ENSURE MASS SCALE PARTICIPATION IN THE
2013 DECEMBER 12TH PARLIAMENT MARCH

Dear Comrades,

Intensive campaign and preparations are in full swing all over the country for making the 2013 December 12th Parliament March organized by all the Central Trade Unions an unforgettable event in the Trade Union history of our country. The rally is organized as a continuation of the united struggle of the working class of India against the neo-liberal policies of the Central Government.

Confederation of Central Government Employees and workers, being a class-oriented militant organisation of the Central Government Employees, has always been in the fore-front of all the struggles conducted against the neo-liberal globalization policies and had participated in all the strike actions including the 2013 February 20, 21st 48 hours strike. The 12th December 2013 mobilisation at Delhi must have to reflect the spirit and tempo of preparation for a bigger struggle in the days to come.

The National Secretariat of the Confederation calls upon the entirety of the Central Government employees to ensure massive participation in the 12th December 2013 Parliament March.

The C-O-Cs and affiliated organisations of Delhi, Himachal Pradesh, Haryana, Punjab, Rajasthan, Uttar Pradesh, Uttarakhad and Bihar are requested to make all out efforts to mobilize maximum Central Government employees in the Parliament March.

GDS PARLIAMENT MARCH ON 11.12.2013

All India Postal Employees Union – GDS (NFPE) and affiliate of Confederation will be organizing a massive Parliament March of Gramin Dak Sevaks on 11th December 2013 demanding inclusion of GDS under the purview of 7th CPC, Regularisation, Civil Servant Status, and other benefits at par with Departmental employees. All affiliates of the Confederation are also requested to ensure maximum support and cooperation for making the GDS Parliament March a grand success.

ALL INDIA TRADE UNION EDUCATION CAMP, MUMBAI & ALL INDIA WOMEN’S CONVENTION, NEW DELHI

All arrangements have been made by the Reception Committees of Mumbai and Delhi (COCs) for the successful conducting of the Trade Union Camp and Women’s Convention. INTERNATIONAL CONFERENCE OF “SOUTHERN INITIATIVE ON GLOBALISATION AND TRADE UNION RIGHTS” (SIGTUR) AT PERTH (AUSTRALIA) FROM 2ND TO 6TH DECEMBER 2013

10th Congress of SIGTUR hoisted by the Australian Council of Trade Unions (ACTU) will held at “Point Walter Sport and Recreation Centre in Perth, Western Australia from 2nd to 6th December 2013.

STREAMLINE THE FUNCTIONING OF C-O-CS AND FORM STATE/DISTRICT COMMITTEES IN ALL STATES AND DISTRICTS:

As already mentioned in the previous circulars, without streamlining the functioning of State/District C-O-Cs to ensure democratic functioning at all levels, we cannot make Confederation a vibrant organisation. All affiliated organisations and C-O-Cs are once again requested to take initiative to form State and District Committees of Confederation in a phased manner and also to convene Conferences and Committees in a democratic manner.

The updated mailing list is exhibited in the Confederation Website. Please check it and furnish the names and address of the organizations and C-O-Cs, of which are missing in the mailing list. Correct Postal Address with pincode and mobile number (Plus e-mail ID) of omitted organizations and         C-O-Cs may be furnished before 15.12.2013 either by e-mail or by post.

REMIT QUOTA DUES. HELP CONFEDERATION CHQ TO FUNCTION BETTER:

As you are aware for effective functioning of a vibrant organisation like Confederation, sound financial position is a must. At present the financial position of Confederation CHQ is not at all satisfactory. It is regretted to note that most of the affiliated organistaions and C-O-Cs, have not remitted their quota after the Kolkata National Conference held in May 2013. All Affiliated organistaion are requested to remit their quota to confederation CHQ (Rupee one per member per year) in the following address before 31.12.2013.

Subject: Inviting Inputs/ Comments on Competency Dictionary for Civil Services

National Training policy (NTP)- 2012 stipulates that each Government Department/ Ministry should classify all posts with a clear job description and competencies required in order to move from the current system of rule-based Personnel Administration to Competency-based system of Strategic Human Resource Management’ The objective of moving towards a competency-based approach is to ensure that each job is performed by the person who has the required competencies for that job.
2. DopT in collaboration with UNDP has prepared a Competency Dictionary for Civil Services to assist Departments/ Ministries/ Training institutions in identification of competencies for various posts. This competency Dictionary has been developed in consultation with various stakeholders including Senior Civil Servants from Central and States Government Departments, cadre controlling Authorities, PM Award winners and Training Institutions’
3. The competency Dictionary is not specific to any Department/ Ministry, Function or Post’ However, this could be useful for Departments/ Ministries/ Training Institutions while identifying competencies for various posts and levels within their organizations’ An lmplementation tool-kit has also been prepared to provide step-by-step guidance on how Departments/ organizations can identify competencies for each post.
4. Once the competencies for various posts are defined, an assessment of job-holder’s competencies vis–vis current or future roles could be carried out. This assessment is valuable in preparing the personal Development plan (PDP) for each officer to ensure that training is closely aligned to the specific needs. Training Institutions can play a vital role in this entire process from identifying the competencies to designing of Personal Development Plans’
5. Inputs/ comments are invited from all Government Departments/ Ministries, Training Institutions, Civil Servants, HR Experts and Public in-general on Competency Dictionary for Civil services and implementation Tool-Kit. ECHS FAQ’s - GENERAL
·         Q1. What is the Ex Service Men Contributory Health Scheme?
Ans. ECHS was authorised by Government of India on 30 Dec 2002, and has been introduced from 01 April 2003. It is a publicly funded medicare scheme for those who are ex-servicemen and pensioners & their eligible dependants, and will provide medical care through out-patient treatment at 227 Polyclinics all over India, and in-patient hospitalization & treatment through Military Hospitals and out-sourced Civil Hospitals & Diagnostic Centers at all these 227 locations, which will be empanelled for the purpose. Treatment/hospitalization in Service Hospitals will be available to ECHS members, subject to availability of speciality, medical staff and bed space.

·         Q2. Is ECHS only for army servicemen only?
Ans. This medical facility is for Ex-servicemen only, who have served in Army/Navy/Air force/Indian Coast Guard/Special Frontier Force.
·         Q3.Where are the application forms available?
Ans. Forms are available at all Station Headquarters, CSDs and at Rajya Sainik Board offices. For those having access to the internet form can also be downloaded from website 'www.echs.gov.in/downloads.html',‘www.indianarmy.nic.in/arechs.htm’ or “www.irfc-nausena.mil.in”..
·         Q4. What are the benefits of this scheme?
Ans. ECHS provides cashless medical coverage for the Ex-servicemen and their dependants in the established polyclinic/military hospitals/empanelled hospitals across India.
·         Q5. When does my medical cover start? From the date of application or receipt of Smart Card?
Ans. ECHS facilitates medical cover right from the day of submission of application form by showing the Receipt. Receipt of application form can be used for temporarily period till the Ex-Servicemen received the smart card. For all retirees who have retired before 01 April’2003 and have not yet taken membership their service particulars/record will be scrutinized and verified by their respective record offices. Temporary card receipt in respect of these individual will be given only after the authenticated record is received from record office. This process may take 2-3 months from the date of fulfilling formalities.
·         Q6. I am serving in the army, I will retire next year. Can I apply for ECHS membership in advance?
Ans. Yes, you can apply at the time of your release from service. Please fill the documentation required for smart card along with your release documentation from service. Please contact your Unit/Record Office for details. In case of officers please contact MP 5 & 6, Ph. 26106329, 26195662.
·         Q7. I want to enroll my wife for the scheme. How should I proceed?
Ans. Collect and submit the application form nearby polyclinic along with the copy of PPO/MRO, 2 photographs, affidavit and DD of 135/- in favor of dependant Regional Centre. Spouse has no income limit and will be given membership irrespective of income criteria.
·         Q8. Are my family members covered in the scheme?
Ans. Yes, ECHS cover ex-servicemen along with his/her dependent family member.

ECHS FAQ’s - ELIGIBILITY
·         Q1. Who are eligible to become ECHS members?
Ans. The Scheme caters for medical care to all ESM pensioners including disability and family pensioners and their dependents, which includes wife/husband, legitimate children and wholly dependent parents. To be eligible for membership of ECHS a person must meet following two conditions:- (Auth Central Org ECHS letter No B/49701-PR/AG/ECHS dt 01 Jun 2006) :-
·         (a) Should have ESM Status.
·         (b) Should be drawing normal Service /Disability/ Family Pension..
·         Q2. How can I enroll my dependents for ECHS?
Ans. Collect and submit the application form nearby polyclinic along with the copy of PPO/MRO, 2 photographs, affidavit and DD of 135/- per person. The income of each dependant should be less than Rs.3500/- + 52% DA (which is Total 5235/-).
·         Q3. I have declared my parents as dependants will they receive ECHS benefits for life time?
Ans. Yes, parents are entitled for lifetime ECHS service but their dependency should be proved in PPO and the income should be less than Rs.3500/- + 52% DA (which is Total 5235/-).
·         Q4. In case of death of ECHS pensioner, will the parents be entitled to ECHS benefits?
Ans. Yes, the parents are entitled to the ECHS membership provided they are dependants of the ESM and the names are included in the Discharge Book of ECHS Member and the income should be less than Rs.3500/- + 52% DA (which is Total 5235/-).
·         Q5. I am a short service commissioned officer injured in battle, am I entitled to be an ECHS member?
Ans. No, short service commissioned officers are not entitled to be an ECHS member, unless you are a battle casualty and drawing disability pension.

ECHS FAQ’s - SMART CARD
·         Q1. I have lost my card, what should I do?
Ans. Visit Station head quarter/polyclinic. Collect and submit application form along with documents which includes affidavit of loss of card and DD of 135/- in favor of dependent Regional Center.
Note:FIR is NOT required to be lodged .
·         Q2. My card is damaged, What should I do?
Ans. Visit Station head quarter/polyclinic. Collect and submit application form along with DD of 135/- in favor of dependant Regional Center. Submit your damaged card when you receive the duplicate card.
·         Q3. What is the cost of the new 32KB ECHS smart card?
Ans. Each ECHS smart card cost 135/-.
·         Q4. How many ECHS cards will be issued for a family?
Ans. ECHS smart card will be issued one for each dependant, mentioned in the Discharge Book, provided the dependant meets eligibility conditions as per rules.

ECHS FAQ’s - REFERRALS AND EMPANELLED HOSPITALS
·         Q1. Will the members have to initially make payment to the empanelled hospital and then seek reimbursement? ?
Ans. No. The ECHS organisation will make direct payment to the empanelled hospital. There is no burden of any payment on the ECHS member either for treatment or medicines. The ECHS will NOT reimburse the member for any payments made by him knowingly or inadvertently. However ECHS will make payment only at CGHS approved rates..
·         Q2. What will be the provisions for treatment/hospitalisation in emergencies?
Ans. AFV has three options, namely: -
·         (a) Report to nearest service hospital for treatment.
·         (b) Report to nearest empanelled hospital. Bill will be paid by ECHS.
·         (c) Report to any/nearest non-empanelled hospital. AFV/ his rep will have to pay the charges to the non-empanelled hospital initially.
In all cases where emergency treatment is availed, and where the patient does NOT go through the Polyclinic (where he/she is admitted) referral route, it will be the patient’s responsibility to inform local Polyclinic within 48 hours (2 working days).Such bills will be forwarded in original only to the ECHS Central Organisation, Delhi, through Parent Polyclinic.
Note. The onus of informing the Polyclinic or ECHS shall be of the patient. Also the onus of proving the emergency shall be that of the AFV patient.

GLORIOUS 33rd  ALL INDIA CONFERENCE AT PUNE   (MAHARASTRA)

     The  33RD  All India Conference of All India RMS  and MMS Employees Union, Mailguards and Multi Tasking Staff Group’C’ was held at 8th to 11th November  2013. at Mahatma Gandhi Vidyalaya, Uruli kanchan, Pune (Maharastra). the venue of the Conference was   Named ‘COM. O.P.GUPTA NAGAR, our Former General Secretary RIV  and Secretary General NFPTE.

      The Conference was historic in many aspects. A large number of delegates and visitors i.e. 630 paid delegates and nearly 650 Visitors/others attended the conference after long time this was the first conference to draw such a large gathering. The conference was addressed by many senior trade union leaders. The conference held purposeful discussions on problems and took appropriate decisions.

     The Conference Commenced at 10.00 hrs on 8-11-2013 with the hoisting of National Flag by Com. Shantharam Jadhav ex All India President R4, NFPE Flag hoisted by Com. M.Krishnan  Secretary General NFPE.  NFPE R4 Flag  hoisted by Com. D.M.Sonwane  R4 All India President .
Floral tributes were paid to martyrs who dedicated and laid their lives for the welfare of the working class, by various trade union leaders and Reception committee at the martyr’s  column.

   The Open Session began at about 15.00 hrs. it was Presided over by Com D.M.Sonwane  , the President of our Union,
        Reception Committee under the leadership of Com. N.T.Chaudhari  Asst General Secretary Reception
Committee felicitated , honoured with shawls and mementoes  to All Guests and Leaders. Then the Com. R.R.Malwade,  Working Chairman of the Reception Committee delivered his welcome address to the delegates of the conference. The Conference was Inaugurated by Com. M.Krishnan Secretary General NFPE, in his inaugural address he dwelt upon the origin of India Post, its importance and the struggles of the postal staff. Chief Guest Ms. Supriyatai Sule. M.P. Pune. Com. Giriraj Singh General Secretary   R III, Com. Ishwar Singh Dabas General Secretary P IV, Com. S.S.Mahadevaiah General Secretary AIPEDEU, Com. Shantharam Jdhav ex All India President R4, Com B.G.Thamankar ex President NFPE. Com. D.K.Rahate  ex President NFPE, Com. J.A.Ghodke  ex All India President R4, Com. D.S.Jagdale  Dist. Secretary NFTE (BSNL). Com. N.K.Nalawade  Circle President BSNLEU .Maharastra. Com. K.K.Sharma  Vice-President NFPE, Com. P.Suresh General Secretary R IV, Circle Secretaries of Maharastra Circle NFPE, and other leaders attended addressed in the open session. Vote of thanks by Com. Mane , Reception Committee.

    The subject committee started its deliberations on 9-11-2013 at 10.00 hrs. it paid homage to departed dignitaries, leaders, members and others by observing two minutes silence afterwards, Com. D.M.Sonwane  presented his presidential address to the conference. The General Secretary presented the draft biennial report to the house for consideration and approval. It was adopted by the conference after discussion. Later the audited accounts for the years 2011-12, 2012-13, which were presented by the treasurer Com. K.K.Sharma  along with relevant Auditor’s Report were also adopted by the subject committee.

      A discussion on staff problems, organization, Departmental Council/Regional Councils, payment of quotas, 6thCPC, and 7th CPC, SPC hub s, L-1 & L2 Problems, compassionate appointments, MMS Staff, Casual Labourers Problems and other related issues.  All the Circle Secretaries who attended the Conference spoke on the issues. and  many Delegates from various circles participated in the discussions. M.Krishnan, Secretary General NFPE, Com. Shantharam Jadhav  ex All India President R4, addressed in our subject committee also.

Subject committee began on  the 10-11-2013. CHQ office bearers  and Delegates participated in the discussions The conference continued on 11-11-2013. the AIC discussed in depth the adverse development facing the Central Government employees in General and RMS & MMS employees in particular. The AIC discussed the prevailing economic policies of the country and their impact on the employees. Retrenchment has become the policy of the Government. RMS offices are already facing shortage of staff in all the 69 RMS Divisions in the country. OTA rates have not been revised for the last decades. On the other hand women employees are not spared in performing OT duty. Despite DGs order on not to inflict statutory punishment for not performing OT duty, the Heads of Divisions are imposing punishments on employees who are unable to perform OT duty for valid reasons. We have so many problems in normal functioning of RMS & MMS offices which are considered to be the basic and primary need as supply of working materials, uniforms, furniture’s etc. are not made available timely and regularly causing problems to staff. In some cases the office building are located in a very unhygienic places. Building are shabby and dilapidated condition. Non- supply of uniforms and other kit items are regular feature. Non-filling of all vacant posts including promotional posts, Review the additional duties given to MTS cadre and modify the orders, more reduction of staffs, introductions of new schemes are going on. We are not opposed to ‘New Scheme” but if it is a kind of job killing device then definitely we will oppose it. With the introduction of New Scheme, the new hands should also provided otherwise who will implement the New Scheme ?., speed post and logistics norms affect day-today RMS work badly.

           
Then Com. P. Suresh our General Secretary spoke at length and gave detailed replies to all the issues raised by the Delegates, including those relating the 6th CPC his address was well received by the Delegates. At the end of his speech he proposed the ‘Policy and Programme resolution’ and other resolutions. All the resolutions were adopted unanimously. All the Amendments to the union constitution proposed by the CHQ were also adopted unanimously.

       Finally, the List of New office –bearers with Com. D.M.Sonwane as President Com. P. Suresh as General Secretary and K.K.Sharma as Treasurer was elected unanimously. The complete list of new office bearers has given elsewhere separately. The Conference concluded in jubilation.
      
The CHQ in this connection, thanks the Reception Committee for its good arrangements, various leaders for their messages, delegates for their enthusiastic participation and all other, big and small, for their contribution in making this Conference such a Grand Success.

STAMP DESIGN CONTEST:


Department of Posts, India is organizing an all-India stamp designing competition on Children's Day. The best design will be chosen and issued as an actual stamp and the winner will get a cash prize too. Department of Post has been organizing stamp designing competition since 1998 and children are especially encouraged to participate in it. 

The subject for this year's competition is 'A day with my grandparents'. The design could be in ink, water colour, oil colour among others. Participants are free to use drawing paper, art paper. The participants are to make an original design on this subject. Name, date of birth, Class and complete residential address as well as school of the participant should be written legibly on the reverse of the design.

There will be three groups of participant ranging. Students of Class IV and below will comprise one group, Class V to VIII, second and Class IX to XII, third group. The prize winning design in each category will be considered for use on stamps and other philatelic material. The prize money for all categories will be worth Rs 10,000, Rs 6,000 and Rs 4,000 for first, second and third respectively. The prize winning entries are likely to be chosen for designing the postage stamp, first day cover and miniature sheet.

Once upon a time there lived a man who made caps and sold them as he travelled from town to town. On one such tiring day as he was moving to the next town, he decided to take rest under a big banyan tree. He spread out his wares and soon fell asleep. What he failed to notice was the large number of monkeys on the tree. All the monkeys picked up the caps and donned them on their heads as the vendor was sleeping happily. The man woke up after sometime and found that all his caps were missing. He had heard that monkeys do whatever you do. So he picked up a cap, put it on his head and then removed and threw it away. All the monkeys on the tree also removed and threw them down. The vendor picked them up and happily proceeded to the next town.

 The Modern Version of this Story:-
 The cap-vendor became old and handed over his business to his son. His son also became old and he also handed over his business to his son. The new generation cap-vendor also moved from town to town and on one such trip, by sheer coincidence, he stopped to take rest under the same banyaan tree where his

So he took one cap that was left behind, put it on and then threw it away and waited for the monkeys to remove all caps and throw them away. The smart monkeys of the present generation laughed loudly, looked at trader with contempt and said:,"You think only your grandfather tells you stories!"
The moral of the story is that what was good some years back may not work today. The new generation has changed completely and you cannot react to it like that what our forefathers did, new generation people and animals knows how to get his work cleverly from others. There is a need to continually think differently. "Old is not always gold."   " In Todays  world, it is not enough to know how to play the game properly. Sometimes, a win is possible only if you can change the rules of the game."

The pavilion of India Post was inaugurated on 14-11-2013 at the 33rd India International Trade Fair (IITF) by Shri Vasumitra, Chief Postmaster General, Delhi Circle.

On the occasion, a commemorative postage stamp on Children’s Day was also released by Shri Vasumitra. Department of Posts has been releasing commemorative stamps on Children’s Day every year. The design of the stamp is selected from the designs made by the children themselves in a Stamp Design Competition organized by the Department every year across the country. The theme of the contest for this year was ‘A Holiday’.*

Sachin Ramesh  Tendulkar and Union Law Minister Kapil Sibal with a stamp released on his name by Department of Posts ahead of his 200th and the last test match at Wankhede Stadium in Mumbai on Nov.14, 2013.  The master blaster is the only Indian living person after Mother Teresa to receive this honour.
