Non Receipt Of Electronic Data Of Parcel COD Articles At Delivery Post Office

Non Receipt Of Electronic Data Of Parcel COD Articles At Delivery Post Office

The non receipt of electronic data of a particular Parcel COD article at a delivery post office is largely either due to operational errors or error in R Net Communication. Precisely there are 06 parameters which need to be checked specifically before arriving at probable reason for non receipt of electronic data of any Parcel COD article at a delivery PO and further diagnosis of the issue. All these 06 parameters along with relevant details are listed below.

It is requested to check each of these 06 Parameters to ensure that it satisfies the desired status, before raising the issue with the CEPT Support Desk. Do mention the actual status against each of the 06 parameters while raising any issue of non receipt of electronic data with CEPT to enable us to ensure speedy disposal of the case.

Note: After receiving the Request Resend option by the Postman Supervisor, the Central Server may take some time to honor the request depending upon the load on the Central Server and hence please wait for at least 02 Hrs, run the R Net Communication and check.

Solution Number 01: Office properly upgraded to Meghdoot version 7.9.1 but reflecting as Not Upgraded in Parcel Net MIS  Report  Office Not
Upgraded to version 7.9.1

After upgradation of office, version update files are generated automatically and are communicated to Central Server through R Net Communication which in turn updates the MIS Report. However in the instant cases it seems there might have been some issues in the transmission of version update files to the central server through R Net communication after upgradation of office with update 7.9.1. Therefore in order to re-generate the version update files internally, please run the scripts kept at the location mentioned below using Meghdoot Script Tool after taking backup of counter database. Thereafter run the R Net Communication. After some time please check the MIS Report for confirmation.

There are 02 Script Files kept at the location mentioned above:

1. Counter23042014.exl: For upgradation of Despatch to 7.9.1 & Point of sale to 7.91.
2. Postman&Rnetcommunication_versionupdate7.9.1.exl: For upgradation of Postman to 7.9.1 & R Net Communication to 7.9.1

Daily Current Affairs: 01 May 2014

1) International Labour Day observed: May 1 was celebrated as International Labour Day to celebrate the achievements of workers. May day symbolizes the struggle of the international labour movement. Labour Day has its origins in the labour union movement, specifically the eight-hour day movement, which advocated eight hours for work, eight hours for recreation, and eight hours for rest.

2) IIT Guwahati makes it to world's top 100 universities: The Indian Institute of Technology, Guwahati, has shown the way. The young IIT from Assam has brought cheer to Indian academic institutions by occupying a place among the top 100 world universities — under 50 years of age — published by London-based Times Higher Education (THE) magazine. IIT Guwahati has been placed 87th in the ranking that analysed 800 new-breed universities from 29 countries, including the US and the UK.

3) Manoj Vaish quits as MD and CEO of MCX: Manoj Vaish has resigned as themanaging director and chief executive officer of Multi Commodity Exchange of India Ltd (MCX) after just three months on the job—the latest departure in an executive exodus that comes at a time when parent Financial Technologies (India) Ltd (FTIL) is under mounting regulatory pressure to pare its stake in the exchange from 26% to 2%. Vaish has resigned on health grounds, MCX said in a statement on Thursday. He will work with the board to ensure a smooth transition, the company said.

4) India slip to 5th rank in ICC's annual list for Test teams: India's dismal performance in the international season gone by pushed them down the ladder in the ICC Test rankings with the team finishing fifth in the annual updated list issued on Thursday. Australia have gone top in both the formats for the first time since December 2008. Australia last held the number-one Test ranking in August 2009, when they were displaced after losing 2-1 to England. India, who were thrashed during trips to South Africa and New Zealand in their most recent Test assignments, have slipped from third to fifth in the table after dropping 10 ratings points.

5)  India regained No.1 rank in T20: India on Thursday climbed up a position and regained its number one ranking in Twenty20 Internationals after the annual update of the ICC Rankings, which was announced in Dubai.

6) Mahatma Gandhi Pravasi Suraksha Yojana scheme launched in UAE: A leading Indian financial and health care service player has tied up with the UAE Exchange to offer Mahatma Gandhi Pravasi Suraksha Yojana Scheme in the Gulf country. The announcement was made in Abu Dhabi yesterday in the presence of Indian Ambassador to the UAE, T P Seetharam, and other senior officials from the Indian Embassy in Abu Dhabi.

7) .london web domain name goes on sale for first time: The new .london internet domain name has gone on sale for the first time, offering individuals and businesses the city-specific address. More than 50,000 people have expressed an interest in using the name as an alternative to .com or .co.uk.

8) Woman techie killed, 14 injured in twin blasts on train in Chennai: A woman was killed and at least 14 people were injured in two "low-intensity" explosions that took place on Guwahati-Bangalore Express at Chennai Central railway station on Thursday. The Tamil Nadu Police detained a person for questioning. Authorities suspect the blasts were caused by bombs planted on the train, said M Bhupati, spokesperson of Southern Railway. Condemning the blasts, Prime Minister Manmohan Singh said such "barbaric acts" highlight the "desperation and cowardice" of those responsible. He asserted that no efforts would be spared in bringing the perpetrators to justice.

GENERAL SECRETARY CLARIFIES ABOUT THE TREASURY ALLOWANCE

Some of our comrades are asking for clarification about the rate of cash handlingallowance/Treasury Allowance

1.     As per DG (P) No. 6-1/99-PAP dated 28.10.1999, the rate of cash handling Allowance is as follows:

Upto 2 lakhs      -           Rs. 120/-
Above 1 lakhs   -           Rs. 160/-

(For Copy of the order please refer page 314 of “VENTURE” 2013 published by P3 CHQ)

2.     Consequent on implementation of 6th CPC recommendations, all allowances are doubled and accordingly cash handling allowance is also doubled. (Copy ofGovernment of India orders No. 4/6/2008-Estt (Pay-II) dated 01.10.2008 enclosed)(CLICK HERE). Accordingly the cash handling allowance is revised as follows:

Upto 2 lakhs      -           240 (120 X 2)
Above 2 lakhs   -           320 (160 X 2)

3.     Consequent on increase in DA over 50% Government has issued orders to enhance various allowances by 25% and accordingly cash handling Allowance is also enhanced by 25% with effect from 01.01.2011. Thus the revised cash handling allowance is as follows:

Upto 2 lakhs      -           240 + 25% = 300.00
Above 2 lakhs   -           320 + 25% = 400.00
(Copy of the order No. F. No. 5-06/2011-PAP dated 24.01.2012 enclosed) (CLICK HERE).

4.     In the Hand Book 2014, the rates of cash handling allowance is shown as 300 & 400 as per the above orders.

Hope that doubt is cleared. Now you may settle the case if any at your Divisional level.

RESOLUTION ADOPTED BY THE 28TH CIRCLE CONFERENCE OF AIPEU GROUP ‘C’ KARNATAKA CIRCLE HELD AT BANGALORE FROM 01.04.2014 TO 03.04.2014.

This 28th Circle Conference of AIPEU Group ‘C’, Karnataka Circle, Resolves as follows

The Federal Council meeting of NFPE which is the highest decision making body of NFPE held at Hyderabad in June 2013 had taken a decision to grant Associate Membership to the newly formed All India Postal Employees Union – GDS (NFPE) and also has decided to form Divisional/Circle Branches of the new GDS Union in all Circles and also given a call to all affiliates of NFPE to extend full support and cooperation to the new GDS Union.

The All India Conference of AIPEU Group ‘C’ which is the highest decision making body of AIPEU Group ‘C’, held at Thiruvananthapuram had taken a similar decision as above and had called upon all Branch/Divisional and Circle unions to extend full support and cooperation to the newly formed AIPEU-GDS (NFPE).

Unfortunately, in Karnataka Circle, the Circle Union could not take a decision to implement the above decisions of NFPE and AIPEU Group ‘C’ (CHQ), for various reasons.

As the earlier GDS Union AIPEDEU (now called as AIGDSU) has no connection with NFPE, the newly formed AIPEU-GDS (NFPE) is the only GDS Union which stands solidly with NFPE and implements all the decisions of NFPE including strike.

Taking into consideration the above facts and circumstances, this 28th Circle Conference of AIPEU Group ‘C’, Karnataka Circle hereby unanimously resolves to implement the above decisions of NFPE and AIPEU Group ‘C’ (CHQ) in Karnataka Circle in letter and spirit and to extend full support and cooperation to the newly formed AIPEU-GDS (NFPE). This Circle conference further decides to end the confrontative attitude of the Circle Union with NFPE & P3 CHQ, regarding GDS Union and shall go by the decision of NFPE and AIPEU Group ‘C’ (CHQ).
