Service Provided by CGHS

This Ministry has been receiving complaints/grievances in respect of the following majoraspects.

1.Administrative:- Misbehavior by medical and paramedical staff, Shortage of staff, Punctuality etc.

2. Technical:- Delay in settlement of medical reimbursement claims (MRCs),  Supply of substitute medicines instead of the prescribed by the Govt. specialists, Delay in supply of indented medicines, etc.

3. Related to empanelled hospitals:
 Denial of credit facility, Misbehavior of hospital doctors/staff, overcharging, etc.

4. Related to Internet accessibility
Disruption in services due to breakdown in internet connectivity,  etc.

To redress the grievances/complaints, the following steps have been taken:

Administrative:-Instructions have been issued to the doctors /para-medical staff working in CGHS to be polite and courteous in their behaviour with the patients. In specific cases transfers have also been made and disciplinary actions initiated. Contractual doctors are appointed to meet the requirement of Medical Officers. Regular inspections are carried out. 

Technical:-The time limit for clearance of MRC bills has been fixed. CGHS doctors are advised to prescribe generic medicines to the maximum extent. The indented medicines are supplied through various local chemists to avoid the delay.

Related to empanelled hospitals: Penalty is imposed and suitable action is initiated against the erring empanelled private hospitals.

Related to Internet accessibility: -Medical Officers have been instructed not to stop to provide the consultation/treatment in case of failure of internet connection.

Apart from the above, SMS Alert system has been introduced aiming at bringing transparency in delivery of services as major initiative. RedressalCommittees have also been formed by CGHS.

The allocation of financial resources is based on the evaluation of specific requirements/demands projected by the CGHS units and availability of resources.
This information was given by the Union Minister of Health & Family WelfareShriGhulamNabi Azadin written reply to a question in the LokSabha yesterday.


Treatment from CGHS Empanelled Hospitals

As per the existing guidelines, a CGHS beneficiary is required to obtain permission from his administrative Department / Office or CMO in charge (in case of pensioner beneficiary) to avail medical treatment in a CGHS empanelled private hospital. However, in case of emergency he can go to any hospital whether empanelled or not, to avail medical treatment. This provision is necessary to ensure proper medical treatment of a CGHS beneficiary in consultation with the Government specialists. This is also a measure of ‘checks and balances’ to ensure financial propriety and optimum utilization of public money. 

This Ministry has been receiving representations from the individuals; Pensioners Associations etc. to allow the CGHS beneficiaries to take treatment from the CGHS empanelled private hospitals without obtaining the requisite permission. However, their requests have not been acceded to as the present referral system is considered necessary in the interest of the beneficiaries and it is also necessary as a check and balance measure to ensure financial propriety. 

CGHS is already providing comprehensive and hassle free healthcare services to its beneficiaries through its large network of Wellness Centres and empanelled private hospitals and diagnostic /imaging centres. With a view to further simplify and liberalize the procedures in CGHS to make its services more hassle free, the requirement of mandatory permission for undertaking diagnostic tests and investigations has been done away with w.e.f. 1st January, 2013. In addition, ‘Continuous Empanelment Scheme’ has also been revived at all CGHS locations to empanel more number of eligible private hospitals to enhance accessibility and availability of medical services to the beneficiaries in a hassle free manner.

Consumer forum imposes fine of 5k on chief post master for deficiency of service


KANPUR: The Consumer Protection Forum,KanpurNagar, on Friday ordered chief post master, KanpurNagar, to pay Rs 5,000 to complainant within 30 days of the order for deficiency of service.


Complainant Ashok Kumar Pandey had moved the Forum claiming that he lost an opportunity to land a job and earn his bread and butter owing to the deficiency of service. His application form for a job in Barrage NirmanKhand-II, irrigation department, Phoolbagh, was rejected due to delayed delivery.



In his petition, Pandey claimed that he was unemployed and had applied against an advertisement of the above job. The last date of submission of form was February 18, 2009 and he had sent his form through speed post on February 16. Pandey claimed that his application form reached the irrigation department on February 20 and was not entertained. The postal department returned his form with a note of refusal.



The claimant sought Rs 50,000 from the postal department as damages for not delivering the application on time and the mental agony caused by it.



Appearing before the Forum, the postal department contradicted the charges of deficiency of services. In a written submission, the department claimed that letter was delivered on February 20. As per norms of speed post services, the letter is to be delivered within 72 hours of the date of registry. The department said that Pandey's complaint be rejected as the application was delivered within due course of time.



Forum president LV Singh and member Ganesh Prasad in their order observed that speed post must be delivered within 48 hours but even if the claim of 72 hours was considered then application should have been delivered on February 19. However, the marking of refusal was done on February 20 at 12.45 pm, which indicated that the application form reached its destination on the fourth day.



The Forum said that it was a fit case of deficiency of service and liable to be awarded. The forum awarded the complaint and imposed a fine of Rs 5,000 on chief post master.

(a) whether the Government has issued any instruction to Central Government Health Scheme (CGHS) dispensaries to issue medicines directly to patients under treatment in CGHS empanelled hospitals;

(c) whether it is a fact that the patients do not get medicines issued from CGHS dispensaries on the prescription of CGHS empanelled hospitals;

ANSWER

THE MINISTER OF HEALTH AND FAMILY WELFARE (SHRI GHULAM NABI AZAD)

(a) to (e): The private hospitals under CGHS are primarily empanelled for providing inpatient medical treatment to a CGHS beneficiary. However, CGHS allows follow-up treatment from these hospitals in Post-Operative cases in six major categories namely, Cardio-Vascular Disease, Renal Disease, Neurological Disease, Joint Replacement, Accident cases and Cancer Disease. Accordingly, the medicines prescribed by the treating specialists of the private empanelled hospital are issued directly from the dispensary. In other post operative cases, medicines are issued upto one month to a patient as per the advice on discharge.

In addition, there is also a provision for issue of Chemotherapy drugs to patients undergoing treatment at empanelled hospitals. The above system is working properly.

5 Things to know about online term Insurance


Though they have become popular in the past two years, many customers have misconceptions about these insurance plans, says Babar Zaidi

1 No difference in client servicing 

The online customer receives the same quality of service from the insurance company as any other client. The difference is only in the channel through which the policy has been bought. Agents try and paint a different picture because they lose business when a customer buys directly from the company. When a claim is processed, there is no differentiation between a policy bought online and one purchased through an agent. Besides, all insurance companies have to comply with the rules laid down by the insurance regulator, Irda. If a company is found lacking in service or tries to wriggle out of a commitment, the customer can file a complaint with Irda.

2 Low premiums don't make them unreliable 

The low premium rates of online term plans make many people apprehensive. The premium of an online term plan is low because of two basic factors. One, there is no intermediary, so the agent's commission is passed on to the customer. More importantly , the online buyer is perceived as a low-risk customer by insurers. He is educated , earns reasonably well, is concerned about protection and is likely to have health insurance as well. In case of amedical emergency, he may be able to quickly reach a hospital and access specialised medical treatment. All these factors combine to lower the risk and, therefore, reduce the premium. 

3 Premium is indicative and can change 

The online quote is based on the assumption that you carry the normal risk in terms of health, family's medical history and occupation. When you submit your details and pay the premium, the cover is subject to medical tests. If the tests show that you are suffering from a medical condition or are exposed to a specific risk at work, the premium quoted is likely to rise. If the customer declines to pay the higher premium , his money will be refunded after deducting the expenses incurred on medical check-up . 


4 Don't let the policy lapse 

If purchasing an online term plan is one of the smartest money moves, the dumbest is to let it lapse. With no agent running after you for the renewal premium, there is a good chance that the customer will forget to renew his insurance. Once the policy lapses, you will have to buy afresh at a much higher premium. Companies offer a grace period of 15-30 days for late payment of premium . Give an ECS mandate to your bank, so that the premium automatically gets paid when it is due. It's a good idea to set an alert in your cell phone or computer. 

5 Don't hide facts in the application 

If you smoke or chew gutka, your premium will be roughly 25-30 % higher than that of a non-smoker , but don't try to hide the fact in your application. If the insurer finds out that a policyholder concealed information that affected the risk to his life, the claim will be rejected. Every year, about 2% of the claims received by life insurance firms end up in the trash can. Your insurance policy is the bulwark of your financial plan. Don't let it be rejected just to save a few hundred rupees as premium.

Public sector banks faces shortage of 56,000 employees


Public sector banks face a shortage of 56,022 personnel across various cadres and the lenders are at different stages of filling these posts, official sources said.

In the officer category, 25 public sector banks have 23,794 vacancies as of March, 2013. Of this, 5,815 officer level posts are in Bank of Baroda (BoB) only, sources said.

Syndicate Bank has 1,500 vacancies of officer level posts. Andhra Bank is facing a shortage of 1,484 officers. The number for the same in Bank of India is 1,473. Allahabad Bank needs to hire 1,450 officers, Punjab & Sind Bank 1,454 and Punjab National Bank 1,119.

With regard to vacancies in the clerical cadre, sources said that as many as 22,347 posts are vacant in various banks including five associate banks of State Bank of India (SBI).

Bank of Baroda tops the list with as many as 3,615 vacancies. It is followed by Allahabad Bank with 2,627 vacancies, while State Bank of Tranvancore has 2,500 vacant positions at the end of 2012-13.

Vacant of post of clerks in Punjab National Bank is about 2,200 while in case of Bank of India it is 1,468.

At sub-staff level, sources said there are 9,881 vacant posts.

In the current fiscal, public sector banks are going to hire 50,000 employees.

"This year, public sector banks are expected to add 10,000 branches of which 2,000 are to be by Regional Rural Banks. Correspondingly, there will be recruitment. In fact, all the banks put together are expected to recruit some 50,000 persons in the current year," Finance Minister P Chidambaram had said after meeting heads of PSU banks in June.

In 2012-13, public sector banks hired around 63,000 persons. India's largest bank State Bank of India (SBI) alone recruited 20,000 clerical staff and 1,200 officer-level employees. Other PSU banks hired 22,000 officers and 20,000 clerical staff.

Seeking to improve manpower management in the public sector banks, the Finance Ministry had recently said that 19 nationalised banks should have a total number of 442 GMs to oversee banking operations.

The three-finger salute refers to the original PC-compatible system command to reboot or restart a computer by pressing three keys simultaneously: Control, Alt and Delete. The 
three-key combination is specifically designed to be impossible to execute with one hand in order to avoid the potential for accidental reboots.

When a program freezes or “hangs up” on your computer, you might not want to restart the whole computer but only the one program that isn’t responding. Using Ctrl+Alt+Delete will result in a selection of choices that varies by the version of the operating system you’re using. One of the choices will be “Start Task Manager”. This is a good starting point to identify what programs are running and which might have gotten “stuck”.  Click on the troublesome program in the list and then click the End Task button. Now you have to be patient. Clicking End Task multiple times does not make the computer respond quicker, in fact just the reverse is true. Multiple clicks slow down the process. You may get a another window saying the program is not responding. Just ignore it. If the program does not end in five minutes, you have my permission to choose Restart from the start button or hold down the power button and turn your computer off.

The awards will be conferred on them at 'International Blogging Conference' to be held on September 13-14 at Rajbhawan in Kathmandu, Nepal.

The couple has been active in the field of literature and blogging since long. The couple was also awarded by chief minister Akhilesh Yadav with 'Awadh Samman' for New Media Blogging and Blogger of the decade award on completion of 10 years of Hindi Blogging in 2012.

Working more than 50 hours a week may harm your health


WASHINGTON: Employees who work for more than 50 hours a week may be harming their mental and physical health, a new study has warned. 

Researchers from Kansas State University found a preliminary link between workaholics and reduced physical and mental well-being. 

Sarah Asebedo, doctoral student in the University, working with colleagues Sonya Britt and Jamie Blue used the National Longitudinal Survey of Youth 1979 for the study. 

"We looked at the association between workaholism and physical and mental well-being," Asebedo said. 

"We found workaholics - defined by those working more than 50 hours per week - were more likely to have reduced physical well-being, measured by skipped meals. 

"Also, we found that workaholism was associated with reduced mental well-being as measured by a self-reported depression score," she said. 

The link between workaholism and well-being has been assumed for years; however, there was a lack of research supporting the link until this study, Asebedo said. 

To understand why people work overtime even when they know it is not good for their well-being, the researchers used Gary S Becker's Theory of the Allocation of Time, a mathematical analysis for choice measuring the cost of time. 

"This theory suggests that the more money you make, the more likely you are to work more. If you are not engaged in work-related activities, then there is a cost to the alternative way in which time is spent," Asebedo said. 

"Even if you understand the negative consequences to workaholism, you may still be likely to continue working because the cost of not doing so becomes greater," she said. 

According to Asebedo, Becker's theory suggests that not only can working more make a person wealthier but it also creates less leisure time to spend money. As income increases a person may be more likely to work more and create an unhealthy habit. 

She advises workaholics to be aware of the effect excessive work has on their physical and mental well-being and to be prepared for what they can do to mitigate or counteract the effects during busy work periods. 

Data for the study was taken from the National Longitudinal Survey of Youth 1979 cohort, a nationally representative sample of 12,686 young men and women in US who were interviewed on an annual basis from 1979 through 1994 and are currently interviewed on a biennial basis.

Paper-II included component such as India and the World, India’s Economic Interaction with the World, Development in the Field ofScience & technology, IT and Space, International Affairs and Institutions and Statistical analysis, graphs and diagrams.
This was replaced with Paper-IV, V, VI & VII of General Studies carrying 250 marks each. The components of the subjects of the papers were the following: -
Paper-IV(Indian Heritage & Culture, History and Geography of the World and Society).
Paper-V(Governance, Constitution, Polity, Social Justice and International relations)
Paper-VI(Technology, Economic Development, Bio Diversity, Environment,Security and Disaster Management)
Paper-VII (Ethics, Integrity and Aptitude)

Optional Papers VI, VII, VIII and IX: There used to be two optional subject containing four papers of 300 marks each. The candidate had to choose any TWO subjects to be selected from list a list of 25 core subj.00000ects and literature of 30 languages, which made the total to 55 optional.
This has been replaced with Optional Paper-VIII & IX of 250 marks each. A candidate has to choose any ONE optional subject to be selected from list of 25 coresubjects and literatures of 22 languages, included in the 8th Schedule of the Constitution and English.
Six Foreign languages (Arabic, Chinese, French, German, Persian and Russian) and Pali have been deleted from the then existing list of Literatures of Languages. This makes a total of 48 optional subjects.

Personality Test/Interview: There used to be a Personality Test/Interview for 300 marks.

(a) & (b) No, Sir. There is no scholarship scheme for the students belonging to any specific category as the Kendriya Vidyalayas are substantially supported by the Government, due to which the fee structure of these Vidyalayas is much lower as compared to other schools. 

(c) & (d) Yes, Sir. The Kendriya Vidyalaya Sangathan has laid down the following priorities in granting admissions under the Civil/Defence Sector:-

(i) Children of transferable and non-transferable Central Government employees including ex-servicemen. This will also include children of foreign national officials, who come on deputation or transfer to India on invitation by the Govt. of India.

(ii) Children of transferable and non-transferable employees of Autonomous Bodies/Public Sector Undertakings/Institute of Higher Learning of the Government of India.

(iii) Children of transferable and non-transferable State Government employees.

(iv) Children of transferable and non-transferable employees of Autonomous Bodies / Public Sector Undertakings/Institute of Higher Learning of the State Governments.
