UPU News : Consumer spend on postal services rises again

01.12.2014 - 2013 WAS A BUMPER YEAR FOR THE PUBLIC POSTAL SECTOR WITH THE LATEST STATISTICS FROM THE UPU SHOWING THAT REVENUES INCREASED TO 234.8 BILLION SDR, UP THREE PER CENT IN NOMINAL TERMS ON THE PREVIOUS YEAR.

The downward trend in global letter-post traffic continued as the latter went down by 2.9 per cent to 339.8 billion items from 2012. Volumes consisted of 336.3 billion domestic and 3.5 billion international items. 

LETTER-POST RENAISSANCE?

However, there was a silver lining – while volumes may have gone down, the tonnage has gone up, according to José Ansón, a UPU economist.
 
“An estimated 240 million small packets travelled through the letter-post stream in 2013,” Ansón explained, pointing to the rise of e-commerce. “While overall volumes in terms of number of items have decreased, the average weight of items is heavier.” 
 
In 2010, a kilogramme of international letter-post contained an average of 12.21 items. Today, the same consists of 10.88 items. 
 
This increase in tonnage could explain why the letter-post stream continues to account for 43.4 per cent of global public postal revenues. 
 
In certain regions, the contribution of letter post to revenues was even higher. This could be seen in industrialized countries, where this stream contributed 59.6 per cent to revenues.

PARCELS UP

Almost 19 per cent of postal revenues came from parcels and logistics in 2013 with total parcel traffic estimated at 6.7 billion items. The bulk came from the domestic side or 6.6 billion items, representing an increase of 3.7 per cent. International parcels also went up to 67 million items, growing by 5.8 per cent since 2012. 
 
Parcel volumes increased in all regions of the world, except in Asia-Pacific, where a slight decrease was observed. “This could be due to that market’s focus on shipping goods through the Express Mail Service or EMS,” Ansón said.

INCREASED ACCESS

Postal financial services accounted for 14.5 per cent of revenues. 
 
‘Other services’ accounted for 23.5 per cent of global revenues, up from 21 per cent in 2012. They encompass non-postal services, such as retail of mobile-phone cards and similar. 
 
The postal network continues to possess the world's largest physical network and has even grown.
 
The size of the public postal network stayed stable in 2013 with some 663,200 post offices and 5.4 million staff serving the world. Almost 70 per cent of establishments are staffed by postal officials, while the rest is run by persons not officially part of the postal operator. 
 
In terms of inhabitants served per post office, the world average was 10,747 in 2013, an increase of 16 per cent on the previous year. Access has decreased in industrialized countries with 5,821 inhabitants per establishment and in Asia, reaching 12,575 from 9,234 in 2012.
 
In Africa, the opposite is true. The number of inhabitants per post office has decreased to 62,792 in 2012 from 71,386. Some 44 per cent on this continent do not have home delivery and collect their mail from the local post office. 
 
This time, 150 countries responded to the UPU’s survey of the postal landscape.

The great event viz. the Diamond Jubilee celebration of our NFPE happily ended at Dwarka (Gujarat) on 24.11.2014. Many great leaders have bestowed their valuable orations inspired the participants from everywhere throughout our nation. You might have read the report on Diamond Jubilee celebration published in our website. Our Gujarat Comrades made fine arrangements for stayal, food, function hall, Dais etc. and they deserve hearty appreciations. The memories of NFPE Diamond Jubilee celebrations at the holy city Dwarka will remain with us for a longtime. The History records this meaningful event in its books in the front page. The following are some of the events needed to share with you.

1.      Confederation Programmes
(a)   Mass squatting of Central Government employees at many cities were held on 18.11.2014.
(b)   For the National Convention to be held on 11.12.2014 at New Delhi, NFPE has allotted 30 participants for P3 Union.
(c)    For the trade union workshop to be held at Bangalore on 5th & 6th January 2015, we have been allotted 20 participants as our Quota.

2.      Postal JCA Demands and forth coming agitational Programmes.
All are aware the reply of the department for our 39 Charter of Demands, we presented on 28.08.2014 is either negative or evasive. In this situation on behalf of PJCA consisting NFPE & FNPO including GDS, a massive Parliament March Programme on 04.12.2014 is planned. Among the expected target of 20000 participants, our P3 share is 4000 and the CHQ is hoping for more participants on our behalf. For stayal of the participants one Marriage Hall “Kampur Chaupal, Near Shadipur Metro Station, New Delhi – 110008” has been booked for 3rd & 4th of December 2014.

In the Parliament March programme, it is expected to be announced the next phase of agitational schedule including indefinite strike. Let us assemble in the Parliament March and raise our voice in high pitch.

3.      Meeting with the Chairman of Task Force on leveraging the Post office Network.
On 27.11.2014, a team of NFPE & P3 leaders met the Chairman, Shri T. S. R. Subramanian, Task Force on leveraging the Post office network at New Delhi. Our interaction with the Chairman is mainly on the positive probabilities of various new works related to e-commerce, e-governance, Adhar Centre, Financial inclusion, Data collection/updation for various departments, New Savings & Insurance products, Delivery of social benefits schemes of various Central, State departments, Market surveys etc.

P3 has earlier submitted our view points/suggestions to the Task Force. The content of the same was also discussed. We requested him to suggest in its report to make the GDS as full time employees while optimizing the post office network.

The above task force is expected to present its report to the Prime Minster in the middle of December 2014. Let us wait and see what it will propose and recommend.

4.      JCM (DC) Meeting
JCM Departmental Council meeting is scheduled to be held at the Directorate on 16.12.2014. Around 100 subjects are in the Agenda. On behalf of our P3, We put all possible subjects and try to fetch positive results thereon.

5.      Other News
All Central Trade Unions’ Parliament March is to be held on 5th December 2014, the next day of PJCA’s Parliament March.

Our Next All India Conference is scheduled on 4th, 5th, 6th & 7th June 2015 (Four Days) at Lucknow (Uttar Pradesh). There is no restriction on number of visitors. All may devise their travel plan well in advance and make our Lucknow AIC, a big hit.

Conclusion: It is reiterated that the remittance of Quota, enrolment of new members, circulars on events and union matters are the priority duty to our Branch/Divisional secretaries. To keep our organisation vibrant and forceful, our concerted effort with involvement is the need of the hour. Let us meet in next.

No proposal with the Central Govt to reduce retirement age from 60 to 58 years


It was revealed by the sources close to the Dept of Personnel & Training, Ministry of Personnel , PG and Pensions that the Govt is not examining any proposal to reduce the retirement age of central Govt employees from 60 to 58 years right now as was reported in some section of the press.

1) 14 CRPF men died in Maoist strike in Chhattisgarh: Ending an eight-month calm, Maoists killed 14 Central Reserve Police Force (CRPF) personnel, including two officers, in Sukma district of South Chhattisgarh on 01 December 2014. The ambush took place near Kasalpara village. “The deceased personnel include Deputy Commandant D.S. Verma and Assistant Commandant Rajesh Kapuria of the CRPF,” R.K. Vij, Additional Director-General of Police, Naxal Operations, Chhattisgarh, told. 

2) Non-subsidized LPG price cut by Rs 113/cylinder, jet fuel price slashed by 4.1%: Price of non-subsidized cooking gas (LPG) was on 01 December 2014 cut by a steep Rs 113 per cylinder and that of jet fuel (ATF) by 4.1 per cent as international oil rates slumped to multi-year lows. A 14.2kg cylinder of non-subsidized LPG will now cost Rs 752, down from Rs 865 previously, in Delhi, oilcompanies announced.


3) World AIDS Day observed: World AIDS Day, designated 1 December every year since 1987, is dedicated to raising awareness of the AIDS pandemic caused by the spread of HIV infection, and mourning those who have died of the disease. "Revised Schedule: 1st Test (December 9-13), 2nd Test (December 17-21), 3rd Test (December 26-30) and 4th Test (January 6-10). 7) AP to pay pensions through post offices from January-2015Andhra Pradesh Government will make all pension disbursements from January -2015 through post offices and recruit fair price shops agents as Postal agents. Chief Secretary IYR Krishna Rao, who reviewed the distribution process of pensions at the Secretariat on Monday, said that all dealers of fair price shops managing the PDS would be appointed as agents of the Postal Department for the purpose of distribution of Pensions.
