In Tamilnadu Circle Greams Road Post Office in Chennai City has been rolled out for CBS on 16.12.2013 for the first time and all other identified offices in pilot Circles will be rolled out in a phased manner. T.Nagar HO in Chennai city is likely to be rolled out on 23.12.2013.

In Andhra Pradesh Circle, Srikakulam and Tekkali HOs are identified as pilot offices for CBS migration and mock migration is planned during the 1st week of January 2014.

A copy of Ministry of Labour & Employment, Directorate General of Employment and Training, Gazette Notification dated 27-09-2013 issued under GSR 662(E), received under Ordnance Factory Board, Kolkata letter No. 13/06/2013/TA/STIP-A/HRD dated 06-11-2013 is forwarded herewith for information and guidance of all concerned.

The rates of stipend of Trade Apprentices have been revised as follows:

i) During first year of training - Rs.2100/- per month

ii) During second year of training - Rs.2400/- per month

iii) During third year of training - Rs.2800/- per month

iv) During fourth year of training - Rs. 3100/- per month

The monthly stipend to the trade apprentices may be paid accordingly with effect from 27-09-2013.

Retirement age of employees of Sick Central Public Sector Enterprises...

The Minister of Heavy Industry and Public Enterprises said in Parliament in a written reply to a question that the Department of Public Enterprises is not considering any proposal to enhance the age of superannuation of employees of all sick Central Public Sector Enterprises (CPSEs) from 58 to 60 years.

However, Board for Reconstruction of Public Sector Enterprises (BRPSE) has been directed to undertake in-depth examination with regard to enhancement of age of superannuation from 58 to 60 years in respect of such CPSEs whose revival packages have been approved by the Government and which will continue to be in public sector after implementation of revival package, and thereafter make suitable recommendations to the concerned administrative Ministry for obtaining approval of competent authority.

BRPSE has also been directed to ensure that the issue of the enhancement of age of superannuation from 58 to 60 years is adequately addressed while examining/recommending future proposals for revival of sick/loss making CPSEs and that the revival package has specific recommendation in this regard.

BRPSE has not made any specific recommendation regarding enhancement of age of superannuation from 58 to 60 years in respect of employees of ITI Limited.

Enhancement of age of retirement of Board and below Board level employees of profit earning Central Public Sector Enterprises (CPSEs).

CHAPTER II

PERSONNEL POLICIES

Enhancement of age of retirement of Board and below Board level employees of profit earning Central Public Sector Enterprises (CPSEs).

The Government had taken a decision to increase the age of retirement from 58 to 60 years of Board level and below Board level employees of Central Public Sector Enterprises (CPSEs) in May 1998. In May 2000, sick/unviable CPSEs were permitted to roll back the age of retirement from 60 to 58 years with the approval of the Cabinet. Subsequently in August 2001, the Cabinet delegated the authority to Minister-in-charge to approve proposals for roll back of age of retirement from 60 to 58 years for all CPSEs and all categories of employees, which are duly approved by their Board of Directors. This decision was reviewed in April 2005 and it was decided that the power for roll back of age of retirement of all categories of employees of CPSEs would thereafter vest with the Cabinet.

2. In the meantime, several sick CPSEs have started making profit and these CPSEs have requested for enhancement of age of retirement of its employees from 58 to 60 years. The matter has further been reviewed by the Government and it has now been decided that the Minister-in-charge of the administrative Ministry/ Department concerned is empowered to approve the proposals of CPSEs to enhance the age of retirement from 58 to 60 years, provided that-

(a) The CPSE concerned should as per its audited annual accounts have made net profits for the last 3 years continuously and should have a positive net worth during the last three years.

(b)The CPSE has not availed any budgetary support during the last 3 years and no budgetary support will be availed by the CPSE in future.

(c) The proposals are approved by the Board of Directors of the CPSE concerned and have the concurrence of Financial Advisor of the concerned administrative Ministry/Department.

3. All the administrative Ministries/Departments are requested to take note of the above decision and to advise the CPSEs under their administrative control suitably in the matter.

Railwaymen to hold 'secret ballot' to decide on strike

NEW DELHI: The railways could be heading towards the first nation-wide indefinite strike in 39 years which would affect the lives of millions.

The railways' largest employees' union -- the All India Railwaymen's Federation (AIRF) -- has given a call to more than 10 lakh workers associated with it to go for a 'strike ballot' on Friday and Saturday, starting a process that could bring the national transporter to a halt by the end of this month.

In the secret ballot, all employees would vote for or against the strike call and the mandate to agitate or otherwise would be announced on Monday.

The employees are pressing for a charter of demands that include guaranteed pension scheme and quota for the wards of employees in railway recruitment, flexible timings for women and ministerial staff, and exempting women railway employees from night shifts in the open line.

AIRF general secretary Shiva Gopal Mishra told TOI that railway workers were frustrated with the government, which has been insensitive to their demands and had gone back on several promises.

"Railway ministry as well as government of India is quite indifferent and have not resolved our long-pending demands, we have no other alternative except to resort to strike ballot," Mishra said.

"The result of strike ballot will be available on Monday and based on that AIRF will chalk out further strategy," he added.

More than 1,000 voting centres have been established where employees can cast their votes. Ballot papers have been printed in different languages.

Mishra said the general mood was to go for indefinite strike as most of the long-pending demands were ignored by the railways.

The last railway strike was led by George Fernandes as AIRF leader in 1974, following which the government declared a state of emergency. AIRF is in talks with other unions to take them on-board for the general strike.

In continuation to this Ministry’s ID of even no. dated 04.10.2013 it is clarified that the entitlement of earned leave of 30 days would be with effect from 20.07.1998 as the clarification was issued in response to ambiguity being raised to the effect of DOP&T’s order dated 20.07.1998 with regard to entitlement of earned leave as was categorically mentioned in the first paragraph of the ID dated 04.10.2013.
