The Chief Postmaster General, Andhra Pradesh Circle, Hyderabad has ordered the transfers under Rule-38 of P&T Manual Volume IV in respect of officials mentioned in the Annexure ‘A‘ & ‘B’ in the cadre of Postal Assistants/Sorting Assistants with immediate effect.
The request transfers under Rule-38 are approved subject to the following conditions.
1 That the official will not claim TA or TP.
2 That the seniority of the officials on joining the new unit will be fixed as Rule-38 Postal Manual Volume IV, as amended from time to time.
3 That the Pay of the officials on transfer will be fixed under normal rules of fixation.
4 That official will not seek reversion to their parent unit before completion of five years of service.
5 That the officials will have to forego all claims of confirmation in their parent unit.
6 If any Disciplinary/Vigilance cases are pending /Contemplated against the officials the concerned Divisional Head should not relieve them and a report to be sent to this office immediately by the concerned Divisional Head.
Before giving effect to the above transfer, a written declaration agreeing to the above conditions should be obtained from the officials in duplicate and kept in Service Books and Personal Files of the officials.

Railway staff seek constitution of Seventh Pay Commission
All India Railwaymen Federation, Confederation of Central Government Employees’ Association and All India Defence Employees Association have threatened to go on strike if the Centre fails to meet their charter of demands, including constitution of the Seventh Pay Commission.
Addressing a meeting of Southern Railway Mazdoor Union members here, its zonal president C.A.Raja Sridhar said the three trade bodies will wait till August for a positive response from the Centre, and will go on a nation-wide strike if they did not get any.
Around 25 lakh employees will join the agitation, he noted. Among the demands are merger of dearness allowance with basic pay, regularisation of services of gramin dak sevaks, rolling back of new pension scheme, scrapping of ceiling on bonus and appointment on compassionate ground.
Move flayed
Southern Railway Mazdoor Union has also condemned the Railway Ministry’s move to provide the drawings and designs of coaches of Integral Coach Factory (ICF), Chennai, to five private coach manufacturing factories to come up in the country.
“This move is nothing but plundering of the national wealth for the benefit of private companies,” said Mr.Sridhar.
He wondered what was the necessity for the railways to have private coach factories, when the Ministry had proposed to set up its own units at Rai Bareilly and Palghat and a second unit of the ICF.
“The process of recruitment of around 700 employees at Rai Bareilly unit was under way, while the certificate for production from the Ministry was awaited for the Palghat unit,” Mr.Sridhar said, and added that the budget proposal had been made for the second unit of the ICF, he said.
Stating that the Railways had paid Rs.150 crore to Germany to get patent right for the design of LBH coaches in the past, Mr.Sridhar asked why should the decades of toil of the ICF employees go free of cost to private companies in the form of its drawings and design.
The conditions laid for the five coach factories were highly favourable to private companies. Private companies would be making only steel shells while specialised tasks like manufacturing axle, wheel and traction equipment would be done by the ICF, he added.
TCS making India Post technology smart
On 29 May, India’s leading software services exporter, Tata Consultancy Services Ltd (TCS), got a six-year, Rs.1,100 crore contract to equip India Post with modern technologies and systems. The aim is to help the department deliver not just postal services but also insurance, disburse pensions, accept deposits and collect bills, similar to postal departments in developed countries such as the US, Canada and Germany. Tanmoy Chakrabarty, vice-president and global head of the government solutions unit at TCS, has a 70-people team working on integrating the core systems of the India Post modernization programme. In an interview, Chakrabarty spoke about the status of the project and the challenges he faces. Edited excerpts:
What does the modernization project envisage, and how big is the role of TCS in it?
There are many parts to this programme. There are different vendors doing various jobs such as network integration and rural systems integration (RSI). About 35,000 post offices in the country are single-staffed, hence RSI is very important from a technology standpoint. Then there are financial systems integrators that are working on the automation of all manual entries, book entries, etc. In addition, there’s a data centre project which comprises a centralized data centre and a disaster recovery centre—the first in Mumbai and the other in Mysore.
The modernization programme also envisages a rural ICT (information and communications technology) platform to deal with the supply of hand-held terminals for services such as capturing biometrics, accepting postal receipts and disbursing payments—essentially all mobile postal services. The mail automation programme consists of barcode readers, automatic sorters and automated mail-handling equipment in cities such as Kolkata, New Delhi, Bangalore and Mumbai.
Our work revolves around CSI, or core systems integration. This means that we join all the dots, and completely digitize the internal workings of the postal department.
What’s the status of the project?
We began work around two months ago. We have around 70 people working on the project currently. Since the work is very important both to the DoP (Department of Posts) and to us, we will eventually have around 200 people working to make this project a success.
The information technology modernization project, dubbed India Post 2012, is expected to help the postal department achieve a wider reach among the Indian population through increased customer interaction channels and new lines of business.
The scope of the project for TCS includes developing and supporting mail, finance and accounts, human resources, customer interaction management solutions for all channels including the rural ICT platform, data migration, infrastructure, service level agreement, call centre and centralized 24x7 service desk operation for the DoP. It also includes providing security solutions, an enterprise management system.
We expect to start testing the integration of core systems in the next 6-8 months. We believe the system should be ready to go live in 12-14 months.
What challenges are you facing?
The postal department is a very traditional organization with well-established manual practices.
TCS has also got the mandate for organization change management. This means we have to conduct workshops to sensitize the staff and ready them for changes that will be introduced because of modernization.
Apart from getting revenue, how does TCS stand to benefit?
The CSI project is about service delivery transformation through a technology-led, service-oriented approach to offer world-class delivery of postal services to Indian citizens. This project once again reiterates TCS’s commitment to help the government deliver citizen services more efficiently. The payment is linked to service-level performance, hence we have to deliver the goods on time. (TCS’ India revenue currently accounts for about 10% of its total revenue, which stood at $11.5 billion as on 31 March.)

New Stamp Released on 100 Year’s of Delhi Gymkhana Club
The President of India, Shri Pranab Mukherjee attended a function organized to mark the 100th Anniversary of the establishment of the Delhi Gymkhana Club on 3rd July 2013. He also released a specially designed Commemorative Postage Stamp and Centenary Souvenir on the occasion.Established initially as the Imperial Delhi Gymkhana Club on July 3, 1913, the Gymkhana Club’s buildings were conceptualized by Sir Edwin Lutyens, who also planned the Rashtrapati Bhavan. Construction of the Gymkhana Club and Rashtrapati Bhavan was completed one year apart, and both structures embody the style of architecture for which Lutyens is well known.
Speaking on the occasion, the President said the Delhi Gymkhana Club has been a unique witness to history. The alcoves were venue of many meetings between those who played a pivotal role in the unification of India and transfer of power from the British to Indians. He said the Club served as an important meeting place for officials like Shri V.P. Menon who supportedSardar Patel and worked hard to convince Indian Maharajas to join the Indian union. Mahatma Gandhi and Lord Irwin held a private meeting at the Club, which led to the Gandhi-Irwin Pact. General K.M. Cariappa, the senior most Indian officer, hosted a farewell party, for colleagues who had opted for Pakistan at the time of the partition. In his speech, he said “Comrades-in-arms, during all our life in the various services we have lived together, worked together playedtogether in the various battlefields on which our magnificent Armed Forces have fought with the highest degree of the fellowship and comradeship. May this spiritcontinue even after we are separated”.
LOCAL STRUGGLE IN RMS CB DIVISION, TAMIL NADU CIRCLE.
For the past 5 years to manage the sorting asst vacant places in mail offices nearly 130 to 140 outsiders having +2 qualifications and above are working in all units of RMS CB Dn for sorting unregd articles and sometimes in regd branches also. They are working on hourly rate fixed by Dist collectors. This is a meagre amount [Rs.36/-per hour]. Ignoring the prevailing ground realities. Western regional administration all of a sudden abruptly terminated the services of outsiders on 26.6.13 which resulted accumulation of mails in heaps in front of mail offices. JCA immediately convened and decided to conduct TU programme by arranging gate meetings, demonstrations insisting the administration to withdraw the order and restore normalcy. The programme which we conducted were published in daily newspapers. In the background Circle Secretary Com. K. Sankaran R3, J.Ramamoorthi Circle Secretary P3 met PMG MM at Chennai on 28.6.13 and appraised the situation and requesting restore statusquo so as to facilitate to clear the pending mails.
On the part of outsiders they were well determined and very strong .In the background administration withdraw the termination order and permitted all outsiders for sorting and they were also now performing duties as earlier
