What is an Operating System?

The operating system is the most important program that runs on a computer. Every general-purpose computer must have an operating system to run other programs. Operating systems perform basic tasks, such as recognizing input from the keyboard, sending output to the display screen, keeping track of files and directories on the disk, and controlling peripheral devices such as disk drives and printers.

For large systems, the operating system has even greater responsibilities and powers. It is like a traffic cop -- it makes sure that different programs and users running at the same time do not interfere with each other. The operating system is also responsible for security, ensuring that unauthorized users do not access the system.

Online Application of RTI

Government of India has started a RTI online web portal whereby Right to Information (RTI) applications can be filed online by Indian citizens, including those who are living abroad. The detailed procedure in filing of on-line RTI applications is as under:- 

An Indian citizen can file RTI application online through RTI online web-portal, having url www.rtionline.gov.in. The prescribed fee for RTI application can also be paid online through a payment gateway of State Bank of India by way of internet banking of State Bank of India and its associate banks and by using debit/credit cards of Master/Visa. This facility at present is available only for 37 Ministries/Departments of Government of India. 

This was stated by Shri V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pension and Minister of State in the Prime Minister’s Office in written reply to a question by Dr. Janardhan Waghmare and Sh.N.K.Singh today.

Ticketing Through Non-Internet Based Mobile Phones

A pilot project of ticketing through non-internet based mobile phones has been launched by IRCTC on I^st July 2013.  The salient features of the scheme are as follows:-

·        There is no need of internet at any stage, viz. booking, payment, cancellation etc.

·        The user gets ticket details Short Messaging Service (SMS) instantly.

·        SMS along with Photo Identity Card in original can be used to travel, no printout of the ticket is required.

          The steps taken to popularize the booking of tickets through non-internet based mobile phones through SMS mode are as follows:

·        Publication in leading newspapers.

·        Distribution of brochures about SMS booking.

·        Sending details of the scheme through e-mail to all registered users of IRCTC.

·        Display of message on the website of IRCTC.

Watching too much TV reduces tots’ vocabulary skills

Parents, please note! Toddlers who watch television daily for more than two hours may risk diminishing their vocabulary and math skills, a new study has claimed.

Every hourly increase in daily television watching at 29 months of age is also associated with reduced classroom engagement (which is largely determined by attention skills) and physical prowess at kindergarten, according to Professor Linda Pagani of the University of Montreal and the CHU Sainte-Justine children’s hospital.

“This is the first time ever that a stringently controlled associational birth cohort study has looked at and found a relationship between too much toddler screen time and kindergarten risks for poor motor skills and psychosocial difficulties, like victimisation by classmates,” Pagani said.

“These findings suggest the need for better parental awareness and compliance with existing viewing recommendations put forth by the American Academy of Pediatrics (AAP). The AAP discourages watching television during infancy and recommends not more than two hours per day beyond age 2. It seems that every extra hour beyond that has a remarkably negative influence,” Pagani said.

The study included 991 girls and 1,006 boys in Quebec, whose parents reported their television viewing behaviour as part of the Quebec Longitudinal Study of Child Development.

Pagani noted that the standard deviation is a commonly used statistic tool that tells us what is within a normal range compared to the average.

One standard deviation from the average daily amount of television viewed by the toddlers in this sample (105 minutes) was taken as 72 minutes.

Some of the children who participated in the study were two or even three standard deviations away from the average, and their kindergarten indicators were correspondingly worse than those who were one standard deviation away, researchers found.
