2.     CELEBRATE DIAMOND JUBILEE OF CONFEDERATION IN ALL STATES BY THE C-O-Cs IN A BEFITTING MANNER BY ORGANIZING AT LEAST ONE PROGRAMME BY EACH C-O-C.

Confederation was formed in the year 1956. The idea was mooted by Com. B N Ghosh, then Secretary General of NFPTE. There were many demands of the Central government Employees which were of a general nature concerning all the Central Government Employees. It was felt by Com B N Ghosh that an organization of all Central Government Employees is required for wider unity and struggle. As such he approached all the Unions and Federations in the central government establishments. Railway and defense federations did not show much interest. However other central government employees organisations showed much enthusiasm.

A joint meeting of all the willing Unions/Federations was held at New Delhi on 16th August 1956 presided by Shri Sarangdhar Das, Member of Parliament. Detailed discussion took place and “Confederation of Central Government Employees & Workers” was formed. Nath Pai, Member of Parliament, was elected as Chairman and S Madhusoodhanan of Civil Aviation was elected as Secretary General. Rest is history. In the formation meeting on 16th August 1956 only ten organizations participated. The number of affiliates went on increasing year by year and as on date Confederation is having 112 affiliated organizations.

All the C-O-Cs are requested to celebrate the diamond jubilee in most befitting manner by organizing at least one program by each C-O-C. Senior leaders may be honored in the function.

4.       OBSERVE MAY DAY JOINTLY WITH OTHER FRATERNAL ORGANISATIONS:

2016 May 1st may be observed as May Day at all important centers jointly with other fraternal organisations. The importance of the International Workers Day and the need to strengthen the unity of working class by building up class-oriented militant struggle against the imperialist neo liberal globalization policies may be explained to the workers

5.       ALL INDIA GENERAL STRIKE :

The national convention of workers at Mavilanka Hall,  New Delhi on 30.03.2016 under the banner of all Central Trade Unions(except BMS) and other Federations/Unions/Associations has decided to organize one day ALL INDIA GENERAL STRIKE  on 2nd September 2016 against the anti - people anti- labor policies of the NDA Govt. The national Secretariat of the Confederation of Central Government Employees and Workers call upon all its affiliated organizations and C-O-Cs to conduct intensive campaign and preparations for ensuring maximum participation of Central government Employees in the general strike. All affiliated organisations are requested to issue their own separate circulars to their lower units instructing them to participate in the strike. Central Government Employees are the worst victims of the neo liberal policies of the NDA Government and hence it is our duty to make the strike a grand success.

6.  GET READY FOR INDEFENITE STRIKE FROM 2016 JULY 11TH ON 7TH CPC RELATED CENTRAL GOVERNMENT EMPLOEES DEMANDS.

The National Joint Council of Action (NJCA) has decided to serve indefinite strike notice to the Govt on 9th June 2016 and to commence indefinite strike from 11th July 2016, if the Govt fails to come to a negotiated settlement on 7th CPC related issues with the JCM National Council Staff Side. In the discussion held on 1st March 2016 with the empowered committee of Secretaries headed by Cabinet Secretary, the Government has not disclosed its mind on any of the demands including minimum wage. Thereafter no discussion took place. NJCA has given enough time as requested by the Government by postponing the strike to July 11th. 7th CPC report was submitted to Govt on 19th November 2015 and almost five months are over now. The developments that are taking place in the country shows that Modi Govt is becoming more and more and more aggressive towards the workers and common people. Unless we go for an indefinite strike, the Govt may not modify the retrograde recommendations of the 7th CPC. Confederation National Secretariat calls up on all its affiliates and C-O-C’s to continue the campaign and prepare the rank and file membership to go for indefinite strike from July 11th. All affiliates should serve the strike notice on June 9th to their respective Departmental heads. Copy of the strike notice should be sent to all lower units without fail. Branch/Units of some of the affiliates of confederation has complained that their All India leadership has not issued any circular or instructions to them to participate in the strike. Without getting instructions from higher bodies they are reluctant to participate in the strike. Hence it is once again requested to all affiliates of Confederation that:-
(1)    Clear instructions may be issued to all lower units now itself to participate in the July 11thindefinite strike.
(2)    Copy of the strike notice served to the Departmental head on  9th June 2016 should be sent to all lower units

With May Day Greetings

Yours fraternally
(M. Krishnan)
Secretary General

Passenger Reservation System in Indian Railways

At present, computerised reservation facility is available at approximately 3337 reservation centers, which are working satisfactorily. Till March 2016, 134 Yatri Ticket Suvidha Kendra (YTSK) licensees have been engaged. They are also working satisfactorily. Next Generation e-Ticketing (NGET) which was launched on 28.04.2014, now has a capacity of booking 15000 tickets per minute and is working satisfactorily.

Adequate safeguards have been kept in the computerised Passenger Reservation System (PRS) and internet booking system to prevent its misuse by unscrupulous elements.

For the benefit of different categories of travelling public, the Railways have introduced ticketing facilities at Non-Railhead locations and India Post Offices so that the ticketing system can be accessed by people living in smaller towns and villages. This is in addition to e-ticketing which provides access to reservation system from the comfort of the home/office.

In addition to the provisions made in the computerised PRS and internet ticketing system to prevent misuse of reserved ticketing system, various other steps have been taken, some of which are as under: (i) Condition of carrying original proof of identity by any one passenger booked on a reserved ticket. (ii) Agents are debarred from booking tickets during first thirty minutes of opening of booking, i.e., from 0800 to 0830 hours for general booking, 1000 to 1030 hours and 1100 to 1130 hours for Tatkal booking on AC class and Non-AC class respectively. (iii) In case of booking of reserved tickets through internet, only one booking in one user login session except for return/onward journey between 0800 and 1200 hours. (iv) The monthly limit of booking of tickets through internet by an individual user has now been revised to 6 tickets in a month instead of 10 tickets.

Government hikes minimum wage for contract workers to Rs 10,000

NEW DELHI: The minimum wage for contract workers has been increased to Rs 10,000 per month, Union minister Bandaru Dattatreya said on Monday.

The minister of state for labour and employment informed Lok Sabha that the wage hike has been implemented based on a Supreme Court verdict.

Asserting that the government is committed towards the betterment of the working class, he said workers are being protected through all the rights.

"Recently, we have increased minimum wage to Rs 10,000 at the national level taking into consideration the Consumer Price Index and Dearness Allowance. This was based on the verdict of the Supreme Court. We have linked this increase of minimum wage to pension and bonus," he said during Question Hour.

On April 17, Dattatreya had said the government would bring out an executive order to ensure that contract workers get a minimum wage of Rs 10,000 per month.
"It is the endeavour of the central government to make reforms in labour laws and to proceed from minimum wage to universal wage. Because the Opposition is not cooperating in Parliament, we will do it through an executive order," he had said.

"We have taken a decision to make changes to rule 25 of the Contract Labour (Regulation and Abolition) Central Rules. Every contract worker will be entitled to get Rs 10,000 per month," Dattatreya had said.

Government approves 8.7% interest on EPF for 2015-16

The finance ministry has approved 8.7 per cent interest on PF deposits for over 5 crore subscribers of retirement body EPFO, lower than 8.8 per cent decided by the Central Board of Trustees (CBT).

"The (EPFO's apex decision-making body) CBT, at its meeting held in February 2016, has proposed an interim rate of interest at 8.8 per cent to be credited to the accounts of Employees' Provident Fund subscribers for 2015-16. The ministry of finance has, however, ratified an interest rate of 8.7 per cent," labour minister Bandaru Dattatreya said in a written reply to the Lok Sabha on Monday.

This is probably the first time that the finance ministry has not given concurrence to the rate of interest on EPF as decided by CBT, which is headed by the labour minister.

EPFO had provided 8.75 per cent rate of interest in 2013-14 and 2014-15, which was higher than 8.5 per cent in 2012-13 and 8.25 per cent in 2011-12.

EPFO's estimates, which were worked out in September, projected that the body can easily pay 8.95 per cent rate of interest as it would leave a surplus of Rs 100 crore.

The EPFO pays rate of return to its subscribers on the basis of returns it generates from its investments.
However, despite the employees representatives' demand for 9 per cent rate of interest for the fiscal, the CBT at its meeting held on February 16 decided to provide an interim interest rate of 8.8 per cent for 2015-16.

Later, Dattatreya had assured that the Employees' Provident Fund Organization will not revise its interim interest rate of 8.8 per cent downward for 2015-16.

"We will not revise it (interim interest rate) downwards. The revision will be keeping in view of the economic trend in the country, interest rates of various schemes as well as the 7th Pay Commission," Dattatreya had said.

Asked about the interim announcement, he had said the prevailing situations need to be analysed and after that, CBT will again meet in future to decide the interest rate.

EDITORIAL POSTAL CRUSADER FEBRUARY-2016
Start up India
(Beginning of Capitalist Regime)
On16th January, i.e. in the beginning of New Year our Hon`ble Prime-Minister has launched an ambitious Scheme “Start up India” which was announced by him in his speech to the Nation as Prime-Minister  from the Wall of Historical Red Fort  , New Delhi on 15th August 2015. The concept behind this is to create a congenial atmosphere and ease by relaxing all norms, rules and regulations to set up industries by the Industrialists so that the economy of the country may grow and more job opportunities may be created to the educated unemployed youth of the country.
During his speech Prime-Minister stated that in the last 70 years Governments of India have done a lot but now enough is enough and the all types of business works should be stopped by the Government and it should be handed over to the entrepreneurs “Start up India” programme, the Prime-Minister has declared that for 3 years there will be no restrictions on entrepreneurs who establish Industries in this programme. They will be given Income Tax exemption for 3 years. If anybody establishes any business under this scheme after selling his moveable and immoveable properties. No Capital gain Tax will be levied on him. Besides this such Industrialists will also be given exemption from Labour Laws and environmental laws. Ten thousand crores rupees fund will be allotted for this scheme within 4 years. Government will provide more fund for innovation based programme. At 7(Seven) institutions research parks will be established.
What does it mean in the context of working class? Earlier also Prime-Minister  has declared  that labour Inspector will not go to  visit  any industry to see the working conditions of labourers as it causes exploitation of Industrialists. Capitalists. Now the full exemption will be given from labour laws means a free hand to the capitalists to exploit labour like anything. The workers will not be given conducive atmosphere to work and even minimum wage will also not be given to  them. They will adopt hire and fire policy. As the amendment has been done in Apprenticeship   Act, so for two years they will take work from the workers as apprentice merely giving some stipend. Not only this they will take the work beyond 8 hours and no social security and Job Security will be given. So this type of provisions and open declaration by the Prime-Minister will give free had to Capitalists to exploit the workers to maximum extent.
Giving exemption from Income Tax and Capital gain Tax will benefit the industrialists to maximize their profit and the burden of such exemptions will come on the shoulders of common Tax Payer. To provide Rs. Ten thousand crores fund within 4 years to the entrepreneurs is also a question mark? From where this money will come? This will also be given from the money collected through taxes from the common man. Besides this exemption from environmental laws will also worsen the position as they will exploit the natural resources like anything.
So all beneficial schemes to the industrialists/capitalists and nothing to the working class of India..The workers are still deprived of minimum wage. Our Government  is crying that after implementation of 7th CPC  Rs.One Lac  crores  burden will come  while in other  side the top class industrialists  are given benefit of waiver of NPA of  Banks  worth  Rs. One lac twenty five thousand crores. Besides this within 5 years Rs. Twenty five lac crores exemption has been given to the corporates in various Taxes.
The range of income tax exemption to the salaried class employees  is not being increased, so whatever is gained as DA as compensation to neutralize the price rise of market  is snatched by the government in the form of Income Tax.
For seeking modification in 7th CPC the entirety of Central Government Employees is struggling.
We as worker should analyse and understand the policies of Government of India who is intensifying the neo-liberal economic reforms in various ways like Start up India.
So it is crystal clear that Start up India Programme is beginning of Capitalists Regime which is going to give more opportunities to the Capitalists to exploit the Working Class in various forms.

Mahatma Gandhi National Rural Employment Guarantee Act - The Journey of a Decade

Press Information Bureau
Government of India
Ministry of Rural Development
01-February-2016 12:05 IST
Mahatma Gandhi National Rural Employment Guarantee Act

The Journey of a Decade

The Mandate of the Act and Achievements
The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) completes ten years of implementation on 2nd February 2016. The achievements of a decade are a cause of national pride and celebration. Since the start of the programme, the expenditure on the programme has amounted to Rs. 3,13,844.55 crore and out of this 71% has been spent on wage payments to workers.
Of the workers, the percentage of Scheduled Caste workers has consistently been about 20% and Scheduled Tribe workers has been about 17%. A total of 1,980.01 crore persondays have been generated, out of which the percentage worked by women has steadily increased much above the statutory minimum of 33%.
Sustainable assets have been created linked to conservation of natural resources and overall development of Gram Panchayats. More than 65% of the works taken up under the programme are linked to agriculture and allied activities.
Revival of the Programme
The past year, 2015-16, has seen a revival of the programme. The personday generation is the highest in the second quarter (45.88 crore) and third quarter (46.10 crore) than it has been in the last five years. The national personday generation to date at 146 crore is well above what this figure was at this time last year.
44% of all wage payments are being made on time. More than 64% of total expenditure is on agriculture and allied activities, the highest in three years. 57% of all workers are women, well above the statutory requirement of 33% and the highest in three years. 23% of all persondays are being done by SC workers, and 18% by ST workers, the highest in three years.
This revival has been achieved due to a slew of reforms undertaken by the Ministry of Rural Development. Most important of these has been the timely release of funds to states to provide work on demand. An electronic fund management system has been successfully instituted which allows for real time and transparent release of funds to implementing agencies and beneficiaries. There has been consistent coordination between banks and post offices and constant monitoring of pendency of payments has led to a reduction in wage delays.
The Ministry has reacted swiftly to the distress situation of droughts in nine states by declaring an additional 50 days of employment in the drought affected areas.
Way Forward
The focus for the upcoming years will be on simplification and strengthening of procedures for the implementation of the MGNREGA as an employment guarantee. A Master Circular is being issued today which consolidates all key instructions from the Central Government on the implementation of the Act. Beyond this, states are encouraged to innovate with flexibility.
The convergent planning exercise currently underway in 2569 backward blocks in the country will be consolidated in the State Rural Development Plan (SRDP) which will be the basis of implementation and monitoring for the coming year.
Concurrent social audits and community monitoring will be undertaken. There will be a renewed focus on sustainable individual assets to benefit the poor and vulnerable households with the following targets; 5 Lakh farm ponds and 10 Lakh Vermi and NADEP compost pits in the FY 2016-17.  There will be a continued focus on construction of Anganwadi Buildings and individual household latrines.
The Ministry will focus on imparting skills to workers. It will aim to train and place 10,000 Barefoot Technicians from worker households and through Project LIFE, skill and train workers for wages, for self-employment and livelihood upgradation.
