Mail Network Optimization Project


The project was initiated as part of an 11th Plan scheme in March 2010 as an effort to restructure and consolidate the erstwhile operational (mail) network of the Department of Posts in order to improve the quality of mail services.

Project Components
•        Optimization and consolidation of mail operation network across the country
•        Process redesign in mail operations for greater efficiency
•        Standardization of processes 
•        Development of an effective online performance monitoring system based on Key Performance Indicators (KPIs)

Project Coverage
•        Entire country covering Speed Post, Registered mail, unregistered mail (parcel would also be brought to the fold after the product and network revamp)

Features of Monitoring System
•        Performance monitoring of each hub based on 17 different KPIs (Transit time, scan compliance, delivery office performance, use of PIN code, missorts etc.)
·                     No human intervention in data extraction and no scope for manipulation of system
•        24x7 Online availability of data with user credentials at all levels
•        Enables field units to find out weak elements in the chain and take effective remedial action
•        Performance monitoring through video conference every fortnight chaired by Secretary
Achievements
•        Reduced transit time (time from booking to delivery of an article) and improved delivery performance for Speed Post across the country (more than 60% articles get delivered across the country within two days of booking)
•        Improved visibility for Speed Post articles on the tracking system of India Post website (www.indiapost.gov.in) (end-to-end status of Speed Post articles is available online for about 89% Speed Post articles)
•        Standardized processes at Speed Post operations have led to streamlined operations, better monitoring and enhanced productivity
•        Introduction of new tools and equipment in operations have led to better working conditions for the employees
•        The online KPI tool has provided an effective mechanism for performance measurement for the management at different levels
•        Complaint handling system has become very effective and responsive

1.    What is iMO?

IMO is a web based instant money transfer service offered by India Post between two individuals within India.

2.    How fast is the money transfer?

Money booked through iMO can be disbursed in the next minute.

3.    How much money can be sent through iMO?

A minimum of Rs. 1,000/- and a maximum of Rs. 50,000/- can be sent through iMO.

4.    Is the money paid in cash?

Receiver can receive the payment in cash up to Rs.50,000. He can also receive the payment through his post office savings bank account in the same iMO office. 

5.    How is money sent through iMO?

If the money is being sent through the e Post Office, then all the remitter is to go online, register the account and fill in the online booking form. After the online booking form is completed the customer should press submit and this will take you to the payment gateway site where online payment will be processed. Thereafter the receipt will be generated and the reference number on the receipt can be used for further correspondence if required.

6.    How does the payee collect money?

The payee can collect money from any iMO post office other than office of booking on presentation of the 16-digit iMO number and production of photo-identity proof. While receiving money the payee will have to fill a simple “To Make Payment” form .

7.    What can be presented as proof of identity?

The payee can prove his /her identity by presenting any of the following photo-identity documents:
(a) Voter’s I-Card
(b) PAN Card
(c)  Ration Card with photo of receiver
(d) Post Office Identity Card
(e) Driving License
(f)  Passport
(g) Approved/Recognized Central Government / State Government / PSU / Office / College / University ID Card

8.    Is iMO expensive?

Given the instant nature of transmission of money, iMO tariff is very reasonable.

9.    Can message be sent along with money through iMO?

Special commemorative cover on ''Save the Future' released by Postal Department


A special cover on ‘Save the Future’ was released by the Department of Posts on 1/11/2013 at Mumbai GPO by Jayant Kumar Banthia, Chief Secretary, Government of Maharashtra. The cover commemorates a project called ‘Save the Future’’ envisaged by Col. K.C. Mishra, Chief Postmaster General, Maharashtra Circle, India Post. This project has two inter twined campaigns. One is ‘Save the Earth’ and the other is ‘Save the Girl Child’. Both these missions go hand-in-hand to save the future of mankind and mother earth.

Speaking on the occasion, Banthia said that the Postal Department is doing a good job in creating social awareness. He also said that the Government of Maharashtra has already planted 30 crore trees in Maharashtra State. He further that said all the District Collectors and Commissioners of Maharashtra would be asked to cooperate with Postal Department in this campaign.

The Postal department has also invited essays, stories, suggestions, solutions related to these subject to Save the Future. They can be written on a Postcard, Inland letter or sent in a postal envelope using not more than two A4 size pages. And they should be posted through India Post only, through any medium such as ordinary post, speed post, registered post, e-post etc. The best letter should be awarded and all ideas would be seriously considered and passed on to those competent authorities to whom it matters.

Subject: Refusal of promotion - guidelines thereof.

As per the HR policy in BSNL, promotions are being granted in various grades with the approval/ acceptance of the appropriate competent authority. Promotions are important from both individual's as well as Organization's perspective and forrns a mutually obligatory aspect of the employer-employee relationship. Therefore, refusal of promotion by the employee cannot be construed as a right and its acceptance by the Competent Authority can also not be taken for granted.


Accordingly, it has been decided that any case of refusal of promotion shall be dealt on the following lines:-

1.            A BSNL employee should be willing to accept higher responsibilities through promotions as decided by the competent authority.
2.            Refusal of promotion is not a right of the executive. Any order of promotion may not be refused by the executive normally.
3.            In exceptional cases, an executive may request in writing for refusal of promotion with sufficient reasons. But the request in writing for refusal of promotion shall be effective only with the concurrence of the Appointing Authority after taking all the aspects into consideration.
4.            If the reasons adduced for refusal of promotion are accepted by the Appointing Authority, the executive will not be considered for any promotion (either regular or adhoc promotions or even look after arrangement) for a period of one year or till the preparation of next panel, whichever is later, from the date of such refusal.
5.            In the case of regular promotion being refused by the executive and refusal being accepted by the Appointing Authority, on the eventual promotion to the higher grade, such an executive will lose seniority vis-a-vis his juniors promoted to the higher grade earlier.
6.             In cases where the reasons adduced by the officer for his refusal for promotion are not acceptable to the Appointing Authority, then the promotion order shall be enforced upon the executive through an order. If the executive still refuses promotion, then even disciplinary action can be taken against the executive for refusing to obey the order.
This issues with the approval of competent authority.

Q: In how much time money can be collected at the destination post office?

As soon as the recipient receives a notification SMS with transaction Id and secret code from the sender, he/she can collect money at destination post office.
Q: Do I need to go to a specific Post Office to get the money?

You can go to any covered post office for Cash Out. It is not necessary to go to a particular post office. All you need to have is the Transaction ID and the Secret Code.
Q: What is the maximum limit for one transaction in one day?

No limit on the number of transactions. However the minimum amount is 1,000 rupees while the maximum is 10,000 rupees.
Q: Is there any transaction charges, if yes what are those?

In case the recipient does not Cash Out the amount within 14 days, the amount is sent back to the sender and a ‘Cash In reversal’ SMS with new transaction-id will be sent to remitter. The remitter can withdraw money within 7 days (prescribed) after this SMS.
