Dear Comrades,
As you are aware, NFPE is consistently fighting for the cause of entire Postal, RMS and GDS employees and making all efforts for protection of their interests. There are so many achievements and gains of NFPE for the last many years. NFPE is the organization which is fighting continuously against the anti working class and anti people policies unleashed by the Government of India in the form of Liberalization, Privatization and Globalization along with the main stream of the working class. NFPE is also providing all upto date informations through Website, Postal Crusader and SMS.
But we regret to inform you that inspite of our repeated requests, many Branch and Divisional unions are not remitting quota regularly to NFPE causing financial crisis. For better functioning sound financial position is a must.
We, once again, appeal to all Circles/Divisional and Branch Secretaries of all NFPE unions to clear all quota dues and remit quota regularly to NFPE as per Membership.at the following address:

Another thing which is worth mentioning is that many Branch/Divisional unions are not remitting subscription of Postal Crusader. A huge amount is being spent every month for printing Postal Crusader which weakens the financial position of NFPE. Now as per decision of Federal Executive one copy of Postal Crusader will be sent by VPP to each branch for Rs. 120/- (Rs. One hundred twenty only) (as annual subscription of Postal Crusader + V.P. Charges) from the next month once in a year.

House Building Advance (HBA) for Indian Railway Employees
HBA is admissible to :
A Permanent railway employee or a temporary Railway employee with 10 years of service.
Officers of all India services (IAS, IPS, IFS) on deputation to the Railways continuously for 6 years.
If both Husband and wife are Railway employees, advance is admissible to any one of them. Where a house-site is owned jointly by husband and wife, amount will be sanctioned only if both agree to mortgage the same to Government.
If both Husband and wife are Government Servants, the pay of both of them will be taken into consideration for calculating the ceiling limit.
A Railway employee under suspension may be granted HBA on furnishing collateral security in the shape of mortgage bond from two permanent Railway employees.
HBA is granted for the following purposes:
Purchase of a plot for construction of a house.
Construction of a house on a plot already owned by a Railway employee or jointly with his/her spouse.
Enlargement of an existing house.
Purchase of a ready built house of flat.
Repayment of loan taken from Govt/private sources for constructing a house.
Cost ceiling
134 times pay in Pay Band subject to a minimum of 7.5 Lakh and maximum of 30 Lakhs.
Amount of Advance
34 times the Basic Pay + Grade Pay or Rs. 7,50,000 or the actual cost or repaying capacity whichever is less.
For enlargement of an existing house, 34 times the Basic Pay + Grade Pay or Rs. 1,80,000 or the actual cost whichever is less.
In case of construction of a house in rural area, the amount of advance is 80% of the actual cost of construction and land.
For purchase of plot/land and mount not exceeding 20% of advance in case of single storied and 15% in case of double storied is permitted.
Rate of Interest
Upto Rs. 50,000 5%

Summary
The 2013 Nobel Prize honours three scientists who have solved the mystery of how the cell organizes its transport system. Each cell is a factory that produces and exports molecules. For instance, insulin is manufactured and released into the blood and chemical signals called neurotransmitters are sent from one nerve cell to another. These molecules are transported around the cell in small packages called vesicles. The three Nobel Laureates have discovered the molecular principles that govern how this cargo is delivered to the right place at the right time in the cell.
Randy Schekman discovered a set of genes that were required for vesicle traffic. James Rothman unravelled protein machinery that allows vesicles to fuse with their targets to permit transfer of cargo. Thomas Südhof revealed how signals instruct vesicles to release their cargo with precision.

Post office to install 13 ATMs in Gorakhpur
GORAKHPUR: On Thursday, Ashutosh Tripathi, chief post master general, UP circle visited the city and announced core banking facility and installation of 13 ATMs in the district.
While talking to reporters, Tripathi said, "We are launching core banking facilities in the district from the next month. The entire eastern UP sector is divided into 4 divisions including Gorakhpur, Balia, Azamgarh and Deoria. The core banking work will be initiated in these four areas and later in other districts of the area. The system will work on the lines of nationalised banks and account holder will get transaction message on their mobile phones."
"At present, we have 2 crore and 95 lakh account holders in UP and we are all set to enhance the quality of service to facilitate our customers. We have marked 22 post offices at present and by the next month we'll mark 73 post offices for initiating core banking facility. Around 48 lakh accounts have been opened in Gorakhpur zone whereas 12 lakh accounts have been opened in Gorakhpur division, including Gorakhpur and Maharajganj," he added.

Railways fare to go up by 2% from Today
NEW DELHI: Rail travel will become costly from Monday with the cash-strapped railways deciding to increase passenger fares in all mail and express trains by 2% and freight tariff by 1.7% across the board.
The passenger fare hike will be applicable from October 7 and revised freight charges will come into effect from October 10. This is the second increase in passenger fares this year after a 20% hike in January.
After the increase, the AC first class fare of Delhi-Mumbai Rajdhani Express will go up by around Rs 80, Delhi-Kolkata fare in the same class will see a similar hike while Delhi-Chennai fare will go up by around Rs 100.
The "aam aadmi" has been spared as the increase will not be applicable on suburban trains and monthly pass holders of general classes.
The decision is expected to fuel inflation further as only last week, railways had imposed busy season charges of 15% on all freight commodities, leading to an increase in the prices of essential commodities.
This fare hike paves the way for railways to routinely revise passenger tariff taking into account the increase in input cost, mainly fuel cost.
Passenger fare was not revised as it was considered "unpopular" by leaders, leading to loss of Rs 25,000 crore a year on account of passenger tariff. "This is a big move in the direction of de-politicization of passenger tariff," an official said.
The revision has come in the form of fuel adjustment component (FAC) which was announced in the last rail budget to make adjustments for spiraling fuel prices. In the budget, it was announced that FAC would be revised every six months.
The state-run transporter has decided to pass the financial burden arising out of increased input cost — additional burden of 7.3% increase in diesel price and about 16% hike in electricity charges — on to customers.
According to estimates, railways will bear a burden of Rs 1,200 crore due to increased energy and input cost in the next six month. The revised passenger fares will get railways an extra revenue of Rs 420 crore in the remaining months of this fiscal and the transporter is expected to earn Rs 790 crore from increased freight tariff. FAC was implemented for the first time in April this year.

** Arundhati Bhattacharya Monday took over as the new chairperson of the State Bank of India (SBI).
** She is the first woman to be appointed to the top job at the country's largest lender.
**Prior to her elevation to the top job, 57-year-old Bhattacharya was managing director and chief financial officer of SBI.
** She succeeds Pratip Chaudhuri who retired Sep 30.
**"Arundhati Bhattacharya assumed charge as chairperson of State Bank of India on Oct 7, 2013," SBI said in a statement.
**Bhattacharya joined SBI as a probationary officer in 1977.
** During her 36-year tenure at the bank she has held a number of important positions, including those of deputy managing director and corporate development officer, chief general manager (Bangalore Circle) and chief general manager (New Businesses).
** She also headed SBI Capital Markets Ltd, a subsidiary of State Bank of India and had a stint in the BankA's New York office where she was in charge of monitoring branch performance, overseeing external audit and correspondent relations, SBI statement said.
**"She has also played a pivotal role in setting up three of the latest subsidiaries of the Bank viz. the General Insurance Subsidiary, the Custodial Subsidiary and the SBI Macquarie Infrastructure Fund," it said.
Now pay more for banking services
Phone banking : Rs 50
From 1 November, some banks will offer only first two calls free in a month, and subsequently, charge Rs 50 per call (not for calls to register complaints or card loss). Currently, all such calls are free.
SMS alert : Rs 15 per quarter
Most banks are now charging for SMS alerts; the service used to be free earlier. Some banks levy a higher charge of Rs 25 per quarter for current accounts.
Branch banking : Rs 100
With effect from 1 November, Rs 100 will be charged after the first four free cash transactions in a month. This is the charge if specified balance is maintained; in case of non-maintenance, all transactions will be charged at Rs 100. Earlier, Rs 50 was charged per cash transaction in case the specified balance was not maintained.
Credit cards : 3.25-3.35%
Some credit card issuers have revised the interest rate on outstanding amount after the credit free period from 3.05-3.15% to 3.25%, with effect from 1 October.
Non-maintenance of minimum balance : Rs 250-500
Banks typically charge for non-maintenance of the specified minimum balance in the account. Now, some banks are switching from the requirement of Average Quarterly Balance (AQB) to Monthly Average Balance (MAB).
Cash withdrawal at ATMs : Rs 20
Most banks levy a fee of up to Rs 20 beyond five transactions at ATMs of other banks.
Debit cards : Rs 150
Some banks have revised the annual fee from Rs 100 to Rs 150 in urban centres; others have introduced an issuance fee of Rs 100, which was not levied earlier.
