About 15000 Postal Employees marched to Parliament today
under the banner of Postal Joint Council of Action (NFPE, FNPO, AIPEU-GDS
(NFPE) & NUGDS). Employees from all the 22 circles participated in the
historic march with colorful banners, flags and caps shouting slogans against
the negative attitude of the Government towards the demands of the Postal
Employees. Grant of Civil Servant Status to Gramin Dak Sevaks and inclusion in
7th CPC, Merger of DA and grant of interim relief to all employees,
scrap new pension scheme, Revision of wages of casual, Part-time contingent
employees, implementation of cadre Restructuring committee report, settle 39
point charter of demands are the main demands raised in the Parliament March.
The rally was inaugurated by Com. A. K. Padmanabhan, All
India President, CITU. Shri. M. Raghavaiyya (General Secretary, NFIR &
Leader JCM National Council). Com. Shiv Gopal Mishra (General Secretary, AIRF
& Secretary JCM National Council), Com. S. K. Vyas, Advisor, Confederation,
Com. M. Krishnan (Ex-Secretary General, NFPE & Secretary General,
Confederation of Central Government Employees & Workers) Com. R. N. Parashar
(Secretary General, NFPE) Shri D. Theagarajan (Secretary General, FNPO), Com.
M. S. Raja (Secretary General, Audit & Accounts Employees Association),
Com. Vrigu Bhattacharjee (Secretary General, Civil Accounts Employees
Association), Com. K. Raghavendran (Ex-Secretary General, NFPE) addressed the
rally. Com. Girirraj Singh (President, NFPE) Com. T. N. Rahate (President,
FNPO) presided. General Secretaries of all affiliated unions/Associations of
NFPE, FNPO and General Secretaries of AIPEU-GDs (NFPE), NUGDS have lead the
March to Parliament. Postal Joint Council of Action declared nationwide
indefinite strike from 6th May 2015. If the Government is not ready
to settle the demands before that date. The date of the strike was fixed as 6th
May, taking into consideration the fact that the JCM National Council National
Convention to be held on 11th December will be declaring series of
agitational programmes during the month of February, March and April 2015.
Report of the Task Force on Leveraging the Post Office Network
A
Task force on leveraging the post offices network of the country among
others had suggested setting up of three subsidiaries as a part of a
holding company under the Postal Department under the Ministry of
Communication and Information Technology for extending services in the
fields of banking, insurance and e-commerce. The Report of the Task
Force headed by former Cabinet Secretary Shri T.S.R. Subramanian was
submitted to the Minister for Communications and Information
Technology Shri Ravi Shankar Prasad in New Delhi today.
In all five subsidiary companies will be called Strategic Business
Units (SBU)..Two other subsidiaries are for distribution of 3rd party
products and services like providing e-services for general public for
bill collections and providing of application forms, documents and
certificates on commercial basis. Another subsidiary is for .delivery of
government services like Aadhaar ration cards, Vikas patras, etc. on
agency basis. It was also proposed that each SBU will have a separate
independent board to operate commercially as a profit centre. Each
one of the SBU over the time may go for public participation through
public issue. It was proposed that a new postal law may be enacted to
give statutory basis for these operations.
After receiving the Report, Shri Ravi Shankar Prasad said that there
will be a structured response to the recommendations of the Task Force
on priority basis. He said after having felt the need to rediscover
the potential of the postal department in the country, he had made a
request to the Prime Minister to which Shri Narendra Modi had readily
responded by constituting this Task Force. He hoped that the vast
connectivity of the Postal Department would be fully exploited to be a
part of the e-commerce boom in the country. The Minister said that not a
single employee of the postal department will be removed as a part of
any reformation of the Department. He also said that there will not be
undue increase in the price of the post card and other postal services
that are mostly used by the poor.
Earlier the Chairman of the Task Force Mr. Subramanian said that as
banking and financial services are not available in most of over six
lakh villages of the country, it was felt that a ‘Post Bank of India’
which is professionally organized should contribute for a financial
inclusion of the rural poor. He also hoped that there could be a
creation of over five lakh new jobs over next 3-5 years. He pointed out
that State Governments are also keen on the prospects of implementation
of the recommendations of this Task Force.

1) Supreme Court sets up 'Social Justice Bench' to deal with social issues:
The Supreme Court on 3 December 2014 set up a special 'Social Justice
Bench' to exclusively hear cases concerning social issues particularly
those related to women, children and underprivileged saying that
specialized approach is needed for dealing with these matters.
Emphasizing that judiciary needs to be proactive to ensure early
disposal of such cases and to bring fruits of the rights provided under
the Constitution to people, the apex court set up the bench which will
assemble every Friday at 2pm from December 12.
2) India's rating on global corruption index improves: India
has marginally improved its ranking on the global Corruption Perception
Index this year, on the back of prosecuations of high-level officials
and hope that the new leadership will reduce corruption, Transparency
International said. India’s two-point improvement (on a total possible
score of 100) did not count as a “significant change” unlike that in
countries like Egypt, Jordan and Afghanistan. With a score of 36, India
now ranks 85 among 178 countries, with countries like Sri Lanka,
Thailand and Burkina Faso for company. Denmark ranks first, as it did in
2013, while Somalia and North Korea share the bottom spot. India is
ranked better than all its South Asian neighbours except Bhutan.
3) SC rejected Kerala plea to review Mullaperiyar verdict: In
a major setback to Kerala, the Supreme Court has reaffirmed the May 7,
2014 verdict allowing Tamil Nadu to raise the water level in the
Mullaperiyar dam from 136 ft to 142 ft. The court had in May quashed a
law enacted by the State to prevent Tamil Nadu from raising the water
level.
4) Union Minister Niranjan Jyoti expressed regret over controversial remarks:
Minister of state for food processing industries Niranjan Jyoti on 3
Dec 2014 expressed regret in Rajya Sabha and apologised for her
controversial remarks. Parliament witnessed uproar over alleged
controversial remarks made by her, with opposition forcing brief
adjournments of both the Houses. The opposition parties raised the issue
and demanded the sacking of Niranjan Jyoti. Union Minister Sadhvi
Niranjan Jyoti had created controversy on Monday by allegedly making
communal remarks and using an expletive in an election rally in Delhi.
5) RBI doubled Pre-Paid Card limit to Rs. 1 Lakh: In
a bid to boost the growth of the industry, the Reserve Bank of India
(RBI) has relaxed the norms for prepaid instruments (PPIs). A few days
after issuing the final guidelines for niche banks, RBI has now allowed
PPIs to issue cards with balance of up to Rs 1 lakh. Earlier, the limit
was Rs 50,000.
6) Indian systems for world’s largest telescope: Union
Science and Technology Minister Harsh Vardhan on Tuesday signed a
multilateral agreement admitting India’s participation in the
development of the Thirty-Metre Telescope (TMT) in Hawaii.
7) Birth anniversary of Rajendra Prasad celebrated:
Prime Minister Narendra Modi on 3 December 2014 paid his tributes to Dr
Rajendra Prasad, the first President of the Republic of India, on his
130th birth anniversary. "Tributes to Dr. Rajendra Prasad on his birth
anniversary. We remember his monumental contribution in the making of
our Nation," tweeted PM Modi. "Rajen Babu remained devoted to serving
the poorest of the poor. His service and impeccable values remain an
inspiration for generations," he added.
8) International Day of People with Disability observed:
International Day of People with Disability was observed across the
world on 3 December 2014. This is the 22nd anniversary of International
Day of People with Disability. The theme of the year is "Sustainable
development: The promise of technology". This day is observed annually
to focus on the issues that affect people with disabilities worldwide.
9) Indian umpire S Ravi included in 25-member list for ICC World Cup:
Indian umpire S Ravi was on Wednesday named in a 25-member list of
match officials for next year's ICC ODI World Cup in Australia and New
Zealand. "The team includes five officials from the Emirates Elite Panel
of ICC Match Referees, 12 umpires from the Emirates Elite Panel of ICC
Umpires and eight umpires from the Emirates International Panel of ICC
Umpires," the ICC said in a statement. The match referees are David
Boon, Chris Broad, Jeff Crowe, Ranjan Madugalle and Roshan Mahanama. The
elite panel umpires in the list are Aleem Dar, Billy Bowden, Bruce
Oxenford, Ian Gould, Kumar Dharmasena, Marais Erasmus, Nigel Llong, Paul
Reiffel, Richard Illingworth, Richard Kettleborough, Rod Tucker and
Steve Davis.
Government launches special deposit scheme ( Sukanya Samriddhi Account ) for Girl child
NEW DELHI: The government has notified 'Sukanya Samriddhi Account', a new small savings instrument for the girl child that could be operated by her after the age of 10.
Finance Minister Arun Jaitley had announced the scheme in his budget speech in July.
The account can be opened and
operated by the natural or legal guardian of a girl child till she
attains the age of 10, after which she can herself operate it but
deposits in the account may be made by the guardian or any other person
or authority.
The account could be opened in a post office or a public sector bank. A
depositor may open and operate only one account in the name of a girl
child under these rules after furnishing birth certificate of the girl
child along with other documents relating to identity and residence
proof of the depositor.
Natural or legal guardian of a girl child will be allowed to open
accounts for two girl children only except if the depositor has twin
girls as second birth or if the first birth itself results into three
girl children.
The government will notify interest rate on this scheme every year. The
account may be opened with an initial deposit of Rs 1,000 and the
reafter any amount in multiples of Rs 100 may be deposited, subject to
the condition that a minimum ofRs 1,000 will be deposited in a financial
year but the total money deposited in an account on a single occasion
or on multiple occasions shall not exceed Rs 150,000 in a financial
year.
Deposits may be made till completion of 14 years from the date of
opening of the account, the notification said. The account shall mature
on completion of 21 years from the date of opening of the account or if
the girl gets married before that.
Withdrawals up to 50% will be allowed prior to maturity for high education and marriage
Customers complain of kinks in core banking at post offices
TRANSACTIONS TO ENCASH DEPOSITS AND CLOSE ACCOUNTS TAKE A FEW HOURS DUE TO CONNECTIVITY ISSUES
Postal
savings customers across the city may soon get to use debit cards like
bank customers, as the department plans to open more ATMs in one or two
months.
In
keeping with its mission to include more post offices in the core
banking solutions (CBS) network, the postal department plans to extend
the system to 457 post offices in the Chennai city region (CCR) in one
year.
On
December 1, Chennai GPO became the 1,000th post office in the country
to be networked through CBS. A special cover was also released on the
occasion.
At present, the network is in place at 73 post offices in the region.
But,
customers complain some post offices, including those in T. Nagar,
Ayanavaram and Park Town, are yet to overcome the hiccups in the system
even a year after its launch.
Customers
said transactions to encash a deposit and close an account took a few
hours owing to problems in connectivity. P. Shankar, advisor to the
Tamil Nadu Small Saving Agents Association, said the working hours of
counters were being extended by one or two hours due to kinks in the
software.
Members
of the All India Postal Employees Union- Group ‘C’, Tamil Nadu Circle,
said that though it was a welcome move to convert post offices into
postal banks, the number of savings account holders was slowly
dwindling. This was due to a delay in carrying out transactions, they
claimed.
J.
Srivenkatesh, circle president of the union, said there was a need for
better computer peripherals and increasing network bandwidth to ensure
speedier transactions.
However,
officials said teething problems in implementing the system were being
addressed. “Once all the post offices are covered with CBS, customers
will be able to enjoy net and mobile banking, and avoid queues for cash
withdrawals,” said Mervin Alexander, postmaster general (CCR).
“We
are providing help to staff members in the newly-networked offices and
increasing bandwidth wherever required, as we did in Avadi,” he added.
There are over 3.33 crore savings-account holders in the Chennai region.
