Seventh Pay Commission To Propose Higher HRA




New Delhi: The Seventh Pay Commission is likely to propose to increase House Rent Allowance (HRA) of central government employees, besides their basic salaries.

By giving House Rent Allowance hikes, the Pay Commission is likely to seek to encourage property owners to rent out their properties, reduce the shortage of dwellings and to provide ‘housing for all central government employees’.

Besides the basic salary, a large portion of central government employees’ salary is the House Rent Allowance; some changes will be made in that category this time.

Instead of the existing three areas for house rent, four are likely to be created. ‘X’ class cities Ahmedabad, Bangalore, Chennai, Delhi, Hyderabad, Kolkata, Mumbai and Pune, where employees will get 40 percent of their basic salary as House Rent Allowance (HRA), increasing from the existing 30 percent.

Employees posted at ‘Y’ class cities covers near about 90 stations, will receive 30 percent of basic salary, instead of the existing 20 percent.

A new area will be opened for the district towns; the central government employees will get 20 percent of their basic salary as House Rent Allowance (HRA) there.

In other areas, the house rent allowance will be 10 percent of basic, which is the existing rate of House Rent Allowance (HRA) of ‘Z’ class cities.

The existing qualifying threshold of population for HRA classification is 50 lakh and above for X, 5-50 lakh for Y and below 5 lakh for Z class cities.

However, the central government’s salary bill will rise by 9.56% to Rs 1,00,619 crore with the implementation of the recommendations of the Seventh Pay Commission, according to a statement tabled in Parliament by Union Finance Minister Arun Jaitley on August 12.

7th Central Pay Commission – Regularisation of Retirement Age?


As the recommendation and implementation of the 7th Central Pay Commission is eagerly awaited by the central government employees, some points in the recommendations are slightly leaking in..It may not be authentically correct.

According to information from various sources, the Pay Commission may fix the minimum basic pay at Rs. 15000/- and it is assumed that a huge increase in the salaries of the employees cannot be expected. The term of the commission was extended for four months and they are in full swing giving final touches to the report to be submitted to the central government by the end of December 2015.
One more recommendation which is said to be an important one, is the regularisation of retirement age for the Central Government Employees. The Commission may recommend that an employee should retire after completing 33 years of service or at the age of 60 whichever comes first. For instance, if an employee joins a central government establishment at the age of 23, his retirement age will be 56. If this recommendation is true, it will definitely create panic among the employees and it will not be a wise decision by the pay commission. All Federations and Associations will strongly oppose these type of recommendations…

The 6th CPC had brought various changes in the Pay Structures and introduced Grade Pay. There was a moderate increase in the Basic Pay, House Rent Allowance and re-imbursement of tuition fees was also introduced. The minimum basic pay was Rs.5200+Grade Pay 1800=Rs. 7000/- while it was Rs. 2650/- in the 5th CPC.

Further, it is also said that, the 7th CPC may abolish the 6th CPC’s Pay Scales and may bring back the old pay scales. The overall increase in the Pay Scale will be around 15% to 20%…

7th CPC may not delay its submission


Though Central Government decided to extend 4 months life of Pay Commission, it appears that it was in the background of negotiations with Armed Forces Veterans for referring OROP issue to CPC. Now in the background of across the table settlement of OROP, Govt too not issued any orders for time extn. CPC Chairman was averse to delaying his report. Comrade R.Elangovan DREU Working President analyses the situation nicely about possibilities of submission before 39.09.2015. I do agree with this assessment. More over the postponement of SCOVA meeting scheduled in September also indicates the probability of submission by end of September. I am reproducing Elangovan's note for all to study!

7TH CENTRAL PAY COMMISSION MAY SUBMIT ITS REPORT BEFORE 30TH SEPTEMBER 2015

1.Sri A.K. MATHUR,chairman ,7th cpc told the press on 24th August that he will submit his report before 30th September. 
2.Cabinet decided on 26th September to extend the tenure of 7th cpc up to 31-12-2015 which raised the suspicion that the submission of the report may be delayed.
3.But so far,until today, the finance ministry has not issued the extension order by notification.
4.The cabinet decision for extension was taken in the context of one rank one pension issue. The government wanted to refer the issue to 7th cpc.But the veterans did not agree to the suggestion. Now the issue has been settled outside the 7th cpc.Hence the need for the extension becomes unwarranted. It is why i think the finance ministry has not issued the extension order and the term as of now has ended on 27th August.7th cpc website also has not posted any extension of their tenure as no order exists for that.
5.Now cabinet has taken early decision on 1st july 2015 da so that the 7th cpc can include this da to evolve the formula for revision on 1-1-2016.You are aware that there will be no da on 1-1-2016 either of 6th cpc or of 7th cpc.
6.Government also has indicated the amount what is feasible and desirable to them through Arun jaitely’s medium term expenditure framework statement by suggesting an increase of about Rs 15000 crores which will be 25% of the basic pay. Even for 40% Rs 24000 cr is needed.Our demand is for 152% more over the existing 219%.Any increase can be possible out of the united struggle.Seriously prepare for the united struggle.
7.Under these circumstances i presume the 7th cpc may submit its report before or on 30th September 2015.

Indian Bankers Top Fortune’s Most Powerful Women List

Mumbai: Bankers Chanda Kochhar and Arundhati Bhattacharya have been ranked as top two in a list of most powerful women in Asia Pacific prepared by the global magazine Fortune.

Kochhar, 53, who heads the country’s largest private sector lender ICICI Bank has been ranked at the top, up from the second position last year, the magazine said on its website.

It credited Kochhar with reshaping banking in the country, and for building ICICI Bank into the “nation’s largest and most profitable private sector lender”.

She is followed by Arundhati Bhattacharya, the chairman of the country’s largest lender State Bank of India, whose ranking has also moved up from the fourth spot she was at last year, the magazine added.

State-run oil marketing company Hindustan Petroleum Corporation’s chairman and managing director Nishi Vasudeva has also made it to the list at fifth rank, same as previous, it said.

Country’s third largest private sector lender Axis Bank’s managing director and chief executive Shikha Sharma comes in at the ninth spot in the list.

Singapore-based chief executive of International Goldman Sachs Asset Management, Sheila Patel, has also made it to the list at the 23rd position.

The list includes key executives from over six countries in the region. With 11 names, Chinese women lead the list.

No lenience warranted in corruption cases: Supreme Court


New Delhi, Sep 13 (PTI) At a time when corruption has affected the system like cancer, courts should not get swayed by the concept of mercy while awarding punishment to the corrupt, the Supreme Court has said.

The apex court's observation came while terminating the services of a conductor employed in Uttar Pradesh State Transport Corporation for carrying 25 passengers without ticket in 1992.

"In the case at hand, as we perceive, the delinquent employee has harboured the notion that when the cancerous growth has affected the system, he can further allow it to grow by covering it like an octopus, with its tentacles disallowing any kind of surgical operation or treatment so that the lesion continues.

"The whole act is reprehensible and such a situation does not even remotely commend any lenience," a bench of justices Dipak Misra and Prafulla C Pant said.

It said that both the labour court and Allahabad High Court committed error by imposing lesser punishment and granting chance of reformation to Gopal Shukla as the only punishment should have been dismissal.

The apex court said that the high court appeared to have been swayed by concept of forgiveness and mercy while remaining oblivious to the great harm caused to transport corporation.

"When such kind of indiscipline causes financial loss to the Corporation, adequate punishment has to be imposed and in our view such misconduct does not stand on a lesser footing than embezzlement or corruption and more importantly results in loss of faith and breaches the trust," it said.

According to the bench, a number of persons were allowed to travel in the bus without tickets and if fares were paid, these were pocketed.

"We must not forget the fundamental duty and work," the bench said, adding that the approach of the high court and labour court showing leniency towards the conductor is not judicially maintainable.

Postal department savings scheme for male child to be launched


CHENNAI: The Department of Posts will launch a savings scheme in Tamil Nadu for the male child tomorrow on the lines of the successful Sukanya Samriddhi Account scheme, a top official said here today. 

The proposal to create the 'Ponmagan Podhuvaippu Nidhi scheme was in the backdrop of requests from the public that a scheme similar to the Sukanya Samriddhi Account scheme be created, Chief Postmaster General Mervin Alexander said in an official release. 

As per the scheme, an account for children below 10 years can be opened through a guardian while children above 10 years can open the account individually. 

The interest for the current year is 8.7 per cent and interest earned would be exempted from income tax, he said. 

Minimum deposit would be Rs 100 and the maximum be Rs 1.50 lakh.

"The scheme will be formally launched heretomorrow, he said.

                 This is to bring to your kind notice that Delhi Postal Circle has taken up a business package with Department of Publications Division (DPD), Ministry of Information and Broadcasting in the areas of mutual interest. The DPD is mandated to publish books and journals, as detailed below, on issues of national importance and to make them available to the people across the country at affordable price: 

(i)    One of the important journals of DPD is the “Employment News”  which is published in  English, Hindi and Urdu on weekly basis which has a circulation of 3.4 lakhs per week.  The Employment news is at present reaching their subscribers through its 140 distributors/agents across the country and through ordinary post to its individual subscribers. 
(ii) There is huge demand for Employment News especially in rural / semi urban areas which is benefitting unemployed and under employed youth on job related information provided by said weekly.
2.            In view of the above a high level meeting was held by officers of the DPD, Min. of I & B and Delhi Circle.  DPD (Publiction Division) has requested since the DoP is having ‘one stop shop’ in the form of “Retail  Post”, with its vast network of Post Offices across the country, can be a great help to increase the reach of Employment News. The Ministry further wants to explore the support of India Post in distribution of its books and other journals such as YOJANA, KRUKSHTRA, AAJKAL AND Bal Bharti
3.               It is brought to the notice that the dispatch work of journal has already been undertaken by Delhi Circle. While DPD have informed that the number of complaints received from individual subscribers has reduced but, in Maharashtra Circle, the Postmen staff is not delivering the articles especially to the Sales Emporia in their premises and instead calling them to collect from the PO premises which is unethical.    
4.              In view of the above, I have been directed by the Competent Authority to request you to kindly intervene in the matter so that the important career journals are delivered in the premises of the customer as per norms.

5.              Further a review meeting was also called for by DPD and the following were decided: 

·       Consignments to Sales Emporia will be delivered in one lot same day and should not be staggered over days.  DPD has been intimating the number of copies to be delivered at each Sales Emporia and DoP would pass the same to their respective offices. 

·       More attention will be paid to individual subscribers so that complaints will be reduced further.

 ·       DPD has requested for further intervention of DoP to enhance the reach of Employment News in North-East region as the part of the social responsibility of the Department.
