Notification for Direct Recruitment of Postal/Sorting Assistant Exam (PA/SA) 2013-2014



Friends…. Good News for all Postal/Sorting Assistant Aspirants. Finally after long wait Notification for Direct recruitment of Postal/Sorting Assistant for the year 2013-2014 is out. Centralised notification has been published by Recruitment Division of Department of Posts, Ministry of Communications & Information Technology vide their letter No. F. No. A-34012/10/2014-DE dated 21-02-2014. Last Recruitment for PA/SA was called during August 2012 for filling up the vacancies for 2011 and 2012. Examination was held in different phases during April 2013 to September 2013 and results were published during October-December 2013. Now this notification is for filling up the vacancies for 2013 and 2014.

The detailed notification read as follows:

 Applications are invited from the eligible applicants for filling up of posts of Postal Assistants/Sorting Assistants/Postal Assistants (Savings Bank Control organization)/Postal Assistants (Foreign Post Organization)/Postal Assistants (Returned Letter Offices)/Postal Assistants (Mail Motor Services) And Postal Assistants (Circle And Regional Offices) for the year 2013-2014 in 22 Postal Circles in the Country in the Pay Band 5200-20200 with 2400 Grade Pay + other admissible allowances for the years 2013-2014.

Age limit: 18-27 years:
(a) For General Category (Unreserved Applicants ) the applicable relaxation is provided to persons belonging to SC/ST/OBC/PH/Ex-servicemen Candidates as per the extant orders. The age limit will be as on 27/03/2014

Educational Qualification:- (1) 10+2 standard or 12th class pass from a recognized university or Board of School Education or Board of Secondary Education with English as a compulsory subject (excluding vocational streams).

(2) The applicants should have studied local language of the State or Union Territory of the concerned Postal Circle or in Hindi as a subject at least in Matriculation level or equivalent.

Indian Postal Service, The Department of Posts in India invited applications for various posts. They are:



1.     Postal Assistants
2.     Sorting Assistants
3.     Postal Assistants (MMS)
4.     Postal Assistants (Savings Bank Control Organization – SBCO)

In central government jobs, postal department jobs have significance as they have to closely move with people. You can engage in these posts mere with 10+2 qualification. If you could show your ability in written examination you can directly enter in these government jobs. As written test is Main, the competition will be definitely high.  

Selection Process:

The candidates for the Postal Assistant posts are selected through Paper-1 (Objective type) and Paper-2 (Skill Test).

No Negative marking is there.

Candidates should remember that no weightage is given for intermediate marks.  The 10+2 marks are considered only to call the candidates for aptitude test.

How much marks a candidate should score in order to qualify for the Postal Assistant jobs?

1.     General candidates should get 40% marks i.e. 10 marks in each subject.

2.     SC / ST 33% marks. (8 marks in each subject)

3.     OBC candidates 38% marks. (9 marks in each subject)

Computer and Typing Test:

This test is conducted for the candidates who qualify in the written examination. This test for 30 minutes in which 15 minutes are for typing and 15 minutes for data entry work. Candidate should type 450 words essay in English or 350 words essay in Hindi in the prescribed time. Typing speed should be 30 per minute. Typing test and Data entry work test for postal assistant posts are conducted on computer keyboard only.

Syllabus and Preparation techniques:

In Indian postal department there is an opportunity to join as postal assistant without facing any interview after passing in written test.  So you have to take care in every aspect and practice to score high. For this you need a perfect plan. Taking into consideration your strong and weak points plan to allot sufficient time to each subject. Try to get over the basics of all subjects.

1.     General Knowledge: there are History, Geography, Economics, General Politics, Indian Constitution, Science, Environment and Current Affairs are in it.

Preparation: to score high in general knowledge you have to get grip over the last 5 months current affairs. For this read English and local news papers. Prepare notes on important events. By doing this slowly you will get a clear understanding about current affairs. To grasp History, Geography and Politics read text books from class VI to Intermediate (10+2). Practice bit banks and raise your practice as the exam gets closer. Doing this will help in saving your time during exam and reduce your tension. Revise your preparation from time to time.

2.     Mathematics: Number System, Simplification, Decimals, Correction, Simple and Compound Interest, Percentage, Average, Profit and Loss, Discount, Time and work and time & distance are in it.

Preparation: If you want to score good marks in mathematics, you have to understand the basic principles of Maths. Remember tables up to 25. If you understand the basic principles of Mathematics you can easily solve even the big math.  It is better to practice math from 6th class to 10th class and repeat them over and over.

3.     English: Prepositions, Adverbs, Conjunctions, Direct speech, In-direct speech, Singular and Plural, Antonyms and Synonyms are in it.

Preparation: Local language medium students often worry and fear about English. But as the question paper is prepared keeping all language students in mind. So if you practice a little bit high you can easily answer this paper. All you have to do just understand the basic elements. Practice as much model papers as high.

4.     Reasoning & analytical ability: Coding, De-coding, Blood relations, Letter sequences, seating arrangements, statements and conclusions, cause and effect will be in it.

Preparation: the questions are prepared to test the thinking pattern of the candidates. Go get a high score practice with the material available in the market.

In any exam, it is always quite useful to practice with model papers. Reading subject material, bit bank, and practicing is necessary to completely understand the subject and recognizing the answers within the prescribed time. Best of luck.

Impact of Merger of 50% DA in Basic Pay already first published by us on 2 years before i.e. Dec, 16 2012.  This probable post was as per 5th CPC DA Merger.  Some website & blog are showing less benefit in DA merger.  The contents published by Cgen.in [http://centralgovernmentemployeesnews.in/50-da-merger/] is reproduced below:-

Everybody thinking as more benefit on 50% of DA merge with basic pay...not like that..!

It is essential to CG Employees, of course for others, getting from some other way in hike in regular income...

For Example, an employee's basic pay Rs.10000 as on 1.1.2011, after merging of 50% dearness allowance the calculation is clearly shows the difference only 50 rupees per month...

"Note that the 50% of Dearness allowance will not merged with basic pay, instead of the amount showing only as 'Dearness Pay'. This amount will pay upto only the date of implementation of 7th pay commission. 

This is only as a advance hike for all employees before the implementation of 7th CPC. 

When fixation of pay on the recommendations of 7th CPC on 1.1.2016 according to the revised pay rules, the amount of ‘basic pay’ will be taken without dearness pay. 

For example, approximately basic pay of the above employee will be 12,250 as on 1.1.2016 . This amount only will be taken as Basic Pay for the calculation of pay fixation against the amount of 18,375. 

The enhanced amount will be given for us as ‘Interim Relief’ for the period between announcement and implementation...It is not at all merged with ‘Basic Pay’..!

We can hear, what about hike in HRA and other entitlements...

The rate of HRA is provided according to the cities, like 10, 20 and 30%. Don't think all Central Govt Employees are getting 30%. And one more important points is the percentage hike in HRA will not applicable to those who are living in Government Quarters. In major metropolitan cities, thousands of employees are residing with Government Accommodation. They will pay more as HRA to Government and they don’t bother about increasing in HRA. 

Transport Allowance is providing according to their GP and classified cites, the amount is vary from 400 to 3200 plus DA thereon. The TA amount may decrease when 50% of DA merged with basic pay. 

So, ultimately hike in Basic pay only the factor is more beneficial in DA Merger.

But in 6th CPC there was no recommendation to convert dearness allowance as dearness pay each time the CPI increase by 50% over the base index recommended in pay commission report. 

All Central Government employees federations are showing maximum effort to achieve the demand of "Merger of 50% Dearness Allowance with Basic Pay" at this time. 

 Federations sources said, there will be chance to announce before March...!

The above expectation is the matter of discussion on following facts:

Dearness Allowance:  The rate of Dearness allowance taken in above example is 51% but this time rate of DA is 90% and already calculated to increased to be 100%.  In view of this table shown above will be from 1st April, 2014 as shown below:-

The logic of 1% benefit shown in Cgen.in is not wrong but it was the benefit as on as on 1.1.2011 now DA is 100% and Govt is to be announce the 100% from the 1st Jan 2014 with retrospective date hence counting of benefit from the date 1.1.2011 is not feasible.  But what is correct? We should wait for govt. announcement.  

Interim Relief: As per Interim Relief previously given by Govt was a fix amount not based on any calculation and also was recoverable in Pay Commission arrears.  At this time grant of Interim Relief as per 1% of Basic Pay is also not looking comfortable for CG Employees.  Think about low paid salaried employees who are falling in GP 1800.  Then what will be given as Interim Relief? We should wait for govt. announcement.  

Basic Pay:  In 5th CPC only Basic Pay was the part of Pay Scale but in 6th CPC the Basic Pay is the combination of Pay in Pay Band and Grade Pay.  

HRA: In 5th CPC Basic Pay and Dearness Pay was the part of calculation of HRA.  After merger of DA in 6th CPC HRA should be as 5th CPC.  Because HRA is not increasing at the rate of 25% as like other allowances.  So logic of merger of DA benefit would not be effected on HRA is also not practicable.   But what is correct? We should wait for govt. announcement.  

At the end all news items are confirming that the merger of dearness allowance is the part of 7th CPC terms of reference there are many questions arising: 
1.  Is the benefit of merger of DA is the part of 7th CPC?
2.  Will the DR for Pensioner merged or not?

The answer of all questions will be answered by the govt notification.  Hope in this week there will be any good news from Govt side.

Will the Minister of DEFENCE be pleased to state:-

(a) whether a large number of ex-servicemen who retired before independence are still alive and not 
getting pension;

(b) if so, whether the Government 
proposes to grant pension to such ex-servicemen in the country; and

(c) if so, 
the details thereof and if not, the reasons therefor?

(a) There is no mechanism to ascertain such data. However, ex-servicemen with service of 15 years or more as PBOR and 20 years or more as 
Commissioned Officers are entitled to service pension.

(b) There is no proposal to reduce the minimum qualifying service for grant of pension.

(c) Minimum qualifying service is an essential criterion for earning pension in 
the Armed Forces as per the existing Army, Navy & Air Force Pension Regulations.
