1.      Accept the terms of reference of 7th CPC, submitted by the staff side, National Council JCM.
(a)      To examine the existing structure of pay, allowances and other benefits/facilities, retirement benefits like Pension, Gratuity, other terminal benefits of various categories of Central Government Employees including Gramin Dak Sevaks (GDS) of Postal Department.
(b)      To work out the comprehensive revised pay packet for the categories of Central Government employees including GDS as on 1.1.2014.
(c)       The Commission shall determine the pay structure, benefits, facilities, retirement benefits etc. taking into account the need to provide minimum wage with reference to the recommendation of the 15th Indian Labour Conference (1957) and the subsequent judicial pronouncement of the honourable Supreme Court there-on, as on 1.1.2014.
(d)      To determine the Interim Relief needed to be sanctioned immediately to the Central Government employees including GDS.
(e)       To determine the percentage of Dearness allowance/Dearness Relief immediately to be merged with Pay and pension including GDS.
(f)        To settle the anomalies raised in various fora of JCM.                                                    
(g)      To work out the improvements needed to the existing  retirement benefits, like pension, death cum retirement gratuity, family  pension and other terminal or recurring  benefits maintaining parity amongst past, present and future pensioners and family pensioners including those who entered service on or after 1.1.2004.
(h)      To recommend methods for providing cashless/hassle-free Medicare facilities to the employees and Pensioners including Postal pensioners.

2.      Ensure every five year revision of wages of Central Government Employees in future.
3.      (a) Regularisation of Gramin Dak Sevaks of the Postal Department and grant of Civil Servant status, statutory pension and all other benefits at par with regular employees.
(b) Regularisation and revision of wages of casual and contract workers.
4.      Compassionate appointment – removal of restrictions imposed by Government.
5.      JCM and Anomaly Committee Functioning.
6.      Fill up all vacant posts and creation of new posts wherever justified.
7.      Stop downsizing, outsourcing, contractorisation and privatization of Government functions.
8.      Stop the move to introduce performance related Pay (PRP) system, Extend PLB Bonus for all, removing bonus ceiling.
9.      Revise OTA and Night Duty Allowance rates and clothing rates.
10.  Implement arbitration awards.
11.  Five promotions to all.
12.  Rescind the PFRDA Act. Ensure statutory Pension for all.
13.  Stop price rise. Revive and extend public distribution system for all.
14.  Stop trade Union victimization.
15.  Ensure Right to strike.

Department of Posts has released India Post 2014 Calendar based on the theme of   “Wild Flowers of India”.


India has a rich and varied heritage of plant diversity exhibiting a wide spectrum from tropical rainforests to alpine vegetation and from temperate forests to the coastal wetlands. The flora of India is one of the richest in the world due to its diverse climatic regimes and topology. There is virtually no area in our country without a particular treasure or species of special beauty or interest.

India Post had issued a sheetlet of stamps and three miniature sheets as a tribute to the pristine beauty of twelve of its rare and beautiful wild flowers. India Post 2014 Calendar is inspired by these postage stamps.

PARAM Supercomputer Among the Most Power Efficient Systems of the World


The Centre for Development of Advanced Computing (C-DAC) has achieved a significant milestone with PARAM Yuva II supercomputer being ranked 1st in India, 9th in the Asia Pacific Region and 44th in the world among the most power efficient computer systems as per the Green 500 List announced at the Supercomputing Conference (SC'2013) in Denver, Colorado, USA.

Supercomputers, in general, consume a lot of electrical power and produce much heat that necessitates elaborate cooling facilities to ensure proper operation. This adds to increase in the Total Cost of Ownership (TCO) of a supercomputer. To draw focus towards development of energy efficient supercomputers, Green500 ranks computer systems in the world according to compute performance per watt, thus providing a world ranking based on energy efficiency. 

Energy consumed by supercomputers is measured at various Levels – L1, L2, L3 - for purpose of reporting. As the level increases, accuracy and rigor of measurement exercise also increases. It is also a measure of our capability and noteworthy that C-DAC is the second organization worldwide to have carried out the Level 3 measurement of Power versus Performance for the Green500 List. 

Shri Kapil Sibal, Minister for Communications & Information Technology, has congratulated C-DAC for this significant achievement. He said that supercomputing is very important for the all round advancements in the country, and the Government is planning a big impetus for capacity building and advanced R&D in this area. He would expect many more contributions from C-DAC, as a key player, in this endeavour. 

PARAM Yuva – II uses hybrid technology – processor, co-processor and hardware accelerators - to provide the peak compute power of 520.4 Teraflop/s using 210 kiloWatt power. The interconnect network comprises of homegrown PARAMNet-III and Infiniband FDR System Area Network. This system is designed to solve large and complex computational problems. The system has 200 Terabytes of high performance storage, and requisite system software and utilities for parallel applications development.

Subject: Effective date of merger of erstwhile Group D posts, now 
designated as Multi-tasking Staff in Pay Band-1 Grade Pay 
Rs.1800 and recruitment to the post after implementation of the 
recommendation of the 6th CPC. 
In pursuance to the recommendations of the 6th Central Pay 
Commission, this Department has issued model recruitment rules for the post 
of Multi-tasking Staff (erstwhile Group D posts) vide OM No. AB-
14017/6/2009-Estt(RR) dated 30.4.2010. This Department is receiving 
references for clarification in regard to the date of effect of merger of erstwhile 
Group D posts and re-designation as Multi-tasking Staff. 
2. The issue has been examined taking into account this Department's 
OM No. 20020/4/2010-Estt(D) dated 30.4.2013 with regard to fixation of 
seniority of officers holding the merged grade of Multi-tasking Staff. It has 
been decided that the merger and re-designation of erstwhile Group D staff as 
Multi-taking Staff shall be effective from 29.8.2008. Ministries/ Departments 
may issue orders accordingly in respect of erstwhile Group D posts in their 
Ministries/ Departments and expedite the amendment of the Recruitment 
Rules of erstwhile Group D posts as the model RRs of MTS. 
3. Ministry of Home Affairs etc. are requested to bring the contents of this 
O.M. to the notice of all their Attached / Subordinate Offices. The autonomous/ 
statutory bodies may adopt the same with the approval of the competent 
authority as per the rules/ statutes.

SOFTWARE UPDATION AUTOMATED IN SPEEDNET 4.1.


The Center for Excellence in Postal Technology (CEPT), Mysore is making constant efforts to improve the quality of software to provide best services.  As part of this activity, CEPT will now be pushing Speednet updates from the Data centre directly to the field offices, which have implemented Speednet Version 4.1.
At present, whenever an update is released for Speednet, the System Administrator has to go round all the offices under his control and to update software manually.   Now this process is automated. The software at the local office gets updated automatically whenever CEPT releases update.  SpeedNet communication will do the miracle.
Prerequisite:
a)    SpeedNet Update 4.1 should be available in the system.
b)    In respect of computers running XP SP1 or SP2, DotNetframework 2.0 or higher to be installed.

How it happens:

a)    If the updates are limited to database upgration the same will happen silently in the background.
b)    If the updates includes application level changes
                i).        the operator will be shown a message indicating availability of New update, at the time of login. Follow the instructions displayed. (This activity can be done by any operator)
                  ii).        Software will not allow login, unless the upgradation process is completed.
Action to be taken by Offices running much older versions:
Offices not implementing Speednet Version 4.1, will have to upgrade manually by downloading the SpeedOne Updater.exe file available in the CEPT FTP site (at ftp://cept.gov.in/SpeedNet/speednet4.1.1/). For upgradation requirements, please refer the ReadMe file.
Challenges:
During automatic transmission, files may get damaged due to various Network or other problems.  In such cases errors will be displayed while updating the application.  When such errors are encountered, please download the update directly fromftp://cept.gov.in/SpeedNet/speednet4.1.1/

(a) whether Government is aware that Union Public Service Commission (UPSC) has asked for photographs of the candidates applying for jobs, showing disability duly attested by chairpersons of the medical board in Proforma V on its website; if so, the details thereof;

(b) whether Government is aware that the above act of UPSC is in violation of the order of the court of Chief Commissioner for Disabilities and against their dignity; and

(c) if so, whether Government would enquire into the matter and fix responsibility in this regard, if so, the details thereof, if not, the reasons therefor?
ANSWER

(a) & (b): The Union Public Service Commission follows the instructions existing in the Office Memorandum No. 36035/3/2004-Estt.(Res) dated 29.12.2005 issued by the Department of Personnel and Training in regard to the reservation for persons with disabilities in the posts and services under the Government of India. Para 9 of the said Office Memorandum provides a format for disability certificate which indicates that recent photograph of the candidate showing the disability duly attested by the Chairperson of the Medical Board is to be pasted on the disability certificate. The Court of the Chief Commissioner for Persons with Disabilities in its Order dated 05.11.2013 directed Department of Personnel and Training to amend the Office Memorandum No. 36035/3/2004-Estt.(Res) dated 29.12.2005 to bring it in line with Persons with Disabilities (Equal Opportunities, Protection of Right and Full Participation) Rules amended in 2009 by the Ministry of Social Justice and Empowerment. Accordingly, the Office Memorandum dated 29.12.2005 has been amended vide Office Memorandum No. 36035/1/2012-Estt.(Res) dated 29th November, 2013 withdrawing Paras 9, 10 and 11 relating to Disability Certificate. All the Ministries / Departments and the appointing authorities have been requested to comply with the instructions contained in Rules 3 to 6 of Chapter II of the amended Rules, 2009 relating to Disability Certificate , which, inter alia, provides that recent passport size photograph showing face only of the person with disability is to be pasted on the disability certificate. 
(c): Question does not arise, in view of the reply in parts (a) and (b) above.

Department of Posts issued orders to keep in abeyance the orders on abolition of posts for the years 2005, 2006, 2007 & 2008.


The All India Unions of AIPEU Postman & MSE/Gr.D, AIPEU GDS (NFPE) & NUPE P-IV filed a case in Principle CAT, Delhi (during May 2012) praying not to abolish the vacant posts (DR) of Postman & Gr.D (MTS) of the years 2005, 2006, 2007 & 2008. The Pr. CAT issued stay orders (in OA No.1736/2013) on the issue and now the Department of Posts issued orders to all Chief Postmasters General to keep the orders in abeyance on abolition of posts in the circles.

This Association has been receiving opinion from LDC & UDCs of various Ministries of GOI in respect of upgradation of grade pay viz. (1) taking up of the LDC & UDC issue through political leaders including Sonia Gandhi (2) Challenge the present pay structure of LDC & UDC in the Principle bench of CAT. (3) Conducting pen-down strike to achieve the demand; and now we have a 4th opinion i.e. getting the grade pay of LDC & UDC upgraded through restructuring.

As regards the option (1) above, several of the experienced persons have advised me the way is not workable because no political leader/Multi-cadre Associations would support a particular cadre without considering the after effect of the pay structure of other cadres. Even the railway unions have not demanding upgradation of grade pay of the lakhs of junior clerks working in the railways.

Through option (2), we can put up the actual work load of LDC & UDC in subordinate offices; the decision of the pay Commission increasing the educational & technical qualification of LDC without an equal increase in the pay structure; subsequent increase of Grade pay by several state Governments who have implemented the 6th CPC in their state and other related issues before the court through a very good advocate.  It is worth to mention here that Confederation also has advised us to file a case in the principle CAT on the issue.

The 3rd opinion as received i.e. conducting of pen down strike by the LDC & UDCs is not practical because these LDC/UDC are spread over various ministries of GOI and lack of a common Association/Federation representing all these LDC & UDC. Moreover, we have the experience that major Federations, in which LDC & UDC of the respective Departments also members are not taking any active initiation to resolve the LDC/UDC issue.

As regards the 4th point, the instructions of Ministry of Finance to the FA, DoP&T is not complete. Restructuring of LDC & UDCs by each ministry according to merits of the representation made by the Associations is not practical. DoPT has to issue detailed instruction regarding the nomenclature of the posts, time frame for its implementation etc.

Thus in order to take a decision/forming a steering committee for further action a meeting of the representative/ Associations is organized on 9th January 2013 at New Delhi. The venue will be JANTHAR-MANTHAR i.e. the venue of Dharna of Confederation. The top leaders of Confederation will be available in the venue to take advice on the issue. We appeal all our friends, who gave me much energy to fight the case so far, to please attend the meeting.

All friends who attend the meeting may please co-operate by making their own arrangements for stay at Delhi.

Subject : Launching of Web based Software for csss — reg.
Reference is invited to this Department's O.M. of even No. dated 12.09.2013 vide which the software/ database in respect of officers of CSSS and CSCS were posted.

2. The Web-based system has since been hosted on an NIC server and is available at URL:http://www.cscms.nic.in.

3. As the Cadre Units are aware, the cadre management functions of CSSS at present are carried out by manual updation of data by keeping track of each and every development. This obviously is a cumbersome task as sometimes orders issued by the Ministries/ Departments in implementation of orders issued by this Department or otherwise are not received in time by CS-II Division and vice-versa. Absence of accurate updated information leads to delay in carrying out cadre management activities. The Web-Based Cadre Management System being launched will result in updation of the data on real time basis and would subsequently facilitate speedy decisions relating to cadre management functions. The primary objective behind the Web-Based Cadre Management System is, therefore, to reduce paper work and delay involved in cadre management of CSSS by shifting cadre management related activities online.

4. Officers can log in to the system with a default user ID which is a combination of 8 digit date of birth followed by first four letters of their names i.e. ddmmyyyyabcd. For instance, if the name and date of birth of the officer is Ramanujan and 10.02.1975 respectively, his user ID will be 10021975rama. The default password is apple123 which may be changed at the first login. User manual of the system is available at the Help tab after login to the system.

5. Availability of complete and accurate data in respect of the officers is indispensable for successful operation of the system. The basic available information in respect of the officers has been uploaded by this Division. Cadre Units and individual officers of CSSS are requested to log in to the system to check if the complete and up-to-date data is available in the system. Any discrepancy in this regard may immediately be brought to the notice of the Nodal Officer concerned and this Department for correction/ updation. Nodal officers designated in this regard would be responsible for the correctness of data in respect of officers of CSSS posted in their respective Ministry/Department. In case, the data in respect of any officer is not available in the system, the same should be forwarded to this Department without any further delay. Officers concerned are also requested to ensure that the data in respect of them is available in the system. In case, the complete and accurate data is not available in the system, any request for cadre clearance for deputation, training etc. may not be considered. Further, their names may also not be included in the zone of promotion. Once complete data is available in the system, this Department will issue the orders for posting, transfer and promotion through this system. Similarly, the Ministries/ Departments will issue the orders for a relieving/ joining, appointment, promotion etc though this system.

6. The Web-based System comprises of the following modules:

(i) Employee Information System : This module provides the basic information about the official. Cadre management activity carried out through the system automatically updates the database. This module generates various reports on the basis of the data viz, a) personal information report, b) RTP report, c) multi-information report, d) events report viz, retirement, deputation, VRS, etc. e) vacancy report, f) designation wise report etc.

(ii) Promotion/ Transfer Module : Promotion / transfer orders will be issued by this Division through this system also. Cadre units will indicate the relieving/ joining details of officers through the system immediately on relieving/ joining of the officer on the basis of the order issued by this Department.

(iii) Deputation Management System : Cadre clearance in respect of officers in the rank of PPS and above for deputation is granted by this Division. The officers will now also apply through this system for cadre clearance for deputation. Nodal Officers of the cadre units will forward the request online. Copy of the relevant portion of the advertisement should also be scanned and uploaded in the system. The scanned copy will be in pdf and jpeg formats and should not exceed 1MB. In case selected for deputation, the officer will be relieved through the deputation module of the system.

(iv) Voluntary Retirement : Cadre clearance for Voluntary Retirement in case of PPS and above level officers of CSSS is accorded by this Department. The cadre units are required to submit the proposal for voluntary retirement through the system.

(v) Vigilance Status : Vigilance clearance, whenever required, will be sought and obtained through this module. In respect of officers of the level of PPS and above, vigilance status will be updated both by the cadre units as well as AVD-I unit of this Department. Vigilance status in respect of officials upto PS level will be updated by the Cadre units.

(vi) Immovable Property Return : CSSS officers will be required to file the Immovable Property Return through the module. PPS and above level officers will be required to take a printout of the return submitted online, sign it and send the same to CS-II Division for record.

(vii) Mandatory Training : The officers for training will be nominated through this module. Their attendance and result will also be available in this system.

7. All the cadre units and the individual officers are requested to extend the necessary cooperation to make the web-based system successful in the interest of speedy, transparent and effective cadre management of CSSS.
