Govt to increase DA to 107 %


Govt to increase dearness allowance to 107 p.c

The Government is likely to approve a hike in dearness allowance (DA) to 107 per cent from the existing 100 per cent, benefiting around 30 lakh Centre’s employees and its 50 lakh pensioners including dependents.

“The average rate of retail inflation for industrial workers from July 1, 2013 to June 30, 2014 works out to be 7.25 per cent. Thus the Central government will hike dearness allowance for it employees by 7 per cent,” an official said.

He said the Finance Ministry will now put a Cabinet proposal for approval of 7 per cent DA hike from July 1 this year as the revised Consumer Price Index-Industrial Workers data for June was released by Labour Ministry on Saturday.

With increase in DA, the pensioners will also gain as the benefit provided to them as dearness relief will be hiked to 107 per cent of basic pay.

The previous UPA government had increased DA to 100 per cent from 90 per cent with effect from January 1, 2014, on February 28 on the basis of agreed formula for revision of the allowance.

However, the central government employees’ union is not very enthused by the 7 per cent hike in the dearness allowance as their long pending demand of merger of DA with basic pay has not been given heed by 7th Pay Commission and the government.

“The erosion of value of wages is unbearable at 50 per cent dearness allowance. Now it will be 107 per cent. It is high time to merge DA with basic pay to provide relief to employees,” Confederation of Central Government Employees’ President KKN Kutty told PTI.

“We had summited our memorandum in this regard to 7th Pay Commission. They forwarded it to Central Government. We have apprised about the issue to the newly elected NDA government.

But no decision has been taken so far,” he said.

With merger of DA with basic pay, the salary and allowances paid in proportion of basic pay are increased. As per earlier practise DA was merged with basic pay once it breached 50 per cent mark. But the 6th Pay Commission has disallowed that.

PM Narendra Modi plans digital cloud for every Indian




Prime Minister Narendra Modi's next big push to free up service delivery from the hold of the lower bureaucracy will be in the form of a 'digital cloud' for every Indian. Certificates issued by the government — education, residential, medical records, birth certificates etc — are to be stored in individual 'digital lockers' and a communication protocol established for government departments to access them without physically having to see the hard copy.

Information and technology secretary Ram Sewak Sharma, who is overseeing the ambitious MyGov.in programme of the government, told ET that this was one of the ideas Modi had frequently flagged as something that would resonate with all Indians.

"The Prime Minister was very clear that he didn't want copies of certificates issued by the government itself to be carried around by people to government offices for various services. For example, if a student is applying for a government college and has studied in a government-aided school, his birth certificate, identity details and educational certificates, school-leaving details et al should be accessible by organisations where he is applying. Similarly for medical records," he said.

The first step in this endeavour is floating the idea on the MyGov.in portal, where suggestions for working out a "communication protocol" or what is called an applications programming interface (API) will be solicited. "There is a vast resource of talent out there which we are engaging with now," Sharma said.

Top sources in the government confirmed that the decision to take the programme to the public through the MyGov.in interface along with inviting suggestions for what should happen to the Planning Commission was part of Modi's effort to liberate policy formulation from what's referred to as the 'India International Centre' clique. "This is very much what he did during the election campaign in terms of sourcing new ideas and suggestions, and going with it," said a source in the government.

Sharma terms MyGov.in as on its way to being the "world's largest platform in citizen engagement in policy making." Others in the government said that it kicked off on May 16, the day the BJP registered its massive win. "Every message of congratulations was responded to with a link, a form which solicited your areas of interest and skill sets, the idea, even then was to go off the Beltway, as Barack Obama put it, and source ideas from people with talent and qualifications but who, for professional reasons, are outside of the policy ecosystem," said a source.

As of now, more than two lakh people have registered on the portal. Two tasks — designing the Independence Day e-greeting to be issued by the government and the logo of the finance ministry — have already been completed. Ideas for Digital India have received the maximum number of suggestions, followed by 'Clean India' and job creation. "As of now a small team from the National Informatics Centre is manually sifting through the suggestions, but we are looking at a more man-machine hybrid sifting process," added Sharma.

Age Limit: Candidates age limit should not be below 21 years and not above 30 years as on 01-09-2014, i.e candidates must have been born not earlier than 02-09-1984 and not later than 01-09-1993 (both days inclusive). Age relaxation will be applicable as per the rules.

Educational Qualification: Candidate should possess Graduation in any discipline from a recognised University or any equivalent qualification recognised as such by the Central Government. Candidate having integrated dual degree (IDD) certificate should ensure that the date of passing the IDD is on or before the eligiblity date.

Selection Process: Candidates would be selected based on their performance in Objective Test , Descriptive Test, Group Discussion and interview.
Examination consisting Objective Tests for 200 marks and Descriptive Test for 50 marks.
The Objective Test will be online. Immediately after the online Objective Test, Descriptive Test will be administered. Questions relating to Descriptive Test will be available on computer (Online) and candidates will have to write the answers on the answer sheet (Offline) provided to them on Paper/Pen mode.
(i) Objective Test: The Objective Test with 2hours duration consists of 4 Sections with 50 marks each (Total 200 marks) as follows:
a) Test of English Language (Grammer, Vocabulary, Comprehension etc.)
b) Test of General Awareness, Marketing & Computers
c) Test of Data Analysis & Interpretation
d) Test of Reasoning (High Level)
The candidates are required to qualify in each of the Tests by securing passing marks, to be decided by the Bank.
