Sub. : Restructuring of certain Group 'C' cadres.
The Ministry of Railways have had under review Cadres of certain Group 'C' staff in consultation with both the recognized Federations (AIRF/NFIR) with a view to strengthen and rationalize the staffing pattern on Railways. As a result of the review undertaken on the basis of functional, operational and administrative requirements, it has been decide.d with the approval of the President that the Group 'C' categories of staff as indicated in the Annexures 'A' to 'H' this letter should be restructured in accordance with the revised percentages indicated therein. While implementing these orders the following instructions should be carefully and strictly adhered to:



Date of effect
1.
The restructuring of the cadres will be with reference to the sanctioned cadre strength as on 01-11-2013. The staff who will be placed in higher grade pay as a result of implementation of these orders will draw pay in higher grades w.e.f. 0141-2013. The benefit of restructuring will be restricted to the persons who are working in a particular cadre on the cut-off-date i.e. 01-11-2013.
Applicability to various cadres
2.
These orders will be applicable to the permanent regular cadres (excluding surplus & supernumerary posts) of the Open Line establishments including Workshops, Production Units, RDSO and Centralized Training Institutes. Only those temporary posts which are in operation for atleast three years may also be taken into account for the purpose of applyingrevised percentage. This will be subject to certification that these posts are meant for regular activities which will continue and not for any sporadic requirements.
2.1
These orders will also be applicable to the regular posts of Group 'C' cadres, borne on the permanent establishment of CentralizedTraining Institutes, chargeable to Revenue and identical in AVC, Grade Structure, Designation &. Recruitment pattern to that of same categories on the Zonal Railways.
2.2
These orders will not be applicable to ex-cadre work- charged posts which will continue to be based on worth of charge.
2.3
These instructions will also not be applicable to constructionUnits and Projects, where posts are generally created on worth of charge basis. For creation of posts in these units the percentage distribution of posts as in Open Line/Production Units may be generally kept in view, taking into account the availability of funds and extant rules for the same.
Pay Fixation
3.
The pay of staff promoted against the additional higher grade posts as a result of restructuring (including chain/resultantvacancies) will be fixed as per Rule 13 of RS(RP) Rules,2008 with the benefit of one increment @ 3% of basic pay, with the usual option for pay fixation as per extent rules.
Existing classification and filling up of the vacancies

The existing classification of the posts covered by these orders as selection' and 'non-selection', as the case may be remains unchanged. However, for the purpose of implementation of these orders, if any -individual Railway servant becomes due for promotion to a post classified as a 'selection' post, the existing selection procedure will stand modified in such a case to the extent that the selection will be based only on scrutiny of service records and confidential reports without holding any written- and-/or -viva-voce test. This modified selection procedure has been decided upon by the Ministry of Railways as a one time exception by special dispensation, in view of the numbers involved, with the objective of expediting the implementation of these orders. Similarly for posts classified as 'non-selection' at the time of this restructuring, the promotion will be based only on scrutiny ofservice records and confidential. reports. In the case of Artisan staff, the benefit of restructuring under these orders will be extended only on passing the requisite Trade Test.
4.1 
Normal vacancies existing on 01-11-2013 (except direct recruitment quota) and those arising on that date from this cadre restructuring including chain/resultant vacancies should be filled in the following sequence:
(i) From panels approved on or before 01-11-2013 and current on that date;
(ii) and the balance in the manner indicated in pare 4 above.
4.2
Such selections which have not been finalized by 01-11-2013 should be cancelled/abandoned.
4.3
All normal vacancies arising from 02-11-2013 will be filled by normal selection procedure.
4.4
All vacancies (including chain/resultant vacancies) arising purely due to this cadre restructuring • should be filled up by senior employees who should be given benefit of the promotion w.e.f. 01-11-2013 whereas for the normal vacancies existing on 01-11-2013, junior employees should he posted by modified selection procedure but they will get promotion and higher pay from the date of taking over the posts as per normal rules, Thus the specialbenefit of the promotion w.e.f. 01-11-2013 is available only forvacancies arising out of cadre restructuring and for othervacancies, the normal rules of prospective promotion from the date of filling up of vacancy will apply.

In cases where percentages have been reduced in the lower grade and no additional post becomes available as a result of restructuring, the existing vacancies on 01-11-2013 should be filled up by normal selection procedure.
4.6
Direct recruitment percentages will not be applicable to the additional posts arising out of these restructuring orders as on the date of effect. The direct recruitment percentage will apply fornormal vacancies arising on or after the date following the date of effect i.e. 01-11-2013. The direct recruitment quota as existing prior to the date of effect in certain categories will continue to be maintained.
4.7
Employees who retire/resign or expire.in between the period from the date of effect of these orders to the date of actual implementation of these orders, will be eligible for the fixationbenefits and arrears under these orders w.e.f. 01-11-2013, if they are otherwise eligible for the said benefit.
5.
Extant instructions for D&A/Vigilance clearance will be applicable for effecting promotions under these orders with reference to date of effect of these orders.
Minimum years of service in each grade
6.
While implementing the restructuring orders, instructions regarding minimum period of service required for promotion issued from time to time should be followed. However, while considering any relaxation in the residency period prescribed for promotions to various categories, General Managers would personally ensure that the safety aspect of Railways is not compromised.
Basic functions duties andresponsibilities
7.
Since the cadres as detailed in the annexures to this letter are being restructured on functional, operational and administrative considerations, the posts being placed in higher scales of pay as a result of restructuring should include the duties andresponsibilities of greater importance.
Adjustment of excess 
number of posts.
8.
If prior to issue of these instructions the number of posts existing in any grade in any particular cadre exceeds the number admissible on the revised percentages, the excess may be allowed to continue to be phased out progressively with the vacation of the posts by the existing incumbents.
Provision of reservation
9.
The existing instructions with regard to reservation of SC/ST wherever applicable will continue to apply.
Pin pointing of posts
10.
The administration should take steps to pin-point the additional posts arising out of this restructuring as per administrative requirements. However, in those cases where due to pin-pointing of posts staff is required to join duties in the upgraded posts at a different station, such staff may be allowed the benefit of upgradation/promotion on "as is where is basis" for the time being and allowed to join the pin-pointed post at the new station within six months time from the date of issue of promotion order, subject to the satisfaction of HOD on merit in each case.
Refusal of promotion
11.
Such of the Staff as had refused promotion before issue of these orders and stand debarred for promotion may be considered for promotion, in relaxation of the extant provisions as a one time exception, if they indicate in writing that they are willing to be considered for such promotion against the vacancies existing on 01-11-2013 and arising due to restructuring on the date. This relaxation will not be applicable to vacancies arising after the date of effect i.e. 01- 11-2013.
Matching Savings
12.
Entire scheme of restructuring is to be a self-financing and expenditure neutral proposition. Financial implications should be worked out taking into account the revised basic pay (including the Grade Pay) corresponding to the midpoint of the pre-revised pay scales in respect of each post as listed in the fitment table circulated vide Railway Board's letter no. PC-VI/ 2008/i/RSRP/1 dated 11-09-2008 and 12-09-2008, along with the Dearness Allowance as applicable on date of effect of these orders.
12.1
After working out the financial implications, the matching savings should be effected from the category itself. Wherever it is not possible to do so from the category itself, the matching savings should be arranged from the department at the divisional/zonal level. But before restructuring the cadre as per the revised percentage distribution of posts, matching savings will have to be ensured and if the Department/Railways are not able to provide the matching savings, the particular category/department will not be restructured. While effecting surrender of posts of equivalent financial value, the existing vacant posts available in the categories on the date of effect should be considered for the purpose of off-setting the cost of restructuring/financial effects of restructuring. Board desires that the General Managers should ensure that the restructuring is implemented expeditiously with matching saving without any exception and difficulty. There would be no restructuring without matching savings by surrender of posts.
12.2
Revised percentage distribution of posts as per these orders is to be based upon the sanctioned cadre strength as on 01-11- 2013. Surrenders are to be effected on this sanctioned strength and the resulting imbalance/variation in the cadres is to be reviewed at the time of next annual review as indicated below
Annual review
13. As per instructions contained in Board's letter No. PC-VI/ 2009/CRC/4 dated 26.03.2010, the Annual Review due to be conducted as on 01-04-2010 on the cadre strength of 01-04- 2010 was suspended. It has now been decided that the next: Annual Review will be undertaken from 01.04.2015 taking into account the cadre strength as on 01.04.2015.
This issues in consultation with the Establishment Directorate and with concurrence of the Finance Directorate of this Ministry.

Now fire RTI queries through e-mail


A first in the nation, RTI filing made easy through Akshaya centres


It’s time for RTI to hop off snail mail and hop on to e-mail.
The State government would soon allow online filing of RTI applications through over 2,000 Akshaya centres of Kerala IT Mission. The RTI activists managed to wrest the promise from the State government, which would ensure further transparency in the RTI system.

Officials at each centre will scan and mail the application to the department concerned, and the applicant can fetch its reply and related documents from the same Akshaya centre after the fixed time frame.
According to the State Information Commission officials, about 10 departments, including education, police, civil supplies, IT mission, IT department and Motor Vehicles Department will be brought under the online regime. More departments will be added to the network later.
The system is expected to be up and running within two weeks.
According to D.B. Binu, general secretary of Kerala RTI Federation, the State is the first to implement the facility.
“The online facilities will improve the efficacy of RTI Act implementation in the State. The long delay in getting replies can be avoided and there will be more transparency,’’ said IT Mission Director P. Balakiran. It will help more people to use RTI and the postal expenses can be avoided.
Making things easier, an applicant can pay the RTI fee of Rs.10 for each application by cash at the respective Akshaya centre. The centre would charge another Rs.10 on each application as service charge.
“It is good. People can pay the fee by cash at each centre. Though online facility is available with certain Central government departments, applicants have to pay Rs.10 using debit or credit cards. Those filing applications manually have to struggle hard to get court fee stamp or postal order for the amount,’’ said Mr. Binu.
The applicant will also have the freedom to choose the reply format in the Akshaya centre. “The reply can be forwarded by e-mail or printouts can be had. People can seek the reply in CD format too,’’ says Sreekumar Mullayil, an Alappuzha-based rights activist.” Akshaya staffers of eight districts have already been trained to handle RTI applications and the rest would get training in the coming two weeks. IT mission has already prepared software required for it.
Last week, the State Information Commission had launched online tracking facility on RTI appeals filed manually. Those who file RTI appeals can track the steps taken by the authorities online and also can goad officials to clear the matter within the stipulated time frame.
“Those who file complaints and appeals before the State Information Commission get a unique registration number. Petitioners can track the progress of respective cases by typing the number on the commission website. This will end undue delay,” said K. Rajaram Thampi, secretary of the commission.
According to Thampi, the commission has resolved 62.73 per cent of the 22,143 complaints received since January. “Among the 12,402 appeal petitions, 6,881 were disposed of. 9,741 complaint petitions were received in the same period and 7,232 among them were settled,’’ he claimed. But for the time being, online applications can be filed only through Akshaya centres and one can’t shoot questions from a personal computer in the comfort of one’s home.

Who needs Google Street View? Indian brothers launch rival service Wonobo


BANGALORE: Who needs Google Street View! Even as the global search major struggles with Indian authorities to get permissions to take images of Indian city streets, a small Mumbai-based mapping company has done all that Google had planned, and perhaps more, for the top 54 Indian cities.


Genesys International, founded in 1995 by brothers Sol and Sajid Malik, have captured numerous images of almost every street in these cities, and stitched the images together to create 360-degree panoramic views of the streets, almost exactly the way Google has done in many other parts of the world.



On Tuesday, the company launched the service under the brand Wonobo (wonobo.com). The site suffered from a little latency on Tuesday, but the company says the speed will improve in a day or so as they get everything in place.



So how come they were able to do something that Google has not been able to yet in India? Sajid Malik told TOI that one advantage Genesys had was that they had been working with the government for many years for their mapping services. "For street view, the government, including the defence ministry and the Survey of India, threw a lot of regulations at us. We painstakingly fulfilled their requirements, including not taking pictures in sensitive areas," he said.



Genesys may also have the advantage of being a local company that's hosting the data in local servers. The company has so far been in the services business, creating map content for others such as Navteq (provider of electronic navigable maps), Nokia and Bing, and was involved recently in creating digital maps of Dubai, Mecca and Medina.



Wonobo street view is being launched initially for 12 cities -- Mumbai, Delhi, Bangalore, Chennai, Hyderabad, Ahmedabad, Surat, Jaipur, Costal Goa, Kolkata, Agra, Pune. The remaining 42 cities will be launched over the following weeks.



Wonobo's main street view service provides a map on the left side of the screen and the street view on the right (you have the option of having a full-screen street view and keeping the map as a small box at the bottom). You can click any part of the map and get the corresponding street view. You can look all around a point on a street. You can click or drag on the street view to go down a street.



There's a search box to find locations. With the help of field staff, Wonobo has tagged some 10 million points of interest. That includes 4 million business locations. You can walk into some of these locations - like Novotel hotel in Mumbai - and look all around. Though the company is not charging Novotel now, these are potential revenue sources. For many of the small businesses tagged, it's their first web presence. "Any merchant can mention his suite of services, show real time prices or available inventory, showcase interiors. One of our revenue sources will be based on such hyper-local engagement," Sajid said.



Random checks we did on Wonobo showed that some of the images are a little dated, some important roads have not been covered yet, some of the tagging could have been better done. Search for Barton Centre, a landmark building on Bangalore's MG Road, and you get a view of an ugly electric transformer at the back of the building. The company says their effort is to ensure that images are no more than six months old.



The Wonobo platform also enables anybody to create pictorial storylines and guides. You could create a 'Sachin Tendulkar guide' that shows everything from the nursing home he was born in to the house he lives in now. You could create a street food guide or recommend a walking tour in a city. You can invite others to participate in creating your storyline, and you can even share your storylines on social media.



Wonobo is working with the Indian tourism department to showcase heritage sites, something that Google is also now doing, though Google is yet to get permissions for wider street views.



Bangalore startup Vidteq has done video images of streets in Bangalore, Chennai, and Hyderabad. But video requires greater bandwidth, and Vidteq does not provide panoramic views.



Wonobo has captured images in very high resolution, but the resolution used on the website is lower in order to reduce latency given our generally low internet speeds. Mobile will require even lower resolutions. "We will do a mobile app soon," Sajid said.

Eleanor Catton wins Man Booker prize for The Luminaries


New Zealand author Eleanor Catton won the 50,000 pounds ($80,000) prize with her book 'The Luminaries'.
Eleanor Catton, the 28-year old author from New Zealand has won the Man Booker prize 2013 for her novel, The Luminaries, published by Granta.

She is not only the youngest novelist to win the coveted literary prize, but has set a new record for the longest winning novel. The Luminaries is 852 pages.

The prize was announced by Robert Macfarlane, Chair of the panel of judges, live on BBC News from London’s Guildhall. The Duchess of Cornwall presented Ms. Catton with a trophy, and Emmanuel Roman, Chief Executive of Man presented her with a cheque for £50,000.

Ms. Catton is also the last winner of the Booker prize that is presently confined to writers from the Commonwealth countries and Ireland. From next year, the prize will be opened up to writers from all countries.

The Luminaries is a murder mystery set in New Zealand during the gold-rush of the late 19 century, with astrology a running theme through the book. It was described by Mr. Macfarlane in his announcement speech as being “animated by a weird struggle between compulsion and conversion: within its pages, men and women proceed according to their fixed fates, while gold – as flakes, nuggets, coins and bars – ceaselessly shifts its shapes around them.”

Despite its size, the book is “as intricately structured as an orrery. Each section is half the length of its predecessor, right down to the final, astonishing pages,” Mr. Macfarlane said.

The judges returned to the book three times, he said, and it took just under two hours to decide on the winner. "We have dug into it and the yield it has offered at each new reading has been extraordinary."

Ms. Catton described her immediate reaction to the news of her win as seeing a “white wall,” even as she searched her bag – she had bought a new one as her book would not fit into the old one – for the piece of paper on which she had written her acceptance speech.

“With The Luminaries I had a question that I wanted to ask, and the question led me in my research from book to book, and in my writing from scene to scene, and I still do not feel that I have answered the question in a definitive sense, but the book is the answer to that question,” Ms. Catton said at the post-event press conference.

The question, she said, “has to do with self-knowledge, and the degree to which the knowledge of your own destiny corrupts a person. A lot of the characters in the book are engaged with their own past.”

Ms. Catton was just 25 when she started writing The Luminaries, her second novel. Her debut novel The Rehearsal (2008) was shortlisted for the Guardian First Book Award and the Dylan Thomas Prize, and longlisted for the Orange Prize. She is the second New Zealander to win the Booker, after Keri Hulme for The Bone People in 1985.

This year’s shortlist for the prize has been described as among the best in the Booker’s history. It included Harvest, by Jim Crace; The Last Testament of Mary, a 100-page novella by Colm Toibin; A Tale for the Time Being by Ruth Ozeki; The Lowland by Jhumpa Lahiri; and We Need New Names by NoViolet Bulawayo.

Eleanor Catton was born in Canada and raised in New Zealand. She currently lives in Auckland.


Shri Arunendra Kumar Appointed as Chairman, Railway Board


Shri Arunendra Kumar has been appointed as Chairman, Railway Board (Ministry of Railways) and ex-officio Principal Secretary to Government of India. Shri Kumar took charge as Chairman Railway Board today i.e. 16th October 2013. Prior to this Shri Arunendra Kumar had been holding additional charge of Chairman, Railway Board since Ist July 2013 besides his regular posting as Member (Mechanical) Railway Board and ex officio Secretary to the Government of India. Shri Arunendra Kumar joined Railway Board as Member (Mechanical) on 1st May 2013. Prior to this Shri Arunendra Kumar was General Manager, South East Central Railway (SECR) (Headquarter: Bilaspur, Chhattisgarh) from 9th November 2011 to 30th April 2013. 

An officer belonging to 1976 batch of Indian Railways Service of Mechanical Engineers (IRSME) (Special Class Railway Apprentice Examination 1971), Shri Arunendra Kumar has been in charge of maintenance of a variety of locomotives, coaches and wagons over a career of more than 35 years both in Workshops and open line. He has several innovations to his credit in the area of locomotive and coaching maintenance. He has displayed great leadership qualities and managerial skills which has enabled him to deliver results in crisis situations and has won several awards and accolades for meritorious performance during his 3 ½ decade long career. 

As General Manager, SECR, Shri Kumar managed the heaviest freight operation in the Country. As Divisional Railway Manager, Mumbai Central he successfully managed maintenance and operation of all trains and infrastructure over Mumbai Division. 

Shri Kumar has contributed significantly in various policy formulation at Railway Board Level while working as Advisor (CC) & Additional Member Production unit during his earlier stints at Railway Board. He has attended advanced management and training programmes abroad. 

Shri Kumar is an outstanding athlete and excellent player of Badminton. Shri Kumar has featured on National Geographic Channel in the serial “Seven Mega Cities of the World” and holds a record of longest Live TV Interview by a Railway Officer on National TV Channel.
