NATIONAL CONVENTION OF WORKERS

CENTRAL TRADE UNIONS HELD NATIONAL WORKERS CONVENTION
AT NEW DELHI ON 06TH AUGUST 2013

A massive National convention of all Central Trade Unions, Central and State Government Employees & Teachers Federations and Public Sector employees Unons etc was held at Mavlankar Hall New Delhi on 6th August 2013. The convention was addressed by the leaders of BMS, INTUC, AITUC, CITU, HMS, AIUTUC, TUCC, SEWA, AICCTU, UTUC, LPF. Presidium consisted of the leaders of all the above Central Trade Unions. The resolution adopted by the National convention called upon the workers to organize following.

1. Demonstration/Rallies/Satyagraha at all state capitals with respective statewide mobilization on 25th September 2013
2. Massive Demonstration before Parliament with main mobilization from neighbouring states on 12th December, 2013
3. On the same day of Demonstration before Parliament (12th December 2013), District-level Demonstrations at all District Headquarters all over the country.
4.  Sectoral programme of joint actions for effectively opposing Restructuring, Outsourcing etc. and on sector-specific issues/demands and against Divestment of shares in Pubic Sector Enterprises.
5.  Exclusive Joint Action Programmes on the demand of Minimum Wage and Contract Workers related other demands.

Postal Department has published screen shots of "Typing Test" & "Data Entry Test" to familiarize for those appearing the Phase-II exam. The same is follows:

Steps of Typing Test.
 Step 1: On Desktop Click EH Typing Tutor then this screen appears.


Step 2: Fill Name and Roll Number and then click Enter Button.

Step 3: Select Typing Language Hindi/Eng. and then select Test Text i.e. Batch 1, Batch 2 …. And Click on Next Button.

Step 4: This screen display two window. One containing text matter and another is blank. Click on Start Button to start test.

Step 5: This screen shows that test started. After 15 mins. test stop automatically and Print button is display on screen i.e. in screen 6.

Step 6: Click on print button to print result.

Step 1: On Desktop Click DE Test , then this screen appears. Fill Name andRollNumber and then click Log in Button

Step 2: This window will be in two parts, on Top half part, data will be displayed with heading , candidate has to type on the corresponding data field in bottom half part.

Step 3: Once filled the details in each column, click on Next Button to go to next data screen.

Step 4: Once the time is over a result screen will appear, and candidate has to take the printout of this and Sign on it.

Raguram Rajan to be new RBI Governor

He will succeed D Subbarao whose term ends on September 5

Raghuram Rajan, currently the Chief Economic Advisor to the government of India was on 06 August 2013(Tuesday) appointed the Reserve Bank of India's (RBI) governor. Finance Ministry's office has confirmed the appointment for three years..

There were two other contenders -- economic affairs secretary Arvind Mayaram and PlanningCommission member Saumitra Chaudhuri.

Rajan will replace D Subbarao, who completes his five-year term on September 4, and will be the 23rd Governor of the central bank. "Prime Minister Manmohan Singh has approved appointment of Raghuram Rajan as Governor of RBI for a term of three years," an official statement said.

Rajan, a former IMF chief economist, was appointed as the Chief Economic Advisor in the Finance Ministry in August last year.Known for his frank views, Rajan was also honorary economic advisor to the Prime Minister. He was acclaimed for predicting the 2008 global financial crisis.

An alumni of IIM-Ahmedabad and IIT-Delhi, Rajan did his doctorate from the Massachusetts Institute of Technology. He was professor at the University of Chicago's Booth School of Business before taking over as CEA.

Rajan was also involved with the report on Financial Sector Reforms, which was authorised by the Planning Commission.

The former IMF chief economist had emerged as the key pointsman for Finance minister P Chidambaram, dealing with issues as diverse as a new development index to calm down nerves in the markets.

Apart from a sound understanding of the economic and financial system, what also works in favour of Rajan is his familiarity with key players in the global economic system, especially in uncertain times like at present. Besides, he is expected to get new ideas into RBI, which many on Raisina Hill believe is too conservative.

At the same time, a professional economist like Rajan is expected to take an independent view of applicants for bank licences and not act under the finance ministry's pressure. Rajan's appointment comes at a time when the economy is struggling with a high Current Account Deficit (CAD) and a depreciating rupee.

Tax Deductors Who Default In Depositing TDS by Due Date Shall be Liable for Prosecution: CBDT

It has come to the notice of Income Tax Department that many times the tax deductors, after deducting TDS from specified payments, are deliberately not depositing the taxes so deducted in Government account and continue to deploy the funds so retained for business purposes or for personal use. Such retention of Government dues beyond the due date is an offence liable for prosecution under Section 276B of the Income Tax Act, 1961. The defaulter, if convicted, can be sentenced to Rigorous Imprisonment (RI) for a term which canextend upto seven years.

The TDS units of Income Tax Department have been taking up prosecution proceedings in suitable cases where TDS has been retained beyond the due date. The Central Board of Direct Taxes has partly modified existing guidelines for identification of cases for launching prosecution. As per the revised guidelines, the criterion of minimum retention period of 12 months has been dispensed with. For the benefit of public at large, it is now clarified that defaulters, who have retained the TDS deducted and failed to deposit the same in Government account within due date, shall be liable for prosecution, irrespective of the period of retention.

However, the offence u/s 276B of the Income Tax Act can be compounded by Chief Commissioner having jurisdiction on the case, either before or after the launching of prosecution proceedings. In the recent past, several defaulters have submitted petitions for compounding of such offences and compounding orders have also been passed by the Competent Authority in suitable cases.
