GOVERNMENT REFUSED TO ACCEPT THE MAIN DEMANDS OF THE CENTRAL GOVERNMENT EMPLOYEES.
CONFEDERATION NATIONAL SECRETARIAT CALLS UPON THE ENTIRE CG EMPLOYEES TO PROTEST AGAINST THE ARBITRARY AND UNILATERAL DECISION OF THE GOVERNMENT.
HOLD NATION WIDE PROTEST DEMONSTRATION IN FRONT OF ALL OFFICES AND AT ALL IMPORTANT CENTRES ON 7TH  MARCH 2014 OR AT ANY IMMEDIATE CONVENIENT DATE.
SEND PROTEST SAVINGRAM TO THE PRIME MINISTER.

Dear Comrades,
The Union Cabinet approved the Finance Ministry’s proposal on terms of reference of the 7th CPC.  We have placed the full text of the same on our website.  None of the suggestions made by the Staff Side was accepted by the Government. 
However, our concern over the date of effect seems to have been taken note of.  The terms of reference has left the effective date of its recommendations to be decided by the Commission itself.  A united stand backed up by struggles will enable us to clinch this demand in our favour.  Undoubtedly it has been our endeavours and the two days strike action that has compelled the Government to have a rethinking on their earlier stand of Decennial (Ten years} wage revision for Central Government employees and the date of effect as 1/1/2016
Unlike on the earlier occasion, the Government has not decided to grant Interim Relief and merger of Dearness allowance.  Nor has it asked the Commission to consider and make appropriate recommendation in this regard specifically.  As pointed out in our earlier communication, inclusion of a labour representative in the Commission being not an idea the UPA Government cherishes, for it is diametrically opposite to its economic policies and ideology, they have stuck to the position of sandwiching the Honourable Judge with bureaucrats.  In the light of the agreement penned by Com. Mahadeviah, the General Secretary of the recognised GDS union with the Postal Board to the effect that a separate one man committee will look into the service conditions of the Grameen Dak Sewaks, it is not surprising that the Government chose to ignore our demand to cover them within the ambit of the 7th CPC.   Our demands for parity between the past and present pensioners and scrapping of the new pension scheme also stand rejected. 
As you are aware, the 6th CPC (and the earlier Commissions also) had refused to entertain the demand for removal of anomalies despite Government referring the same to the Commission specifically.  Therefore, the omnibus clause in the terms of reference requiring the Commission to submit interim reports may not be of any help to us to raise the anomalies before the 7th CPC.
At the conclusion of the meeting held on 24/10/2013 by Secretary, DoPT, with the staff side on terms of reference of the 7th CPC, it was agreed that the Government will consider our suggestion in the matter and will convene another meeting with the presence of Secretary (Expenditure) to iron out the differences, if any, and explore the possibilities of an agreement in the matter. But no such meeting was convened and no attempt was made by the official side to arrive at an agreed Terms of Reference.
We must now react to the arbitrary and unilateral decision of the Government.  We appeal all the State Secretaries, District Secretaries and Branch Secretaries of the affiliated organisations and the State/District COCs to immediately send the following Savingram to the Prime Minister.

(i)            Interim Relief
(ii)          Merger of DA
(iii)         Bringing the Grameen Dak Sewaks within the ambit of the 7th CPC
(iv)         Date of effect from 1/1/2014
(v)          Parity in pension entitlement between the past and present pensioners
(vi)         Coverage of the existing defined benefit pension scheme to employees recruited on or after 1.1.2004.
(vii)       Include a representative of the Labour in the 7th Central Pay Commission.
(viii)     Settle the anomalies raised in the National Anomaly Committee
While the National Convention scheduled to be held at Nagpur will chalk out detailed and phased programmes of action, we call upon our State Committees and Affiliated Unions to organise massive demonstration in front of all offices and important centres on 7th  March, 2014 (Friday) or any other immediate convenient date. Kindly instruct all the Branches to mobilise their members so that the demonstration has the participation of cent per cent of the membership of the concerned branch.  The State Units and affiliated Unions may issue pamphlets and posters and ensure its wide circulation throughout the country.
As already declared by the National Secretariat of the Confederation, we shall have to go for an indefinite strike action immediately after the General Election if our demands are to be settled.

  India Post opens 2 ATMs in Delhi, 2800 more pan-India by March 2015


NEW DELHI - March 1 : Postal bank savings account holders in Delhi can now avail of ATM services as India Post today launched automated teller machines at two locations here.


The department will open 2,800 more such ATMs by March 2015 which is part of its core banking system (CBS) project.

The initiative is part of modernisation project under which around 1.6 lakh post offices will be equipped with core banking system by 2015, Communications and IT Minister Kapil Sibal said while launching ATM at ITO post office. The other ATM has been opened at Kashmere Gate PO.

Finance Minister P Chidambaram inaugurated the first ATM of India Post network in Chennai on Thursday.

"Its not a short journey. It will take time but we have started this journey. There will be about 2,800 ATMs installed by March 2015," Sibal said.

"Some people only talk about common man but we are among those who work for common man without making noise. This ATM is for 'Aam Aadmi' at a common man's post officer. This is a gift for Aam Aadmi and I congratulate Aam Aadmi," he said.

The department is issuing ATM cards to postal savings bank account holders through which they can withdraw money.

"The ATM will serve only Post Office customers for first 6-8 months. After that we will link it with ATMs of other banks. Thereafter customers of any bank will be able to withdraw money and our customer will be able to use other ATM," Delhi Circle Chief Post Master General Vasumitra said.

Delhi will get 86 more ATMs by the end of this month and around 600 by 2015.

India Post has connected about 64 lakh savings accounts across seven states - Delhi, Uttar Pradesh, Tamil Nadu, Karnataka, Maharashtra, Assam and Andhra Pradesh -- in select branches with CBS.

The department has also applied for banking licence. "I am trying that Post Office should get a banking licence to serve common man in rural area. I will keep by struggle on for banking licence," Sibal said.

India Posts also announced linking of Postal Life Insurance service which has corpus of close to Rs 40,000 crore with CBS that will enable people to pay premium online, check status of their policy.

India Posts has plan to roll out core insurance solution like CBS at pan-India level under which it will integrate 810 insurance processing centres for faster claim settlement and after sales service.

Under the insurance project, 11,000 post offices will be migrated to new technology by September 2014 and about 14,000 post offices by March 2015.

The government has earmarked about Rs 5,000 crore for modernisation of post offices which also includes equipping all branches with real time banking facility using service of private companies.

 Virus in online banking transactions in the country


Department of Electronics & Information Technology has informed that latest virus/malware targeting online banking users/systems include Dexter, Black POS, Memory Dump Grabber, Zero Access, Sality and ZeuS. Alerts regarding spread of such virus/malware are published on website of Indian Computer Emergency Response Team (CERT-In) at www.cert-in. org.in and measures and removal tools for cleaning infected systems are advised.


Reserve Bank of India (RBI) on the basis of recommendations of the Working Group on Information Security, Electronic Banking, Technology Risk Management and Cyber Frauds, has issued guidelines to Banks on information security, cyber frauds and customer education in April, 2011. It was, inter-alia, advised on internet banking that for carrying out critical transactions like fund transfers, the banks, need to implement robust and dynamic two-factor authentication through user id/password combination and second factor like (a) a digital signature (through a token containing digital certificate and associated private key (preferably for the corporate customers) or (b) OTP/dynamic access code through various modes (like SMS over mobile phones or hardware token). To enhance online processing security, confirmatory second channel procedures (like telephony, SMS, email etc.) should be applied in respect of transactions above pre-set values, creation of new account linkages, registration of third party payee details, changing account details or revision to funds transfer limits. In devising these security features, thebank should take into account their efficacy and differing customer preferences for additional online protection.
