India Post ATMs to dot Thiruvananthapuram landscape
Automated teller machines (ATMs) are no longer the monopoly of the
banking sector. A year ago, the Postal Department too introduced the
machine to its customers as part of a modernisation programme. The
district will shortly join a select group of places in the country to
house ATMs of the department.
In the initial phase, ATMs will be installed at the GPO in the city and
sub post offices at Poojappura, Neyyattinkara, and Attingal. The
facility will be provided in some other post offices in the city and
also at Kottarakara, Alappuzha, Kottayam, Ernakulam, Thrissur, Palakkad,
Kozhikode and Kannur later. Work had commenced to set up the machines
at the GPO and Neyyattinkara, Assistant Postmaster General, Kerala
Circle, K.V Vijayakumar told The Hindu. The machine would become functional within a month, he added
Initially the facility would benefit 11.77 lakh postal savings account
holders in the city and after the ongoing Core Bank Solution process
initiated by the department gets integrated with other banks, it would
become interoperable giving access to bank account holders too.
The core banking facility enables customers to operate their accounts
and avail themselves of account-elated services from any of the
networked post offices. It would also provide postal saving account
holders online banking and mobile banking facilities, Officer on Special
Duty, Kerala Circle, Ravindranath, said.
The department’s scheme of transferring money instantly through mobile
phone, he said, was getting good patronage with nearly 200 people using
the facility monthly. “When we launched the scheme a year ago, there
were not many takers. In the first three months, the number of people
opted to use the facility was below 10. Now, we were able to carryout
more than 200 transactions every month,” Mr. Vijayakumar said.

Bharat Pensioners Samaj has pointed out
Government’s mis-interpretation of Hon’ble Princpal CAT’s Order for revising
Pre-2006 Pension with effect from 01-01-2006, to the effect that the order
would be applicable only to the petitioners who have filed the case before CAT
and not to all Pre-2006 Pensioners. However, the contention of Bharat Pensioners Samaj
in this regard is that Hon’ble CAT’s Order was confirmed by Hon’ble High
Court and reached finality after Hon’ble Supreme Court dismissed
Government’s SLP, Review Petition and as well as Curative Petition. Hence the
same is not an order In personam

Implementation of the order dated
1.11.2011 of Hon’ble CAT, Principal Bench, New Delhi in OA No. 655/2010.
1 Kindly connect DOP &PW letter No.
38/7 7-A/09-P8.PW (A) dated 29th May 2014 addressed to the Secretary (Shri
Sant Bhushan Lal) Central Government SAG (S-29) on the above subject.
2. At the outset, we will like to
point out that the above letter is in the nature of continuation of
willful defiance of the CAT’s order by DOP &PW and is intended to GO
AGAINST THE judicial directives. What is displayed in this letter under
reference is a deliberate mis-interpretation and distortion of the Hon’ble
CAT’s order dated 15. 5.2014. Para 2 of the above letter states that ‘As
directed by the Hon’ble CAT, the order dated 01.11.2011 of Hon’ble CAT,
Principal Bench, New Delhi is required to be implemented in respect of petitioners
in OA No. 655/2010″ which is factually incorrect and misleading. Hon’ble CAT-PB
vide its order dated 01.11.2011 quashed clarificatory OM dated 03.10.2008 and
directed to refix the pension of all pre-2006 retirees w.e.f. 1.1.2006,
based on the Resolution dated 29.08.2008. While dismissing WP (C) No 153512012
of UOI on 29-4-2013, Hon’ble Delhi High Court upheld the verdict of
the CAT PB. Dismissing SLP (C) No.23055/2013 filed by UOI against the judgement
of Hon’ble Delhi High Court on 29-7-2013 and then Review Petition (C)
No 2492/2013 on 12-11-2013 and finally Curative Petition (C) No 12612014 on
30.4.2011, Hon’ble Supreme Court upheld the Judgement of the Hon’ble Delhi High
Court with this, CAT verdict dated 1-11-2011. referred to 1 has attained
legal finality.
3. On 15.05.2014, the Hon’ble
CAT-PB disposed of Contempt Petition No 158/2012 directing the UoI to implement
the directions of the Tribunal Honble Delhi High Court upholding the
verdict of CAT PB, took note of DOP letter F.No. 38137/08-P&PW
(A) dated 28th January, 2013 whereby the pension of all
pre-2006 pensioners was stepped up from an arbitrary date of
24-9-2012 as per the Resolution dated 29-8-2008. Further in Para 2 & 3 of
the Judgement it is noted that the Government of India has tacitly admitted
that it was in the wrong and that the Tribunal is correct and the only issue
that survives are the denying arrears to be paid to
the pensioners with effect from January 01, 2006
4. The operative part of the
Honble CAT’s order dated 15-5-2014 is contained in Para 3 and reads as “It
would be appropriate to dispose of the matter with direction to the
respon-dents to implement the directions of the Tribunal expeditiously,
preferably within three months.” (Emphasis added). The direction of the Tribunal
is with reference to its order dated 1-11-2011. The Hon’ble CAT never diluted
its order dated 1.11.2011 nor could it have done so in its contempt
jurisdiction especially when its order dated 1.11.2011 had got merged with the
judgment dated 29.4.2013 of the Hon’ble Delhi High Court in WP (C)
No. 1535/2012.
4.1 Consequently, contention of
implementing this directive only in respect of the members of the SAG S-29
Association up to the date of filing of OA No. 06550010 is not valid.
All retired Central Government employees covered under the category
of pre-2006 pensionersare entitled for re-fixation of pension from
1-1-2006 as per the directive of the CAT-PB dated 1-11 -2011, which has been
upheld right up to the Apex Court while dismissing SLP/Review petition/curative
Petition in this case.
5. We, therefore, earnestly
request you to please implement judicial verdict in its true spirit and content
by issuing necessary instructions to the concerned authorities to disburse the
arrears of pension tor the period 1-1-2006 to 23-9 2012 and stop further
harassment and hardship to the aged pensioners in 70s and 80s (and a
number of them being above 80-85 years at age) in their sunset years. For this,
all that is required is to issue a corrigendum to your OM No 38140/12-P&PW(A)
dated 28-1-2013 making it effective w.e.f. 1-1-2006.

1) Facebook COO Sheryl Sandberg meets PM Modi: Facebook COO Sheryl Sandberg met Prime Minister Narendra Modi on 03 July 2014 and discussed ways in which the social networking platform
can be used to connect the Government with people. "Had a very fruitful
meeting with Sheryl Sandberg. She pointed out that India is a very
important country for Facebook, considering the high number of active
Facebook users in India," Modi wrote in a Facebook post
after the meeting. "Being an avid user of social media myself, I talked
about ways through which a platform such as Facebook can be used for
governance and better interaction between the people and governments. I
also talked about how Facebook can be used to bring more tourists to
India." he said.

2) Indian 'semi-bullet train' sets new national speed record: An Indian passenger train set
a new national speed record of 160 kilometres an hour (100 miles an
hour) on 03 July 2014 during a test between the capital and Agra. The
introduction of high-speed links and bullet trains were one of the key
poll campaign promises of Prime Minister Narendra Modi, who won
elections in May. This test, part of the government's plans to upgrade
the ageing rail network, saw the train complete the 200 kilometres
between New Delhi and Agra in around 90 minutes. The top speed clocked
at 10 kilometres more than the previous record.
3) Sardar Singh to lead India in Commonwealth Games:
There were few surprises as Hockey India (HI) selected a 16-member
side, led by Sardar Singh, for the 2014 Commonwealth Games that would be
held in Glasgow, July 23-Aug 3. Most the players of the squad, that
finished ninth in the Hockey World Cup, barring goalkeeper Harjot Singh, midfielders S.K Uthappa, Jasjit Singh and forward Mandeep Singh. The two new players
in the Commonwealth Games side are midfielder Danish Mujtaba and
forward Gurwinder Singh Chandi. While Sardar will be leading the side
Sreejesh will be his deputy.
4) Michelle Howard becomes US Navy's first female four-star admiral:
The U.S. Navy has promoted Vice Adm. Michelle Howard to admiral, making
her the first female four-star officer in the Navy's 236-year-history,
the White House said. Howard, who was the first African-American woman to command a Navy ship, will become vice chief of naval operations, according to her online Navy biography.

5) Swamy Goud elected Telangana Council chairman: TRS
member K. Swamy Goud has been elected chairman of the 40-member
Telangana Legislative Council after the Congress withdrew its candidate
Farooq Hussain. The Congress and four members of Telugu Desam walked out
of the meeting specially convened for the election. Mr. Goud polled 21
votes against zero votes polled by Mr Hussain.

Email ID and Mobile Number to be Registered/Updated on the E-Filing Website of the Income Tax Department
A valid Email ID and Mobile Number has to be registered/updated on the e-filing website of the Income Tax Department so that direct communication with taxpayer can be possible. For details, taxpayers can log on to:

The Department will send separate
One Time Passwords (OTP) also referred as PIN on the mobile and email provided
by the taxpayer. The OTPs have to be entered by the taxpayer after logging into
their e-filing account to authenticate the same. The
OTPs will remain valid for 24 hours within which the taxpayer has to complete
the process. For ‘Foreign/ NRI’ taxpayers, the OTP validation of the email ID
would be sufficient.
Validation of email and mobile numbers has been introduced to facilitate
taxpayers as in many cases incorrect emails and mobile numbers have been provided and taxpayers did
not receive important communication from the Department. Further, it has been
observed that in many cases taxpayers are not able to reset their password
since the new temporary password from the Department may be sent to their
registered email which may be different from the taxpayer’s personal email,
e.g. email of their intermediary.

This is a one-time process to
validate the mobile number and email ID. However, whenever the
taxpayer changes the Mobile
Number or email ID in their
Profile, the process will be repeated to ensure that the particulars provided
are correct. Further, this validation will ensure that Department can send an
OTP for resetting the password used for Login in case the taxpayer has
forgotten the password.
One mobile number or email ID can be used for a maximum
of 10 user accounts as the Primary Contact- Mobile
Number and Email ID in e-Filing. This is to ensure that
family members and related business concerns (not exceeding 10 separate users)
not having personal email or mobile can be covered under a common email or
mobile, but in general taxpayers should have their own unique email ID and Mobile
registered with the Department.
The taxpayer can enter any other
person’s email or mobile number in addition, as a Secondary Contact
(without any restriction on the number of user accounts linked as a Secondary
Contact). Using “Profile Settings à My Profile” the taxpayer can select to
include the Secondary Contact to also receive emails, alerts etc.
It is advised that the emails and
SMS from the Income tax
Department may be included in the
‘safe list’ or ‘white list’ to prevent the communications from the Department
from being blocked or rejected or sent to Spam folder. Taxpayers are also
advised not to share their user-id and password of their e-filing account with others to prevent
un-authorized access.Taxpayers can reset their password using the ‘Forgot
Password?’ link while logging in to their e-filing account and by providing the necessary
details.
The Department requests the
cooperation of all taxpayers for completing this validation process at the
earliest for a smooth and convenient return filing process.

Important
announcement for Tax payers for updating contact details in e-Filing Portal
Dear Tax Payers,
Income-Tax Department uses the
registered contact details (Mobile number & E-mail ID) for all
communications related to e-Filing.
It is mandatory that all tax payers must have a valid contact details registered in e-Filing portal.
It is noticed that many
registered users are not having authenticated contact
details in eFiling or may have
provided details of other persons for convenience. This prevents the Department
from interacting directly with taxpayers on their personal email and Mobile.
Further, it has been observed
that in many cases taxpayers are not able to reset their password since the
email communication from the Department may be sent to their registered email
or Mobile which may be different from the taxpayer’s personal email or mobile.
Hence, it is requested that all
the e-Filing users may immediately update and
authenticate their correct contact
details so that the communication
can be sent to the valid Mobile
number and E-mail ID.
The process of updating and
authenticating the contact
details are below.

Provide the correct Mobile Number and Email ID during the Registration in the e-Filing portal, Activation link would be
sent to the registered E-mail ID and a One Time Password (OTP also called PIN) is sent to the
registered Mobile Number. User
needs to Click on the Link provided in the E-mail and enter the OTP received
in the mobile number for Successful activation of the
registered user in e-Filing portal

After the user logs in to the e-filing account, the user is requested to
update the current Mobile
number and E-mail ID. The user
should update their personal Mobile
number and Email so that the
updated contact particulars are registered with the Department or confirm
that the Mobile number and email ID already registered is
their valid personal contacts. Upon submitting the details, Department would
immediately send OTPs (PIN1 & PIN2) to new mobile number and Email ID. The respective
PINsPIN1 and PIN2 received through Mobile
number and E-mail ID should be
entered by them in the respective input fields to authenticate that the email
ID and mobile are correct. Upon successful validation the Mobile number and email ID would be updated in the
taxpayer’s profile and the process would be complete. If the PINs are not
received within specified time (say 2 minutes), the taxpayer may opt for
“Resend PINs” option. The
PINs once received will be valid for 24 hours.
The taxpayers are advised to validate the contact details using the PINs received within 24 hours. If PINs are not validated within 24 hours, the taxpayer has to login and follow the same procedure as above again. |
Note:
Taxpayers are advised to follow
the process mentioned above in the interest of the security of their e-filing account and to directly receive
communication from the Department about status of processing and issue of
refunds etc.
