Vide MOF OM No. 1/1/2014-EBII (B) dated 27th 100% w.e.f. 01.01.2014. As recommended by the 6th following allowance and advances require enhancement of 25% from its present state as done when the DA crossed 50% in 01.01.2011.

Govt woman employee can get uninterrupted two-year leave for child care: SC
The Supreme Court today held that a woman employee of central government can get uninterrupted leave for two years for child care, which also includes needs like examination and sickness.
A bench of justices S J Mukhopadhaya and V Gopala Gowda set aside the order of Calcutta High Court which had held that Central Civil Services (Leave) Rules do not permit uninterrupted CCL(Child Care Leave) for 730 days.
"On perusal of circulars and Rule 43-C, it is apparent that a woman government employee having minor children below 18 years can avail CCL for maximum period of 730 days i.e. during the entire service period for taking care of upto two children. The care of children is not for rearing the smaller child but also to look after any of their needs like examination, sickness etc," the bench said.
It said that CCL even beyond 730 days can be granted by combining other leave if due and the finding of the High Court was based neither on Rule 43-C nor on guidelines issued by the central government.
The court passed the order on a petition filed by a woman government employee Kakali Ghosh challenging government's decision not to grant her leave of 730 days for preparing her son for secondary/senior examinations.
She had first approached Central Administrative Tribunal Calcutta for getting leave. The tribunal had ordered in her favour but the High Court reversed the order after which she moved the apex court.
The apex court set aside the High Court's order.
"We set aside the impugned judgement dated September 18, 2012 passed by the Division Bench of Calcutta High Court, Circuit Bench at Port Blair and affirm the judgement and order dated April 30, 2012 passed by the Tribunal with a direction to the respondents to comply with the directions issued by the Tribunal within three months from the date of receipt/ production of this judgement," it said.

Background of the 7th Pay Commission
The 7th pay commission report - when is it going to be submitted?
The announcement about the 7th pay commission report came out on September the 25th of 2013. This pay commission unlike the 6th pay commission was set up well in advance. This became possible due to significant efforts of various organisations, union lists and the finance commission report. Announcements say that the 7th pay commission will be implemented from 1.1.2016 and it will take approximately 18 months time for the report to be submitted.
Recently, the 7th pay commission Chairman and the members gave out a public statement on 4.2.2014 and after that on 22.2.2014 the important 7th cpc terms and references were released. Now, the thought that floats on everyone’s mind is whether the 7th pay commission report will be submitted within the 18 months time period and will the employees be able to get the benefits along with their salary from 1.1.2016.
Recently, in the Lok Shaba during the question and answer session, it was pointed out that no specific time limit can be specified as of now for the implementation of the 7th pay commission. However, the finance ministry is now recruiting people for the 7th pay commission pay cell on deputation basis. This is a good attempt which boosts our confidence in the fact that the 7th pay commission will be put into effect on time.

If the employees get the benefits of the 7th pay commission along with our salary on 1.1.2016, then, this will be the first time we are given the pay commission benefits without arrears. Arrears of the 6th Pay Commission :- When you see the timetable above, you can understand that none of the previous pay commissions were implemented on time and without the payment of arrears. When the 6th pay commission was implemented, the government paid a huge amount as arrears in two instalments. This impacted the economy considerably and caused changes in inflation rate and GDP. This shocking fact was revealed by the 13th finance committee report.
The Benefits of the Timely Implementation of the 7th Pay Commission :- What benefits will the employees get if the 7th pay commission is implemented on 1.1.2016? Let us have a look.
Firstly, all the allowances and benefits can be got on 1.1.2016. When the benefits are paid as arrears the employees will not get some of the allowances due to exclusion.
Secondly, the government will not have to pay a huge amount as arrears and thereby can avoid economic burden.
Thirdly, if a National Anomaly Committee is set up and the shortcomings of the 7th pay commission are corrected immediately, employees can receive the benefits easily. We have to note that several points mentioned the anomaly committee report of the 6th pay commission still remain problematic and uncorrected.
Fourthly, let us have a look at the elements of ACP and MACP. Like the ACP and MACP, the financial up gradation is going to be introduced in the 7th Pay Commission; the issues that may arise due to this have to be resolved in a timely manner so that everyone may be benefitted by it. In the 5th pay commission, the time limit for promotion through ACP remained at 12 years, and in the 6th pay commission the time limit for promotions through MACP remained at 10 years. In the 5th pay commission, a new method of promotion through hierarchy was introduced. In the 6th pay commission promotions happened through grade pay structure.
The main aim of introducing ACP and MACP is to make sure that an employee gets minimal promotion at least thrice in his life time of service. If this is the case, the minimal service period of an employee should be at least 30 years. But presently, employees are appointed even at the age of 37 and so their service period is just 23 years. Such problems have to be carefully considered well in advance and solved before the 7th pay commission is implemented.
Let us believe that the 7th pay commission will be the first arrears-free pay commission and implemented on time as per the guidelines of the 13th finance commission.

THE PARLIAMENT OF INDIA
The Parliament consists of the Rajya Sabha (Council of States), the Lok Sabha (House of the People) and the office of the President. Any Bill can become an Act only after being passed by both Houses of Parliament. The Parliament House was designed by British architects Sir Edwin Lutyens and Sir Herbert Baker in 1912-1913. It was opened in 1927 to house the Council of States, the Central Legislative Assembly and the Chamber of Princes. The minimum age for membership to the Rajya Sabha is 30 years, while for the Lok Sabha it is 25 years.
It shares legislative powers with the Lok Sabha, except in the case of supply Bills (like Money Bills) where the Lok Sabha has overriding powers. In the case of conflicting legislation, a joint sitting of the two Houses is held. However, since the Lok Sabha has more than twice as many members as the Rajya Sabha, it holds de facto veto power in such legislations. The Parliament has its own TV broadcasting stations launched in 2004: Doordarshan Rajya Sabha and Doordarshan Lok Sabha (now known as Lok Sabha TV).When the Constitution of India came into effect on 26 Jan 1950, the Constituent Assembly became the Provisional Parliament of India. It remained so until the first elections in 1951.The business of Parliament is transacted in either Hindi or English. However, the Presiding Officers of the two Houses may permit any member to address the House in his mother tongue.

About the Rajya Sabha
The Rajya Sabha is the Upper House of Parliament. The Vice-President is the ex-officio Chairman of the Rajya Sabha. The Deputy Chairman of the Rajya Sabha is elected from among members. He officiates in the absence of the Chairman. The first sitting of the Rajya Sabha was held in May 1952
Membership to the Rajya Sabha
The maximum permissible strength of the Rajya Sabha is 250. Of these 238 members are elected indirectly from the states and Union Territories, and 12 are nominated by the President for their expertise in art, literature, science and social services.Currently, the strength of the Rajya Sabha is 245. Of these 233 are members elected from states and UTs and 12 are nominated members. Members from state assemblies are elected using the Single Transferable Vote system.The provision for nominated members is found in Article 80 of the Constitution
Tenure of the Rajya Sabha
The Rajya Sabha is a continuous body and is not subject to dissolution.Members enjoy a tenure of six years. One-third of the members retire every two years

Acts as a non-partisan forum for full and free debates. Definition
Central Tendency of data is called an Average. Thus an average is a single value that indicates a group of values. Average can be calculated with the help of mean, median and mode. The most commonly used average is the Arithmetic Mean (AM). While some other average geometric mean and harmonic mean are also quite popular.
Arithmetic Mean is calculated by dividing the sum of all the number/quantities by the number of numbers/quantities. The mean of n numbers

(Standard Types In Problem Execution And Solving)
STIPE 01: To find the average when the number of quantities and their sum is given. We have the following formula, Average = Sum of the quantities / Number of quantities.
STIPE 02: To find the sum, when the number of quantities and their average is given. We have the following, Sum of quantities = Average × Number of quantities.
STIPE 03: To find the number of quantities, when the sum of quantities and average are given. We have the following formula, Number of quantities = Sum of quantities / Average.
AVERAGE SHORTCUT METHODS
1. Average = [Total of observations / No. of observations]
2. (i) When a person joins a group in case of increasing average Age
weight of new comer = [ (Previous Age + No. of persons) * Increase in Average ](ii) In case of decreasing Average, Age (or) weight of new comer = [ (Previous Age - No. of persons) * Decrease in Average ] 3. 1. Find the average of all prime numbers between 30 and 50.
Sol. There are five prime numbers between 30 and 50.
They are 31, 37, 41, 43 and 47. Required average = [(31 + 37 + 41 + 43 + 47) / 5] = 199/5 = 39.8.
2. Find the average of first 40 natural numbers.
Sol. Sum of first n natural numbers = 40 * 41 / 2 = 820.
Required average = 820 / 40 = 20.5
3. Find the average of first 20 multiples of 7.
Sol. Required average = 7(1+2+3 ... + 20) / 20 = [7 * 20 * 21 / 20 * 2] = [147 / 2] = 73.5.
4. The average weight of 10 oarsmen in a boat is increased by 1.8 kg when one of the crew, who weighs 53kg is replaced by a new man. find the weight of the new man
Sol. Total weight increased = (1.8 * 10)kg = 18kg.
Weight of the new man = (53 + 18)kg = 71kg.
5. A batsman makes a score of 87 runs in the 17th inning and thus increases his average by 3. find his average after 17th inning.
Sol. Let the average after 17th inning = x.
Then, average after 16th inning = (x - 3) 16(x - 3) + 87 = 17x or x = (87 - 48) = 39.
Sol: Therefore age of the mother
= ( 12 × 7 – 7 × 6) = 42 years
7. The age of five numbers is 27. If one number is excluded, the average becomes 25. The excluded number is

= (27 × 5) - ( 25 × 4) = 135 – 100 = 35.
8. Three years ago, the average age of A and B was 18 years. With C joining them, the average age becomes 22 years. How old is C now?
Sol: Present age of (A + B) = (18 × 2 + 3 × 2) years = 42 years.
Present age of (A + B + C) = (22 × 3) years = 66 years. Therefore C’s age = (66 – 42) years = 24 years.
9. The average age of 36 students in a group is 14 years. When teacher’s age is included to it, the average increases by one. What is the teacher’s age in years?
SoL : Age of the teacher = ( 37 × 15 – 36 × 14 ) years = 51 years
10. The average runs of a cricket player of 10 innings was 32. How many runs must he makes in his next innings so as to increase his average of runs by 4?
Sol: Average after 11 innings = 36.
Therefore required number of runs = (36 × 11) – (32 × 10) = 396 - 320 = 76.
11. The average salary of all the workers in a workshop is Rs. 8000. The average salary of 7 technicians is Rs. 12000 and the average salary of the rest is Rs. 6000. The total number of workers in the workshop is
Sol: Let the total number of workers be x. Then,
8000x = (12000 × 7) + 6000 ( x – 7) ‹=› 2000x = 42000 ‹=› x = 21.
Sol: Average
= 76 + 65 + 82 + 67 + 85 / 5) = (375 / 5) = 75.
13. In the first 10 over’s of a cricket game, the run rate was only 3.2. What should be the run rate in the remaining 40 0vers to reach the target of 282 runs?
Sol: Required run rate = 282 – (3.2 × 10 / 40)
= 240 / 40 = 6.25.
14. The average weight of a class of 24 students is 35 kg. If the weight of the teacher be included, the average rises by 400 g. The weight of the teacher is
Sol: Weight of the teacher
= (35.4 × 25 – 35 × 24)kg = 45 kg.
15. After replacing an old member by a new member, it was found that the average age of five numbers of a club is the same as it was 3 years ago. What is the difference between the ages of the replaced and the new member?
Sol: Age decrease = (5 × 3) years = 15 years.
So, the required difference = 15 years
16. The average weight of 8 person’s increases by 2.5 kg when a new person comes in place of one of them weighing 65 kg. What might be the weight of the new person?
Sol: Total weight increased
= (8 × 2.5) kg = 20 kg. Weight of new person = (65 + 20) kg = 85 kg.
Sol: Runs scored in the first 10 overs = 10×3.2=32
Total runs = 282, remaining runs to be scored = 282 - 32 = 250 remaining over’s = 40, Run rate needed = 250 40 =6.25
Sol: Let the sale in the sixth month = x
Then 6435+6927+6855+7230+6562+x 6 =6500 => 6435 + 6927 + 6855+ 7230 + 6562 + x = 6 \times 6500 = 39000 => 34009 + x = 39000, x = 39000 - 34009 = 4991

=>Sum of 20 numbers 20 =0 => Sum of 20 numbers = 0 Hence at the most, there can be 19 positive numbers. (Such that if the sum of these 19 positive numbers is x, 20th number will be -x)
