FEEDER CADRE AND PROMOTIONAL CADRE DRAWING SAME GRADE PAY – 3% INCREMENT FIXATION
We are receiving a number of queries regarding the fixation of pay as per DOP&T OM No. 10/02/2011-E III/A dated 07.01.2013. The order says that the pay of Government employees on promotion to a post carrying higher duties and responsibilities but carrying same grade pay is to be fixed by way of addition of one increment of 3% of the sum of pay band of the existing grade pay. The order further states that it is applicable only when the grade pay of the feeder cadre and promotional cadre becomes the same consequent on merger of pay scales by the Fifth Pay Commission. (Placed in the identical revised pay scales based on the recommendations of the 5thCentral Pay Commission).
As the feeder cadre for LSG is PA (and not TBOP/BCR or MACP-I) for HSG-II is LSG (not TBOP/BCR or MACP-II) and for HSG-I is HSG-II (not MACP III) the benefit of the above order is not applicable to us. Further in the order there is a clause that the order is applicable “provided fixation of pay in such cases was done prior to 01.01.2006 in terms of OM No. 169/2/2000-IC dated 24.11.2000” (ie as per orders issued on implementations of 5th CPC recommendations). In short the benefit of the 07.01.2013 order is not applicable for PA, Postmen & MTS cadre of Department of Posts.

The Holiday on the occasion of Muharram was listed on Thursday the 14" November, 2013vide Annexure I of this Department's O.M. No 12/4/2012-JCA-2 dated 5th June, 2012. This was dependent on sighting of the Moon. It has now been decided that for offices in Delhi / New Delhi, the Holiday on the occasion of Muharram will now be on Friday, the 15" November, 2013 and all Central Government Administrative offices located in Delhi / New Delhi shall remain closed on account of Muharram on 15th November, 2013.

One more option given to GDS to enroll in Service Discharge Benefit Scheme (SDBS) – Directorate order:
The Service Discharge Benefit Scheme (SDBS) for GDS came into effect from 1st April, 2011 (vide OM No.6-11/2009-PE-II dated 01-04-2011). It is noticed that only 70% of GDS has opted the Scheme.
On request of Service Unions / Federations, it is now considered to give one more option to the remained willing GDS; the Directorate issued guidelines / instructions on the subject on two items :
(i) Extend one extra option for enrollment:
= GDS having less than 3years of service as on 01-01-2014 are not eligible.
= Enrolment must be made before 31st January 2014
(Govt. contribution shall be commenced from that month only)
(ii) Personal subscription / contribution towards this scheme:
= It is now allowed to made personal contribution / subscription from GDS towards the Scheme.
= Same rate of Rs.200/- permonth can be made as personal subscription for the Scheme with effect from the month of October 2013.
= The personal contribution / subscription can be deducted from the monthly TRCA on application to the concerned DDO.
The interested GDS can now enroll themselves in the Scheme.
Change of "Muharram" Holiday from 14/11 to 15/11

Australia Post introduces QR code 'video stamps'
How a Stamp can record video and display read this ……..
Australia Post has introduced a "video stamp" which when used with a mobile application lets senders record a 15-second video for a recipient. The postal service has printed more than 3 million of the stamps for the holiday season, which can be affixed to domestic Express Post or Express Courier International packages.
The QR code stamps cost no more than regular ones but could eventually turn into a revenue source. "We will wait and see how this trial period goes," a spokeswoman for Australia Post said. Senders scan the QR code with the "Video Stamp" application for Apple or Android devices and record a video. The recipient can either play it back through Video Stamp or enter an eight-digit code assigned to the QR code to play it on Australia Post's website. The video stamp is the electronic equivalent of a post card, however: users are advised that anyone who has access to the QR Code can view the message, the spokeswoman said. Like many postal services around the world, Australia Post has faced financial challenges with falling letter volumes and increased competition from courier services but has looked to reinvent itself in the internet age. Last year, it launched the Digital Mailbox, a Web-based application for receiving and paying bills and a storage "vault" for important items such as tax documents and passport copies

Central Bureau of Investigation (CBI)
The Central Bureau of Investigation (CBI) is the foremost investigating police agency in India, an elite force which plays a role in public life and ensuring the health of the national economy. It is under the jurisdication of the Govt. of India. The CBI is involved in major criminal probes, and is the Interpol agency in India. The CBI was established in 1941 as the Special Police Establishment, tasked with domestic security. It was renamed the Central Bureau of Investigation on 1 April 1963. Its motto is "Industry, Impartiality, Integrity".
Agency headquarters is in the Indian Capital, New Delhi, with field offices located in major cities throughout India (including Mumbai). Hon'ble Prime Minister, Dr. Manmohan Singh released a commemorative postage stamp to mark the Golden Jubilee Year of the Central Bureau of Investigation, at the International Conference of "Evolving Common Strategies to Combat Corruption and Crime", in New Delhi on 11/11/2013.
