FORMATION OF BRANCHES OF ALL INDIA POSTAL AND RMS PENSIONERS ASSOCIATION (AIPRPA) IN ALL DIVISIONS/DISTRICTS AND CIRCLES
Dear Comrades,
As you are aware the All India Postal and RMS Pensioners Association (AIPRPA) formed at the All India level and its first All India Conference was held in Vellore (Tamilnadu). Com. D. K. Rahate, Ex-All India  President, NFPE and Com. K. Raghavendran, Ex-Secretary General, NFPE are elected as the President and General Secretary of the new organisation. Out of 22 Circles, circle bodies (state Committee) are already formed in 18 circles and the process of formation of Divisional/District committees is going in full swing.
AIPRPA is formed as per the decision of the NFPE Federal Council (highest policy decision making body of NFPE) held at Hyderabad in June 2013. It is the duty of all Circle/Divisional Unions to take initiative to form the Branches of AIPRPA at Circle/Divisional/District levels. (either Divisional level or District level committee may be formed as per the convenience. Postal and RMS pensioners residing in the Division/District may be enrolled as members of AIPRPA)
NFPE CHQ hereby instruct all Circle/Divisional Secretaries of NFPE (P-3, P4, R-3,R-4, Administrative, Postal Accounts, SBCO, Civil wing and GDS) to form Divisional/Circle level committees of AIPRPA in all Divisions/Districts/Circles before 31.03.2015. This decision of NFPE is applicable to all circles and divisions and there is no exemption to any circle or Division.
As a first step for formation of Divisional Units, a meeting of the Postal/RMS Pensioners may be convened by sending notice to the house address of all Postal & RMS Pensioners residing in the Division and in that meeting an adhoc committee with a President and Convenor may be elected. Notice for the first convention is to be issued by the Divisional Secretaries of NFPE unions jointly. Thereafter the adhoc committee shall issue notice for Divisional/District Conference later and elect a full fledged body.

RTP SERVICE COUNTING – SRM AMBALA
CANCELLED THE ORDER. NO COUNTING OF RTP SERVICE AS REGULAR SERVICE

The Superintendent Railway Mail Service (SRM), ‘HR’ Division, Ambala, Haryana Circle has issued an order on 31.07.2014 refixing the seniority of eight (8) RMS officials (Pardeep Jain & others) counting RTP service as regular service. (vide SRM Ambala memo No. B-2/42/Court case dated 31.07.2014). Now the SRM has cancelled that order and revised modificatory order is issued. Counting of RTP service as regular service is withdrawn. (SRM Ambala memo no. B-2/42/Court case dated 12.08.2014) Both the above orders are reproduced below.

Before Opening a Saving Bank account in India Post, Operator of Finacle Should create CIF for the Customer. One CIF ID for Department of Posts across India.
Customer Process:
Customer should Submit the documents of
  1. Account Opening Application form
  2. KYC Documents like Address proof /ID Proof.
Note: If Customer Already have CIF ID in India Post, kindly Mention the same in New Account Opening form to Account opening process make it easier.
Finacle Operator:
Counter PA of Finacle Operator have to check all the documents were collected from customer and should verify before Open a New account.

2. Last Name is Mandatory, so type on Last name field to be must and PAN No, DOB.. etc

3. Press on Proceed / F4 to go to View the Duplicate Records Report.

CIF Step 2 : Create CIF in Finacle for DOP Customer

To Create CIF ID for customer, DOP Operator have to Invoke the menu called 
CCRC / CIFCR
Invoke the above to create CIF ID.

Follow the below instruction to Create CIF ID for DOP Customer.
 Operator:

Invoke CCRC / CIFCR to create New CIF.

1. Select A-Add function , then Click on GO/ Press F4 using Keyboard instead of Click on GO button

2. Enter the Customer details on detailed window as per KYC Norms, should have enter and check all the mandatory feilds.

3. Click on Submit button using mouse / Press F10 using Keyboard to submit.

4. When submitted successfully CIF ID will be created and shown on Result Panel.

5. Carefully Note down the CIF ID on CBS Application form.

6. Submit the Application form to Supervisor for verification.

Supervisor:

Supervisor also invoke the same menu called CCRC / CIFCR 

1. Select V-Verify function, then enter the CIF ID which is created by Operator.

2. Click on GO using Mouse / Press F4 using Keyboard to move to the next screen.

3. Supervisor should verify all the fields using KYC and Application form.

4. Click on SUBMIT using Mouse / Press F10 to Submit verified CIF.

thats it.. CIF Creation Completed Successfully.
 CIF Step 3 : Modification of CIF in Finacle

Modification of CIF in Finacle

Process of CIF ID modification could be done by invoke the below menu
CMRC / CIFMD
While invoke CMRC / CIFMD below window will be available in Finacle

Operator 

1. Select the Function M-Modify and then Enter CIF ID of which CIF you are going to modify.

2. Press on GO button using Mouse / Press F4 Using Keyboard.

3.  Modification can done in the detailed screen by Operator and Submit the form using Mouse / Press F4 to Submit Using Key Board.

Supervisor

Modification of the account has to be verified by the Supervisor using the same menu option 
CIFMD/CMRC
At the Time of Modification Documents can be viewed using View Docs Under Document DetailsTab.
 CIF Step 4 : Process of Merger of CIF in Finacle 

Merger of CIF in Finacle

CIF Merger may be for the following reasons:
  1. When one person is having several accounts in different CIF ID
  2. On death of a single account holder the nominee or legal heir wants to continue the account of the deceased.
Menu in Finacle

Invoke the above menu in Finacle, to merge the CIF ID.


Operator Process 
    1. Operator have to invoke the menu called HCCA, select the Function  M- Modify.
    2. Enter the account number to which the CIF ID is to be merged.
    3. Click on GO button using Mouse / Press F4 using Keyboard to go the next screen.
    4. Enter New CIF ID of the Customer. Click on Yes in Modify A/C Name if any changes in customer name.
    5. Select the Proper reason code then Submit using Mouse / Press F10 using Keyboard.                                        
                                                                          Supervisor Process
    Merger of the CIF ID has to be verified by the Supervisor using the same menu option

    1. Select the Function v- Verify and Enter the Account Number.
    2. Click on GO using Mouse / Press F4 Using Keyboard.
    3. Verify all the necessary fields then Click on Submit / Press F10 using Keyboard. 

CIF Step 5 : Suspending the CIF ID in Finacle

CIF ID can be Suspend for following reasons in DOP
  1. Death cases
  2. Account Opened incorrectly

  • Select the Function S - Suspend then enter CID IF which is going to Suspend.

Use email services with server in India, home ministry tells staff 

 

Keeping in mind the current threat scenario in cyberspace, the Union home ministry has instructed its employees to use social media platforms judiciously even while making posts in their personal capacity, and use e-mail accounts connected to servers located in India, for official work involving transmission of public records. 

The internal circular, issued by a joint secretary-level officer of the home ministry, states that while employees are free to post responses in their personal capacity, while doing so, they must clearly identify themselves and desist from divulging any confidential information. Besides, the views of officials posting on social media should not be seen to represent "official view" unless they are so authorized. 

Also drawing attention to the fact that the servers of many popular social media platforms as well as email services are located outside India, the home ministry has instructed its staff to use an e-mail identity connected to a server located in India for any official work involving transmission of public records. "For this purpose, they may preferably take service of the National Informatics Centre (NIC)," suggests the circular dated December 5. 

The circular recalled how social media is increasingly being used in government for public engagements, for disseminating information, policy making, recruitment, generating awareness, education, etc. "Most of the social media platforms are based outside India and are not governed by Indian laws. It is very important to ensure that Public Records Act, 1993, and other applicable laws are complied with and adequate provisions for security are in place in view of current threat scenario in cyber space," it says.

NATIONAL CONVENTION OF CENTRAL GOVERNMENT EMPLOYEES 11.12.2014, NEW DELHI – A GRAND SUCCESS
DECIDE TO ORGANISE INDEFINITE STRIKE
As per the decision of the JCM National Council Staff Side, a massive National convention of all Central Government Employees including Railways, Defence and Confederation was held at MPCU Shah Auditorium, New Delhi on 11.12.2014. About 800 delegates from various parts of the country participated. Convention was presided by Com. Rakhal Das Gupta (AIRF) Shri Guman Singh (NFIR) Com. S. N. Pathak (AIDEF) Shri Ashik Singh (INDWF) Com. K. K. N. Kutty (Confederation), Com. GiriraJ Singh (NFPE) and Shri Devendera Kumar (FNPO). Com. M. Raghavaiah, Leader, JCM NC Staff Side & General Secretary, NFIR delivered his opening address. Com. Shiv Gopal Mishra, Secretary, JCM NC Staff Side & General Secretary, AIRF presented the draft declaration and also addressed the delegates. In addition to the leaders mentioned above Com. S. K. Vyas (Advisor, Confederation) Com. C. Sree Kumar (Secretary General , AIDEF) Shri. R. Srinivasan (Secretary General, INDWF) Com. M. Krishnan (Secretary General, Confederation), Com. R. N. Parashar (Secretary General, NFPE) also addressed the convention. Com. K. K. N. Kutty, president, Confederation summed up the deliberations. The declaration presented was adopted unanimously with certain modifications. The charter of demands and programme of action was also approved by the convention unanimously. NATIONAL JOINT COUNCIL OF ACTION. OF CENTRAL GOVERNMENT EMPLOYEES ORGANISATIONS PARICIPATING IN JCM.

GDS COURT CASE – PRESENT POSITION


1.  NFPE & AIPEU – GDS (NFPE) has filed a Writ Petition in the Supreme Court praying to (1) give direction to the Government to implement the 1977 Judgment of the Supreme Court to treat Gramin Dak Sevaks as Civil Servants and grant all benefits of regular employees (2) to give direction to the Government to include Gramin Dak Sewaks under the purview of 7th Central Pay Commission and (3) to quash the Gramin Dak Sewaks (Conduct and Engagement) Rules 2011. Senior Advocate Mr. Justice (Retired) M. R. Calla and Advocate Uday Gupta appeared in Supreme Court on behalf of NFPE & AIPEU – GDS (NFPE).

2.  Hon’ble Supreme Court after hearing the argument in Writ Petition ordered to transfer the case to Delhi High Court for a decision after hearing the Government of India, Department of Posts. In the Delhi High Court the Writ Petition No. 168 of 2014 came up for hearing on 19.09.2014. The Department of Posts filed its counter affidavit. High Court adjourned the case to 04.02.2015 granting time for filing rejoinder reply statement.

3.  In the counter affidavit filed by Department of Posts it is stated that three Writ Petitions filed by some Gramin Dak Sewaks (GDS) are pending in the Supreme Court. When we verified with the Supreme Court records it is learnt that all the three Writ Petitions filed by some GDS in the Supreme Court are listed for final hearing on 02.12.2014 (Writ Petition No. 17 of 2009, WP No. 468 of 2009 and WP No. 37 of 2011). Hence NFPE decided to implead in the above Writ Petitions pending in the Supreme Court and our Impleadment Petition I. A. No. 1 in WP (C) No. 17 of 2009 was also filed in the Supreme Court.

4. On 02.12.2014, the three Writ Petitions filed by some GDs came up for hearing. After hearing the Advocate who filed the three Writ Petitions on behalf of some GDS, the court passed the following orders on 02.12.2014.

“It is submitted by Mr. Mukesh K. Giri, Learned Counsel appearing for the Petitioners that Union of India has framed a set of rules called Department of Posts Multi-Tasking Staff Recruitment Rules 2010, by which the Department of Posts (Group ‘D’ Posts) Recruitment Rules 2002 has been superseded. He has drawn our attention that part of the Rules which states as follows:
“Gramin Dak Sewaks are holders of Civil Posts but they are outside the regular civil service due to which their appointment will be by direct recruitment”.

It is submitted by him (Advocate who filed the three Writ Petitions on behalf of some GDS) that in view of the aforesaid declaration under the Rules, the petitioners can agitate their other grievances before the Central Administrative Tribunal”.

5.  After hearing the above submission of the Advocate who filed the three Writ Petitions on behalf of some GDS, the Supreme court adjourned the case to 09.12.2014 to hear the arguments of our Advocate in the Impleadment Petitions IA No. 1 filed by NFPE in WP (C) of 17 of 2009. On 09.12.2014, Mr. Justice (Retd.) M. R. Calla, Senior Advocate, Appeared and argued the case on behalf of NFPE. Our Advocate argued for a direction to the Government to grant Civil Servant status and all benefits of Civil Servants to the Gramin Dak Sewaks. The Advocate who filed the Writ Petition has submitted that GDS can agitate their other grievances before the Central Administrative Tribunal (CAT). Finally the Supreme Court ordered that the grievances of the GDS who filed the three Writ Petition in Supreme court may be agitated before the Central Administrative Tribunal (CAT). (Copy of the Hon’ble Supreme court order yet to be received.)

6.  The Writ Petition Filed by NFPE & AIPEU-GDS (NFPE) will be heard by the Hon’ble Delhi High Court on 04.02.2015.
As already stated above, the Writ Petition filed by NFPE & AIPEU-GDS (NFPE) is now in the Delhi High Court. We have filed our rejoinder reply statement to the counter affidavit of the Government of India, Department of Posts. The case will come up for hearing on 4th February 2015.


7.  The above detailed factual position is explained because daily many GDS from all circles are calling up over phone to know the correct position of the Court case. Case filed by NFPE & AIPEU-GDS (NFPE) will be heard in the Delhi High Court on 04.02.2015. The other three Writ Petitions came up for hearing on 02.12.2014 and 09.12.2014 is not filed by NFPE & AIPEU-GDS (NFPE).

Pre-requisite to access:
  • Logout the User from which System you are going to invoke the above menu.
  • Delete All the internet temporary files, cookies, etc., using Ctrl + Alt + Delete from Internet Explorer 8.
  • Close IE8 once and the Reopen it.
  • Now loggin as System Administrator, then Invoke
Issues 1

  1. User Close the Browser without Log out.
  2. Session time out.
  3. Could not response from Server.
Issues 2
 
 CRESET
 
If User password wrongly entered more than 3 times, user get locked. at that time System Administrator may invoke the above menu to reset the User.
After that User may log in using the Previous Password not a default password

Vault Operation- Introduction in Finacle


  1. In Finacle, cash is handled through VAULT.
  2. All Counter Operator (PAs) are called as Tellers and each Teller is allotted Teller Cash Account.
  3. Cash taken from Treasurer is to be first entered in Teller’s cash account and main Vault account of the Supervisor by each Counter PA(Teller).
  4. Supervisor will verify these entries in the Finacle CBS Application. Only after this, a cash transaction can be done by Counter PA.
  5. All cash receipts and payments done at the counter are entered into Teller Cash Account automatically.
  6. Each Counter PA(Teller) has to tally his cash at the close of the counter with his Teller Cash Account.
  7. After tallying cash, all Counter PAs will return cash through Finacle Teller Cash Account to Supervisor’s Vault who in turn will verify these entries.
  8. Physical cash will continue to be taken by Counter Pas from Treasurer and Counter PAs will also continue to return physical cash to Treasurer.
  9. Supervisor has to ensure at the day end that Teller Cash Account of each Teller (Counter PA) is Zero.

Process of Vault operations

  1. Invoke the menu option HTM- Transaction Type/Sub type-C/CT(Cash/Cash Transfer)
  2. Post Transaction by Operator
  3. Verify the Transaction by Supervisor
  4. View the ledger entry of  the Teller (Counter PA)-HACLINQ
  5. View the cash balance position of the Teller-TRTWCPIE”/ "HTCPIAE"
  6. At day end transfer the net cash to the Vault-Menu-HTM in the same process

Above Process should follow the Counter PA at Morning and Evening. In Simple way of Vault Operation is

Teller - is like a SB Cash - Not a SB Cash Module.
Vault - is like a Treasury  - Not a Treasury Module.

Don't confuse here. It is Just like with MM Module Transaction.

  1. Finacle Supported browser i.e IE 8 or higher version.
  2. JRE 1.6 or above.
  3. Adobe Reader / Foxit Reader.



HFINRPT Menu

HFINRPT is Used to generate the Finacle Report in Remote Server temporarily, Operator / Supervisor may invoke the below menu to View / Print the Report

  • Invoke HFINRPT and then Select the Report which you have to view/ Print the transaction.
  • Message will be appear on Finacle Application " Batch Invoked Successfully / Report has been generated Successfully", Take Print out Using HPR.
  • DOP User may Invoke the HPR to View / Print the above Generated Report.
  • Select the Generated Report then click on Print Screen to View / Print Report

Age Limit for Civil Service Examination
At present, no proposal to reduce the upper age limit and number of attempts in Civil ServiceExamination is under consideration of the Government.

Several representations have been received from various quarters on issues concerning the Scheme of Civil Service Examination (CSE). After due consideration, the Central Government has decided that in the Paper-II of Civil Services (Preliminary) Examination, the marks of question-section on “English language comprehension skills” are not to be included for gradation or merit, in the CSE 2014. It has also been decided that candidates who appeared in CSE 2011 would be given one more attempt in CSE 2015.

This was stated by the Minister of State for Personnel, Public Grievances & Pensions, Dr. Jitendra Singh in a written reply to Shri B. Vinod Kumar and others in the Lok Sabha today.
