Guidelines on filling upof APAR with Numerical Grading

Directorate vide its letter no CS/APARs/2013-14/Misc dated 08.09.2014 has again circulated old copy of rules and regulations regarding preparation,maintenance and giving numerical grading of APAR for information and record purpose.   

1) APARs graded below 4 will be given a score of zero.
2) APARs graded between 4 to 6 and short of 6 will be rated as 'good' and given a score of 5.
3) APARs graded between 6 and short of 8 will be will be rated as 'very good' and given a score of 7.
4) APARs graded between 8 and 10 will be rated as 'outstanding' will be given a score of 9 for the purpose of calculating average scores for empanelment /promotion.

Sub:    Conducting of Limited Departmental Competitive Examination for promotion  to the  cadre of  Inspector  Posts (66.66%) Departmental quota for the year 2014 and LGO Examination, 2014 

Sir/Madam,

  I am directed to refer this office letter of even number dated 09-09-2014 wherein the Limited Departmental Competitive Examination for promotion of LGO to the cadre of PA/SA for the year 2014 to be held on 21st September, 2014 and LDCE for promotion to the cadre of Inspector posts for the year 2014  on 20th and 21st September, 2014 were postponed due to devastating flood situation in J & K State.

2.         Now, it has been decided to hold the above mentioned Examination either on 15th and 16th November, 2014 or 22nd and 23rd November, 2014.  The exact schedule will be communicated shortly after fixing the venues for conducting the IP and LGO Examinations by the Outsourced Agency. 

3.         This issues with the approval of the Competent Authority.

Subject: Additional benefit on death/disability of Government servant covered by New Pension System- clarification regarding.

A copy each of the Ministry of Finance, Department of Financial Services O.M.No.11/23/2013-PR dated 21.05.2014 and the Pension Fund Regulatory and Development Authority (PFRDA)’s letter No.PFRDA/24/FXIT/10 dated 22.08.2014 is enclosed for information and compliance. These instructions shall apply mutatis mutandis on the Railways also.

2. The Department of Pension & Pensioners’ Welfare (DOP&PW)’s O.M. dated 05.05.2009 and the PFRDA’s circular No.PFRDA/2013/2/PDEX/2 dated 22.01.2013 mentioned in the Ministry of Finance’s O.M dated 21.05.2014 were circulated to the Zonal Railways vide Board’s letter No. 2008/AC-II/21/19 dated 29.05.2009 and letter No. 2010/AC-II/21/18 dated 02.07.2013 respectively.

Reimbursement when Pensioners take treatment immediately after Retirement before getting CGHS Cards

Ministry of Health & Family Welfare has now decided to clarify the matter as follows :-

(I) The treatment taken and expenditure Incurred thereon within the grace period of three months from the date of retirement will be allowed and expenditure reimbursable
subject to the condition that the beneficiary has either obtained or applied for CGHS pensioner card with all documents and requisite CGHS subscription within one month of expiry of the grace period of three months.



(ii) It is further clarified that the expenditure on treatment taken after the grace period of three months from date of retirement will not be reimbursable unless the beneficiary has obtained a valid CGHS card or has applied for CGHS pensioner card with all documents and requisite CGHS subscription prior to taking such treatment.

Submission of memorandum and demonstration on 11.09.2014, Mass Protest Dharnas at all important centres on 19.09.2014, are organised everywhere with larges participation of employees.
Next Phase of programme is Mass Dharna at Jantar Mantar (Parliament Street) New Delhi by leaders and workers of Confederation and all its affiliated organizations.
12 – POINT CHARTER OF DEMANDS IS FURNISHED BELOW
1.      Merger of DA with pay for all employees w.e.f. 01.01.2014 including Gramin Dak Sewaks and Pensioners.
2.      Grant of Interim Relief to all employees including Gramin Dak Sewaks and Pensioners.
3.      Inclusion of Gramin Dak Sewaks under the purview of 7th Central Pay Commission
4.      Scrap PFRDA Act and grant statutory defined pension to all including those appointed on or after 01.01.2004.
5.      Date of effect of 7th CPC recommendation should be 01.01.2014.
6.      Regularisation and Revision of wages of casual labourers and contract workers.
7.      Removal of 5% condition for compassionate appointment.
8.      Fill up all vacant post and creation of New Post wherever justified.
9.      Stop Downsizing, Outsourcing, Contractorisation and Privatisation of Government function.
10.   Grant productivity Linked Bonus to all without ceiling; Computer bonus as weighted average of PLB for those not covered by PLB agreement.
11.   Revise OTA and NDA and implement arbitration awards.
12.   Settle all pending anomalies of 5th and 6th Pay Commission.

7 tests to diagnose heart diseases 

 

With an increase in diseases related to lifestyle, patients are quite often made to undergo tests that are unnecessary. TOI speaks to specialists to list out conditions in which certain tests to diagnose heart risk should be done or avoided. 

 

1.Blood test:- It’s the simplest tool to screen a patient for blood parameters such as lipid level and cholesterol that increase heart risk. Cost Rs. 1,000- Rs. 2,000.

2.Electrocardiogram:-It checks heart’s electrical system and rhythm. Finds out if chest pain is caused by a heart attack or angina. Rs . 300- 500. Patients who are asymptomatic and do not have an emergency condition should be fi rst screened for blood parameters and ECG rather than putting them through costlier tests.

3.Echocardiogram:-Helps check heart’s pumping efficiency and functioning of the valve. It is reasonable for heart risk assessment in asymptomatic adults with hypertension or diabetes. It is not recommended for asymptomatic adults without the conditions Rs. 1,500- Rs. 2,000.

4.Exercise stress test:-It is a screening tool used to test the effect of exercise on the heart. Doctors often combine it with regular ECG monitoring to follow electrical activity of the heart during the test for better results. Cardiologists say this is the most cost-effective test to assess heart risk in patients who come with unexplained chest pain or breathing difficulty. It does not involve exposure to any radiation.

5.Thalium stress test:-It is a nuclear imaging method that shows how well blood flows into the heart muscle, both at rest and during activity. It involves injecting radioactive isotope. Rs. 12,000 to Rs. 15,000.

6.CT Angiogram:-It is a non-invasive technique that uses X-rays to provide detailed pictures of the heart and the blood vessels that go to heart, lung, kidneys and other organs. It can show whether a blood vessel is blocked, where the blockage is, and how big the blockage is Rs. 12,000 to Rs. 15,000 The test is costly and exposes a patient to radiation. Doctors advise it should not be used in cases where initial tests such blood parameters or exercise stress test show heart risk.

7.Coronary Angiography:-It is an invasive technique that uses a special dye (contrast material) and x-rays to see how blood flows through the arteries in your heart. Though costly, angiography is one of the most definite tests to rule out heart disease Rs. 16,000 to Rs. 20,000. It is one the costliest diagnostic tools with radiation exposure. It should be used with caution and never as the primary tool to detect heart risk unless the person has suffered from heart attack or preliminary tests show vulnerability for the same.

No Need to Open Another Bank Account to Avail of Benefits Under Pradhan Mantri Jan Dhan Yojana (PMJDY); 

 

 

Anybody Desirous of Opening an Account Can Take One Page Application form to the Nearest Bank Branch/Bank Mitr for Opening the Account; People Who do not Have Officially Valid Documents or Aadhaar Numbers Can Still Get Bank Accounts Opened by Submitting Two Copies of Signed Photographs at the Bank Branch; 4.18 Crore Accounts Opened as on Date Under PMJDY

Department of Financial Services, Ministry of Finance, Government of India has issued instructions that in case people are already holding bank accounts, they need not open another bank account to avail of benefits under Pradhan Mantri Jan Dhan Yojana (PMJDY). In fact insurance benefits are available through the RuPay Card. The existing account holders can submit an application to the concerned branch to enable them to get a RuPay Debit Card in order to avail of the benefits of insurance under PMJDY. Micro credit limit of Rs. 5000/- can also be extended in existing bank accounts on application depending on the satisfactory conduct of the account.

There had been complaints from some places about the availability of the Account Opening Forms due to huge rush and certain people taking advantage of such situation. In view of this, an advertisement has been issued in all major Newspapers where the Account Opening Form has been published. Anybody desirous of opening an account can come and take this Application Form to the nearest bank branch/bank mitr for opening the account. This one page Account Opening Form is also available on the website of the Department www.financialservices.gov.in .

RBI has issued guidelines dated 26th August, 2014, where people who do not have officially valid documents or Aadhaar Numbers can still get bank accounts opened by submitting two (2) copies of signed photographs at the bank branch. However, these accounts will be called small accounts and shall normally be valid for 12 months and shall be continued subject to showing of proof that he/she has applied for any of the officially valid document within 12 months of opening of such ‘Small Account’’. These accounts have certain limitations such as balance at any point of time should not exceed Rs. 50,000/-, total credit in one year should not exceed Rs. one lac, and total withdrawal should not exceed Rs. 10,000/- in a month.

As on date 4.18 crore accounts have been opened under PMJDY.
