Union Government decided to fix two year tenure for IAS, IPS


The Union Government decided to amend the rules governing IAS, IPS and Indian Forest Service (IFoS) officers to assure them at least two years in a given posting on 30 January 2014. The rules were amended following the Supreme Courts direction to check the unnecessary political interference.

The highlights of the amended rules for IAS/IPS/IFoS cadre

•    Every state will now have to make appointments of cadre officers on the recommendation of a Civil Services Board constituted by it under chairmanship of the chief secretary.

The transfer of a cadre officer before the minimum specified tenure can be done only on the recommendation of the Board.

•    The competent authority may reject the recommendation of the board, but the reasons thereof must be recorded.
•    A cadre officer appointed to any cadre post shall hold the office for at least two years unless in the meantime, he/she is promoted, retired or sent on deputation outside the state or training exceeding two months. 
•    The fixed tenure may be specified by the state government in the case of cadre officer appointed to non-cadre posts.
•    The Board shall examine cases of premature transfers, consider for transfer before fixed tenure based on circumstances it thinks fit, and recommend to the competent authority names of officers for premature transfer with reasons to be recorded in writing.
•    The board can seek justification from the administrative department of the concerned state for premature transfers, obtain comments or views of the officer proposed to be transferred, and not recommend premature transfer unless satisfied with the reasons.
•    The board shall also submit a quarterly report to the Centre giving details of officers recommended to be transferred before the minimum tenure and the reasons thereof.
Earlier in a path-breaking judgement given by the Supreme Court on 31 October 2013, the SC had directed the Centre to ensure fixed tenure for bureaucrats. The landmark judgment meant to curb political interference in civil services was delivered by the Bench of Justice KS Radhakrishnan and Pinaki Chandra Ghose. Not more than 13 States had notified IAS (cadre) rules for stability of tenure, while 11 states were yet to do so. The states of Bihar, Maharashtra, Gujarat and West Bengal were disinclined to notify the rules, citing reasons like legal complications, existence of a similar law and already stable tenures

Postal/Sorting Assistant (PA/SA) Recruitment (Amendment) Rules, 2014


Friends...  Happy News for all Postal/Sorting Assistant Aspirants. Department of Posts has amended the Postal Assistants and Sorting Assistants(PA/SA) (Group C non- Gazetted), Recruitment Rules, 2011.
Earlier to be eligible for applying to the post of PA/SA:
1) General Candidates had to secure at least 60% marks in their 10+2 exam
2) Other Backward Classes (OBC) candidates had to secure at least 55% marks in their 10+2 exam
3) Schedule Castes/ Scheduled Tribes (SC/ST) candidates had to secure at least 45% marks in their 10+2 exam

But as per the new amendment, a pass in 10+2 or 12th class will be sufficient to be eligible for applying for the post. The official extraordinary gazette in this regard has been published by Government of India on 27 January 2014.


The above amendment has also been made in respect of Postal Assistant inSavings Bank Control and Internal Check Organisations, (PA SBCO) Group C non-Gazetted posts Recruitment Rules, 2012 also.

So with these amendments published we can expect PA/SA recruitment for filling the vacancies of the year 2013 & 2014 very soon. As per the Calendar of Exams published by DoP, recruitment for PA/SA is tentatively scheduled for March 2014. Postal Assistant- Circle and Regional Offices (PA CO/RO) Group ‘C’ Post Recruitment Rules, 2014


Department of Posts has changed the Recruitment Rules for selecting Postal Assistants in Circle and Regional Offices (PA CO/RO) and has been published in the official Gazette of India dated 27 January 2014. The new recruitment rule will be called Ministry of Communications and Information Technology, Department of Posts, Circle and Regional Offices, Postal Assistant, Group ‘C’ Post Recruitment Rules, 2014. It will replace the existing Department of Posts (Postal Assistant in Circle and Regional Offices) Recruitment Rules, 1996.

And the good news for Postal Assistant Aspirants is that this time the vacancies will be more in this cadre. During the last recruitment conducted by CMC limited for filling the vacancies of the year 2011 & 2012,recruitment for PA (CO/RO) were not called in any of the circles as the new recruitment rules were not cleared. So in the next recruitment vacancies have to be filled for the year 2011, 2012, 2013 & 2014.Recruitment can be expected very soon as the Recruitment rules are now out. 3.8 crore households get employment under MGNREGA upto Dec, 2013


Union Ministry for Rural Development has introduced a new category of State Award for Effective Initiatives under MGNREGA. Under this category three awards will be given tomorrow on the occasion of 9th MGNREGA Divas and they are Sustainable livelihood through Convergence, Social Inclusion and the third one will be for Transparency and Accountability. The Ministry has also decided to give Certificate of Commendation to three districts and three awards for the Development and Display of Best Exhibits. A total of 47 Awards will be given away by the Minister of Rural Development Shri Jairam Ramesh. This is to be underlined that every year on MGNREGA Divas,awards are given to District, Gram Panchayat and Postal Officers for effective initiative. Ministry has compiled success stories on convergence and a book titled “Enhancing Sustainable Livelihoods through Convergence of MGNREGA with other Schemes” will also be released on the occasion. This Year Ministry has also organized an exhibition showcasing some of the IEC initiatives taken by the State Governments. Since 2008, MGNREGA has provided employment to around 5 crore households of which 50 percent are SCs and STs, while 48 percent are Women. In the current financial year upto December 2013, 3.8 crore households have been provided employment and 135 crore person days have been generated.

NEW DPT: GUIDELINES AND INSTRUCTIONS FOR SENDING FILES 

 


1. What is Data Profiling tool (DPT)



Data profiling tool is computer software application/program developed by M/s Infosys to find out the discrepancies in the currently running database of Sanchay Post application. This application can be installed and executed as per instructions issued by SDC, Chennai.


2. Output of Data Profiling Tool


Data profiling tool generates and provides the data discrepancies outcome in form of CSV files. Out of the generated CSV files one encrypted file is generated containing “_ency.csv” characters. The file name will be prefixed with some other characters also. Example:


Overall Summary Report 8 Jun 2013 13.9.58_ency.csv


The file containing “_ency.csv” characters is the encrypted file and cannot be read. Any attempt to modify this file will corrupt the file. For reading purpose non-encrypted file is also generated by the tool.


3. What is PO Code

The PO code is code assigned to all Head Post offices and Sub Post offices under CBS Monitoring Web Site. This code is prefixed with the PIN code of the respective office. The offices which are able to login in the CBS Monitoring web site can simply find this code in the first page of web site itself which is reflected as “OFFICE CODE” in the right top corner.





Note: The list of PO Codes is also available in the Annexure – I of this document.



4. What is to be Done

a. Rename the encrypted file generated by Data Profiling Tool 
The file name for encrypted file is to be changed in the following format
PO CODE + _ency.CSV
Example: For Ajmer HO the file shown in step 2 will be renamed as 305001512_ency.CSV
NOTE: If the file is not properly renamed or encrypted file is not used , the decoder application at Directorate will reject the file and will not be used for uploads.


b. Email the renamed encrypted file

· The Subject of the e-mail should be CBSMON only. The emails with any other subject characters will be rejected by the decoder application.

· Attach the Renamed Encrypted file to the mail.
· Send E-Mail to dopmonitoring@gmail.com
5. What happens at Directorate
The files received at above email Id will be received, the attachments will be downloaded and decrypted. The data files for CBS Monitoring web site will be created through the decrypted files and then the data files will be uploaded at the CBS Monitoring web site by next working date.

''Post Offices have been successful as payment banks'' : RBI Director 

MUMBAI:  RBI director Nachiket Mor has said that world over post offices have been successful as "payment banks". IndiaPost is an applicant for a banking licence and a panel headed by Mor on financial inclusion has recommended creation of specialized "payment banks" which can open accounts, cash cheques and remit funds without engaging in lending.

Speaking on the sidelines of ET Edge's Financial Inclusion Summit 2014, Mor said that world over there are many successful payment banks. "In South Korea, for example, the post office bank is a payment bank. How does this become viable? It becomes viable on transactions, it does not make money on deposits," said Mor. On IndiaPost's application seeking a bank licence from the RBI, Mor said: "I don't want to speak specifically about India Post itself, what I'm saying is worldwide post offices have been very effective as payments banks."

Mor headed an RBI constituted panel on comprehensive financial services for small businesses and low income household also known as the financial inclusion panel. The report has recommended granting licences to "payment banks" which generate revenue from fees on transactions. The panel has also recommended prepaid instruments for financial inclusion.
Mor said that considering the shortage of banking services in the country, providing banks a bit of a nudge on financial inclusion was justified. "The deeper problem that we have is we have a small banking system compared to the needs of the country. Expanding the banking system will take time. It is, therefore, legitimate for the system to give a nudge to banks. What we have said is that 'give the nudge but don't fix the pricing'," said Mor.

He said that in several segments where mainstream banks do not find it profitable to do business local area banks and cooperative banks are able to work quite well.

Speaking at the summit, Deepak Lamba, president, Times Conferences-BCCL, said: "With financial inclusion as the key focus area for the government, bank licenses are likely to increase rural penetration offering the unbanked population greater access to finance options with a host of banking as well as other products offerings like insurance, mutual-funds, gold loans; micro-credit, etc. In the coming months, the banking industry is likely to witness transformation in the business outlook for most industrial sectors, social upliftment opportunities not only for 'India' but 'Bharat' as well."
