RBI extends deadline to exchange pre-2005 currency notes

MUMBAI: The Reserve Bank of India on Monday granted an additional nine months for the public to exchange currency notes printed before 2005, including Rs 500 and Rs 1,000 denominations, and set a deadline of January 1, 2015. 

"RBI has also advised banks to facilitate the exchange of these notes for full value and without causing any inconvenience whatsoever to the public," the central bank said in a release. 

It clarified that the public "can continue to freely use these notes" for transactions and can unhesitatingly receive these notes in payment as all such notes remain legal tender.

The RBI on January 22 said it would withdraw from circulation all pre-2005 currency notes from April 1 and the public was advised to approach banks to exchange such notes.

Currency notes issued before 2005 do not have the year of printing on the reverse side. In notes issued after 2005, the year of printing is visible at the bottom of the reverse side. 

The RBI said the withdrawal is in conformity with the standard international practice of not having multiple series of notes in circulation at the same time. 

"A majority of such notes have already been withdrawn through the banks and only a limited number of notes remain with the public" the RBI said. 

The apex bank said it will monitor and review the withdrawal and exchange process so that the public is not inconvenienced in any manner. 

Reserve Bank governor Raghuram Rajan had earlier said the withdrawal was not an attempt at demonetisation, nor had it anything to do with the forthcoming general election. 

Post-2005 notes have added security features and help in curbing the menace of fake currency. 

At present, currency notes are issued in denominations of Rs 5, Rs 10, Rs 20, Rs 50, Rs 100, Rs 500 and Rs 1,000. 

Earlier, the RBI had withdrawn a certain series of currency notes at the bank level but bearers were not asked to get them replaced.

1) Cabinet okays inclusion of jats in OBC list: The Cabinet on Sunday approved the inclusion of jats in the central list of OBCs that defines the eligibility for 27% Mandal reservations. Jats can now avail reservation in central jobs and educational institutions, a decision taken by possibly the last Cabinet meeting of UPA-2 in what is a desperate Congress gambit to woo the community ahead of elections.

2) South Africa won maiden ICC U19 Cricket World Cup title: South Africa won its maiden ICC U19 Cricket World Cup title when it defeated two-time former champion Pakistan by six wickets at the Dubai International Cricket Stadium on Saturday. Fast bowler Corbin Bosch saved his best performance in the tournament for the title match when he claimed four for 15, and wicketkeeper Clyde Fortuin collected six catches behind the wickets as Pakistan was bundled out for 131 in 44.3 overs after electing to bat first.

>> South Africa captain Aiden Markram was declared player of the tournament for scoring 370 runs in the tournament, which saw him strike two centuries and one half-century.

3) Pakistan defeated India in Asia Cup match: India paid the price for costly blunders at crucial junctures to suffer a nerve-wracking one-wicket defeat at the hands of arch-rivals Pakistan, who rode on Shahid Afridi's brilliant cameo to virtually assure themselves a berth in the final of the Asia Cup on Sunday. In a tense encounter where fortunes fluctuating from one team to other till very end saw Afridi the turn the game decisively in Pakistan's favour by hitting successive sixes in Ravichandran Ashwin's last over to overhaul India's modest total of 245.

4) Manchester City won Capital One Cup final at Wembley: Manuel Pellegrini won his first trophy as Manchester City manager as his side came from behind to beat Sunderland 3—1 at Wembley in final of Capital One Cup  on Sunday. Fabio Borini put Sunderland ahead after 10 minutes and for the rest of the first half it seemed a major upset was possible. But Yaya Toure stroked in a brilliant 25—yarder to level nine minutes after half—time and three minutes later Samir Nasri fired in with the outside of his right foot from just inside the box.

5) New Pakistan High Commissioner arrived in India: Pakistan High Commissioner-designate Abdul Basit arrived in India on Sunday at a time of a pause in India-Pakistan relations. A career diplomat like his predecessor Salman Bashir, Mr. Basit was Pakistan’s Ambassador to Germany and nominated for this post instead of the earlier choice Syed Ibne Abbas.

6) Nishi Vasudeva takes over as Hindustan Petroleum Corp Ltd chief: Nishi Vasudeva on 1 March 2014 became the first woman to head a blue-chip PSU when she took over as the Chairman and Managing Director of Hindustan Petroleum Corp Ltd (HPCL). Vasudeva, who turns 58 this month, was Director (Marketing) in HPCL before replacing Subir Roy Choudhury as the head of the company. Choudhury retired on 28 Feb 2014 on attaining the superannuation age of 60 years.

7)  Roger Federer won Dubai tennis championship: Roger Federer won singles title of the Dubai Duty Free Tennis Championship by defeating Tomas Berdych 3-6, 6-4,6-3 in the final.

8) Finance ministry allows EPFO to become stock exchange member: The finance ministry has allowed retirement fund body Employees’ Provident Fund Organisation (EPFO) to become a member of a stock exchange although its trustees oppose parking even a part of its over Rs5 lakh crore corpus in equities. The department of economic affairs has issued anotification under the Securities Contracts (Regulation) Rules Act 1957, permitting the EPFO to become a member of a recognised stock exchange, according to a release.

FR & SR Part III Central Civil Services - Leave Rules

1. Short title and commencement

(1) These rules may be called the Central Civil Services (Leave) Rules, 1972.

(2) They shall come into force on the 1st day of June, 1972.

2. Extent of application

Save as otherwise provided in these rules, these rules shall apply to Government servants appointed to the civil services and posts in connection with the affairs of the Union, but shall not apply to-

(a) Railway servants;

(b) persons in casual or daily-rated or part-time employment;

(c) persons paid from contingencies;

(d) workmen employed in industrial establishments;

(e) persons employed in work-charged establishments;

(f) members of the All India Services;

(g) persons locally recruited for service in Diplomatic, Consular or other Indian establishments in foreign countries;

(h) persons employed on contract except when the contract provides otherwise;

(i) persons in respect of whom special provisions have been made by or under the provisions of the Constitution or any other law for the time being in force;

(j) persons governed, for purposes of leave, by the Fundamental Rules or the Civil Service Regulations;

(k) persons serving under a Central Government Department, on deputation from a State Government or any other source, for a limited duration.

Rule 7(1) - Leave cannot be claimed as of right.

Rule 7(2) - The leave sanctioning authority may refuse or revoke leave of any kind, but cannot alter the kind of leave due and applied for.

Rule 10(i) - Leave of one kind taken earlier may be converted into leave of a different kind at a later date at the request of the official and at the discretion of the authority who granted the leave. For example, extraordinary leave may be retrospectively converted into leave not due and earned leave into half pay leave or earned leave on MC into commuted leave, as the case may be. The Government servant should apply for such conversion within thirty days of completion of the relevant spell of leave. This, however, cannot be claimed s a matter of right by the official. 

Rule 10, GID - Conversion of one kind of leave into leave of a different kind is permissible only when applied for thy the official while in service and not after quitting service.

Rule 32(6) - Leave sanctioning authority may commute retrospectively periods of absence without leave into Extraordinary leave.

Rule 12 - No leave of any kind can be granted for a continuous period exceeding five years except with the sanction of the President.

Rule 13 - An official on leave should not take up any service or employment elsewhere without obtaining prior sanction of the Competent Authority.

Rule 19(1) - Grant of Leave on Medical grounds. – Government servant (Gazetted or non-Gazetted) – (1) who is CGHS beneficiary and resending within the limits of CGHS at the time of illness should produce medical certificate/fitness certificate from a CGHS doctor. 

Rule 19(2) - Who is not CGHS beneficiary and CGHS beneficiaries who proceed outside the Headquarter on duty, leave etc., should produce the certificate from AMA, and in such cases, a non-Gazetted Government servant may produce certificate from RMP if there is no AMA if there is no AMA available within a radius of 8 kms of his residence.

Where a non-Gazetted Government servant finds it difficult to obtain Medical Certificate / Fitness Certificate from CGHS / AMA, the leave sanctioning authority may consider grant of leave on the basis of the certificate from an RMP after taking into account the circumstances of the case.

Rule 19(3) - In the case of hospitalization / indoor treatment permitted in a private hospital recognized under the CGHS CS (MA) Rules, a Government servant (Gazetted or non-Gazetted) may produce MC / FC from the authorized Doctor in such a hospital in case his hospitalization / indoor treatment is on account of the particular kind of disease (e.g. heart, cancer, etc.,) for the treatment of which the concerned Hospital has been recognized. This relaxation is not admissible is case of any day-to-day / outdoor treatment or indoor treatment in respect of any other disease.

Leave sanctioning authority any secure second medical opinion if considered necessary – Rule

Rule 24 (3) and Rule 19 - A Government servant who is on leave on medical certificate will be permitted to return to duty only on production of a medical certificate of fitness from the AMA / CGHS Doctor/Registered Medical Practitioner, as the case may be.

Rule 25(1) - Overstayal of leave without proper sanction, will be debited against the HPL account of the Government servant to the extent HPL is due and the excess treated as EOL. No leave salary is admissible for the entire period of overstayal and the period of such overstayal will not count for increment, leave and pension. 

Rule 25(2) - Wilful absence from duty after the expiry of leave renders a Government servant liable to disciplinary action. 

Rule 25(1) - Absence without leave not in continuation of any authorized leave will constitute an interruption of service unless it is regularized.

Rule 20(2) - Permanently incapacitated Government servants not to be invalided. – A Government servant who has been permanently incapacitated from Government service on account of mental or physical disability shall not be invalided or reduced in rank. If he is not suitable ofr the present post, he could be shifted to some other post with the same pay scale and service benefits post becomes available or his superannuation, whichever is earlier. No promotion shall be denied.

Whether LSG/HSG-II offices have to issue ECB Memos or not?

Some of our Post Masters are seeking clarification... whether LSG/HSG-II offices have to issue ECB Memos or not?  Here is the clarification.....

The SPM will be held responsible that the amount of cash and value of stamps retained by him and his village postman is never unnecessarily large.  As far as possible, he must work with balances within the authroised limits and should not retain cash in excess of the authorized maximum, except when this is necessary in order to meet actual existing liabilities.  He will be responsible that his BOs are not allowed without sufficient justification, to retain balances in excess of the authorized limits. 

Whenever the cash balance retained by a SO of three hands or less including the SPM exceeds the authorized maximum, or the total of cash and stamp balances held by BOs is in excess of the total of the maximum cash and stamp balances fixed for those offices, the SPM must submit, with the SO daily account a memo in form PA.20 explaining why it was necessary to keep the sum in excess. In the case of all other SOs the SPM must furnish the reaons for retaining excess cash on the reverse of the SO daily account. 

The ECB memos should be numbered in a monthly consequtive series and the serial number assigned  to the memos should be noted in the remarks of the SO account against the relative entry.
