mail, it also provides various financial services like small savings instruments under Post Office Savings Bank and Money Remittance, both domestic and international.

7th PAY COMMISSION DATE : 7th Pay Commission Date for implementation


Till this moment, the oral announcement only made by the Finance Minister to constitute 7th CPC for Central Government employees. There is no further action to constitute the committee for 7th CPC and we cannot say anything about the members of the committee and when it will be constituted.

Thee is no authentic information about the date to constitute the committee for preparing recommendations for 7th CPC. However, the committee will take maximum of 24 months to submit their recommendation report to Indian Government. The implementation of the 7th CPC is likely to be implemented from 1st January, 2016 to all Central government employees.

Not only the Central government employees, all government servants including their family members are keenly watching the news about 7th Central Pay Commission, because the same procedure / recommendations of Central Pay Commission are followed by state government to their employees.
Revision of pay has been implemented by the government once in ten years through the pay commissions and an employee can get a maximum of three pay hike in entire service. So, it is very excited to know the details of modifications in all the respect of pay.

In the view of above scenario, so many questions and doubts are raising among the Central government employees…

IMPORTANT AWARDS

Nobel Prizes-The Nobel prizes are awarded each year under the will of Alfred Nobel, Swedish chemist, engineer and inventor of dynamite, who died in 1896.

The award is given to those who have made most outstanding contribution in the field of physics, chemistry and physiology or medicine, who have produced most distinguished literary work of an idealist tendency and those who have contributed most towards world peace.

The Nobel Prize for economics was first awarded in 1969 and was established by Riksband, the Central Bank of Sweden.

Other awards started in 1901.The fund is managed by a board of directors, the head of which is appointed by the Swedish Government.

Magsaysay Awards-This award was instituted in memory of the Philippines President Ramon Magsaysay who died in an air crash in 1957.
The award carries a gold medal, $ 50,000 and a certificate a and is awarded for the following five services : (i) Government service (GS); (ii ) Public service(PL); (iii) Community Leadership (CL); (iv) Journalism, Literature and Communicative Arts (JLCCA); (v) Peace and International Understanding (PIU), the awards have been given from 1958 onwards and Emergent Leadership (started in 2001).

Kalinga Prize- This award is presented each year by the United Nations Educational Scientific and Cultural Organization (UNESCO) to a person with a distinguished career of service in the interpretation of science and research to the public.

The prize was instituted by Biju Patnaik, industrialist and politician who is the founder and Chairman of the Kalinga Foundation Trust in the State of Orissa.

UNESCO awarded the prize for the first time in 1952. The prize comprises an award of 1,000 UK pounds.

Templeton Foundation Prize- This is awarded by the Templeton – foundation for progress in religion and was instituted in 1972.

The main intention of the prize is to call attention and provide recognition to ideas, insights, actions and accomplishments which have been or may be instrumental in widening man’s love in God.

Pulitzer Prizes-This has been established by Joseph Pulitzer an American publisher, in 1917 to encourage literature and journalism in USA. The awards are given in the fields of General Reporting, National Reporting, Feature Writing, Poetry, Biography, Fiction, Drama, History, Special Local Reporting, International Reporting and for public service.

E.M. Forster Award-This award is given to an Indian author for contribution to English literature and was instituted by a Publishing Company.

Jawaharlal Nehru Award for International Understanding-This award was instituted by the Government of India. It is an annual award given for outstanding contribution to the promotion of international understanding, good will and friendship among the peoples of the world. The award carries an amount of Rs. 15 lakh and a citation.

Indira Gandhi Peace Award -The government prize of Rs. 33 lakh or its equivalent in foreign exchange in memory of Mrs. Indira Gandhi for outstanding contributions in the field of peace, disarmament and development. The administration of the prize has been entrusted to the Indira Gandhi Memorial Trust.

Simon Bolivar Prize- The $25,000 Prize is awarded by UNESCO every two years to reward activity of outstanding merit which, in accordance with the ideals of Simon Bolivar has contributed to freedom, independence and dignity of people and to the strengthening of new international economic, social and cultural order.

The Booker Prize- Established in 1968, the 50,000 pound Booker Prize, is awarded to the best novel published for the first time each year in UK by a British Publisher. The prize is open to novels written in English by citizen of the British Commonwealth,Republic of Ireland and South Africa.

Gandhi Peace Prize- Institute on the occasion of the 125th birth anniversary of Mahatma Gandhi in 1995, the annual award is the highest given by the Government of India in any field. The international peace prize, a Rs. 1 Crore worth award, was launched for recognizing socials economic and political transformation through non-violence and other Gandhian Methods.
