The Manmohan Singh government’s announcement of a four-member Seventh Pay Commission for government employees headed by former Supreme Court judge Justice Ashok Kumar Mathur is clearly a sop for this huge vote bank on the eve of the next general elections. Considering that the sixth Pay Commission had been appointed in October 2006 the government could well have left it to the next government to appoint a new pay panel. The Eleventh Finance Commission had categorically said that pay commissions need not be set up routinely as their awards had a cascading effect on the finances of state governments. Evidently, however, the UPA wanted to earn some brownie points and thought it expedient not to leave it to the next government to set it up and walk away with the honours. It did not think a pay panel is a major drain on the exchequer. The commission is slated to submit its report in 19 months and recommendations will be effective from January 2016.
A key challenge before the commission would be to ensure that government salaries reflect productivity and performance within fiscal constraints. Implementation of the Sixth Pay Commission had increased salaries by 21 per cent resulting in an additional annual outgo of nearly `18,000 crore for the Union government, besides a payout of arrears of `30,000 crore. This had aggravated inflationary pressure on the economy. The seventh commission now has the unenviable task of addressing both the fiscal concern and the rising cost of living.
Besides the timing of the announcement of the Seventh Pay Commission being suspect it is of the same pattern as other liberal concessions to various sections of society on political grounds. The government should also introduce a hire and fire policy and pay its employees the best compensation like the private sector does. Having done that, it must sharpen the accountability in the government sector in contrast to the current pattern where there is too much security and lack of deterrent against indolence, sloth and lack of work ethics.

Sub: Feedback of the meeting held on 7.2.2014 between the Full Board and the Federations on Strike Ballot Charter.
On the call of Railway Board, a meeting was held today between the Federations and Full Board under the chairmanship of Chairman, Railway Board, to discuss Charter of Demands of the Federations. Railway Board was represented by the CRB, FC, MS, MM, ML and MT. In the meeting, following deliberations were taken place.
1. New Pension Scheme
It was agreed that this issue will be referred to MoF for reversal of New Pension Scheme.
2. Restructuring of Trackmen
It was agreed that the Restructuring Ratio of Trackmen - 06:12:22:60 will be implemented without loss of time.
3. LARSGESS
House to the wards of those Railwaymen who recruited under LARSGESS will be allotted on out of turn basis according to their entitlement.
Extension of the scope of LARSGESS to staff of TRD, Bridge, Power and Track Machine Organization and Track Khalasi has been agreed to by the Railway Board.
Railway Board's letter reg. 20 years service for Safety Categories will be withdrawn, which means, if any person comes on transfer from any other cadre, and at present working in the Safety Category, will be eligible for opting LARSGESS.
4. Cadre Restructuring — Financial Neutrality
The issue of financial neutrality for Cadre Restructuring was discussed at length, and it was agreed that, instead of financial neutrality, expenditure neutrality will be analyzed, and the CPOs and FA&CAOs of the Indian Railways will be advised to appropriately settle this issue in consultation with the recognized unions.
5. (a) Implementation of unanimous recommendations of the Departmental Anomalies Committee
(b) MACP Anomalies
The issue of implementation of unanimous recommendations of the Departmental Anomalies Committee will be reviewed by both the General Secretaries of both the Federations and Member Staff and Financial Commissioner(Railways), including the anomalies of the MACPS, and where it is found that there is need, MS and FC will take up the issue with the Secretary(Finance) and Secretary, DoP&T, to resolve the matter.
6. Upgradation of apex grade Group 'C' posts as Group 'B'
It was agreed that the Member Staff and Financial Commissioner(Railways) will go to Secretary (Finance) for getting approval of 3335 posts, needed for upgradation of apex grade Group 'C posts as Group 'B'
7. Issues related to Running Staff
A Joint Committee will be formed to resolve the issues related to Running Staff.
8. Absorption of quasi-administrative offices staff working in union offices/federations in the Railways
The matter will be reviewed by the CRB himself and the outcome of the same will be known to the Federations within 7-10 days.
Staff Side also demanded upliftment of Railway colonies and improvement in medical facilities.
At the end, CRB agreed for setting up of a Joint Committee to settle the remaining issues of the Charter of Demands in a fast track manner, and assured the federations about his cooperation to resolve the issues within a time bound manner. He also appealed to the Federations not to take any precipitative action.

Will the Minister of COMMUNICATIONS AND INFORMATION TECHNOLOGY be pleased to state:-
(a) the number of post offices in the rural and urban areas in the country, circle/category-wise;
(b) the number of post offices opened in villages during each of the last three years and the current year, circle-wise;
(c) whether the Government has received proposals for opening of post offices and branch post offices in the country separately in urban areas and villages from various States including Chhattisgarh;
(d) if so, the details thereof and the reaction of the Government thereon; and
(e) whether there is a shortage of postal employees and dak sevaks in post offices and if so, the details thereof along with the action taken by the Government in this regard?

(a) The Circle-wise and category-wise number of post offices in rural and urban areas in the country as on 31.03.2013 is at Annexure-I.
(b) The Circle-wise number of post offices opened in villages during each of the last three years and current year is at Annexure-II.
(c)&(d) Yes, Madam. The Circle-wise number of proposals received for opening of post offices including branch post offices and status of action taken on the proposals is at Annexure-III.
(e) No, Madam. Vacancies, whenever arises, is due to reasons like promotion, retirement, death or leave. Vacant positions are managed through ad-hoc appointments by redistribution and combination of duties and paid substitutes in post offices for delivery of postal services. Filling up of such vacancies is an on-going process. Departmental Promotion Committees are held at regular intervals to fill up promotional posts and Departmental examinations are held wherever prescribed and action is taken regularly for holding examinations to fill up posts through direct recruitment according to the provisions of the Recruitment Rules.
Shortage of Grameen Dak Sevaks in post offices does occur from time to time on attaining the age of superannuation, absorption to regular departmental posts, resignation, death, etc. The shortage is met through on going process of engagement, combination of duties or alternatively by allowing the Grameen Dak Sevaks of the neighbouring offices to function as part of stop gap arrangement.
As on 01.01.2013, there had been a shortfall of 12.40% of the sanctioned posts of approved categories of Grameen Dak Sevaks in the country and instructions have already been issued to concerned Postal Circles for filling up of all vacant posts of different categories of Grameen Dak Sevaks within a set time frame after following provisions of the recruitment rules and policy guidelines on the subjects.

Installation Procedure
1. The Prerequisite for this software to install is ‘.Net Frame Work 3.5’
2. In case, this is not available in the system, in which ‘PRIEST’ software is being installed, Please down load it from using above link
3. Download the installation zip file from the above link.
Circle Configuration
1. Select Your Circle Name from the List.
2. Type the Prefix of your Circle Policy Number. i.e., first two Characters of policies of your Circle. [Ex: for Delhi Circle the Policy No is : DL-123457-CS’ , the Please type DL in the box for Policy Prefix.
3. Select the status of the Office. Either Divisional or Regional [if the Status is ‘HO’ then select as Divisional Office only ]
4. Press Save Button for saving the configuration.
5. Restart the Application once again to get PLI / RPLI Barcodes.
Operating Instructions For PRIEST Software
6. Generate the PLI / RPLI PR Labels using PLI/ RPLI Web Application under PR label generation
Report. (As being done regularly. Proposal Men >PR Label Printing->Enter Start Date and End Date
7. A PDF file will be generated. Please save this file with some name at a suitable location.
8. Now Open PRIEST Application to generate PR Labels with barcodes.
9. Select the Pr Label File that is generated and saved at Step 2, by clicking on the Browse Option.
10. After Selecting the File (PR Label file in PDF Format) click on Bar code PR Label Button and wait till the new file with barcodes is generated. The file will automatically open on the screen. Please print the same.
PROVISIONAL BO PROCESS IN FINACLE AT SO/HO
Process (provisional) of Accounts standing or opened at BOs after Account Office Migrated to CBS
Account Opening (Savings/RD/TD)
Account opening form received at BO and sent to SO / HO
At BO:
Cash and form collected at BO. New Account Opening form is only to be used. Signature and Photo should be taken/pasted only on the English side of the form. Photo should be of the size of the place available in the form and should not extend outside the printed portion. PR No. should be noted on the top of the Form.
At SO/HO:
Open the account in Finacle and fund the account by debiting BO settlement account i.e SOLID0339 (in future separate settlement account will be opened for each BO and each scheme which will be intimated on the day of migration).. Savings account cannot be funded while opening and has to be funded after opening of account subsequently. RD and TD Accounts have to be funded while opening by using the BO settlement account for debit. Value date should be given as BO date on which Preliminary Receipt(PR) was issued. Also attach the relevant BO code in account opening screen.
- Index to PR is to be maintained manually in a register.
- This account opening will reflect in the day’s LOT.
Subsequent Deposit/Withdrawal In SB
Withdrawal by customers at BO up to Rs.5000/-
At BO
For withdrawals up to Rs.5000/-, BPM has to first note new account number and CIF ID on the Passbook and BOSB/RD Journal as well as SS Book. Tally signatures on SB-7 with SS Book and pay cash. Ensure that new account number is noted on the SB-7. Make entry in the Passbook and BO SB Journal as done during before migration to CBS. In BO Daily Account, mention new account number.
At SO/HO
Based on vouchers received which will have the new account number (if old number is written, Counter PA has to see the new number and note on the SB-7) - execute the menu CXFER . Debit the customer account and credit the branch office settlement office account i.e SOLID0339 (in future separate settlement account will be opened for each BO and each scheme which will be intimated on the day of migration).and value date should be given as BO Date.

Withdrawal by customers at BO exceeding Rs.5000/-
At BO:
For withdrawals up to Rs.5000/-, BPM has to first note new account number and CIF ID on the Passbook(first time) and BOSB Journal as well as SS Book. Tally signatures on SB-7 with SS Book and issue SB-28. Send Passbook and SB-7 to Account Office for sanction. On receipt of sanction, repeat the above procedure.
At SO/HO
On receipt of Passbook and SB-7 from BO, Signatures and balance in the account should be matched in Finacle under Account Inquiry menu (HACLI). Issue sanction on SB-7, and send to BO. Based on vouchers received after withdrawal, same procedure as mentioned above should be followed
SB-45 register to be maintained manually.
Subsequent deposit in SB by customers at BO
At BO :
For subsequent deposits, BPM has to first note new account number and CIF ID on the Passbook(first time) and BOSB Journal as well as SS Book. Collect cash and Pay-in-Slip. Ensure that new account number is noted on the Pay-in-Slip. Make entry in the Passbook and BO SB Journal as done before migration to CBS. In BO Daily Account, mention new account number.

Account Closure Of SB/RD/TD

At BO:
Accept the account closure form, Tally signatures with SS Book. Enter new Account number on all the relevant record and on SB-7A as well as passbook. Issue SB-28 and send SB-7A and Passbook to Account Office. On receipt of sanction, follow the same procedure as mentioned for withdrawals above Rs.5000/-. Ensure that if month change happens in between date of sanction by AO and date of payment, fresh sanction should be obtained from AO.
At SO / HO
On receipt of Passbook and SB-7A, tally signatures and balance of the account by invoking Account Inquiry menu(HACLI). Execute Menu HACACCR (Interest accrual menu for SBA) for the SB Account and prepare sanction on SB-7A based on the closing interest shown in the report. On receipt of SB-7A duly paid from the BO, do the normal closure of Savings Account in Finacle and select BO Settlement Account as credit account (value date should be date of account closure at BO). If BPM returns the earlier sanction due to change of month, fresh sanction should issued by repeating the earlier process. In case of RD and TD, trial closure should be invoked and based on the report of Trial closure, sanction should be sent to BO.
On receipt of paid voucher from BO, invoke the menu CRDCAAC for RD closure and HCAACTD for TD closure. Value date should be BO date. Closure proceeds to be transferred to BO settlement account SOLID0339 (in future separate settlement account will be opened for each BO and each scheme which will be intimated on the day of migration).
Note :
1. BO code needs to be linked at the time of account opening (BO Code will be available in account opening screen in search option)
2. All transactions received from BOs duly entered in BO Daily Account should be mandatorily done via the office account earmarked for the BO i.e 0339.
3. If any transactions of account opened at BO is done at Account Office, it will reflect as a transaction of the SO/HO in LOT. In such a case, transaction should be just like transaction done for the account standing at Account Office. No such transaction should be done without entry in the Passbook.
4. No MPKBY RD list will be accepted at any BO whose Account Office is migrated to CBS.
5. Savings Certificates will not be issued/discharged by any BO independently.
