Stamp on Sachin Tendulkar rushed through, RTI reveals
CHENNAI: Was the commemorative stamp on Sachin Tendulkar issued on November 14, 2013, rushed through after bypassing postal rules? Yes, says the postal department in a reply to an RTI filed by activist Subhash Agarwal on December 24, 2013. The cricketing icon played his last test against West Indies in Mumbai between November 14 and 18.
The stamp was issued within 20 days of the request being sent by Union minister Sharad Pawar. Under Rule 13 of the Rules for issue of Commemorative Postage Stamps, it takes much more than 20 days to design and approve a stamp to be released. Also commemorative stamps are issued 10 years after the death of a leader or celebrity and in exceptional cases, it is released to honour head of nations, said Rashi Sharma, director (Philately) & First Appellate Authority department of posts in the reply.
"The desired date of release of this proposed stamp is November 14, 2013 which is merely 20 days away and pre-production formalities of a stamp require a longer time for printing of a good quality stamp and its distribution nationwide on the date of release," said Sharma.
"It would be relevant to mention here that as per the rule 13 of 'Rules for issue of Commemorative Postage Stamps,' no stamp will be issued on a living personality. The personalities on whom commemorative postage stamp may be issued should be of national or international importance. The occasion to be commemorated must be the birth centenary or 10th, 25th, and I00th death anniversary. Stamps can be issued no sooner than 10 years after an individual's death," the director said in the reply.
The philately division assigned Kamleshwar Singh, an empanelled artist of the department of posts to design the stamp. Singh has to his credit various stamps, including those issued on the occasion of 100 Years of Indian Cinema and London Olympics 2012. Two set of stamps were issued on November 14, the first with Sachin's picture during the first test he played in Pakistan in 1989 and the second from his last test in Mumbai.
The stamps issued to honour Sachin are of a high denomination of Rs 20 and they are not available across the country though many fans of the cricketer may want to own them. "To ensure availability of attractive multi-coloured postage stamps for public through all the post offices, stamps of definitive series should not be printed in denominations in which commemorative stamps are usually printed. Currently even in Delhi, such colourful commemorative stamps are available only at head post office at Sansad Marg," Agarwal told TOI

India's biggest sports icon, Sachin Tendulkar, was conferred with the country's highest civilian honour Bharat Ratna by President Pranab Mukherjee in a ceremony today. Legendary cricketer Tendulkar, who retired from international cricket on November 16 last year, is the first sportsman to be bestowed with the honour by the President at a function held in 'Durbar Hall' of Rashtrapati Bhavan.
Apart from the Little Master, eminent scientist Prof CNR Rao was also be conferred with the Bharat Ratna for his exceptional service in the field of science.
Tendulkar (40) and Rao (79), both of whom are recipients of Padma Vibhushan -- the country`s second highest civilian honour, join a list of 41 eminent personalities who have been conferred with the award that is given in recognition of exceptional service of the highest order since it was instituted in 1954.
In a fitting finale to a record-breaking career spanning 24 years, Tendulkar, a former India Captain, was chosen for the prestigious award, after his farewell 200th Test against the West Indies in Mumbai on November 16, 2013.
"That he has been honoured with several awards is testimony to his extraordinary brilliance as a sportsman," it said, noting that Tendulkar has played cricket across the world and won laurels for the country during the last 24 years since a young age of 16.
An outspoken scientist, Prof Chintamani Nagesa Ramachandra Rao is a well recognized international authority on solid state and materials chemistry who has published over 1,400 research papers and 45 books. He is the third scientist after C V Raman and former President A P J Abdul Kalam to be conferred with the Bharat Ratna.
Prof Rao`s contributions have been recognized by most major scientific academies around the world through conferment of memberships and fellowships and has been honoured with several national and international awards, the official announcement said.
He currently serves as the Head of the Scientific Advisory Council to the Prime Minister of India. There have been continuous demands for a long time for Tendulkar to be conferred the top honour and the eligibility criteria for it was revised last year to accommodate sportspersons as well.
Satya Nadella is new Microsoft CEO
“During this time of transformation, there is no better person to lead Microsoft than Satya Nadella,” said Microsoft co-founder Bill Gates.
Hyderabad native Satya Nadella (46) is the new CEO of Internet giant Microsoft, the company announced on Tuesday.
“During this time of transformation, there is no better person to lead Microsoft than Satya Nadella,” said Bill Gates, Microsoft’s founder and Chairman of the Board, adding, “Satya is a proven leader with hard-core engineering skills, business vision and the ability to bring people together.”
After a selection period that saw numerous outside candidates drop off, the Microsoft Board signalled its intention to focus on innovation by selecting the man credited with developing the company's cloud computing and Bing search engine businesses.
In his email to Microsoft employees on his first day as CEO Mr. Nadella said, “Today is a very humbling day for me. It reminds me of my very first day at Microsoft, 22 years ago… I saw then how clearly we empower people to do magical things with our creations and ultimately make the world a better place.”
While some have argued that Microsoft was slow to respond to the shift towards cloud computing, conceding a lead to others such as Google and Amazon, Mr. Nadella underscored his intention to reverse this saying, “Our industry does not respect tradition – it only respects innovation.”
Mr. Nadella who holds a bachelor’s degree in electrical engineering from Manipal University, a master’s in computer science from the University of Wisconsin, and an MBA from the University of Chicago, joined Microsoft in 1992.
His long career as a Microsoft insider saw him promoted to numerous high-level positions before he was appointed Executive Vice President (VP) for the cloud and enterprise group in 2012.
He is married and has three children.
