Sub: - Non filling of notified vacancies in Direct recruitment of PAs/SAs/PA (SBCO) categories – Declaration of results – reg.

We are rather dismayed to convey our sentiments regarding unfilling of PAs/SAs/PASB (CO) to the extent of notified vacancies due to paucity of available applicants securing the minimum qualifying marks.

The recruitment process prolonged for more than a year by the private agency (CMC Ltd) and the main reason for is said to be the quantum of applications came in lakhs. As per the provisions of the present recruitment rules, the vacancies thrown to GDS under direct recruitment as residuary vacancies are also to be filled through this process of examination. After declaring the result in many circles, it has become clear that so many vacancies are still remaining unfilled due to dearth of qualified candidates securing prescribed minimum marks of the relevant categories.

It may not be disputed that most of the applicants are over qualified and even they are unable to get the pass standard for a clerical post is not a sign of fair pattern of setting of questions. If in one circle, out of one lakh highly qualified applicants, even about 200 candidates are not qualified that it is not the fault of the candidates but faulty procedure and unrealistic framing of question etc is the reasons of such mass-scale failure.

The following are our suggestions to recover from such situation of non availability of suitable hands for clerical posts among the mass of educated youths applied.

1.      The recruitment agency shall suitably be insisted to maintain the necessary level of setting of question papers to ensure filling up of all vacancies. We are not pleading for lower standard, but the reality is to be taken in to account that even after a lengthy process, sufficient number of eligible recruits are in need despite big crowd were in fray.
2.      As the private recruitment agency is not succeeded to secure the sufficient number required, by the department it is requested to reconsider the continuance of such private agencies in our recruitment process. As the contract period of CMC Ltd is nearing completion we may not renew it based on our experience not only in framing question, but also in giving wrong answer keys in the examination it conducted.
3.      Notwithstanding some draw backs it seems that the earlier system of recruitment process by Circle/divisional heads is even better atleast to fill up all the vacant posts.


4.      The residuary vacancies notified for GDS is not filled to the extent of even one percent due to dearth of qualified GDS shows the necessity of relaxing the standards of age and percentage of marks in the qualifying and the competitive examination is to be considered. It is noteworthy to mention here that an SC in open market with 45% of marks in 12th class is eligible to apply, but for an SC in GDS category requires 50%. The marks relaxation to OBC, SC & ST categories in GDS is not provided in the recruitment rules and it is needed to be rectified.
5.      In the recruitment process, all the vacancies are arranged to be filled up and carrying over to next year will be deemed injustice to the applicants. Further failing to fill up the vacancies will result in overloading of work to the existing staff. Hence, the process of recruitment may be revamped to make sure the filling up of all vacancies in existence at the time of declaration of results.
6.      As the unfilled vacancies for the year 2011 and 2012 is in higher side, it is requested to notify supplementary recruitment immediately exclusively to fill up the existing vacancies.

To sustain the above said points the position prevailing in Tamilnadu circle is given in the table below.

RTP CASE

Next date of hearing of RTP case filed by NFPE, P-III and R-III CHQ at CAT Principal Bench Delhi is 04.01.2014. Our main submission in the CAT is that RTP services should be counted as regular services for all purposes including pensionary benefits and especially for granting MACP promotions. In the recent judgment of the CAT Ernakulam Bench the CAT has ruled that RTP services SHALL NOT BE COUNTED FOR MACP promotions. Counting RTP services for TBOP/BCR alone will not give much benefit to employees. We want the entire RTP services should be counted for MACP.
  


CADRE RESTRUCTURING COMMITTEE MEETING POSTPONED TO 27TH NOVEMBER 2013

8. Help Others: Even a small gesture of complementing another person will put a sparkle in the eyes and it lifts your mood as well. It vitalizes your positive energy when you know you are capable of helping others.

9. Be yourself: Accept yourself as what you are. You are one unique individual with your strengths and weaknesses. Be yourself and carry on living.

Casual Leave:

(i) 8 days for having 17 holidays & 10 days for others.

(ii) Can be granted upto 8 days at any one time.

(iii) Can be granted for half-day also.


(iv) Can be combined with Special Casual Leave but not with any other leave and joining time.

(v) Half-day Casual leave may be combined with regular leave if the absence on the next working day was due to sickness or other compelling reason.

(vi) The officials with disabilities are entitled four more days special casual leave in a calendar year.

Sir/Madam,
The Pension Fund Regulatory and Development Authority (PFRDA) has now provided the interim procedure for withdrawal requests of employees arising out of the subscriber's death. The PFRDA approved Withdrawal Form 103GD with Form 401 AN(Annexure) along with supporting documents are enclosed as annexure (Annexure—B). You are requested to follow the process as advised by PFRDA. The Withdrawal Form 103GD with Form 401 AN (Annexure) along with the supporting documents are to be submitted through to the Exceptional Handling Cell — CRA.

Kindly Note PAO/DDO  has to attest copy of ID and Address 'proof (KYC) document after Verifying it with the original document and should write "verified with original"with his /her signature and stamp on the copy further claimant has to self attest the proof of bank details

Subject:    Implementation    of    Government's    decision    on    the recommendations of the Sixth Central Pay Commission-Revision of rate of Training Allowance and Sumptuary Allowance- Clarification regarding

The undersigned is directed to refer to this Department's O.M. No.13024/1/2008- Trg.I dated 5.9.2008 on the subject mentioned above and to furnish the following clarifications:
(i)    30% training allowance of the basic pay is admissible to trainers/faculty on deputation only in those National/Central Training Academies and Institutes which impart induction training to directly recruited Group 'A' officers.

(ii)    In line 3 of the Sub-para (i) under the heading 'Sumptuary Allowance' of the aforesaid 0.M, the words "and other training institutes/establishments as well" may be added after the words 'Group 'A' Officers.
2.    This would come into effect from the date of issue of this O.M.
3.    Hindi version of O.M. will follow.

Charter of demands for the 7th Central Pay Commission

1) Providing proper minimum wage of Rs 25000/- for CG Employees including that of GDS employees.

2) Increment rate should be 10% of basic pay. The present grade pay system should be removed, the time scale gap between one posts to another should be at-least Rs 1000/ not Rs 100/ at present and it should be uniform rate of increment  from starting to end. The Group B post should start from Rs 5400/- GP. there should be uniformpay scales for similar posts. Removal of Grade Pay Rs.2000.


3) Proper promotion policy that is in a career and   in same grade pay providing additional increment for those who got MACP promotion. Provide five promotion to all. Promotional benefit should be at-least Rs 2000/- per month.

4. Providing proper DA for CG employees & rectification of DA formula etc.

5) There are three demands of working women

a)Flexi working  working hours due to traffic problems.

b) CCL not granted as loop holes are their in the order.

c)Posting  on promotion at same place.

6) ) Proper entitlement of wards in hospitals under CGHS and proper health care system.

7)  Increasing tour TA/ DA  rates for field staff.

8 Increase in rate of all Allowances it should be doubled.

9) Increase in OTA rates on par with Railways.

10) Night Duty Allowance on par with Railways.

11) Stitching charges for uniforms should be doubled.

12) Transport Allowance for all field staff without any conditions.

13) VRS scheme on par with Railways.

14) Compensate appointment on par with Railways remove ceiling.

15) Ensure 8.33% of the Gross salary as Bonus, Removal of ceiling on Bonus, etc

16) Merger of Jr. Clerk (LDC) and Sr. Clerk (UDC) and allotment of Grade Pay Rs.2800 as entry level in Clerical Cadre.

17) Pay parity in pay scales of the Ministerial and Stenographers   between Field and Secretariat offices.

18) Provide additional increment w.e.f. 01.01.2006 to staff working in old pay scale Rs.7450-11500.

19) Pay parity of Drivers on par with Central Secretariat Drivers.

20) To fill up all vacancies in all Central Government Establishments and remove ban on recruitment.

21) To exempt Children education Allowance from Income Tax.

22) To remove the anomalies in the pay of Direct Recruitees and the promotees in the all cadre.

23) Providing good quality uniforms.

24) The daily wages of the casual labour are to be fixed as 1/30th of the monthly salary of a regular employee working in the same kind of job.

25) Exemption of Transport Allowance from the purview of Income Tax – enhancement of exemption limit from Rs.800 to Rs.3200 plus DA thereon.

26) To abolish the license fee for the Departmental Quarters allotted to the employees since the HRA is recovering fully.

27) For improvement in the House Building Advances – To reduce the rate of interest, One more chance to avail HBA who already taken earlier to improve the existing accommodation, allowing to avail HBA for extension, renovation of exiting own accommodations, HBA for purchasing resale flats/houses.

28) To revise various Allowances such as Winter Allowances, Hill Compensatory Allowances, Tribal Allowances, etc. and to ensure the rate on par with the concerned state Governments.

29) To revise the Gratuity equal to last drawn one month salary and to extend the gratuity to the employees joined after 01.1.2004.

30)  Restore two increments or more  on acquiring additional qualifications.

31)  To enhance – double the CEGIS coverage limit.

32)  To enhance all Allowances such as DA, HRA, Special Allowances by 25% from the date of attaining DA 50%

33)  To modify the OM issued by Dept of Expenditure to fix the Pay on promotion to a post carrying higher duties and responsibilities carrying the same grade pay by deleting the reference previous OM by the Department issued in the year 2000, i.e. prior to the implementation of 6th CPC

34)  To stepping up the Pay Scale of Seniors on par with the juniors who are elevated on account of ACPs

35) Rectification of all anomalies.

Subject: Change in the date of Holiday on the occasion of Muharram -reg.

The Holiday on the occasion of Muharram was listed on Thursday the 14th November, 2013 side Annexure I of this Department's O.M. No 12/4/2012-JCA-2 dated 5th June, 2012. This was dependent on sighting of the Moon. It has now been decided that for offices in Delhi / New Delhi, the Holiday on the occasion of Muharram will now be on Friday, the 15th November, 2013 and all Central Government Administrative offices located in Delhi / New Delhi shall remain closed on account of Muharram on 15th November, 2013.
