Ref: PF/NFPE/Staff                                                                                                  Dated – 16.07.2014

To

The Secretary
Department of Posts
Dak Bhawan, New Delhi – 110001

Sir,

Sub: -    Continuing injustice to the Postmaster cadre – request for remedial measures – reg.

By various reference the injustice caused to the Postmaster cadre official have been brought to the notice of the Directorate but the results of the actions taken are yet to come. The minds of the affected Postmaster cadre officials are in the burning state and this disappointed category needs and deserves justice on the following issues.

1.       It is happened while calling for volunteers of Postmaster cadre, it was assured to the applicants under initial constitution vide para 4, 5, 6 of the Directorate letter No. DG (P) No. 4-17/2008-SPB II dated 07.02.2011, that the same years as minimum Qualifying service will be adhered for the promotions of Postmaster grade I to Postmaster Grade II and Postmaster III as in the cases of LSG to HSG II and HSG II to HSG I. Many senior HSG II officials opted for PM Grade II are now bypassed by junior HSG II officials remained in the General line by getting HSG I on completion of 3 years of Qualifying Service.

As assured during the initial constitution of Postmaster Grade by Directorate to maintain same qualifying service, all the Postmaster Grade II officials having 3 years of service in HSG II & PM Grade II combinedly may be promoted to Postmaster Grade III by taking into account of anomaly caused to Postmaster Grade II officials. The above matter was taken up with the Directorate in the JCM Departmental Council meeting on 27/11/2103 under Sl. No. 12 and Item No. 73 and the staff side was replied that the proposal is being drafted for sending it for the DOPT/UPSC for relaxation of recruitment rules in order to promote Postmaster Grade II to Postmaster Grade III with 3 years of service in Postmaster Grade II/HSG II.

Till date, no positive action in this regard has come out and the fate of the affected Postmaster Grade officials are still worsening as their junior counter parts in erstwhile HSG II gradation list are now promoted to HSG I and some become Postmaster Grade III under belated initial constitution while the senior erstwhile HSG II officials earlier opted for PM Grade II are in the same Post.

The above injustice anomaly tampered the ambitions and rightful career aspirations that can never happen in any other administration or department.

2.       On several occasions in person and through writing it is being requested to convene a special meeting exclusively for the problems and issues of the Postmaster Cadre. But for unknown reasons, the above request is not materialized till date. A meeting is required to be convened exclusively for Postmaster cadre issues which may lead to sort out the bottle necks.

3.       In the year 2011, 2012 when the PS Group ‘B’ exam were conducted, the optees for Postmaster Grade despite their LSG service for more than 5 years are denied abruptly to sit in the examination. A fair number of senior and efficient officials opted for Postmaster cadre was kept out from the race of PS Group ‘B’ and their career ambition is ignored in an unscientific manner. In the same way, young and dynamic Postmaster Grade I officials are denied to sit in the IP examination to enhance their grade pay and career option which is not inconsonance with the natural justice. If the grade Pay of an IP is equivalent to Postmaster Grade-I, then nobody will opt for IP cadre, but the Postmaster Grade-I is designed as less than that of IP cadre.

The Postmaster Cadre officials are to be made eligible is sit in PS Group ‘B’ and IP examination if they desire so. This is not only to fulfill the career aspirations of young PM Grade officials, but at large beneficial to the department also. Recently CAT Chennai has ordered to publish the results of Postmaster cadre officials appeared in PS Group ‘B’ 2011 examinations.

4.       The financial, administrative and disciplinary powers of PM Grade are to be enhanced to the required level to conduct their offices in optimum. The delegation of powers to administer their offices is the need of the hour in the changed technological scenario and now the time has ripen.

5.       It is desirable on our part that the entire posts of Senior postmasters to be given to the Postmaster Grade officials. Even though Senior Postmaster is in the hierarchy of Postmaster Cadre, it is pitiable to note that no Postmaster Grade officials are eligible to sit in the LDCE. The Post of Senior Postmaster shall be increased and 50% may be apportioned for LDCE in which the PM cadre officials are made eligible to compete and the remaining 50% is to be for the promotions to PM Grade III officials.

6.       In the present trend and juncture, the role of Postmaster to lead a post office with multifarious tasks deserved them for enhanced pay scale counting their responsibilities and importance to pass the miles to come, their pay scales need a revision and it is expected to recommend such revision by the department to 7th CPC.

The problems and issue of the Postmaster cadre officials are not exhaustive but illustrative. The above main issues are long expected and it is requested to convene a meeting with the unions/JCM to once again present our case and arguments to the new Secretary (P) and grant justice to the Postmaster Cadre officials.

A line in reply is much awaited

With found regards,

Yours faithfully,

(M. Krishnan)

IRCTC Launches Berth Selection Option While Reserving Tickets

RTC now gives option to choose the berths and seats at the time of reserving tickets online.

Until now, private bus operators gave users the option to choose their berths and seats at the time of booking their tickets on the internet. From next month onwards, IRTC too is going to give the option to its users when they book their railway tickets online. IRTC has added this facility for the sake of senior citizens, families with children and for the sick and ailing passengers.

Senior citizens, women and those travelling with children were, until now, not given the option to choose the berths they wanted. All they could do was give their preference for middle or lower berths. They would be given those berths only if they were available. Only if all the berths of the S1 coach are filled will the berth allocation for S2 coach begin. So even if the seat desired by the passenger is vacant in the S2 berth, he/she cannot reserve it.
While presenting the annual Railway budget last week in the Parliament, the Railway Minister Sadananda Gowda said that passengers will now have the option to choose the coach and berth at the time of reserving the tickets online. He added that there will also be an option to choose the food menu while booking the tickets!
The Railways already offers facilities for users to book resting rooms at the destination station while reserving the tickets. Initially one had to arrive at the station, pay the fees and then book the resting room. Now, at the time of booking their tickets, they can also reserve the resting rooms at the prime destination stations.
Like railway tickets, these rooms too can be booked 60 days in advance. After reserving the tickets, the user has to present the reserved ticket to the officer-in-charge of the resting room and reserve the rooms at the destination station.
Although there are some practical difficulties in executing these plans, the passengers are delighted.
But, despite all these facilities offered, booking tickets on the IRTC website continues to be a daunting task.

Its long term aim is to provide 24×7 uninterrupted power supply to all homes. A sum of Rs. 500 crores has been set aside for this scheme.
2) Shyama Prasad Mukherji Rurban Mission
Shyama Prasad Mukherji Rurban Mission will be launched to deliver integrated project based infrastructure in the rural areas. The scheme will also include development of economic activities and skill development. The preferred mode of delivery would be through PPPs while using various scheme funds. It is based on the example of Gujarat that has demonstrated successfully the Rurban development model of urbanization of the rural areas, through which people living in the rural areas can get efficient civic infrastructure and associate services.
3) Soil Health Card Scheme for Every Farmer
The deteriorating soil health has been a cause of concern and leads to sub optimal utilization of farming resources.  The Government will initiate a scheme to provide to every farmer a soil health card in a mission mode. A sum of Rs 100 core for this purpose has been kept aside by the government. An additional Rs 56 crores have been allocated to set up 100 mobile soil testing laboratories across the county. There have also been growing concerns about the imbalance in the utilization of different types of fertilizers resulting in deterioration of the soil.
4) Swatchh Bharat Abhiyan
The Government intends to cover every household by total sanitation by the year 2019, the 150th year of the Birth Anniversary of Mahatma Gandhi.
5) Pradhan Mantri Krishi Sinchayee Yojana
The Government has proposed to initiate the scheme “Pradhan Mantri Krishi Sinchayee Yojana”. It is proposed to meet the need to provide assured irrigation to mitigate risk to the farmer since bulk of the farm lands are rainfed and depend on monsoon. This scheme would facilitate access to irrigation. A sum of Rs.1,000 crores is being set aside for this scheme.
6) A Dedicated TV Channel ‘Kisan TV’ to be Launched for Farmers
Kisan TV, dedicated to the interests of the agriculture and allied sector will be launched in the current financial year. This will disseminate real time information to the farmers regarding new farming techniques, water conservation, organic and farming etc.
7) Multi Skill Programme – Skill India
The Government has announced the launch of a national Multi-Skill programme called Skill India. This programme would skill the youth with an emphasis on employability and entrepreneur skills. It will also provide training and support for traditional professions like welders, carpenters, cobblers, masons, blacksmiths and weavers etc. Convergence of various schemes to attain this objective is also proposed.
8) Kisan Vikas Patra (KVP) Re-Introduced
Kisan Vikas Patra (KVP) is being re-introduced to encourage people, who may have banked and unbanked savings to invest in this instrument. Kisan Vikas Patra is a saving scheme that doubles the money invested in eight years and seven months. The Directorate of Small Savings Government of India, sells these saving bonds through all Post Offices in the country so that the scheme can be accessed by citizens from all over the country. A KVP can be encashed after two and a half years from the date of issue at the value it has been bought and the interest accrued for the period.
9) Integrated Ganga Conservation Mission ‘Namami Gange’
The Government has proposed to set up an Integrated Ganga Conservation Mission called (Namami Gange). An amount of Rs. 2037 crore has been set aside for the Mission in the current Budget. The Mission is being launched because a substantial amount of money has been spent in the conservation and improvement of the river Ganga but the efforts have not yielded desired results because of the lack of concerted effort by all the stakeholders. To harness the enthusiasm of the NRI Community to contribute towards the conservation of the river Ganga, an NRI Fund for Ganga will be set up which will finance special projects.
10) Beti Bachao, Beti Padhao Yojana Launched
Government has introduced a new scheme called Beti Bachao, Beti Padhao, which will help in generating awareness and improving the efficiency of delivery of welfare services meant for women with an initial corpus of Rs 100 crore. The  government would focus on campaigns to sensitize people of this country towards the concerns of the girl child and women. The process of sensitization must begin early and therefore the school curriculum must have a separate chapter on gender mainstreaming.
11) Digital India Programme
Centre has proposed to launch a pan India Programme called “Digital India” to further bridge the divide between digital “haves” and “have-nots”. This would ensure Broad band connectivity at village level, improved access to services through IT enabled platforms, greater transparency in Government processes and increased indigenous production of IT hardware and software for exports and improved domestic availability. Special focus would be given on supporting software product startups. The  Government has also proposed to set-up A National Rural Internet and Technology Mission for services in villages and schools, training in IT skills and E-Kranti for government service delivery and governance scheme with an initial corpus of Rs. 500 crore. A programme for promoting “Good Governance” will also be launched and a sum of Rs.100 crore will be set aside for this.

A  sum of Rs 4,000 crore has been earmarked for National Housing Bank with a view to increase the flow of cheaper credit for affordable housing to the urban poor/EWS/LIG segment. The Government has already outlined some other incentives such as easier flow of FDI in this sector and is willing to examine other positive suggestions. The government has included slum development in the list of Corporate Social Responsibility (CSR) activities to encourage the private sector to contribute more towards this activity.

Appointment on compassionate grounds of family member of an ex-Railway servant: Railway Board Order

Appointment on compassionate grounds of family member of an ex- Railway servant.

GOVERNMENT OF INDIA
MINISTRY OF RAILWAYS
(RAILWAY BOARD)
No.E(NG)II/2014/RC-1/SCR/5
New Delhi, dated 08.07.2014

The General Manager (P)
All Zonal Railways/Pus

Sub: Appointment on compassionate grounds of family member of an ex- Railway servant.

As the field units are aware, dependent family members for the purpose of appointment on compassionate grounds means spouse or son (including adopted son) or daughter (including adopted daughter) or brother/sister in the case of unmarried Government servant, who is wholly dependent on the Government servant at the time of death in harness or retirement on medical grounds, as the case may be.

Further, In terms of para 2 of letter No. E(NG)III-781RC1/1 dated 3.2.81, General Managers can consider for employment of married daughters, if they satisfy themselves that the married daughter will be the bread-winner of the family of the Railway servant concerned. tt has also been stipulated vide Instructions issued under RBE No. 224/2001 dated 21.11.2001 that the cases of dependant divorced/widowed daughters should also be considered for such appointment as in the case of married daughters subject to the condition that former should have been wholly dependent on the ex-employee at the time of the death/medical invalidation of the latter.
Existence of a number of instructions as well as the issue of specific clause of dependency on the ex-Railway employee’ have been engaging the attention of this office for sometime. Accordingly, the matter has been reviewed by the Board and- it has been decided that It should be left to the discretion of the family concerned in case of death of ex-employee to request for a job to either spouse or any child {whether son or daughter (unmarried/married/divorced/widowed)} subject to the condition that the concerned child will be the bread-winner of the family concerned.

Further, for this purpose instructions issued by this Ministry vide letter issued under RBE No. 22/2014 dated 4.3.14 be read in the same spirit.

However, the dependent of an unmarried male/unmarried female Railway employee dying in harness/retiring on medical grounds, may be considered for compassionate appointment by the Railway at its own level, subject to the condition that the candidate proposed for appointment Is shown as dependent on the ex-employee on the basis of documents such as Inclusion/declaration of names in the pass or in Ration cards etc.. The condition of inclusion in the pass declaration or Ration cards etc. is only a facilitating factor, and not intended to be a restrictive one. In the absence of any such documentary proof, the factual position regarding the extent of the dependency may be got verified by deputing a Welfare Inspector to inquire into the circumstances. The relaxation of time limit permissible in the case of minor children of those employees who die in harness would also apply In the case of dependent of those who die as bachelor/spinster.
Accordingly, ara 2 of Board’s Instructions E(NG)I1I-78/RC1/1 dated 3.2.1981, letter No. (NG)II/88f RC-i. / Policy dated 4.9.96, No. E (NG)II/88 /RC-1/1 Policy dated 2.5.97,-2- No. E(NG)II/99/RC-1/S19 dated 5.8.99, and E(NG)IIf2001/RC4/EVS dated 21.11.2001 stand superseded.

Past cases, already decided need not be reopened.

Please acknowledge receipt.
