Prevention of Sexual Harassment of Women at the Workplace – Amendments to CCS(Conduct)Rules 1964.

Subject: Central Civil Services (Conduct) Rules 1964 — Guidelines regarding prevention of sexual harassment of women at the workplace— regarding

Following the promulgation of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 [SHWW (PPR) Act] and notification of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Rules, 2013 [SHWW(PPR) Rules] on 09.12.2013., the Government has recently, on 19.11.2014, notified the amendments to Central Civil Services (Conduct) Rules 1964 and Classification, Control and Appeal Rules, 1965. 

The amendments and other salient features of the Act/ Rules was brought to the notice of all concerned vide Office Memorandum of even no. dated 27.11.2014. The amendments to the Central Civil Services (Conduct) Rules 1964 and Classification, Control and Appeal Rules, 1965 and the Office Memorandum dated 01.12.2014 are available on the Department’s website.

2.         The following guidelines, conveying the decision of the Committee of Secretaries on this subject, were issued vide this Department’s Office Memorandum No. 11013/3/2009-Estt.(A) dated 03.08.2009, “As regards provisions for protection of women, it was suggested that the complaints committee mechanism provided under Vishakha guidelines relating to sexual harassment should be strictly in accordance with the judgment and steps should be taken to ensure that the committee is effective and functional at all times. It would also be desirable for the Committees to meet once a quarter, even if there is no live case, and review preparedness to fulfill all requirements of the Vishakha judgment in the Department/Ministry/ organization concerned.”

3.         As per the guidelines issued vide Office Memorandum dated 21.07.2009, it is also to be ensured that the Complaints Committee shall at all times be in existence and changes in its composition, whenever necessary, should be made promptly and adequately publicized. The composition of the Complaints Committee should also be posted on the websites of the concerned Ministries/Departments/Offices concerned.

4.         Vide the Office Memorandum dated 01.12.2014, the attention of the Ministries/Departments was also invited to the reporting requirements mentioned in the SHWW(PPR) Act and SHWW(PPR) Rules.

5.         All Ministries/ Departments are requested to please review the progress of implementation of the existing abovementioned guidelines issued in the aftermath of the Vishakha judgment.

6.         Attention of all Ministries is invited to Section 22 of the Act relating to including information in Annual Report, and to request that information relating to number of cases filed, if any, and their disposal may be included in the Annual Report of the Ministry / Department.

7.         All Ministries / Departments are also requested to furnish an annual return (as on 31 stMarch) in the enclosed proforma to this Department by 30th April every year.

The All India BSNL Pensioners Welfare Association urged the Centre to implement the Seventh Pay Commission report with effect from January 1, 2014.

resolution to this effect was adopted at the 10th annual general body meeting of the Salem West district branch of the association held here recently. M. Amirthalingam, former DGM, BSNL, and president of the associationpresided.

Another resolution demanded creation of a permanent Statutory Wage Board for revising the pay and pension periodically. The meeting also demanded the Government to restore commutation of pension after 12 years as already recommended.


The other resolutions include increasing fixed medical allowance from Rs.500 to Rs. 2,000 a month, extending the admissibility of C.C.S (M.A) Rules, 1944 to the Central Government pensioners not covered under CGHS as already recommended, sanctioning funeral grant of Rs.10,000 on the death of pensioner/family pensioner to the family; provision of 50 per cent of concession in all public transport system and creation of CGHS Hospitals in all district headquarters.

The association also demanded merger of 50 per cent IDA / CDA with basic pension immediately and scraping the New Pension Scheme and cover all employees under Old Pension and Family Pension Scheme.

Biometric attendance: Defence Ministry officials among top defaulters


NEW DELHI: The Defence Ministry has topped the list of government organisations whose employees have defaulted in marking their attendance through Aadhaar-enabled biometric system.

Most of the employees of 27 departments and organisations affiliated to the Defence Ministry and nine each from Finance, and Information and Broadcasting Ministries have not been marking their attendance through the electronic system introduced by the NDA government. 

In light of this, Department of Personnel and Training (DoPT) has, in an order, asked department heads to direct their employees to mark attendance on biometric systems. 

A data on employees of 169 central government offices marking and not-marking their attendances has also been issued with the DoPT order. 

The data, which has been prepared by the Department of Information and Technology, showed that none out of the 540 employees of DRDO was marking attendance. 


The attendance number is zero for Engineer-in-Chief having 746 employees, Additional Directorate General Personnel Services with 150 strength and History Division with a staff strength of 20. All these departments function under the Ministry of Defence. 

Of the total of 736 registered employees in DoPT, only 576 were marking their attendances, it said. A total of 2133, 761, 750 employees of Railways, Department of Revenue and Niti Ayog (though the list mentioned office name as Planning Commission) respectively were marking their attendance electronically. 

None out of 419 employees registered with the Office of Registrar General and Census Commissioner under Home Ministry and OS Directorate (Army) with 70 registered personnel had marked their attendance through the system, as per the data. 

There are 2830, 1080, and 971 registered employees respectively in these departments.

Also, none of the 195 registered employees of National Investigation Agency (NIA) were filing their attendance through the system, it said. 

The Department of Electronics and Information Technology, the official record keeper for attendance of all the central government employees, recorded 78 per cent presence of employees on biometric system with 748 out of 958 using this technology. 

Similarly, there were many employees in various departments who were defaulting in marking attendance through the biometric system, according to the data.

The Centre had late last year decided to use an Aadhaar enabled biometric attendance system in all its offices, including attached or subordinate, across the country. 

"All employees are, therefore, required to register themselves in the system and mark their attendance. Instructions already exist for dealing with cases of late attendance or unauthorised absence, which may be followed.

"It is requested that necessary directions may be issued to all employees to mark their attendance in BAS portal on regular basis," a recent order issued by the DoPT said. 

The biometric attendance system is only an enabling platform. There is no change in the instructions relating to office hours, late attendance etc which will continue to apply, according to another DoPT order. 

As per existing instructions, half-a-day's casual leave should be debited for each day of late attendance, but late attendance up to an hour, on not more than two occasions in a month, and for justifiable reasons may be condoned by the competent authority. 

"Disciplinary action may also be taken against government servants who are habitually late. Early leaving is also to be treated in the same manner as late coming," the instructions said. 

There are about 31 lakh central government employees working across the country

India Post to launch own e-commerce portal like Amazon or eBay

Directly stepping into the cyber world, India post is going to launch its own e-commerce portal in the shape of those like Amazon or eBay soon. The aggressive step of India Post, world's largest postal service, is a part of its massive IT based modernization initiative worth Rs 5,000 crore.

"At planning and designing phase now, the final rollover of the dedicated postal e-commerce portal may take another 6 months. But we are excited about this new avatar in our service basket," Mr. John Samuel, member of Postal Services Board told ET.

As he describes, the portal will be like popular e-commerce entities like Amazon or eBay. A conduit between buyers and sellers. But, it is not going to be entirely open for any item to be traded by anyone. Rather a moderated and scrutinized list will be followed. Local specialties like Tea from Darjeeling, Mango from Malda in West Bengal or Saffron from Kashmir will have emphasize in that.

India Post is Tying up with different controlling authorities like Spices Board, Tea Board, or cashew Board to ensure 'quality trading of quality items only'- as Mr. Samuel puts it.

In addition to the physical products, services of different public sector are also being planned to be included into the tradable items of the portal.

"Wide and fast growing coverage of Internet through computer and mobile phones are bringing more and more people from even remote corners to the doorsteps of e-commerce. There lies our new opportunity. Moreover delivery of the items is a major issue for all e-commerce authorities. Here also India post excel's with its 1.5 lakh establishments and time tested connectivity network," he said.

In one hand we have Rs 4909 crore worth IT related infrastructure modernization plan and on the other hand, we are spending another Rs 2000 crore to have new vehicles to ensure faster delivery.

Indeed it is a new step to a new world that can give new life to financially crunched Indiapost. But, "We need to bring change in our own attitude at certain corners to churn out the best out of this initiative," accepted Mr. Samuel.

A MARK OF PRIDE

                We, the staff of Hasthampatti Sub Post Office feel proud in working at this SO because of the fact - this Sub Office is the only Post Office where the Father of Our Nation MAHATMA GANDHIJI stayed on 14.02.1934 during his visit to Salem.   At that time this building was owned by the Landlord  Shri. V.NATESANPANDARAM where BAPUJI stayed as guest.


P&T Department acquired this building for Hasthampatti Post Office and opened a museum at this PO on 30.01.1997 in memory of Mahatma Gandhiji’s stayal at this building.   In serene atmosphere, the room in which Gandhiji stayed is converted as Mahatma Gandhi Philately Museum which creates positive vibrations and echoing the ideals of Gandhiji.   The Easy Chair, Khadi Spinning Wheel (Chakra) and materials used by Mahatma are adorned as treasure in this  shrine which gives the feel of living Mahatma.   The cancellation dated 30.01.1997 depicts Spinning Wheel (Chakra) and text ‘Bapu’ in Tamil and Hindi.   Philatelic stamps, first day covers, stationery issued by India as well as other countries are in display.


Rare collections of Photos and thought provoking slogans displayed are highly impressive and pave the way to lead an excellent life with Ahimsa by utmost discipline.
While entering  the museum we feel as if we are living with Gandhiji and speaking with him which churns inner feelings.   Where is Rama there is Ayothi.  Likewise Gandhiji’s stayal made this Hasthampatti Post Office as Porbandhar. Though very small, the status of  the contents are very high and holy.  School children visit this Museum with eager where they understand the life of Gandhiji  is a Message to Mankind.


Bapuji’s saying “Customer is our Boss’ is apt slogan for every walk of our official career.
It is the special wonder of the world, NONE but only one Simplest Mahatma Gandhiji conquered the Rich Rulers and hearts of entire world by patience, perseverance and Ahimsa.
