Concept of Post Bank of India still wide open; RBI in favour


Here is an article appeared in Firstpost titled Why RBI’s decision on a Post Bank of India is a slap for Finance Ministry

The RBI’s decision on Wednesday to “consider” the application of Department of Posts for a banking license “separately in consultation with the Government of India” is literally a slap in the face for the finance ministry.

Out of the 25 applicants that were in the fray for a new license, the RBI granted “in-principle” approval for two - IDFC and Bandhan Financial Services - while setting aside the application of the Department of Posts to be decided separately. If the finance ministry had given permission earlier, the RBI could have issued a license to the Department for “Post Bank of India” as well.

While prior clearance of their parent company was necessary for the private players who had applied for a license, for the postal department, it was the clearance of the government of India, or more specifically, the finance ministry that was mandatory. Without such a clearance, the RBI could have rejected the application, which it didn't do. Had the government given its clearance, most probably the Post Bank too could have commenced its operations along with the other two licensees.

The Department of Posts has been trying to get the clearance of the finance ministry for some time now, but for some strange reason, the finance ministry has been dragging its feet. According to knowledgeable sources, the RBI was very keen and has even met with the ministry, but nothing fructified. It was clearly a case of the government defeating its own proclaimed aim of financial inclusion. There is no other institution, not even the network of public sector banks, that could help financial inclusion in a way that the the postal department is capable of.

If the Post Bank of India is operationalised, all the 1.54 lakh post offices, out of which about 90 per cent are in rural areas, by default will become a “bank”. These “banks” will be more accessible to the common people, because they have been right there for decades in their neighbourhood: there is a post office for every 7176 people in the country and in rural areas, the coverage is even better - one for every 5682 people. In fact, when the UPA government was struggling to find a way to transfer the wages for NREGA beneficiaries, it was this network that came to its rescue. About 2.2 crore people get their NREGA payments through the post offices.

Financial services are not new to post offices because for several decades, they have been running the post office savings scheme. Besides the extremely high penetration of the post offices, in rural areas, there are about 2.69 lakh agents (Grameen Dak Sevaks) who come home to help people with banking. Almost all these agents are also people from the neighbourhood and are familiar with the beneficiaries.

It is a unique banking eco-system that only Indian Post can claim credit for. It is a model that has evolved over time and is very hard to replicate because it is driven by the sheer needs of people, and nourished by trust and relationships.

This is where the finance ministry’s role is suspect. Why hasn’t it granted the permission to the Department of Posts when the RBI doesn’t have any objections. Who is it trying to protect? Isn’t it its commitment to financial inclusion a sham?

Interestingly, Kapil Sibal, the minister for posts, and even Rahul Gandhi couldn't get a government decision favouring the Postal Bank. Sibal reportedly was very keen while Rahul Gandhi, as usual, had his attention diverted.

As the RBI press release notes, financial inclusion was the stated objective for giving additional banking licenses.

"In the budget speech of the Union Finance Minister for the year 2010-11, it was announced, inter alia, that there was a need to extend the geographic coverage of banks and improve access to banking services and that RBI was considering giving some additional banking licences to private sector players,” the central bank said.

Why was the most eligible candidate excluded?

Anyway the RBI has a mind of its own and has apparently not given into the government’s indifference. It has kept the option of the Postal Bank open and will follow up with the financial ministry. How long will the ministry block it? Will the next government take a favourable decision?

The reasons are certainly more than what meets the eye.

In partial modification to circular no. PFRDA/2013/17 /PDEX/10 issued on 23rd October, the ‘request form’ is being replaced with ‘request cum undertaking’ form, as attached along with.



The subscribers wishing to exercise this option shall have to fill the attached ‘request cum undertaking form’ along with the NPS Withdrawal form while submitting the same to their DDO/PAO/DTO/POP. The subscribers who have sent the requests earlier also need to send a fresh request on the amended form for processing of their claims.

1) World Autism Awareness Day observed: The World Autism Awareness Day was observed on 2 April. The day was unanimously declared as World Autism Awareness Day by the United Nations General Assembly in 2008 to highlight the need to improve the lives of children and adults who suffer from autism. Autism is a lifelong developmental disability that manifests itself during the first three years of life and results from a neurological disorder that affects the functioning of the brain. The disorder mostly affects children and is prevalent across countries, genders, races and socio-economic backgrounds.

2) New bank licence: RBI grants 'in-principle' approval to IDFC, Bandhan:  Reserve Bank of India( RBI) on Wednesday granted "in-principle" approvals to Mumbai-based infrastructure lender IDFC and Kolkata- based micro-finance Bandhan Financial Services for new bank licences. The RBI will also consider the application of India Post, but the central bank said it would done separately in consultation with the government. This would be the first time in a decade that new banking licences are handed out, since the formation of Yes Bank in 2004. There were 25 companies in the running.

3) Dipika Pallikal inks deal with adidas: India’s number one female squash player Dipika Pallikal has entered into an association with adidas as the sports apparel major signed the world number 11 for its latest women’s campaign ‘all in for #mygirls’

4) Axis launched home loan scheme for below Rs 10K earners: Axis Bank, on the occasion of its 20th anniversary on Wednesday, announced the launch of ‘Asha Home Loan’, a 30-year home loan product for first time home buyers in the lower income segment, seeking affordable EMIs. The home loans are for customers with family incomes of Rs.8,000-10,000 a month and above. Customers can pool their family income instead of depending on their individual income only.

5) Fin Services Secretary Gurdial Singh Sandhu on RBI board: Financial Services Secretary Gurdial Singh Sandhu has been nominated as a director on the Reserve Bank’s central board on Wednesday. “The Central Government has nominated Gurdial Singh Sandhu, Secretary, Department of Financial Services, Ministry of Finance, as a director on the Central Board of Directors of the Reserve Bank of India ...,” the RBI said in a notification.Visit:www.currentaffairs4examz.com

6) Vodafone, Airtel applied for Unified Licence to renew licences: Telecom major Vodafone and Airtel have applied for new telecom permits - Unified Licence - to continue their businesses in some service areas, including Delhi and Mumbai.  "As required under the conditions of auction, laid down in the Notice Inviting Application, Vodafone has applied for Unified Licence in Delhi, Mumbai & Kolkata service areas on 19 February 2014," Vodafone said in a statement.  Bharti Airtel has also applied for new licences in Delhi and Kolkata circles, sources said. The Unified Licences norms bar a telecom operator from holding any kind of stake in competitor.

7) RBI adopts new CPI as key measure of inflation: he Reserve Bank of India (RBI) Governor, Raghuram Rajan, on Tuesday, said that the central bank had adopted the new Consumer Price Index (CPI) (combined) as the key measure of inflation.


8) Karim Massimov named as the Kazakhstan’s new PM after Serik Akhmetov resigned: Karim Massimov, the Chief of Staff of Kazakhstan on 2 April 2014 was named as the new Prime Minister of the country by the President, Nursultan Nazarbayev. His appointment came following the resignation of Serik Akhmetov from the post, which was accepted by the President as per the Constitutional provision. This announcement of acceptance of resignation of Akhmetov was made by the President through a twitter message. Akhmetov was appointed as the Prime Minister of Kazakhstan in September 2012. Earlier, Massimov served as the Kazakh Prime Minister from January 2007 to September 2012 before Akhmetov.

OFFICE MANAGEMENT TIPS FOR POSTMASTER CADRE OFFICIALS



It is the basic need for every Postmaster on assuming charge of the Post Office to understand its staff , transactions , mail arrangements , area of service , volume of mails , the people and the culture in and around the Jurisdiction . It will provide a clear idea about what is what .


Staff :

The establishment and the working strength  to be studied along with the previous statistics about the staff  that was allowed to continue in the office.  A rough calculation should be made with the available statistics ie MPCM , Savings Bank , accountable articles for previous 3 year period.  After satisfying yourself with the work load , the actual requirement of staff is to be take note of.
Transaction statistics

The MPCM , SB and all other accountable articles should be studied for a specific period say for previous period and make a small comparison about the improvements / decrease in the transactions. This will give you a knowledge about the overall performance of the post office and its functions.

Mail Arrangement

Make a study on the receipt and dispatch of mails at office and find out the suitability .  This will provide a scope of identifying number of staff required at the receipt time and dispatch time for ordinary mails. Cross check the mail arrangement with the office working hours and identify dead time wherein there is a difference between receipt of bags and opening cum processing along with the closing of bags and the dead time between closing and dispatch of mails. This provides a opportunity to identify and shift staff for the work and for modification of working hours according to the mail timings.

If mail is received early and the office also commences immediately
Check the counter service requirements ie no of staff to attend counter 
If mail is received early and the office opens after a short duration
Check for staff requirement for the mails to be processed and modify the timings for staff accordingly
If mails is received after opening of office
Check the mms and mail arrangement schedules  for modification and possibility to receive mails within time
If mails received at frequent intervals ie twice in the morning
Check the interval time between the two arrivals if the time is short try processing together and if there is a good gap say 1 hours. Process only the ordinary mails first and the accountable mails together. ( you can also prepare two list for postman ie Delivery SLIP no 1 & 2 by creating duplicate beats for postman)  There can be no restrictions on creation for the same beat and only requirement is to send all mails received for delivery on the same day.. 

Area of service

Different post offices have different geographical dimensions for delivery and service.  Have a study about the area within a short period of time which will help a lot in the day to day work as a Postmaster.

If the area is have a good dimensional size
Prepare to work according to the area requirement ie The Postman who should proceed first , second and so on and deploy staff accordingly
If the area does not have a good dimensional size
Prepare a dimension your self and plan to send the postman accordingly.
If the area is like a square or rectangle in shape
 Prepare Postman for beats and not beats for postman.  Select the postman with service hierarchy  and provide nearest square for the most senior and next to his junior and so on.
If the area is a butterfly type in shape
Prepare customer wise postman beat or location based ie.  Two postman should not be allowed to share one area . Hence one full area should be provided for one postman . They can also be some rotation within the beats at regular intervals.


Volume of mails

Analyze the volume of mails ie Ordinary mails on a day to day basis and understand variations in the volume ie Monday will be heavier than Tuesday , and Tuesday will be easier than Wednesday and so on This provides an understanding in how the Postman can be controlled or used effectively in other activities of the office ie . PLI , RPLI , Account Opening etc
Accountable mails also needs some study for analyzing the work load of the postman . The number of bulk mails delivered by each postman and the details of such customers to be taken note of for providing window delivery. The newly created townships should also be studied about the requirement of manpower for mail delivery.

People and culture

This is the most important aspect in analyzing the functioning of a post office . Each place has its own culture and tradition , business and profession . we have to go thro the life of the people , especially their requirement from Post office.  This will be helpful in deciding the product to be concentrated at the post office rather than concentrating on all the products and services of a PO.


CRISIS MANAGEMENT

What Postmaster can  do on the following situations....

Leave of staff
Should be regulated within the office and should see that each and every staff can avail their required leave in time.
Emergency situations are exempted and upto the postmaster to decide.
Do not recommend leave for staff for long durations for silly reasons . Just make a remark on the leave application on your disinterest ( Instead you can request your staff to cutshort their leave)
Deputations
When you have already studied about the staff engagement for the past years and also current the requirements , transactions ,  mails and the people now you can readily fight with the administration about the necessity on production of the statistics . You may also communicate the authority that you should not be held responsible for any deficiency of service at the counter when staff are compelled for deputations.
Shortage of staff due to leave and deputation
Open only those counters where you can provide service. Ask customer to stand in a single queue . Accept transactions on First in and First Out methods . Take your standard timing for completion of each transaction . Put a notice to people on the present day staff position at  your office.



At present the Administration is highly worried about the BD products and its revenue. It becomes inevitable to do some business for the management even though we may be at a hectic situations. After completion of the above study and implementation of the CRISIS management technique , one can be free enough to identify products and services for business.

Stages for business development

When you find that there is  business in mails
 Concentrate only on mails for a period of 6 months and do not consider admin pressure and achieve some good jumps in registered, speed , parcels  bookings and record it for your support
Product change
Identify the next product ie Savings Bank and concentrate to open more number of accounts for a period of 6 months and create a record of the same for support

Modify supervising Techniques

Our traditional supervising techniques need lot of modifications and to be brought to suit the present environment  that can protect against the management , staff and the public...

Delivery performance
Check returns by yourself  and concentrate only on those articles returned undelivered ( Do not waste time from invoicing for supervision )
Postman Delivery time
See that sufficient people are attending the work to ensure the postman leaves in time
Reporting
Always report on all discrepancies ie misspent , misdirected , complaints etc and do not take your self into problems
Technology problems
Do not try to rectify it by yourself . There are people to do their job so just report and record it for support . Do not try to be over enthusiastic as it will not support your job.
Late arrival of Postman

When the whole earth is facing the fatal effects of Global Warming and Climate Change due to natural causes like dust particles, marsh gases, volcanic eruptions and ultra violet radiations and human activities like  deforestation, consumption of fossil fuels, new forms of land use and agriculture, emission of aerosols and toxic gases from automobiles and industries resulting increase in sea level, rising ecological imbalances, increasing deforestation, frequent floods, rise in vector-borne deceases and above all increase in greenhouse gas emissions, not only individual efforts but Government and Non-Government Organizations, scientists and environmentalists all over the world are gearing up several activities to meet the challenges.  Amongst various activities, celebration of Earth Day on 22nd April and  World Environment Day on 5th June every year are considered very important.
As the 44th Anniversary of Earth Day approaches, people around the world are taking various steps toward protecting and preserving the environment. Like Earth Days of the past, Earth Day 2014 will focus on the unique environmental challenges of our time. As the world’s population migrates to cities, and as the bleak reality of climate change becomes increasingly clear, the need to create sustainable communities is more important than ever. Earth Day 2014 will seek to do just that through its global theme: Green Cities. With smart investments in sustainable technology, forward-thinking public policy, and an educated and active public, we can transform our cities and forge a sustainable future. Nothing is more powerful than the collective action of a billion people. The UN General Assembly declared 2014 as the International Year of Small Island Developing States (SIDS). World Environment Day (WED) 2014 will be celebrated under the theme of SIDS, with the goal of raising awareness of their unique development challenges and successes regarding a range of environmental problems, including climate change, waste management, unsustainable consumption, degradation of natural resources, and extreme natural disasters.
While worldwide efforts are on move to protect and improve nature and stabilize emission of greenhouse gases, postal departments from across the globe are adopting best practices for minimizing their carbon footprint. Here are some examples how Posts around the world are going green to save the earth.
India Post, the world’s largest postal network having 154822 outlets has already introduced electronic solar rickshaws for postmen in India. The eco-friendly solar rickshaws are prepared by the scientists of Indian government with collaboration of IT research department and named as ‘green vehicle’. The Department, in the meantime has completed a pilot project of installing solar Power Packs in 7 postal circles.
Let’s discuss a selection of best practices from across the globe on greening the Post. While some postal operators are already aware of the importance of minimizing their carbon footprint, others are forging ahead with success. 
To reduce the emission of carbon dioxide, postal operators in Germany (Deutsche Post DHL), Brazil ( Brazilian Post ), Finland ( Itella ), Tanzania ( Tanzania Post ), Hungary ( Magyar Posta ) and Slovenia ( Slovenia Post)   are using either green electricity or hydro power / solar / geothermal energy and often opting for renewable energy sources. While solar collector system in Magyar Posta has cut energy consumption by 36.7 % and CO2 emissions by 13%, Itella has been able to reduce its CO2 emissions by 15%. While 25% of energy consumption in Slovenia Post comes from  renewable resources  all of the electricity bought and consumed  by the Brazilian Post  comes from hydropower plants. For last 10 years, many post offices under  Tanzania Post have been using solar energy  for  lighting,  running of computers and fax machines.  Correos de El Salvador has changed 75 per cent of its incandescent tubes from 40W to 21W to reduce consumption of electricity in its buildings.  Deutsche Post DHL has acquired 288 energy-efficient sorting machines which will reduce the operator’s carbon emissions by nearly 5000 tonnes per year. DHL's sites and mail processing centres are certified ISO 14001 which guarantees that the environment is respected in the daily management of the buildings. TNT opened its first CO2 emission-free depot in 2009. The adoption of sustainable solutions within this building has resulted in energy savings of more than 70%. The building is designed to allow in as much daylight as possible, reducing the amount of artificial light required, and produces its own energy through more than 300 solar panels.
Postal operators like USPS ( United States of America ), Liban Post ( Lebanon ), Swiss Post (Switzerland), JP Post ( Japan ), New Zealand Post ( New Zealand ), Maldives Post ( Maldives ), Philpost ( Philippines), BPost ( Belgium ), La Poste (France), Mauritius Post  and Korea Post (Korea) etc. have already prioritized waste recycling and are offering carbon-neutral GOGREEN products .  All departments at Liban Post headquarters are equipped with  recycling bins to collect recyclable materials and people being more conscious  of the recycling efforts and doing their share  in terms of reducing waste, reusing paper and printing less, waste has fallen by 25-35% in Liban Post. Japan Post, La Poste and USPS are acting as hubs for waste collection. In 2009, 1.3 million used up ink cartridges were collected by Japan Post and sent back for recycling. In USPS Post Offices, customers can obtain free mail-back envelops for  recycling inkjet cartridges, mobile phones, digital cameras and other similar small electronic items. In 2009, about 69000 kg of materials were recycled through the mail-back envelops by USPS.  Maldives Post has been printing internal documents on the backside of discarded A4 sheets already used for one-sided printing. Replacing cardboard boxes, Japan Post  is using a returnable  packing box that can be used  up to 100 times as a result of which total cost has been cut by 30-40% and CO2 generated through the process of making and disposing of cardboard boxes has been reduced by 70%.Supplying “Cradle to Cradle” certified packaging in services, USPS has ensured  that a product is designed with materials  that are safe for humans and the environment. Itella (Finland) aims to reduce its carbon-dioxide emissions by 30% by 2020 by improving its energy efficiency and using renewable energy sources with lower emissions in all of its operations  and by offering customers carbon-neutral products by means of a carbon-offsetting scheme.  
Many postal operators are also raising staff awareness and adopting campaigns for public awareness of environmental issues.”Let our beach smile” is an annual campaign designed by Morrocco Post to offer visitors clean and healthy beaches suitable for recreational activities and water sports. At Cambodia Post, awareness raising stickers are displayed in offices and toilets. In Seychelles Post, all staff are informed through office memos, flyers and posters of the need to save water and electricity. Circulars and newsletters are issued on a quarterly basis to raise staff awareness of the importance of reducing energy and water consumption. Vietnam Post takes part in Earth Hour and Environment Day campaign. TNT launched its "Planet Me" programme in 2007 to raise awareness of climate change and serve as a framework to reduce CO2 emissions. United States Postal Service employees participate in cross-functional 'Lean Green Teams', helping the USPS reduce energy and material consumption and waste emissions. This led to savings of more than 5 million USD in 2010. The teams also helped USPS recycle more than 222,000 tonnes of material, which generated 13 million USD in revenue, and saved an additional 9.1 million USD in landfill fees. USPS formed a Green Purchasing Team. The team has actively worked to educate and inform customers and suppliers about the operator's Green Purchasing Plan. In 2008, USPS spent more than 251 million USD on environmentally preferable products, including remanufactured automobile parts, retread tyres, recycled content paper products, custodial products. BPost ( Belgium) trains its van drivers to drive ecologically, which allows the operator to save 5–7% on fuel. Since 2009, Magyar Posta (Hungary ) has organized a "Green Day" conference in the field of logistics each year. During these conferences, participants can listen to talks on environmental protection and vehicle operations and on the closing day of the conference an eco-driving contest is held.   A trained driver who uses an environmentally friendly driving style may reduce the fuel consumption of the vehicle by as much as 5–10%, translating into a reduction in emissions.
Several other important practices have also been adopted by the postal operators world-wide to make the posts green. At Korea Post, uniforms for mail carriers are made from recycled PET bottles. To have a significant reduction in  water consumption, Philpost is in the process of replacing tank-filled valve flushing mechanisms in its toilets with more water-efficient toilets, and also introducing new taps that turn off automatically when a certain amount has been consumedTanzania Post now carries out regular emission checks and servicing of its fleet. Royal Mail has set a target of reducing transport-related CO2 emissions by 20%.Use of  double decker trailers has facilitated Royal Mail to carry 50% more mail in one vehicle reducing  its annual mileage by 7.6 million miles, saving 7,000 tonnes of CO2New Zealand Post has   a goal of reducing GHG emissions by 12% between 2008 and 2012. Slovenska Posta was awarded the ISO 14001 Environment Management Certificate in 2005 for its implementation and use of an environment management system.  Liban Post uses small-engined motorcycles, instead of cars or vans, for mail distribution since small vehicles emit less polluting gases.  VNPT (Viet Nam Post) sets fuel consumption limits for transport and electric generators.Correos (Uruguay) has followed an energy savings plan based on government directives since 2005. The plan for the head office and sorting plant calls for the almost complete replacement of incandescent and mercury vapour bulbs with low-energy bulbs. Centralizing its delivery service, reducing number of delivery offices and reducing number of routes, Mauritius Post has achieved a decrease in the mileage covered by postal vehicles and reduced fuel consumption and thus  there has been a 25% reduction in CO2 emissions from its fleet. In April 2009, Norway Post's major road transport route between Oslo and Bergen became fully rail-based. As a result, a total of 1,250 trucks have been replaced by rail.La Poste (France) and USPS have  added electric to their mail and parcel delivery fleet. La Poste (France) has slashed its fuel consumption, cut its CO2 emissions by 8% on average, and given 60,000 postmen and women eco-driving lessons, which. among others, have reduced the number of road accidents involving postal vehicles. A USPS building in New York has been developed with a "green roof". It reduces the amount of polluted storm water runoff into the New York municipal water system by as much as 75% in the summer and 40% in the winter. The green roof is more energy-efficient than a traditional roof and is projected to save the operator 30,000 USD on annual heating and cooling costs.
            Post Denmark has a tool for optimizing route planning in the countryside and in towns which limits the number of kilometres driven according to pre-specified estimates. In 2009, Canada Post registered three new building projects for Leadership in Energy and Environmental Design (LEED) certification.  LEED is an internationally accepted benchmark for the design, construction and operation of high-performance and environment-conscious buildings.  Building to LEED Canada criteria helps Canada Post reduce GHG emissions, lower overall energy costs, and reduce its impact on the environment. It also benefits its employees and its customers by providing safer and healthier workplaces. Togo Post is looking to operate solely on solar energy.  Magya Posta has used solar energy in its national logistics centre since the end of 2008 which has cut energy consumption by 36.7% and CO2 emissions by 13%. In 2009, Magyar Posta saved about 20,000 kWh by using solar energy. Plastic re-usable envelopes, which can be used at least 15 times are being used by Liban Post, with a positive impact in environmental and budgetary terms. Swiss Post enables letters, parcels and goods to be mailed on a carbon-neutral basis through its "Pro clima" scheme. 
Since July 2009, Australia Post has stopped providing plastic bags for its customers. People are encouraged to use their own reusable bags and most post offices sell environmentally-friendly reusable  bags.  There has been a reduction in the Uruguayan postal operator's use of nylon bags. In 2008, it decided to implement a policy to phase out the use of nylon bags in making up items to be sent to business customers. 
 Thus, in this context, it can be said that Global Warming which has been building momentum for about 150 years can’t stop within a day. Nobel laureate Al Gore has rightly said , “It will be hard. Not rising to the challenge would be much harder. Still I believe that we should see the opportunity, rise to meet it and keep our sights on the obligation that we have for those who come after so that a thousand years from now  people will say they are the ones who did it.” Finally, it would be apt  to quote Leo Tolstoy, “Everyone things of changing the world but no one is thinking of changing himself.” Thus, the need of the hour is to change ourselves and rise to the occasion to focus towards a sustainable development for solving the pace of Global warming  and who knows, we may not only save the planet, but live long enough, perhaps for some future generations to thank us.

Central Armed Police Forces (Assistant Commandants) Examination, 2013 – Declaration of Written Result 

On the basis of the results of the written part of the CAPF (ACs) Examination, 2013 held by UPSC on October 20, 2013, the candidates with the under-mentioned Roll Numbers have qualified for Physical standards Test/ Physical Efficiency Test and Medical Standards Test.  The candidature of all the candidates whose Roll Numbers are shown in the list is Provisional, subject to their being found eligible in all respects. The candidates will be required to produce the original certificates in support of their claims pertaining to age, educational qualifications, community etc. at the time of the Personality Test.  They are, therefore, advised to keep the said prescribed certificates ready.

The Central Reserve Police Force (Nodal Authority nominated by Ministry of Home Affairs) will intimate to the candidates about the date, time & venue of the Physical Standards Test/ Physical Efficiency Test (PET) & Medical Standards Test, to be conducted by them.  In case, any candidate does not receive the call letter for Physical Standards Test/ Physical Efficiency Test (PET) & Medical Standards Test (MST) by the May 20, 2014, he/she may contact the DIG (Recruitment)/Dy. The candidates who have been declared qualified in the written examination are required to get themselves registered and fill up the Detailed Application Form on-line through the Commission’s Website http://www.upsc.gov.in. Online Detailed Application Form will be available on the Commission’s website from April 11, 2014.  A hard copy of the On-line filled Detailed Application Form, along-with relevant documents like proof of date of birth, educational qualification, caste, Civilian Central Govt. Service employee, resident of J&K etc. is to be submitted by the candidates to the CRPF authorities at the time of conduct of their PST/PET/MST who, in turn, would forward to the Commission, applications, along-with supporting documents & certificates, of those candidates who have either been declared medically fit or their appeal for Review Medical Test have been accepted by the Appellate Authority in the CRPF. The Commission would summon only those candidates for interview who, after clearing the PST and PET, have been declared “FIT” in the Medical Standards Test.

Candidates are advised to intimate change in their address, if any, to the CRPF Authorities, Block No. 1, CGO Complex, Lodhi Road, New Delhi-110003 and UPSC through letter or FAX immediately, to facilitate delivery of communications to them promptly.

The marks-sheets of all candidates will be put on the Commission’s Website within 15 days from the date of publication of the final result (after conducting Personality Test) and shall remain available there for a period of 60 days.
