Department of Personnel & Training
The role of the Department of Personnel & Training can be conceptually divided into two parts, In its large nodal role, it acts as the formulator of policy and the watch-dog of the Government ensuring that certain accepted standards and norms, as laid down by it, are followed by all Ministries/Departments, in the recruitment, regulation of service conditions, posting/transfers, deputation of personnel as well as other related issues. Towards this end, guidelines are issued by it for the benefit of all Ministries/Departments and it monitors the implementation of these guidelines. It also advises all organizations of the Central Government on issues of personnelManagement. At a more immediate level, the Department has the direct responsibility of being the cadre controlling authority for the IAS and the three Secretariat Services in the Central Secretariat. The Department also operates the Central Staffing Scheme under which suitable officers from All India Services and Group ‘A’ Central Services are selected and then placed in posts at the level of Deputy Secretary/Director and Joint Secretary, on the basis of tenure deputation. The Department also deal with cases of appointment to posts of Chairman, Managing Director, full-time functional Director/Member of the Board of Management of various Public Sector Undertakings/ Enterprises, Corporations, Banks and financial institutions. It also deals with the assignment of Indian experts to various developing countries. It is also responsible for formulation and coordination of training policies for the All India and Central Services and providing support for the capacity building of State Government officials

Recruitment Agencies
The two organizations through which the Department ensures recruitment of personnel for the Government are the Union Public Service Commission (UPSC) and the Staff Selection Commission (SSC).. The former is constituted under a provision of the Constitution and is responsible for conducting examinations for appointment to the higher civil services and civil posts under the Union Government; including recruitment to the All India Services. There is a mandatory provision for consulting the Commission on all matters relating to methods of recruitment, principles to be followed in making promotions and transfers from one service to another and on all disciplinary matters. The SSC is responsible for making recruitment to subordinate staff such as Assistants, Stenographers etc. The office of the UPSC is located in Dholpur House, New Delhi, while that of the Staff Selection Commission is located at the CGO Complex, Lodhi Road, New Delhi.
Training Division
Training Division is responsible for coordinating the implementation of National Training Policy which was adopted in April 1996. The Department also sponsors a number of training programmes on a variety of subjects for different categories of Central and State Government employees. Training Division also develops and undertakes capacity building initiatieves underspecial packages for different levels of State Government officials. Training Division provides assistance for upgradation of the training infrastructure of State Government Training Institutions. It is responsible for the development of resource persons as trainers in different skills of training and maintains a database of trainers. It facilitates the development of training material and also coordinates with Training Institutions all over the country. The Training Division organizes a number of long term training programmes in public policy in leading management institutes in India for the officers of the Central and State Services. The foreign training scheme for the Central and State Government Officers, other than selection, is administered by the Training Division. A new scheme of mandatory Mid-Career Training for IAS officers is also being administered by the Training Division
Two major training institutions directly under the administrative control of the Department are the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussorie and the Institute of Secretariat Training and Management (ISTM), JNU Campus, New Delhi. The former is mainly responsible for providing induction training to recruits to the Indian Administrative Service and other All India Services and Central Services. The Institute of Secretariat Training and Management provides induction as well as in-service training to members of the Central Secretariat Service. The Indian Institute of Public Administration, New Delhi which is anautonomous organization, is also being funded partly by the Training Division.

SAP to provide IT platform for India’s post office network


India’s Department of Posts has selected German software firm SAP AG to supply a new IT platform for its retail outlets.

SAP says supplying its software for more than 155,000 post offices across India will mean faster and more efficient services for citizens, government and business.
The deal with India Post means the company now provides more than 30 postal customers with the SAP solution to provide more effective customer-facing processes, the company said.
“SAP postal services customers are leveraging the latest technology to transform their business, from improving efficiency in back-office and core processes to creating new lines of operations within their existing infrastructure,” said Hans G. Landgraf, head of Business Segment Postal, SAP AG.
“With our experience, SAP is eager to help India’s Department of Posts improve its business and increase transparency across its organization in order to meet the changing demands of its customers.”
As the backbone of India’s communication for over 150 years, the Department of Posts plays a crucial role in the socioeconomic development of the nation.
Urbanization, increased demand for financial services and increased funding by the government for the weaker sections and the rural sector have opened up new opportunities for the Department of Posts and necessitated the development of new processes as well assupporting technology, SAP said.

Applications

Armed with a transformation charter that includes a complete overhaul of operations under an IT modernization project, India Post will make use of SAP applications including SAP ERP, SRP Customer Relationship Management and SAP Supply Chain Management.
As the DoP generates revenue of more than EUR1.1 billion while employing nearly 474,000 employees, it will also implement SAP solutions for streamlining internal processes in the areas of human resources, payroll processing and finance and accounts, the company said.
In addition to running core and back-office operations, SAP Sybase Adaptive Server Enterprise, SAP Sybase IQ software, SAP BusinessObjects solutions and SAP Data Services software will offer the DoP the data warehousing and business intelligence (BI) needed for its entire operations system.
The Indian government also intends to use the DoP’s vast network for its direct cash transfer function, which aims to reduce leakages, cut down corruption, eliminate middlemen, target beneficiaries better and speed up transfer of benefits to eligible individuals. Workers across India, especially those in rural areas, will be able to reap the gains from the direct benefits transfer (DBT) leveraging their existing savings accounts in post offices.
Today, the DoP delivers more than 6bn items every year through its elaborate network of offices. The reengineering of business process using SAP solutions will enable the DoP to increase its engagement with the Indian population through more customer interaction channels.
SAP software will help the organization improve automation of core processes including postal counter automation, track and trace, logistics post, e-commerce and customer interaction channel, the software company said.

He is a very committed leader of AIPAEA and NFPE . He faced compulsory transfer for his Union Activities. It is a great loss to AIPAEA and NFPE. 

He left behind his wife and only daughter. No words to console except sharing their sorrow.

f the 26 aspirants who want to set up a bank, the government arm, India Post, appears to be best placed to fulfil the objective of financial inclusion. The Reserve Bank of India has said new banks will have to set up at least three branches in villages with a population of less than 10,000 for each branch they establish in other areas.

Unlike what many believe, a Post Bank of India (PBI) will be a completely new entity with no legacies of a government department and very little to do with its parent, except using some of its network. It will have an independent board and just two members from the government, one from the finance ministry and another from the department of post.

Geographically, the India Post network beats the entire banking system in the country. The ubiquitous mail carrier is present in more than 1,55,000 locations in India, 90 percent of them in villages. On an average, a post office serves an area of a little over 21 sq km and a population of 7,175, much lower than the RBI norm. In terms of experience with collecting deposits, the crucial left hand side of a bank balance sheet, again the department is unmatched. It manages over Rs 6 lakh crore in savings deposits and offers several financial services such as pensions schemes, insurance, recurring deposits and remittances.

That said, one of the crucial areas in which the department is short in experience is credit; the bread and butter for a bank.

To be sure, the idea of a PBI has been around for nearly 15 years as leaps in modern communications technology gradually made the snail mail unattractive and obsolete. On July 14, India Post shut down its 162-year-old telegraph service.

About five to six years ago, the Administrative Staff College of India prepared a report on turning the post office into a bank. It was more wishful thinking than a concrete business plan. It had proposed turning all post offices into bank branches. “That would have required about Rs 62,000 crore in capital and Rs 2 lakh crore in priority sector lending,” says Ashvin Parekh, Partner and National Industry Leader, Global Financial Services, Ernst & Young. RBI norms require all new banks to comply with reserve requirements from start.

The RBI and the finance ministry had also raised concerns about the department’s credit capability. It was clear that turning the entire network into a bank was a non-starter.


According to the plan prepared by Ernst & Young, India Post will become PBI’s banking correspondent. PBI, which will start with just 40 branches, will use the post office infrastructure but very frugally. In the beginning, it is only looking at a small, Rs 5,000 crore bank. That also means the government will not have to shell out huge amounts of capital. Anyway, the bank will need to bring in new shareholders and sell equity to the public for a stock market listing, as per RBI norms.

The bank can also leverage the technology backbone that is being put in place. The department has a Rs 4500 crore allocation in the 12th Plan for technology upgradation. Of that budget, Rs 1,200 crore will go only into financial services, including a core banking software, Infosys’ Finacle.

Carefully done, the PBI can be a game-changer in rural areas. It has a great brand recall and in many villages of India, the postman is a popular person. In fact, it can go one step ahead and even play a role in financial literacy in 
villages.

Subject:   Extension of RTI web portal for online filing of RTI application. 

In continuation of this Department's O.M. of even number dated 22/04/2013, it is intimated that the facility of RTI online web portal has been extended to 37 Ministries/Departments of Government of India, so far (list enclosed). It is planned to extend this facility to all the remaining Ministries/Departments of Government of India by mid August, 2013. This facility is presently not proposed to be extended for field offices/ attached/ subordinate offices. 

2. It is again requested that training to all the CPIOs and First Appellate Authorities (FAAs) may be provided by the concerned Ministry/Department, through the officials trained by DoPT/NIC. If required, further training can be provided by DoPT/NIC, on the request of the concerned Ministry/Department. User name/password to all the CPIOs and FAAs are to be provided by RTI Nodal Officers of the concerned Ministry/Department. It is imperative that the RTI Nodal Officers update the details of CPIOs/FAAs in the system and issue user name and password to them at the earliest
