Subject: Implementation of income criteria for dependent parents of Armed Forces Personnel for grant of two family pensions.
Reference: This office Circular No. 400 dated 05.12.2008.
As per para 11.2 of MOD letter No.-17(4)12008(2)/D(Pen/Pol) dated 12.11.2008 the dependency criteria for the purpose of family pension shall be the minimum family pension along with dearness relief. Now the Ministry of Defence has clarified that the GOI, Ministry of Personnel, PG& Pensions, Department of Pension & Pensioners' welfare no.- 1/11/2011- P&PW(E) dated 30th November 2011 (copy enclosed) is applicable mutatis mutandis on family pensioner of Armed Forces wherein the family pension admissible to beneficiary in respect of one deceased employee/pensioner is not to be counted as income for the purpose of determination of eligibility for another family pension which is admissible in connection with another deceased employee/pensioner. However, any other income/earning of the beneficiary under consideration will be counted towards income for deciding eligibility for family pension.
2. In case the family pensioners are self employed or are in receipt of income from source other than employment, Income Certificate furnished by the concerned beneficiaries themselves may be accepted for the purpose under provision of GOI, MOD letter No. - 1(3)/99/D(Pensions/Services) dated 24.11.1999. All other conditions being remain same as described in MOD letter No B/38207/AG/PS4(b)/931/B/D(Pens/Ser) dated- 26.08.1998 and MOD letter No 1(3)/99/D(Pen/Ser) dated 24.11.1999.
3. In view of the above, it is requested that all such cases may be reviewed and the all affected cases may please be send to G-4 section of this office for issuing PPOs. This Circular has been uploaded on this office website www.pcdapension.nic.in. for disseminating the all concerned.

The undersigned is directed to refer to this Department's OM of even number dated 31.10.2013 enclosing the revised Model RRs for the post of Junior Accounts Officer/Accountant and Accounts Officer of Accounts Cadre. The Model RRs for the post of Junior Accounts Officer/Accountant have been issued in respect of those posts which have pre-revised pay scale of Rs. 1640-2900 (as per 4th CPC which has been subsequently revised to Rs. 5500-9000 on implementation of 5th CPC) and accordingly, the Model RRs have been issued in PB-2 and GP-Rs. 4200. These Model RRs are not applicable for those posts of accountant which were in the pre-revised scale of Rs. 4500-7000 revised to PB-1, GP-Rs. 2800.

National Integration Week
National Integration Week
With a view to foster and reinforce the spirit of Communal Harmony, National Integration and pride in vibrant, composite culture and nationhood, the “Quami Ekta Week” (National Integration week) will be observed all over the country, from the 19th to 25th November, 2013.
The National Foundation for Communal Harmony (NFCH), an autonomous organization with the Ministry of Home Affairs also organizes communal harmony campaign coinciding with the Qaumi Ekta Week. The foundation also provides financial assistance for relief and rehabilitation of children rendered orphan or destitute in communal, caste, ethnic or terrorist violence.
The week long programmes to be observed during Quami Ekta Week (Nov.19-25th,2013) include National Integration Day (Nov.19), Welfare of Minorities Day (Nov.20), Linguistic Harmony Day (Nov.21), Weaker Sections Day (Nov.22), Cultural Unity Day (Nov.23), Women’s Day(Nov. 24) and Conservation Day (Nov.25) .

Election Commission allows launch of first all-woman Bharatiya Mahila Bank
The first all-woman Bharatiya Mahila Bank in the country open its branches in Delhi, Maharashtra and Madhya Pradesh.
The Election Commission has allowed the launch of the first all-woman Bharatiya Mahila Bank in the country tomorrow but asked government not to open its branches in Delhi and Madhya Pradesh and neither do publicity of the bank in these poll-bound states.
In a letter to the Finance Ministry, the Commission has said government should ensure that no publicity of the bank opening be done in poll-bound states.
Prime Minister Manmohan Singh and UPA Chairperson Sonia Gandhi are expected to be present at the inaugural ceremony of the country's first all-woman bank in Mumbai tomorrow, coinciding with the birth anniversary of former Prime Minister Indira Gandhi. Finance Minister P Chidambaram will also attend.
Government earlier wanted to launch the bank in Delhi but changed its plan in view of the Model Code of Conduct in force in the capital.
With the inauguration of the bank, seven branches would become operational across the country, including in Kolkata, Chennai, Ahmedabad and Guwahati. The government proposed opening of the bank branches in Delhi and Indore also, which has been disallowed by the poll body till the end of polls.
Headquartered in Delhi, the bank proposes to have 25 branches by March 31, 2014.
The Finance Minister had announced the setting up of the all-woman bank in his Budget speech this year. The bank will be set up with an initial capital of Rs 1,000 crore.
The Reserve Bank of India gave its in-principal approval for the Bharatiya Mahila Bank in June.
Earlier this week, the government appointed Usha Ananthasubramanian as the bank's Chairperson and Managing Director.
"Women are heads of many banks today, including two public sector banks, but there is no bank that exclusively serves women. Can we have a bank that lends mostly to women and women-run businesses, that supports women SHGs and women's livelihood, that employs predominantly women, and that addresses gender-related aspects of empowerment and financial inclusion? I think we can," Chidambaram had said.
