AICPIN Value:

The value of AICPIN was released some days ago.  It is found to be higher by two points and now it stands at 244. In order to correctly calculate the DA that we will get next month, we need the value of the AICPIN for one more month.

Percentage of DA: 
In our previous article, titled “Expected DA July 2014,” we had written that the DA may increase by 6%However, the value of the AICPIN for the past two months has increased more than expected. If the AICPIN value increases or decreases or remains the same, the value of the DA% may increase up to 107%. A timetable about possible DA increase has been provided below.

A Cheque is a bill of exchange drawn on a specified banker and not expressed to be payable otherwise than on demand. It is an unconditional order in writing ,drawn by a customer on his bank, requesting the specifying bank to pay on demand a certain sum of money to a person named in the cheque or to the bearer or to the order of a stated person.

Crossing of a cheque means two transverse parallel lines are drawn on the left hand corner of the cheque. A crossing of the cheque is a direction of paying money to the banker not to the holder at the counter. A cheque can be made safe by crossing it. Crossing prevents fraud and wrong payments.

Types of Cheque Crossing:

[1] General Crossing: A cheque is said to be crossed generally when it bears across its face any of the following:
[1] Two transverse parallel lines.
[2] Two transverse parallel lines with the word “And Company” or “And Co”.
[3] Two transverse parallel lines with any abbreviation of the word “& Company”.
[4] Two transverse parallel lines with the words “Not Negotiable”.
[5] Two transverse parallel lines with the words “Account Payee Only”.

The cheque crossed generally does not ceases to be negotiable further. The collecting banker can collect the proceeds of the cheque in the account of that person mentioned on the cheque. A crossed cheque can be made bearer cheque by cancelling the crossing and writing that the crossing is cancelled and affixing the full signature of drawer.

[2] Special Crossing: It is a cheque in which the name of the bank is written between the two parallel lines and hence it can be paid to that specific banker only. Inclusion of the name of a banker is essential in special crossing . Special Crossing can never be converted to General Crossing. In Special Crossing paying banker to honor the cheque only when it is presented through the bank mentioned in the crossing and no other bank.

The Rangarajan committee was set up last year to review the Tendulkar committee methodology for estimating poverty and clear the ambiguity over the number of poor in the country.

NEW DELHI: A panel headed by former Prime Ministers economic advisory council chairman C Rangarajan has dismissed the Tendulkar committee report on estimating poverty and said that the number of poor in India was much higher in 2011-12 at 29.5 per cent of the population, which means that three out of 10 people are poor.

As per the report submitted by Rangarajan to planning minister Rao Inderjit Singh earlier, persons spending below Rs 47 a day in cities would be considered poor, much above the Rs 33-per-day mark suggested by the Suresh Tendulkar committee.

As per the Rangarajan panel estimates, poverty stood at 38.2 per cent in 2009-10 and slided to 29.5 per cent in 2011-12.

This is at variance with the Tendulkar methodology under which poverty was estimated at 29.8 per cent in 2009-10 and declined to 21.9 per cent in 2011-12.

The Planning Commission's estimates based on Tendulkar committee had drawn flak in September 2011, when in an affidavit to the Supreme Court it was stated that households with per capita consumption of more than Rs 33 in urban areas and Rs 27 in rural areas would not be treated as poor.

 The Rangarajan committee was set up last year to review the Tendulkar committee methodology for estimating poverty and clear the ambiguity over the number of poor in the country.
As per Rangarajan panel estimates, a person spending less than Rs 1,407 a month (Rs 47/day) would be considered poor in cities, as against the Tendulkar Committee's suggestion of Rs 1,000 a month (Rs 33/day).

In villages, those spending less than Rs 972 a month (Rs 32/day) would be considered poor. This is much higher than Rs 816 a month (Rs 27/day) recommended by Tendulkar Committee.

In absolute terms, the number of poor in India stood at 36.3 crore in 2011-12, down from 45.4 crore in 2009-10, as per the Rangarajan panel.

Tendulkar Committee, however, had suggested that the number of poor was 35.4 crore in 2009-10 and 26.9 crore in 2011-12.
