In a bonanza to retired employees of the armed forces, the Supreme Court today directed the Centre to pay at least 50 per cent of the pay as pension to all of them as recommended by the 6th Central Pay Commission (CPC).

A Bench headed by Justice TS Thakur passed the order while dismissing about 50 appeals filed by the Centre challenging the rulings of various high courts and armed forces tribunals (AFTs). The HCs and AFTs had struck down the office memorandums (OMs) assessing the pension amount at less than 50 per cent for some categories of
pensioners.

Appearing for the Centre, Additional Solicitor General Pinky Anand had pleaded that payment of pension at 50 per cent or more would place an additional burden of Rs 1,500 crore. But the Bench said the pensioners were entitled to the CPC recommendations which had been accepted by the government.

They could not be denied of their dues just because some officials, who did not even have the authority to issue the OMs, had misinterpreted the recommendations, the Bench explained.
“We have already affirmed the orders of the HCs and AFTs” in a couple of cases earlier and there was no need for the Centre to come to the SC in each and every such case, the Bench said.
Today’s order should be implemented within four months extending the benefit to all those who were entitled to pension, irrespective of the fact whether they had gone to the AFT/court or not, the Bench clarified.

In one such case, the Delhi High Court had delivered its verdict on April 29, 2013, directing the Centre to ensure that pension was re-fixed at not lower than 50 per cent of the minimum of the pay in the band and the grade pay thereon. Arrears should be paid within two months and any delay would entail 9 per cent interest, it had ruled while dismissing a batch of Centre’s petitions. The HC had said it was in complete agreement with the reasoning of the Punjab and Haryana HC in similar cases.

Biometric Attendance: There is no change in the instructions relating to office hours, late attendance etc.

Biometric Attendance 


The Central Government employees are marking their attendance in the Aadhar Enabled Biometric Attendance System (AEBAS). There is a difference between the number of registered employees and number of employees marking their attendance. The Department of Personnel & Training has issued fresh instructions to all Ministries/ Departments on 28.01.2015 that necessary directions may be issued to all employees to mark their attendance in the Biometric Attendance Portal on regular basis. 

Biometric attendance system is an enabling platform for marking of attendance. There is no change in the instructions relating to office hours, late attendance etc. There is no proposal to introduce an alternative system. 

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri Dushyant Chautala in the Lok Sabha today.

Compulsory Paid Leave During Pregnancy 


There are provisions which prescribe that a female Government servant (including an apprentice) with less than two surviving children may be granted maternity leave by an authority competent to grant leave for a period of 180 days from the date of its commencement. During such period, she shall be paid leave salary equal to the pay drawn immediately before proceeding on leave. 

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri Kirti Azad in the Lok Sabha today. 


Advance Reservation Period for Booking Reserved Train Tickets Increased From Existng 60 Days to 120 Days from 1st April 2015

The Ministry of Railways has decided that the Advance Reservation Period (ARP) for booking reserved train tickets will be increased from existing 60 days to 120 days (excluding the date of journey) w.e.f. 1st April 2015.

There will be no change in case of certain day time Express trains like Taj Express, Gomti Express, special trains etc, where lower time limits for advance reservations are at present in force. There will also be no change in case of the limit of 360 days for foreign tourists.

No proposals to increase working days to 6 per week: Govt

The government on Friday said it has no proposals to shift to six-day week working for its offices or reduce the retirement age of employees to 58 years.

"At present, there is no proposal to change working days for the Central government offices from five to six days a week or to reduce the retirement age of the Central government employees to 58 years," Finance Minister Arun Jaitley said in a written reply to the Lok Sabha.

At present, the retirement age of the Central government employees is 60 years.

The Minister also said that the Seventh Central Pay Commission appointed in February 2014 is required to make its recommendations within 18 months from the date of its constitution.

6% DA Hike to Central Govt Employees from Jan 2015 - Announcement likely in next week

As per sources, 6% enhancement in  D.A. payable to Central Govt. employees and pensioners is likely to be declared in the coming week. A note in this regard is likely to be forwarded in the next cabinet meeting for approval. With this hike, central D.A. will be 113% with effect from 1st january 2015. As per practice, arrears from January to March 2015 will be paid in cash in the month of April.
