Likely pay scale of seventh pay commission

Everyday a large number of viewers ask for estimated pay scale of seventh pay commission. Why PAYCOMMISSION is silent on this issue ? Because as far as we know, the seventh pay commission has not even prepared a draft pay scale yet ! They are still busy in collection of data and inputs from service organizations, different authorities etc. But the employees are eager to know the actual increase payable from 1st January of next year. After the recently signed Bank Bipartite the curiosity grew manifold.

Based on purely assumption we reproduce a possible pay scale for the satisfaction of our viewers but it may not be considered authentic anyway.

India Post gets deliverance from the web - NEWS

For India Post, the sudden growth in Indian e-commerce space has come as a lifeline
Seattle-based e-commerce major Amazon delivered a parcel to pin code 790002 in India recently, and sees it as an achievement of sort. It may look like any other six-digit address code, except that the destination was a remote place called Balemu in West Kameng district of Arunachal Pradesh.
New Delhi-headquartered Snapdeal gets 70 per cent of its orders from towns, which are not in the top 10 list of cities in India. Flipkart aims to offer a seamless last-mile delivery experience to every customer across geographies.
It's not a coincidence that international and domestic e-commerce companies, mostly funded by marquee foreign investors, are relying on India Post, the government-operated postal system, to access the remotest part of the country.

For India Post, the sudden growth in Indian e-commerce space has come as a lifeline. Not restricting itself to the big players alone, India Post has tied up with some of the niche online players too such as Shopclues, Naaptol and Yepme.

The revenue India Post got from delivering parcels of e-commerce companies through the country in 2013-14 was a meagre Rs 20 crore out of its total revenue of Rs 10,750 crore. However, an official at the Department of Posts told the Business Standard that the expectation from now on is much higher. Tapping the internet companies' thirst to sell their products, ranging from electronic goods to apparel, to the furthest corner of India, India Post is aiming for Rs 100 crore of revenue in the current financial year, and more than double to over Rs 200 crore by 2015-16 from e-commerce alone. It's the target for five years from e-commerce is much higher, at Rs 5,000 crore.
In fact, India Post is exploring a separate entity under the department of posts in the next couple of years for e-commerce. "We are seeing a decline in documents delivery, and there is a huge untapped demand in e-commerce,'' the official said.

India Post plans to invest Rs 300 crore in upgrading and setting up new automatic parcel centres (APC) to meet the delivery requirements from e-commerce firms.

It has two automatic parcel centres in Delhi and Kolkata. And the new ones will be coming up in Mumbai, Chennai, Hyderabad and Bengaluru. The delivery channel of India Post is being utilised primarily for small towns and cities - tier II and III. It has a network of 1.5 lakh post offices with an employee base of around 5.5 lakh.

Samuel Thomas, director, Transportation, Amazon India, said India Post was one of the ''prime carriers that Amazon India uses as a delivery channel''. Ámazon services over 19,000 pin codes through 140,000 post offices across all 35 states and Union Territories in India. There are a total of around 26,000 pin codes in India. "We were the first e-commerce player to pilot deliveries with India Post for cash on delivery back in 2013, just a few months after we had launched Amazon.in in India,'' the executive pointed out.

Snapdeal co-founder and COO Rohit Bansal said the company's core objective is to "democratise buying and selling", and the collaboration with India Post is serving that purpose. From 70 per cent orders coming from tier-II and tier-III towns now, Snapdeal is clearly aiming for more from that segment. Flipkart too is talking about customer deliveries and returns to/from thousands of pin codes across India.

"Our association with India Post has helped us enable Indians from the most remote part of the country to shop online. Given the vast network support of India Post, this association makes it easier for us to reach out to urban and rural India alike,'' said Neeraj Aggarwal, senior director, Supply Chain, Flipkart.

However, as of now, data from department of posts shows maximum number of bookings (in terms of value of the order) is coming from Delhi. Next in the pecking order are Maharashtra,Andhra Pradesh and Tamil Nadu.

PENSION PAYMENT FOR THE MONTH OF MARCH 2015 THROUGH POSB FUNCTIONING UNDER CBS – REGARDING

No. PF-Misc/2015                                                                         Dated 21th March, 2015

To

The Secretary
Department of Posts
Government of India

Sub: Pension payment for the month of March 2015 through POSB functioning under CBS – regarding.

Madam,

Your kind attention is invited to the fact that last year on 1st April, 2014 no payment of pension could be disbursed through POSB on the request of Infosys due to some technical problems in the CBS. In fact all SB transactions were suspended on that day. Many pensioners were made to return home empty handed without drawing their pension on that day.

This year 1st April is followed by two holidays on 2nd and 3rd April for Mahavir jayanthi and Good Friday and therefore any recurrence of previous problem on 1st April will cause heavy hardships on pensioners as they could not draw their pension until 4th April, 2015.

It is therefore requested to kindly intervene in the matter to prevent any such recurrence this year and if suspension of all SB transactions on 1st April is unavoidable, then necessary instructions may please be issued to all concerned for effecting payment of pension on 31st March, 2015 itself irrespective of the fact that no payment or pension payment is normally done on the closing day of the financial year.

Thanking you,
Yours faithfully,
(R.N. Parashar)

Some important instructions to SPMs / BPMs / GDS while making SSP Payments ....

No.BD/5-435/AEPS/Krishna dated at Hyderabad -1, the 19-02-2015

Sub:- Instructions of District Collector, Krishna in regard to SSP payments – Regarding.

Sir,

It is informed by staff of DoP of Krishna District that District Collector, Krishna District is issuing various orders to the local of staff of DoP in regard to SSP payments. Most of these directions cannot be compiled with as there was no understanding agreement on these issues with your office by DoP. Some of such issues are mentioned below for issuing suitable instructions to District Collector, Krishna District.

S.No.
Directions issued by  District Collector
Response of DoP

1.
It is directed by the Collector that for BOs where sufficient place is not available and where there is no proper signals or sufficient connectivity the payments should be done at a place which was identified by MPDO. The District Collector directed to issue instructions to all the BPMs accordingly.
It is not possible to make payments at a place identified by MPDO. Payments will be made in the Branch Post Office only as making payments outside the Post Office is fraught with risk and BPM has to attend his office work also.
2.
Where SOs are situated in upstairs, SPMs should also follow the similar procedure.
In Sub Post Offices also, payments will be made in SO point only since the SPM is expected to attend other Post Office work also and is the only official available in the Office.
3.
District Collector directed to effect payments of attached village at that village itself by the GDS.
Former CEO, Sri Arun Kumar and Sri China Tataiah, the then Director, Pensions orally agreed to make additional payments for making payments in the attached villages. We have already taken up a proposal with our office on 13-01-2015. Please issue necessary orders to implement the orders of the District Collector.
4.
It is further directed to issue instructions to all paying staff to effect pension payments for bedridden person at their door steps. For the last 2 days all SPMs / BPMs have to pay pensions to bed ridden pensioners at their door steps.
SPMs / BPMs will not make payments at the door step of bed ridden pensioners. State Govt has to make their own arrangement in this regard ie., through VRO/Bill Collector authentication.
5.
During the meeting some of the MDOs reported that BPMs are not effecting payment out of their working hours though they are requested. They further complained that BPMs are bluntly refusing the request of MPDOs saying that they will effect payment for only 3 hours per day i.e., in their duty hours only.
In fact almost all the BPMs are making payments during / out of the working hours also. Portal reports are evident for this. However, specific cases may be brought to the notice of concerned Divisional Head so that such BPMs will be motivated explaining them the importance of the work.
6.
During the meeting MPD Bapulapadu Mandal complained that whenever MPDO is informing over phone to BPMs that he is coming to his village to check the status of payments, the BPM is telling to visit his BO afterwards but not for that day. MPDO, Bapulapadu Mandal requested the Collector to direct all the BPMs to follow the instructions of MPDOs for effecting pension payments smoothly.
BPMs will not follow the directions of MPDOs. MPDOs may check the payment process at any time and in case of any specific difficulty, if any taken place may be brought to the notice of Divisional Head for taking remedial action.
7.
District Collector also insisting for issuing instructions to all offices that they should disburse pensions on Sundays/holidays also. State Government also informing to attend meetings with a short notice and also for trainings.
DoP cannot issue orders for working on Sundays & holidays. Further staffs of DoP are always willing to attend meetings. However, as they have to attend so many other duties also, adequate advance notice will help.

Some of the above issues are taking place in other districts also. It is therefore, requested to issue suitable instructions to all the Districts. It is to intimate that the staff of DoP at field level will follow the instructions of this office only.

Yours sincerely
