As you are aware the South Zone Study Camp of NFPE was held at Chennai and Central Zone Study Camp was held at Vidisha (M.P)& Eastern Zone Study Camp was held at Guwahati successfully. Western Zone Study Camp is being held at Pushkar (Rajasthan) on 25th & 26th August, 2013. The next camp for Northern Zone will be held at Ghaziabad (U.P.) on 21st & 22nd September, 2013. Delegate from affiliates of NFPE from U.P. & Uttarakhand shall participate in Northern Zone Study Camp.

In addition all General Secretaries of the above unions shall attend the camp.
Circle Secretaries are requested to select the delegates of their unions immediately and instruct them to book the up and down tickets without any further delay. They should reach Ghaziabad before 08-30 A M on 21st and 22ndSeptember ,2013. They can leave the camp only after 6 PM on 22nd September 2013. Maximum lady comrades may be included as delegates. The names of the delegates attending the camp should be intimated to the respective General Secretaries before 31st Aug 2013. Programme will be intimated separately.
A Seminar on Postal Services will be held in connection with Study Camp. Senior Officers of the Department of Posts will address the Seminar. Special casual leave will be granted to the delegates for attending Seminar. Details will follow.
Delegate fee per head is fixed as Rs 600/- (Rs six hundred only).
All General Secretaries are requested to instruct their circle Secretaries suitably to immediate follow up action.

LAUNCHES RTI ONLINE WEB PORTAL
Union Minister of State for Personnel, Public Grievances & Pensions and Prime Minister’s Office Shri V Narayanasamy has said that rtionline web portal is another milestone in the regime of RTI that will further promote participation of our citizens in the process of governance and policy making decisions of the Government.Speaking at the launch of the portal in New Delhi today he said though presently this facility has been provided to Central Ministries, DoPT will consider extending this facility to the subordinate and attached offices of Central Government also. The Minister also appealed to the State Governments to consider developing similar facility of filing online RTI applications. Referring to the RTI Act as one of the biggest achievements of our democracy, Shri Narayansamy said that it has empowered the citizenry in an unprecedented manner to participate in nation building by promoting transparency and accountability in the working of every public authority.
The rti online web portal has been developed by National Informatics Centre (NIC) at the initiative of Department of Personnel and Training. The url of this portal is https://rtionline.gov.in.
This is a facility for the Indian Citizens to file RTI applications online and first appeals and also to make online payment of RTI fees. The prescribed fees can be paid through Internet banking of State Bank of India and its associate banks as well as by Credit/Debit cards of Visa/Master, through the payment gateway of SBI linked to this site. This facility is available for all the Ministries/Departments of Govt. of India.
This system provides for online reply of RTI applications/ first appeals, though reply could be sent by regular post also. This system works as RTI MIS also. The details of RTI applications received through post could also be entered into this system. The citizens can also check the real time status of their RTI applications/first appeals filed online.

Government Sets up a Committee to Find Out the Reasons For Backlog in Filling up of Reserved Vacancies
The Government has decided to set up a Committee to make in-depth analysis of the reasons for backlog in filling up of reserved vacancies. A 20-member committee headed by the Secretary, Ministry of Social Justice and Empowerment will suggest measures to enhance the employability of reserved category candidates. The Committee members are from various Central Government Ministries including Ministry of Home Affairs, Department of Personnel & Training, Ministry of Human Resources Development, Ministry of Railways, UPSC, SSC, Railway Recruitment Board etc.
The Committee will submit its report within a period of three months from the date of its constitution.
The Government had launched a Special Recruitment Drive (SRD) to fill up the backlog reserved vacancies of the Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) in November, 2008. Progress of the drive was reviewed in July, 2011 and it was decided to re-launch the drive so as to fill up the remaining identified backlog vacancies by 31st March, 2012. The progress of Special Recruitment Drive was reviewed by the Government in May 2013. It was noted out of a total of 64,175 backlog vacancies (DR quota and Promotion quota) which could be filled up, 48,034 vacancies were filled up, indicating overall success rate of the Drive at about 75%.
The analysis of data and consultation with various Ministries indicated that lack of finishing skills or interview skills, less availability of professionally qualified persons, less identification of posts for Persons with Disabilities, dearth of professionally qualified persons especially in Hearing impaired Category of disability etc. are some of the reasons for less employability of SCs, STs, OBCs and PWDs in Government Sector.

Rejecting a job offer? Get ready to pay penalty
MUMBAI: Job aspirants, who accept a job offer but don't join, may have to pay a penalty. Phillips Carbon Black inserted a 'penalty clause' in its offer letter to 15 candidates holding them liable to pay 5% of offered salary (CTC) if they accept the offer but don't join.
After rechecking with the HR, two of them refused to take the offer and one vice-president hopeful had to pay Rs 4.5 lakh for breaching it. "It takes us back by months if a probable employee backtracks. We ask them to think twice before signing the offer letter," says Sabyasachi Bhattacharya, executive director of human resources (HR) of the carbon maker.
Search for the right fit in junior cadre takes a week while it can go up to 3 months for senior professionals, say recruiters. Last minute dropout wastes all their efforts. "Almost 25% of candidates accepting a job offer back out. They are suffering from fear of last-in first-out syndrome because of the plunging economy," said Shiv Agrawal, managing director of ABC Consultants.
But such penalty clause is uncommon in India, says Sajan Poovayya, managing partner of Poovayya & Co, but niche skilled jobs in the West have this clause. "Such a clause is absolutely valid as it does not hinder the employee's right to earn a living," he says. "It is a very smart and legal way of weaving in the exact damages that one has to pay if there is a breach of contract," said Kartik Ganapathy, partner, Indus Law.
"It is a contractual obligation between two parties but will be difficult to prove legally," says Rajeev Uberoi, group general counsel for IDFC. The firm, according to Uberoi, will find it difficult to explain how the value (5%) was reached. Companies want recruitment firms to find ways to make candidates feel the pinch of rejecting an offer.
"Tiredness has crept in hiring teams of companies with employees refusing to join after the entire process is over. Few IT and FMCG firms have approached us on (finding) a penalty form," said Ajit Isaac, chairman and MD of Ikya Human Capital Solutions.
Phillips Carbon Black is cracking the whip on recruitment firms as well. In a pact, with its recruiters, the agents will have to replace a candidate for free if he backtracks. In case, another agent provides the replacement then the first agent will have to pay 50% of the hiring cost.
"This was added to ensure a recruiter does athorough job," added Bhattacharya. Some, like HCL, have stepped up efforts to engage candidates 45-60 days before they join. The IT company uses gamification, where it tests candidates' participation and keenness through quizzes.

Lid off leave travel concession racket: Govt, PSU employees to face CBI heat
The CBI has been called in by the Central Vigilance Commission (CVC) to investigate a widespread racket in claims of leave travel concession (LTC) involving central government and public sector employees as well as travel agents.
The CBI, which was asked on August 16 by CVC to carry out a criminal investigation, is likely to question dozens of such employees. Large sums are said to have been siphoned out of the government by producing fake Air India tickets and boarding passes (the only airline that government and PSU employees are allowed to use for LTC).
A sizeable number are of the rank of under secretary and above. Most of them claimed to have travelled with their family to the extremities of the country — the northeast, Kerala and the Andamans. The racket, said sources, has been one of the worst kept secrets although there was no actionable evidence against it.
The Kolkata Police was the first to stumble upon the LTC racket in March this year when it detained a passenger at Kolkota airport with more than 600 blank boarding passes of Air India. He was to board a SpiceJet aircraft to Port Blair. On being interrogated, he claimed that he was to deliver it to someone in the Andamans. The surmise is that this someone in the Andamans was to fill up fictitious details of flights there on the blank boarding passes. An investigation by the police is underway, sources said.
Air India's vigilance division began an investigation after the airline was asked about the fake boarding passes. Initial inquiries by the airline confirmed that it was a fairly widespread practice among government employees to manipulate LTC by submitting forged boarding pass and tickets, and hugely inflating fares.
In March, the Rajya Sabha secretariat asked Air India for verification of seven tickets issued by a travel agency to secretariat employees on the Delhi-Kolkota-Port Blair sector. Air India reported back that the tickets and boarding passes were fabricated. "No such journey has been undertaken by the seven people," Air India said.
The fictitious tickets submitted to the RS secretariat turned out to be a crude job — they included a business class ticket, even though Air India has no business class seats to Port Blair. Some of the boarding passes had the same number, even same seat numbers. And each ticket was for Rs 1.35 lakh, although the fare on that particular day was nowhere near that amount.
Air India also carried out an internal investigation into another complaint, this one from the Ordnance Factory Board. From the Board's Jabalpur plant over 400 employees and their families ostensibly travelled to the northeast to avail LTC between 2006 and 2008. Under a special order of the government to promote tourism in northeast, even the lowest ranked government employees and their families can fly to northeast sector and claim airfare under LTC.
A ticket submitted by a Jabalpur employee was found to have been valued at an incredible Rs 2.11 lakh; it's hardly surprising that it turned out to be a forgery. While the e-tickets were definitely forged, it is still not clear how on many of these tickets people actually travelled.
It is suspected that some of these tickets may have been bought by cash by travel agents from Air India. And then they may have created forged e-tickets, showing higher fares. Whatever may be the case, the CBI is expected to investigate all the 400 families that travelled to northeast from Jabalpur, sources said.
Sources also said the LTC racket appears to be rampant across government departments, public sector units, and public sector banks.
It also appears that many officials submit forged boarding passes and e-tickets of travel between Delhi and Thiruvananthapuram, while they are actually travelling to Colombo or Singapore. In other words, on the basis of their LTC claims, employees are undertaking foreign trips, which this facility doesn't allow.

The Kolkata Police was the first to stumble upon the LTC racket in March this year when it detained a passenger at Kolkota airport with more than 600 blank boarding passes of Air India. He was to board a SpiceJet aircraft to Port Blair. On being interrogated, he claimed that he was to deliver it to someone in the Andamans. The surmise is that this someone in the Andamans was to fill up fictitious details of flights there on the blank boarding passes. An investigation by the police is underway, sources said.
Air India's vigilance division began an investigation after the airline was asked about the fake boarding passes. Initial inquiries by the airline confirmed that it was a fairly widespread practice among government employees to manipulate LTC by submitting forged boarding pass and tickets, and hugely inflating fares.
In March, the Rajya Sabha secretariat asked Air India for verification of seven tickets issued by a travel agency to secretariat employees on the Delhi-Kolkota-Port Blair sector. Air India reported back that the tickets and boarding passes were fabricated. "No such journey has been undertaken by the seven people," Air India said.
The fictitious tickets submitted to the RS secretariat turned out to be a crude job — they included a business class ticket, even though Air India has no business class seats to Port Blair. Some of the boarding passes had the same number, even same seat numbers. And each ticket was for Rs 1.35 lakh, although the fare on that particular day was nowhere near that amount.
Air India also carried out an internal investigation into another complaint, this one from the Ordnance Factory Board. From the Board's Jabalpur plant over 400 employees and their families ostensibly travelled to the northeast to avail LTC between 2006 and 2008. Under a special order of the government to promote tourism in northeast, even the lowest ranked government employees and their families can fly to northeast sector and claim airfare under LTC.
A ticket submitted by a Jabalpur employee was found to have been valued at an incredible Rs 2.11 lakh; it's hardly surprising that it turned out to be a forgery. While the e-tickets were definitely forged, it is still not clear how on many of these tickets people actually travelled.
It is suspected that some of these tickets may have been bought by cash by travel agents from Air India. And then they may have created forged e-tickets, showing higher fares. Whatever may be the case, the CBI is expected to investigate all the 400 families that travelled to northeast from Jabalpur, sources said.
Sources also said the LTC racket appears to be rampant across government departments, public sector units, and public sector banks.
It also appears that many officials submit forged boarding passes and e-tickets of travel between Delhi and Thiruvananthapuram, while they are actually travelling to Colombo or Singapore. In other words, on the basis of their LTC claims, employees are undertaking foreign trips, which this facility doesn't allow.

Rejecting a job offer? Get ready to pay penalty
MUMBAI: Job aspirants, who accept a job offer but don't join, may have to pay a penalty. Phillips Carbon Black inserted a 'penalty clause' in its offer letter to 15 candidates holding them liable to pay 5% of offered salary (CTC) if they accept the offer but don't join.
After rechecking with the HR, two of them refused to take the offer and one vice-president hopeful had to pay Rs 4.5 lakh for breaching it. "It takes us back by months if a probable employee backtracks. We ask them to think twice before signing the offer letter," says Sabyasachi Bhattacharya, executive director of human resources (HR) of the carbon maker.
Search for the right fit in junior cadre takes a week while it can go up to 3 months for senior professionals, say recruiters. Last minute dropout wastes all their efforts. "Almost 25% of candidates accepting a job offer back out. They are suffering from fear of last-in first-out syndrome because of the plunging economy," said Shiv Agrawal, managing director of ABC Consultants.
But such penalty clause is uncommon in India, says Sajan Poovayya, managing partner of Poovayya & Co, but niche skilled jobs in the West have this clause. "Such a clause is absolutely valid as it does not hinder the employee's right to earn a living," he says. "It is a very smart and legal way of weaving in the exact damages that one has to pay if there is a breach of contract," said Kartik Ganapathy, partner, Indus Law.
"It is a contractual obligation between two parties but will be difficult to prove legally," says Rajeev Uberoi, group general counsel for IDFC. The firm, according to Uberoi, will find it difficult to explain how the value (5%) was reached. Companies want recruitment firms to find ways to make candidates feel the pinch of rejecting an offer.
"Tiredness has crept in hiring teams of companies with employees refusing to join after the entire process is over. Few IT and FMCG firms have approached us on (finding) a penalty form," said Ajit Isaac, chairman and MD of Ikya Human Capital Solutions.
Phillips Carbon Black is cracking the whip on recruitment firms as well. In a pact, with its recruiters, the agents will have to replace a candidate for free if he backtracks. In case, another agent provides the replacement then the first agent will have to pay 50% of the hiring cost.
"This was added to ensure a recruiter does athorough job," added Bhattacharya. Some, like HCL, have stepped up efforts to engage candidates 45-60 days before they join. The IT company uses gamification, where it tests candidates' participation and keenness through quizzes.
Gamification is when games are introduced in work environment to improve engagement and productivity of the employees. If a candidate does not participate or interacts with other colleagues, it is a sign that he may drop out. HCL reaches out to him and re-engages, says Naveen Narayanan, global head - talent acquisition, HCL Technologies. This halved its dropout rate in past 4 months.
Ernst & Young has asked managers to call a probable employee before he joins to show that the firm is interested in him. "This is a crucial period and now even great organizations have to sell the job profile," said Sandeep Kohli, national director, HR for E&Y. The probable is then given a hamper of detailed job descriptions, company profile and career path chalked out.
