            Cabinet is likely to approve GDS bonus ceiling for Rs.3500- in the ensuing meeting:
            
After clearance of the Department’s proposal of Rs.3500-  bonus ceiling to GDS by the Ministry of Finance during 3rd week of August, the process for cabinet approval has started and a note has been submitted by the Department to the Min. of Finance to submit for further approval in the Cabinet meeting. It may be expected in the ensuing meeting of the Cabinet.

 It is always an admitted fact that every time the GDS issues are resolved with the continuous efforts of NFPE & JCA and at times by Confederation, none can claim on their own or for their own. One can’t deny that the Committee (Shri Alok Saxena Committee) for reviewing the GDS bonus issue only after 12.12.12 one day strike.  It is the issue of 2.7 lakh Gramin Dak Sevaks and not limited to a section or a class which claims for their fancy. Information published or conversant to the members explicitly depends upon the context and source but not on the mere exposure. We are not interested to make it another issue to create confusion and things left to the diplomacy of the so called claimants.
           



 However, all details will be published on receipt of the information obviously.

2) ebill fetching from suboffices will work only after the date of upgradation of subaccounts.ie if subaccounts upgraded on 01-06-2013, schedule will fetch suboffice ebill data only after 01-06-2013.all the previous dates should be fetched with old schedule exe before upgradation of new exe

Note: After update above Schedule.exe while open new policy just enter Service Tax and Education Tax as 0, Otherwise it shows error like incorrect syntax near ','

Passport alone no proof of citizenship: Bombay HC


MUMBAI: A birth certificate, passport or even an Aadhaar card may not be enough to prove that you are an Indian citizen if you were born after July 1, 1987. Citizenship laws say a person born in India after July 1, 1987 cannot claim automatic citizenship unless at least one of the parents is an Indian. 

The Bombay high court has refused to grant relief to a man and three others charged with being illegal immigrants even after they produced passports (later terminated), Aadhaar cards and birth certificates to prove they were Indians

"The birth certificate of one of the applicants will not (suffice) as under the law it is imperative for such applicant to establish that his parents were Indian nationals. There is no such proof adduced," said Justice K U Chandiwaldismissing their pleas. 

Under citizenship laws, a person is an Indian by birth if born in India on or after January 26, 1950, but before July 1, 1987. If a person is born after July 1987, he or she can claim citizenship if either parent was a citizen. For all born in India on or after December 3, 2004, they can claim citizenship by birth only if both parents are Indians, or if one parent is a citizen and the other is not an illegal immigrant at the time of birth. 

The court upheld a trial court's order punishing Afzal Khan (name changed) and three others with a jail term of six months for illegally entering India. The court also rejected a plea to revert the matter to the trial court so that they could submit identity proof. 

"A birth certificate may show that a person was born in India, and other documents may show that they have lived in India. But the law does not recognize that as proof of citizenship," said additional public prosecutor Swapnil Pednekar, who opposed the applications that challenged the trial court order. The prosecution said the accused were Bangladeshis who had entered India illegally. 

The accused's lawyer claimed that they had passports which showed they were Indians and were in possession of Aadhaar cards and birth certificates which showed they were citizens by birth. They urged the court to quash the trial court's order. The HC dismissed the applications, saying the law "categorically illustrates the person who can be accepted to be an Indian citizen''.

HVMO list preparation Error & Solutions in Despatch Module after Update the MM7 Update 8

Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS  be pleased to state:-


(a) whether the Ministries and Undertakings are not complying properly with the reservation policy inappointment;
(b) if so, the action taken by the Government in view of the recommendations of the National Commission for Scheduled Castes and Scheduled Tribes with regard to filling up of the reserved vacancies;
(c) whether the Government proposes to introduce any bill in this regard;
(d) if so, the details thereof;
(e) the details of requests received from various social organizations/peoples` representatives in this regard till date; and
(f)  the action taken/being taken by the Government in this regard?
ANSWER

(a) & (b): Policy of reservation in appointments under the Government of India is complied with by the Central Government Departments/Ministries as per the instructions issued from time to time by the Department of Personnel and Training. The Central Government has also been launching ‘Special Recruitment Drives’ from time to time to fill up the backlog reserved vacancies. The Central Public Sector Undertakings also follow these instructions mutatis mutandis.

Necessary consultation is made with the National Commission for Scheduled Castesand National Commission for Scheduled Tribes in policy matters affecting the interests of the Scheduled Castes and Scheduled Tribes as per the provisions of Article 338 and 338A of the Constitution.

(c): The Government has not taken any decision in the matter.

(d): Does not arise, in view of reply given to part (c) of the Question.

(e) & (f): Various representations are received from Associations, Hon’ble Members of Parliament etc. from time to time and their suggestions/recommendations are kept in view by the Government at the time of taking any decision in the matter of reservation policy.

President inaugurates the 11th Asian Pacific Postal Union Congress




The President of India, Shri Pranab Mukherjeeinaugurated the 11th Asian Pacific Postal Union (APPU) Congress today (September 3, 2013) at Vigyan Bhavan, New Delhi. 

Speaking on the occasion, the President said thatthe Asian Pacific Postal Union, an inter-governmental organization of 32 countries of the region is actively working to improve cooperation among member nations in the field of postal services. He stated that the changing global scenario calls for postal administrations around the world to think differently. He called upon postal administration to be proactive to change. They must leverage their strengths to provide quality service to the people. He stated that worldwide, postal administrations enjoy the trust of people. 

The President said that globalization and easier movement of workforce across nations have opened a great window of opportunity for the postal sector. With increasing requirement for remittance channels, it can, with the guidance of the Asian Pacific Postal Union, make a difference. He added that there is a huge scope for postal services to be engaged in e-commerce, and gain from the rising demand for such business products. 

The President said that he was confident that the Asian Pacific Postal Union, having an unparalleled reach, would be successful. He stated that the Union is suitably placed to not only address the concerns facing the postal sector but also to explore the untapped opportunities. 

Among the dignitaries present on the occasion were Dr. Killi Kruparani, Minister of State for Communication &Information Technology, Smt. P. Gopinath, Secretary, Department of Posts and Mr. Mark Lawley, Chairman of Asian Pacific Postal Union Executive Council.

Provident fund account to be updated monthly from October


KOLKATA: From this October, your provident fund account will be updated every month.

Central provident fund commissioner KK Jalan said that Employees' Provident Fund Organisation is all set to unveil a system of monthly updating account on September 6.

This is part of EPFO's online drive to make it customer friendly. It is also going to move to core banking solution for 40 lakh pension accounts which will enable pensioners get payment on the first day of every month.

The organisation is working on to rehaul its cutomer identification system and plans universal number for every member from this fiscal.

"We want to be a employee centric organisation. At present, we are employer-centric body," Jalan said Monday in Kolkata.

The universal number will work like a bank account and whenever an employee shifts job, the new employer will feed in the unique number into the system for seamless continuation of the fund.

"We hope to introduce this system this fiscal," Jalan said
