Some important instructions to SPMs / BPMs / GDS while making SSP Payments ....

Sub:- Instructions of District Collector, Krishna in regard to SSP payments – Regarding.
Sir,
It is informed by staff of DoP of Krishna District that District Collector, Krishna District is issuing various orders to the local of staff of DoP in regard to SSP payments. Most of these directions cannot be compiled with as there was no understanding agreement on these issues with your office by DoP. Some of such issues are mentioned below for issuing suitable instructions to District Collector, Krishna District.

It is directed by the Collector that for BOs where sufficient place is not available and where there is no proper signals or sufficient connectivity the payments should be done at a place which was identified by MPDO. The District Collector directed to issue instructions to all the BPMs accordingly.

It is not possible to make payments at a place identified by MPDO. Payments will be made in the Branch Post Office only as making payments outside the Post Office is fraught with risk and BPM has to attend his office work also.

Where SOs are situated in upstairs, SPMs should also follow the similar procedure.
|
In Sub Post Offices also, payments will be made in SO point only since the SPM is expected to attend other Post Office work also and is the only official available in the Office.

|
District Collector directed to effect payments of attached village at that village itself by the GDS.
|
Former CEO, Sri Arun Kumar and Sri China Tataiah, the then Director, Pensions orally agreed to make additional payments for making payments in the attached villages. We have already taken up a proposal with our office on 13-01-2015. Please issue necessary orders to implement the orders of the District Collector.

It is further directed to issue instructions to all paying staff to effect pension payments for bedridden person at their door steps. For the last 2 days all SPMs / BPMs have to pay pensions to bed ridden pensioners at their door steps.

SPMs / BPMs will not make payments at the door step of bed ridden pensioners. State Govt has to make their own arrangement in this regard ie., through VRO/Bill Collector authentication.

During the meeting some of the MDOs reported that BPMs are not effecting payment out of their working hours though they are requested. They further complained that BPMs are bluntly refusing the request of MPDOs saying that they will effect payment for only 3 hours per day i.e., in their duty hours only.

In fact almost all the BPMs are making payments during / out of the working hours also. Portal reports are evident for this. However, specific cases may be brought to the notice of concerned Divisional Head so that such BPMs will be motivated explaining them the importance of the work.

During the meeting MPD Bapulapadu Mandal complained that whenever MPDO is informing over phone to BPMs that he is coming to his village to check the status of payments, the BPM is telling to visit his BO afterwards but not for that day. MPDO, Bapulapadu Mandal requested the Collector to direct all the BPMs to follow the instructions of MPDOs for effecting pension payments smoothly.

BPMs will not follow the directions of MPDOs. MPDOs may check the payment process at any time and in case of any specific difficulty, if any taken place may be brought to the notice of Divisional Head for taking remedial action.

District Collector also insisting for issuing instructions to all offices that they should disburse pensions on Sundays/holidays also. State Government also informing to attend meetings with a short notice and also for trainings.
|
DoP cannot issue orders for working on Sundays & holidays. Further staffs of DoP are always willing to attend meetings. However, as they have to attend so many other duties also, adequate advance notice will help.

Some of the above issues are taking place in other districts also. It is therefore, requested to issue suitable instructions to all the Districts. It is to intimate that the staff of DoP at field level will follow the instructions of this office only.

Sub: Pension payment for the month of March 2015 through POSB functioning under CBS – regarding.
This Association of Postal & RMS Pensioners draws your kind attention to the fact that last year on 1st April, 2014 no payment of pension could be disbursed through POSB on the request of Infosys due to some technical problems in the CBS. In fact all SB transactions were suspended on that day. Many pensioners were made to return home empty handed without drawing their pension on that day.
This year 1st April is followed by two holidays on 2nd and 3rd April for Mahavir jayanthi and Good Friday and therefore any recurrence of previous problem on 1st April will cause heavy hardships on pensioners as they could not draw their pension until 4th April, 2015.
This Association therefore seeks your kind intervention to prevent any such recurrence this year and if suspension of all SB transactions on 1st April is unavoidable, then necessary instructions may please be issued to all concerned for effecting payment of pension on 31st March, 2015 itself irrespective of the fact that no payment or pension payment is normally done on the closing day of the financial year.
