EXPECTED PAY STRUCTURE OF 7TH CPC
EXPECTED 7TH CPC PAY SCALE :-
7th CPC Pay Scale is fast becoming the most mesmerizing phrase among Central Government employees these days.
Every Central Govt Employee is waiting to find out the changes in their pay scale that the 7th CPC would recommend to the pay structure. Sensing this eagerness, Bloggers have been regularly coming up with their own versions of what the pay structure could be. Do not take those writings seriously sand authentically.
Based on all the changes right from the 1st CPC, until the 6th CPC, we have predicted a pay structure. Even though we weren’t keen on it, we have been receiving requests by email and comments. At a point, it became unavoidable. We just had to give our own interpretation too.
Since the basic pay of an ordinary employee has evolved from 260-950-3050-7730, the next change is expected to increase the salary by 2.5 times. Our Projected Pay Scale is expecting an increase of no more than 3 times.
It could be 260-950-3050-7730-22500..!
More than the hike, everybody is hoping that the Grade Pay would be in proper series.
And, everybody wants and hopes for a recommendation that prescribes a uniform Multiplication Factor (6th CPC 1.86) to all categories of employees.

UPU News : 2014 International letter-writing competition for young people
THE THEME SELECTED FOR THE 2014 COMPETITION IS: "WRITE A LETTER DESCRIBING HOW MUSIC CAN TOUCH LIVES."
The best letter from each country must be submitted to the International Bureau no later than 30 April 2014.
Rules
Participation :
- Young people up to the age of 15 years may take part in the competition.
- The UPU International Bureau (IB) cannot accept entries sent directly by schools or private individuals.
- The organizers designated by member countries must respect the competition's organizational principles, which specify that they are solely responsible for organizing the national stage of the competition and therefore must provide all the parties concerned with their own contact details and not those of the IB.
- The organizers should select their country's best composition (one composition per country or territory only) and send it to the IB no later than 30 April.
SUBMISSION OF APPLICATIONS
All entries must be submitted by post, by e-mail or by fax to: +41 31 350 37 11.
ALL ENTRIES MUST INCLUDE:
- the composition (typed) in either Arabic, English, French, Portuguese, Russian or Spanish. If the original is handwritten, the organizer should type up the text on a computer and submit the original with a translation into English, French or Spanish (as preferred) of the original composition if it has been written in a language other than those mentioned above.
- a cover letter from the organizing body.
- a duly completed entry form, including the contact details of the candidate and the national competition coordinator; this form is available opposite to download.
- a good quality digital photograph of the candidate, preferably in JPEG format (at least 300 dpi).
PRESENTATION AND CONTENT OF ENTRIES
- The compositions submitted must be recent, unpublished letters.
- Compositions must be presented in the form of a letter ("Dear ……..", include the address of both the addressee and the sender, and end with a signature).
- Entries must strictly respect the set theme.
- Entries must strictly adhere to the number of words permitted in the original language (between 500 and 800).
ORGANIZATIONAL PRINCIPLES
Each member country organizes a letter-writing competition for young people in its territory as suits it best, but preferably with the help of the national education authorities, and selects the best entry. The best entry is chosen in accordance with the general rules of the competition.
Participating member countries must send their best entry to the IB, together with all the required documents, to the IB by no later than 30 April.
JURY'S DECISION AND ANNOUNCEMENT OF RESULTS
The IB will designate a jury responsible for assessing the letters selected. This jury will choose the best three entries, the authors of which will each receive a medal, and may also select up to five other entries, whose authors will receive a special mention.

PRIZES
The first three international winners will receive medals (gold for the first, silver for the second and bronze for the third) struck by the IB, as well as a certificate and other prizes offered by the UPU.
Member countries may also award additional prizes to their international prize-winners, at their discretion.
It is recommended that the prize-giving ceremonies be held on 9 October, the anniversary of the foundation of the UPU, to form part of the activities connected with World Post Day.

RESULTS
The IB will communicate the names of the prize-winners by letter as soon as it receives the results from the jury, in principle no later than early September of the competition year.

4 Specific terms and conditions related to submission of compositions and image rights
The organizing body hereby acknowledges and agrees that the UPU and any of its partners shall be granted a gratuitous, worldwide, unlimited and perpetual licence to copy, edit, distribute, display, make available, publish and reproduce the composition as submitted to the UPU International Letter-Writing Competition for Young People, including the rights to incorporate the composition into UPU publications; to translate the composition (or any parts thereof) into other languages; and to create adaptations, compilations, summaries, extracts or other derivative works of the composition. The above rights may be exercised by the UPU in any media and formats now known or hereafter devised, and shall include the right to make such modifications as deemed technically necessary to due exercise of the above rights by the UPU.
Furthermore, by participating in the UPU International Letter-Writing Competition for Young People, the organizing body hereby grants the UPU and any of its partners a gratuitous, worldwide and perpetual licence to copy, edit, display, publish and make available the name of the organizing body, as well as any photographs and/or any video footage of the organizing body (including its representatives) taken in connection with the competition or the composition in any format.
The organizing body also warrants that the composition submitted to the UPU International Letter-Writing Competition for Young People shall constitute an original effort of the candidate, that such a compartmentalization the principles of the Charter of the United Nations, and that it shall not infringe any third party rights, including without limitation the right to privacy.
In light of the above, the organizing body hereby certifies that the terms and conditions applicable to its national competition shall comprise, by analogy andmutatis mutandis, the specific provisions presented in this Section, and that candidates participating in its national competition shall agree to be bound by terms and conditions equivalent to those presented herein for submission of compositions and image rights.

The 2014 poster can be placed in post offices, schools or other public spaces.
In the poster, spaces enable national organizers to include information specific to them (contacts, national prizes, etc.) and the logo of participating entities (for example, the Post, the ministry of education or others, as required).

The Central Administrative Tribunal asked Tamil Nadu government to consider promoting an Indian Forest Officer to rank of Chief Conservator of Forests, observing that an officer could not be penalised for inordinate delay on the part of government in completing disciplinary inquiries against him.
IFS officer Ramachandra Pati joined as Assistant Conservator of Forests in 1985. He was promoted to Conservator of Forests in 2004. He became eligible for promotion to Chief Conservator of Forests in 2010. However, disciplinary proceedings for his alleged shortfall in performance under Tamil Nadu Afforestation Programme were initiated in 2005 and 2006, said Pati in his petition. These proceedings were not completed after a lapse of around five years. In his current petition Pati pleaded that inquiry report be opened and government act on the recommendations.
Countering his arguments, the government said the delay was because of Pati’s refusal to cooperate with the inquiry authorities. But the inquiry had been completed
Further, “if an officer with pendency charges of a grave nature is promoted to the next level without reference to the disciplinary proceedings, there will be no meaning in initiating such proceedings”, it said adding the “punishment of censure” was imposed on Pati.
The bench of judicial member K Elango and administrative member P Prabhakaran disposing of the petition asked the government to consider Pati for promotion as an officer cannot be held liable for delay of an inquiry.

SB Order No. 5/2014 : Changes in Statutory Rules in the backdrop of implementation of CBS- regarding.
Vide Directorate SB order No. 5/2014 dated 24.03.2014 the following Changes in Statutory Rules in the backdrop of implementation of CBS.
1) Deposits and withdrawals can be done through any electronic mode in CBS Post Offices.
2) Inter Post Office transaction can be done between CBS Post Office.
3) ATM/Debit Cards can be issued to Savings Account holders having prescribed minimum balance on the day of issue of card which will be circulated separately of CBS post offices.
4) In case of deposit made in RD Account by cheque. Date of credit of cheque into Government Accounts shall be treated as date of deposit.
5) If next monthly deposit in RD account opened between 1st and 15th of a month is not deposited by 15th of following month and next monthly deposit in RD account opened between 16th and last working day of a month is not deposited by last working day of the following month , default fee @5 paisa for every 5 rupees shall be charged .This will be applicable to both CBS and non CBS post offices.
6) If in any RD account ,there is monthly default(s) the depositor has to first pay the defaulted monthly deposit with default fee and then he can pay the current month deposit. This will be applicable for both CBS and non CBS post offices.
7) In CBS post office ,when any TD account is matured , the same TD account will be automatically renewed for the period for which the account was initially opened.e.g.2 years TD account will be automatically renewed for 2 years. Interest rate applicable on the day of maturity will be applied.
8) Lock up period for six months for premature closure of TD account has been removed and as and when any TD account is closed before one year, interest @ savings account applicable from time to time shall be payable. This will be applied for both CBS and Non CBS post offices.
9) In Case of MIS accounts standing at CBS post offices. Monthly interest can be credited into savings account standing at any CBS post office.
10) In Case of SCSS accounts, quarterly interest shall be payable on 1st working day of April, July, October and january at any CBS post Office.
11) Quarterly interest of SCSS accounts of SCSS accounts standing at CBS post offices can be credited in savings account at any other CBS post office.
12) minimum amount for opening of PPF account shall be Rs 100/- for all CBS and non CBS post offices.
13) In case NSC VIII and IX issue ,transfer of certificate from one person to another can be done only once from date of issue to date of maturity.
14) At the time of transfer of Certificates from one person to another, old certificate will not be discharged. name of old holder shall be rounded and name of new holder shall be written on the old certificate and Purchase application ( in case of non CBS post offices ) under dated signatures of the authorized Postmaster along with his designation stamp and date stamp of Post Office.
15) Rule relating to Conversion of one denomination of certificate to other denomination is deleted.
This may kindly be circulated to all field units for guidance and necessary action. These changes should also be placed-on the Public Notice Board of all the post Offices. Post Office working in Sanchay Post shall continue to follow the existing procedure till new Patch is deployed in Version 7.5.

1) Shikhar Dhawan named one of Wisden's Five Cricketers of the Year: India's swashbuckling opening batsman Shikhar Dhawan has been named as one of the Five Cricketers of the Year, an honour dating back to 1889, by Wisden for his performance in 2013. The 28-year-old Dhawan was the highest run-scorer during India's triumph in the ICC Champions Trophy, amassing 363 runs in five ODIs at an average of 90.75. He was awarded Man of the Series for his performance that included centuries against South Africa and West Indies. His performance during the tournament in England was acknowledged by Wisden, which also named Australian duo Chris Rogers and Ryan Harris, England batsman Joe Root and England women's captain Charlotte Edwards in the list. Dale Steyn was Wisden's Leading Cricketer in the World for 2013. He was the second South African to be selected for the award after Jacques Kallis in 2007.
2) INS Vikrant, India's first aircraft carrier, sold to ship-breaker for Rs 60 crore: The decommissioned aircraft carrier of the Indian Navy, INS Vikrant, which played an important role in the 1971 Indo-Pak war, has been sold for Rs 60 crore. "The auction process of INS Vikrant was completed last week and a company named IB Commercial Pvt Ltd won the bid," said a defence source. Earlier, the Maharashtra government had expressed its inability to maintain Vikrant, the Indian Navy's first aircraft carrier which was commissioned in 1961. It was decommissioned in January 1997.
3) Sachin Tendulkar adorns cover of Wisden Cricketers' Almanack: Batting legend Sachin Tendulkar, who quit international cricket last year after an illustrious 24-year long career, adorned the covers of the 151st edition of the Wisden Cricketers' Almanack. The 40-year-old cricketer is the first Indian to feature on the cover of the Almanack. He was earlier chosen to feature on the cover of the second edition of the Wisden India Almanack. The yellow page shows Tendulkar walking out of the Wankhede stadium after playing his last innings against the West Indies in November last year. The photograph captured Tendulkar acknowledging the crowd with his bat raised.
4) Ranbir Kapoor is now the brand ambassador for Lenovo smartphones: Chinese tech giant Lenovo has roped in Bollywood actor Ranbir Kapoor as the brand ambassadorfor its range of smartphones in India. As part of the association, Ranbir will endorse Lenovo’s range of smartphones and will feature in various television and online commercials for the brand in India. The actor already endorses Lenovo’s PCs and tablets.
5) World Bank projects 5.7% growth for India in 2014-15: The World Bank on 9 April 2014 projected an economic growth rate of 5.7 per cent in 2014-15 for India on the back of a more competitive exchange rate and many large investments going forward.
6) R. Chandrasekaran named new Nasscom chairman: Software services industry lobby group Nasscom has named US-based Cognizant Technology Solutions Corp.’s R. Chandrasekaran as its new chairman for the 2014-15 financial year. Chandrasekaran, Cognizant India executive vice-chairman and a Cognizant veteran of two decades, will take over from Mindtree’s chief executive and co-founder Krishnakumar Natarajan. Nasscom also named B.V.R. Mohan Reddy as its new vice-chairman, a role that was previously held by Chandrasekaran.
7) Saudi Arabia mulls end to sports ban in girls' state schools: Saudi Arabia is considering ending its controversial ban on sports in girls' state schools, after its consultative council recommended the ban be lifted over vociferous opposition from traditionalists. Following a heated debate on Tuesday, the Shura Council recommended that the longstanding ban, already relaxed in private schools in May last year, be ended altogether, state media reported.
8) Israeli Startup StoreDot Charges Smartphone Battery in Just 30 Seconds: A smartphone battery has been developed that can charge up almost as quickly as you can say 'nanotechnology'. An Israeli start-up has unveiled a battery that can be charged in less than 30 seconds. StoreDot demonstrated their pioneering progress at Microsoft's Think Next symposium in Tel Aviv by fully charging a Samsung S4 smartphone from a dead battery in just 26 seconds. Although still a very long way off from being used commercially, the technology could hold promise forsmartphone battery life improvement in the future.
9) Tendulkar named Mumbai Indians icon: Mumbai Indians, winner of the Champions League T20 and IPL-VI, has named Sachin Tendulkar as its icon. “I have been part of the Mumbai Indians team since its inception and am delighted to continue my association. “This season it will be a different experience for me as I look forward to closely interact with the experienced support staff and share my knowledge with the exciting youngsters in the team,” said Tendulkar.

Scan Aadhaar Number v-1.0
Using this you can scan the Aadhaar Number to Sanchay Post Accounts. Different Schemes are provided. First you need to scan the Aadhaar Number then enter all the accounts of that person by selecting Scheme and add Accounts to list. After adding accounts to list click on Select All and click on finish. One SB, One NREGS and Many RD accounts can be included to list. This reduces the time consuption for scanning aadhaar number of a person having more than one account (different schemes).

In case of bulk acceptance it gets the actual transactions only for total. i.e., if bulk acceptance is done but not bulk posting then the transaction will not count. You have the option to generate for a period or for a day. Now RD, MIS & SCS schemes are availabel. Try the new version and give feed back.

SO Data Import tool for SBCO 2.2
SO/HO data import tool imports the data from files generated by Sanchay Post Data Extraction tool. In this tool we can verify the data. If the data is already imported to V2SBCO then the account no’s are highlighted in red color. While importing if any error/discrepancy found then the error log list is generated at the bottom list. We can save this log for further actions. Now RD, MIS & SCS schemes are available. Try the new version and give feed back.

Silent Account Revival Tool – Sanchay Post V 1.1
This is the tool for Revive the SB silent accounts for Sanchay Post. This tool revives the accounts not found/not opened in Sanchay Post. If account no found in Sanchay Post then it skips the posting for that account no. This tool needs the Excel file filled by the basic information like Account No, Name, DLT, Year of Silent etc (For Account creation and Interest calculation). Download the excel format is and fill the details without changing the sheet name. Sheet name should be Sheet1. Do not change the column headings also. For SOSB create the files separately by office names. The same files can be used to revive @ SBCO/SO. The columns of red colored headings are mandatory. Interest need not to calculate. The tool will automatically calculate the interest. For verification purpose detailed interest statement will generate at right side.

Delete/Clear Multiple BO Reference
This is the tool for delete the references of accounts having multiple BO reference. i.e. if one account relates to xyz BO then it has only one reference of xyz BO. But some times it has multiple BO reference(having another BO references also). This type of Discrepancy can be solved using this tool.
Usage : Select the scheme and click on view. If the multiple references found then the tool will display the details of Account Nos and number of BO references. Click on the account no and you will get the details of BO references in right side. Select the BO referece to delete and click on delete. Keep the actual BO reference.

Delete/Clear Multiple NREGS JobCard Reference
This tool for deletes the references of accounts having multiple Job Card No reference. This type of Discrepancy can be solved using this tool.
Usage : When you open the application, If any multiple references found then the tool will display the details of Account Nos and Number of Job Card references. Click on the Account No and you will get the details of Different job card references in right side. Select the job card referece to delete and click on delete. Keep the actual Job Card reference.

RD Bulk Posting (for Sanchay Post)
This tool is useful for counter transaction. By using this tool we can post the Agent/Institution Accounts easily. To use this tool Agents should provide the soft copy of Schedule in prescribed format (MS Excel having the columns ACCNO, NAME, DEP, RPW, DF REBATE). The tool will take Verification process on Duplicate accounts, Wrong Account Numbers, Denomination Difference, DF Difference, Rebate Difference, From Month, To Month, Balance and Totals. If any discrepancy found then it highlights in red color and generates log list. After clearing this discrepancy only it lets to post.

Signature Scan (for Sanchay Post)
Signature Scanner is a simple signature scanning tool which scans the signature by webcam. It has both B/W and Grayscale mode scanning. The size of B/W image is 5 kb and grayscale is 20 kb. Select B/W option for scanning Signatures and grayscale for scanning LTM’s. It can scan signatures/LTM’s directly to database or to a file. In future I will add the feature of getting the not scanned accounts information automatically.

Pattern and Syllabus of SBI PO Exam 2014
The selection procedure for SBI PO 2014 will be in three stages:
>> Objective and descriptive tests
>> Group discussion and interview
Phase-I consists objective tests for 200 marks and a descriptive test for 50 marks.
The objective test will be online.
Immediately after the online objective test, the descriptive Test will follow.
The descriptive test will be in the paper/pen mode.
* The Objective Test of 2-hour duration will consist of four Sections with 50 objective test marks each (Total 200 marks).
The breakdown is as follows:
a) Test of English Language (Grammar, Vocabulary, Comprehension etc.) - 50
b) Test of General Awareness, Marketing & Computers - 50
c) Test of Data Analysis & Interpretation - 50
d) Test of Reasoning (High Level) - 50
The candidates are required to qualify in each of the tests by securing passing marks, which will be decided by the Bank.
(ii) The Descriptive Test of 1 hour duration (50 marks) will be of of English Language (comprehension, short precis, letter writing & essay).
The candidates are required to qualify in the descriptive tests by securing passing marks, which will again be decided by the Bank. Descriptive Test papers of only those candidates, who have scored qualifying marks in the objective tests, will be evaluated. The candidates will be declared as having passed only when they get pass marks (to be decided by SBI) in each section of objective test. The descriptive test will be held for 50 marks with one hour to test for English language skills. In this test candidates need to write comprehension, short precis, letter writing and essay for a given topic.
Phase-II: The group discussion will be held for 20 marks after the interview which will be for 30 marks. The candidates who get pass marks in the written test will be called for group discussion and interview.
Phase-III: The final selection will be based on the marks scored in thewritten test, group discussion and interview. The marks will be converted to 100 and the selection will be made from the top-ranked candidates in each category.

Between 4,000 and 4,500 different types of songbirds can be found around the planet, accounting for nearly half of all bird species. Songbirds are identified by their highly developed vocal organs. Some songbirds, like the crow, have harsh voices, others sing rarely or not at all. All songbirds are classified as perching birds. With three toes pointing forward and one pointing backwards, they can grip branches and grasses with ease. Board has prepared a draft transfer policy which is enclosed herewith. All officers are requested to offer their comments/ suggestions, on the proforma attached, through email to trf suggestions@rb.railnet.gov.in.
While sending their comments, Officers may indicate their Scale in the subject line eg. Senior Scale, JA Grade, SA Grade, etc.

DRAFT TRANSFER POLICY
1. SALIENT FEATURES
i. The transfer policy has been formulated for officers of different levels.
ii. Group 'A' officers shall have all India transfer liability. (Authority: General Policy of Government of India)
iii. In the case of Railway Doctors, frequent transfers are not considered to be in the overall interest of the patients. However, they can be transferred on a case to case basis in order to ensure that they do not develop vested interests. (Authority: E(0)III / 2007/ PL/ 01 dated 19.04.2007)
ii. Group 'A' officers shall have all India transfer liability. (Authority: General Policy of Government of India)

v. Group A officers allotted to NF Railway are required to serve there for a minimum period of 8 years before they can be considered for transfer to other Railway/Unit of their choice. (Authority: E(0)III/2009/PL/01 dated 28.4.2009)
vi. Officers transferred to NF Railway and NF Railway (Con) from other Railways/Units are required to remain there for a minimum period of three years before they can be considered for transfer to other Railway/Unit of their choice. (Authority: E(0)III / 91 / PL/ 24 dated 21.2.2009)

Any extension in the tenure of the officer may be granted to cover the education session (maximum up to 30th June following the date of completion of tenure). The period of extension should not exceed one year in any case.

3. DEPUTATION AFTER POSTING IN RAILWAY BOARD
i. The posting in Board is not a deputation but is a tenure posting, the officers after completion of tenure in Board may be permitted to go for deputation in Railway/non-Railway PSUs or on Central deputation. (Authority: ERB-I/2013/2/70 dated 3.3.2014) This will be subject to provision in Para 2.
ii Deputation of Railway Officers will be governed by DoP&T's guidelines as adopted by Ministry of Railways vide letter No.2010/F(E)II/ 1(1)/ 1 dated 28.07.2010.
iii A 'cooling off' period of three years will be necessary for posting of the officer between two postings in Railway Board. The officers after completion of tenure in Railway/non-Railway PSUs or under Central Staffing Scheme will be eligible for posting in Railway Board.
iv There can be a maximum of two postings of an officer in Railway Board from JAG to HAG of a total tenure not exceeding eight years. For example, if an officer has already worked for six years in JAG/SAG (five years regular + one year extended tenure) and is posted back to Board in the second tenure, he/she have only two years tenure in the second posting and no extension of tenure shall be considered. (Authority: Board's decision dated 30/31 Dec 2013)
v Extension of tenure for 6th year (beyond normal tenure of five years in one post) shall need prior approval of Minister of Railways (MR). (Authority: Board's decision dated 30/31 Dec 2013.)
4. DEPUTATION OF OFFICERS UNDER CENTRAL STAFFING SCHEME AND UNDER NON-CENTRAL STAFFING SCHEMES OUTSIDE THE RAILWAYS
4.1 An officer may be allowed to go on deputation outside the Railways including Railway PSUs for not more than two terms in his entire career. However, each term of deputation shall not exceed 6 years and the total tenure of both the deputation shall not under any circumstances exceed 10 years. (The deputation in Railway PSU would be included for counting 10 years (new policy)"
5. TRANSFER ON ADMINISTRATIVE GROUNDS
5.1 Notwithstanding anything contained in this policy, Government may, if necessary in administrative interest, transfer or post any officer to any station or post.
6. Procedure regarding posting/transfer/deputation will be governed by Railway Board's circular No. ERB-I /2013/ 2/ 70 dated 03.03.2014 86 Officer Order No. 16 of 2014 (No. 2014/0&M/2/6 dated 03.03.2014)
6.1 Any deviation from the policy prescribed above would require the approval of the Minister of Railways.
7. POSTING OF HUSBAND & WIFE AT THE SAME STATION
7.1 Posting of husband 86 wife at same station shall be governed by DOPT's OM No.28034/9/2009-Estt(A) dated 30.09.2009.
8. ROTATIONAL TRANSFER OF DOCTORS IN RAILWAY HOSPITALS
8.1 Policy regarding rotational transfer of doctors in Railway Hospital shall be governed by Railway Board's letter No.E(0)III-2007/PL/02 dated 19.04.2007.
