CMC (CENTRAL MANAGING COMMITTEE) MEETING OF AIPRPA HELD AT NEW DELHI ON 17-01-2015
VAN.Namboodiri President AIBDPA inaugurating the CMC

As notified the 1st meeting of the Central Managing Committee (CMC) was held at the M.P Club, North Avenue, New Delhi 110001 on 17-01-2015 under the Presidentship of CHQ President Comrade D.K.Rahate. Comrade Rajender Prasad Verma (CHQ Organising General Secretary & the Chairman of the Reception Committee) formally delivered the welcome address. Despite the cold weather and late running of trains Office Bearers and State General  Secretaries representing Kerala, Tamilnadu, Andhra, Maharashtra, Gujarat, Rajasthan, Punjab, Himachal Pradesh and Delhiattended the CMC.

The CMC was inaugurated by Comrade VAN.Namboodiri (President of All India BSNL DOT Pensioners Association) and his speech elaborated on the growing international unity of Pensioners and Senior Citizens since the international conference of TUI at Barcelona (Spain) and the problems faced by the pensioners in the background of new political climate. He traced the history of social security in the world and how that rights are being taken away in the background of fall of socialism and growth of neo-liberalism. He also informed the Asia Pacific regional meeting of TUI Pensioners & Senior Citizens will be hosted by AIBDPA in New Delhi shortly.

Comrade S.K.Vyas (Secretary General NCCPA) addressed the CMC and in detail narrated the pensioners demands before the 7th CPC and pointed out that the issues of pensioners are linked with the issues of CG Employees like DA Merger, Interim Relief etc. He touched the issue of bringing GDS under the 7th CPC ambit and the justification of Parity in Pension as recommended by the Mathew Commission. He advised us to start an educative campaign among all Postal Pensioners about the pensioners demands and the attitude of the Government that is denying them. He emphasized about formation of departmental  level Pensioners Organisations like the BSNL DOT Pensioners Association, the AIPRPA etc being a scientific approach and said that as like the Confederation of CG Employees the pensioners movement also will be strengthened by the strengthening of all departmental level pensioners organisations coming under a united banner like BCPC / NCCPA. He explained about the importance of Nagpur All Pensioners National  Convention on 15-02-2015 and said that convention will finalise the Pensioners Charter and the path to be followed unitedly by all Pensioners Organisations.

Comrade R.Seethalakshmi General Secretary of P4 NFPE addressed the CMC and highlighted the need to take  up the issues of GDS under SDBI scheme and about the inordinate delay in settlement of retirement benefits to GDS Promotees and the need to bring in more women pensioners to the managing committees of AIPRPA at all levels. She assured total support in building the AIPRPA.

Comrade N.Subramanian General Secretary of P3 NFPE praised the preparation of the Memorandum to 7th CPC by AIPRPA and explained the taking up the problem of non-inclusion of postal pensioners in CGHS after retirement in the Postal Departmental Council JCM meeting recently held. He suggested taking up several issues of Postal Pensioners on the lines of benefits extended to Railways Pensioners etc by the respective departments and assured all cooperation and support of P3 organisation in building the AIPRPA.

Comrade K.P.Singh AGS R3 NFPE addressed the CMC and assured all support to the AIPRPA on  behalf of his organisation.

The subjects committee approved the Agenda as circulated by the CHQ and a written report by the General Secretary was submitted for the consideration of the CMC.Comrade K.Ragavendran General Secretary initiated discussion on the agenda items and focussed on the issues of pensioners in general and the Postal Pensioners in particular and stressed the need to strengthen the AIPRPA at all states and this could not be done without total interaction with the NFPE leadership at all levels. As a follow up to the joint appeal by the SG NFPE and GS AIPRPA, the issue will be discussed with NFPE and a way to organise a discussion between the Circle Secretaries of NFPE and the AIPRPA leaders will be evolved. All CHQ Office Bearers and State General Secretaries of AIPRPA will have to take initiative to sit with the Circle Secretaries of NFPE unions and focus on formation of AIPRPA in those states where no formation has taken place so far. He also presented that the experience of both 17th December Pensioners Day programme and the 12th January FMA demonstrations and said that our membership participated with full enthusiasm in these programmes of CHQ and therefore we can organise a Programme of Action on our Sectional Demands in addition to any Programme of Action finalised by the BCPC National Convention at Nagpur. He explained about the need to release a journal for CHQ and certain names suggested for the journal by comrades.  

A discussion followed and all participating CMC Members took part and presented their valuable views. All Comrades appreciated the call given by CHQ for 12-01-2015 FMA demonstrations as timely and successful and reported that the participation of pensioners in the demonstrations was enthusiastic. They collectively felt that more Programme of Action on important sectional issues is necessary but that can be launched after the completion of common movement if any is finalised by the BCPC National Convention. Many speakers concentrated on CGHS deficiencies; Non-admission of Postal Pensioners into CGHS; Lack of CSMA facilities in spite of the Supreme Court directives; Rent free BSNL landline to Postal Pensioners; Allotment of vacant staff quarters to Pensioners on concession rent; inclusion of family pensioners and GDS and NPS Pensioners as members into our organisation; Problems faced by Pensioners in drawing pension on the pension day due to technical problems faced by introduction of CBS in some places; and need for a mechanism for periodical negotiation with the authorities as like staff associations. 

The President also delivered the Presidential speech on all issues of agenda. After the summing up by the General Secretary the following decisions were taken unanimously:

  1. All Office Bearers and State General Secretaries will attend the Nagpur National Convention of BCPC on 15-02-2015.
  2. All suggestions of the Office Bearers and State General Secretaries will be noted by the CHQ and appropriate follow up action will be taken.
  3. A Programme of Action on Charter of Demands as finalised by National Convention will be effectively carried out. Efforts will be made to include important Postal Pensioners issues in the Charter itself.
  4. A Programme of Action on Postal Pensioners’ Sectional issues will be undertaken if necessary after the Programme of Action of Common issues as finalised by BCPC Convention is completed.
  5. CHQ will interact with NFPE for necessary directions to Circle Secretaries of NFPE at all Circles for a discussion with the AIPRPA leaders to collectively plan formation of AIPRPA in those States where the formation has not yet taken place. It was emphasised and understood that without the active involvement of NFPE leadership at all levels the building of AIPRPA into a strong organisation will be impossible. This fact must be borne in mind by all comrades and the task of building AIPRPA should be attended to with close consultation and cooperation of Circle Secretaries of NFPE Unions as guided by the NFPE & AIPRPA joint circular.
  6. Until a journal is published for CHQ, a monthly Bulletin will be regularly issued by the CHQ. All the States will email the mailing list of all District / Divisional Secretaries with Mobile Numbers for facilitating sending of the Bulletin directly to all.
  7. All State General Secretaries and the CHQ Office Bearers in those States where no State General Secretaries are elected so far will issue a Circular to Pensioners explaining the background of AIPRPA formation; the role played by AIPRPA in formulating the common and sectional memorandum to 7th Pay Commission; the issues being taken up by the CHQ with the Administration and the Programmes launched so far by the CHQ etc to members in local languages.
  8. The Flag of the AIPRPA will be of 3:2 in Red Colour with White letters of AIPRPA. For an appropriate logo to our Association, suggestions will be invited from all Comrades and the best will be selected as our LOGO.
  9. The finances of the CHQ and the State Associations should be strengthened. The CHQ Office Bearers and the State General Secretaries will monitor and arrange for remittance of due quota to CHQ and State by the District Associations as per the by-law provisions.
The role of the Reception Committee of Delhi State AIPRPA came to praise by all participating comrades. The Reception Committee was in fact took pains to organise the CMC meeting in a befitting manner and all arrangements of the venue of the CMC and catering arrangements were of nice order. The CMC concluded with a formal vote of thanks.

IBPS Exam Calendar 2015: Two Tier Exam for PO/MT and Clerks from CWE-V

Friends.. as you have already noticed Institute of Banking Personnel Selection (IBPS) has published its Calendar of Exams for 2015 with tentative dates on 16.01.2015. It was mentioned in the notice that they have decided to hold two-tier examinations for recruitment of PO/MT and Clerks from CWE-V onwards. That means a slight change in the exam pattern is also expectedFurther detailsregarding the change will be out in few days. The notification published by IBPS read as follows:

RRBs CWE-IV Tentative dates: 05.09.2015, 06.09.2015, 12.09.2015, 13.09.2015, 19.09.2015, 20.09.2015, 26.09.2015 & 27.09.2015

PSBs – CWE PO/MT-V and CWE CLERK-V
It has been decided by the competent authority to hold two-tier examinations for recruitment of PO/MT and Clerks from CWE-V onwards. All the candidates who successfully register themselves under CWE PO/MT-V and CWE CLERK-V will be called for Preliminary Examinations. Based on the performance in the preliminary examination, certain number of candidates will be shortlisted for each of these examinations. The short listed candidates will then be called for Main Examinations. There will be fewer number of questions in the Preliminary Examination with shorter duration. The details with regard to both the Preliminary and Main examinations will be made available on IBPS website through the detailed notifications in due course. The marks obtained in the Preliminary examination will not be considered for preparing the final meritlist and the marks obtained in the Main Examination will only be considered for short listing for interview.

I am receiving mails form the Postman exam aspirants regarding books to refer & how to prepare and publishing of quality study material.

Books are keys to success for any exam. Candidates should polish their basics by using best books. Candidates make big mistake while choosing books for exams. Never choose all in one book, these kind of guides doesn't concentrate on fundamentals.

1.    Just Remember, Almost all the topics they cover in Postman / Mailguard exams are of the classes 6th to 10th. So, Even a 10th Standard kid can clear this exam, if given enough time. With me? But the thing is, you have to complete the paper in given time. So, don't you think you can do it with little efforts and practice?

2.    Stop saying, I have so many family problemsSo, can't concentrate on preparation. First let us know, who the hell on earth don't have problems? See, nobody will remember your problems when you failed in the exam. Even your mom, dad and close friends will say that you lost it because of your negligence. Can you show me a single person, who sincerely says that you lost it because of your personal problems? Friends, they don't know your feelings, they don't want your emotions, all just they want is to talk about your success. So just stop searching reasons for failures and start make yourself ready for the exam.

3.    Stop thinking, What if I lost this exam? Pretty good question, isn't it? The answer is, the earth never gonna blast, the sun never gonna turn black and the most important thing, you never gonna die because of it. May be some blank faces and emotional atyachars for two or three days. Later everything gonna be fine. The only disappointing thing is, you just have to wake up in sad mood on the very next day of your result. But it’s not such a big deal. You will start preparing for another exam. After all we are here to win. Nobody gonna die as a loser. Who knows?  This may be your last step towards your goal :) Be positive. Just avoid negative thoughts. 

4. Is Coaching Necessary to clear the Postman / Mailguard exam?

Of course not. Now a day’s almost all coaching institutes have became money minded. They just concentrate on covering topics rather than explaining them. So, if you are sincere enough, then you surely can prepare on your own without taking the help of any coaching class. By doing so, you can save your valuable money and time. The only best thing with coaching classes is, they just provide you the good environment of preparation. I mean, you will be motivated if people around you are continuously discussing about the issues related to preparation. Ofcourse, you can create this environment by making a group with your friends too. Combined studies and sharing ideas really help you prepare well. But make sure that all your friends are sincere and enthusiastic as you. 

5. What if I don't have good friends?

No problem, you can join in any Facebook group (Postman/ MailguardExam) in which people who prepare for exams interacts and helps each other. But don't waste too much time in chatting with others. 5 to 10 minutes per day for a good cause is Ok.

6. Gathering Materials:

Don't try to buy every book with the name "Postman / Mailguard" on it. So, before going to collect the materials just read the syllabus. Make a list of topics to read; according to it you can buy the books. Books list are mentioned above.

7. Making Timetable:

If you are working somewhere: If you are working somewhere then it may not possible to dedicate the whole day on your preparation. Try to spend at-least five hours per day on preparation. Morning two hours and night time 3 hours. Try to practice Aptitude and Reasoning sections at morning. Try to manage reading news paper during the day time. At evening you can concentrate on English / General Knowledge section according to your convenience and interest. On holidays better work with practice sets and General Awareness topics. 


If you are completely dedicated to Exams: Congratulations. You have the whole day with you to prepare. But don't be a book worm. Too much of anything is good for nothing. Try to wake up at 4 (We know its really difficult for you at initial days. But trust us , your body will get used to it within 4 or 5 days). Work with Aptitude and Reasoning sections according to your convenience. You can prepare till 8 or 9 depending on your interest. Later you can have breakfast and do your favorite task for 1 hour. Later read the news paper and note important points. Try to remember if there are any new names and numbers / dates. Complete your lunch by 1 PM. Walk around for 10 to 15 minutes. Have a quick nap for two hours. Wake up by 4 PM. Prepare English for Two hours. Complete your dinner by 9. Prepare general awareness or any other subject according to your convenience. Go to bed by 11 PM Sharp.

8. Starting Preparation: Before starting your preparation, just mug up the following things

·     Math tables upto 20
·      Squares up to 30
·      Cubes up to 15 
·      Powers of 2 (upto 12)
·      Powers of 3 (upto 6)
·      Complements of 100 (the difference between 100 and the given number). This will help you calculating faster. 
·      Try to learn 10 new English words per day (including Antonyms and Synonyms) (you should do this upto 7 days before your exam)
·      Learn Place value of Alphabets

9. During Preparation: 

   For Aptitude and Reasoning: Pick any topic and try to learn the basics of the topic. Once you feel you perfectly got the topic then only go for problems. And remember, example problems are always easier to read and understand. It something like, riding bicycle when somebody is holding it. At that time you will feel that you are perfect at bicycle riding. But before going to the race, you have to test yourself whether you can really ride it or not. More than 70% of our friends fail at this point. Why to point others? Even my brother too does this. He is a lazy bug. He just opens the book, reads the concept and says "It is easy!!!" and sleeps. But after exam he comes with a sad face and says "Di, the paper was very tough. Even I also couldn't answer more than 100 questions (!!!). Nobody can clear this exam". Then where on the earth all those people who have cleared the exam came from? From mars? The only problem is, he has laziness and attitude. Which they don't have. Hope you have got what I am trying to say. Practice... Practice... Practice.... Practice till the end of your exam.

For English Language:  Try to learn the basics first. Later you can go with concept. And remember, spoken English is different and competitive English is different. You shouldn't be a fluent English speaker or you shouldn't learn every English word to clear the Exam with good marks. Just learn the basics perfectly and practice well. That's enough. 

  Making Notes for Current Affairs: It’s better to depend on THE HINDU or The Times of India to make your CA notes. If you have any problem with them then you can go with any local language news paper. Maintain a notebook for Current Affairs. Read the news paper completely. Just write the date in the notebook as the main heading. Make some sub headings like International Events, National Events, Economy, Sports, People in News etc. Don't copy the news paper as it is, just 2 or 3 lines are enough. Try to highlight if there are any names or numerical values. And don't write everything you see in the news paper. They won’t ask you about silly things like Politician's second wife, Bollywood heroines' daughter and Cricketer's ankle pains the topics which the news papers publish as  their main headlines. Just ask yourself a question "Is it going to be appear in the exam?", if you feel YES, then write it. If you feel no then don't write. Of course, its not such an easy task as we are saying. We too agree. But trust us, day by day you could observe the improvement in you and finally you will be the expert of making Current Affairs notes.

9. Spirituality: Yep you heard it correct. Believe in god. Daily pray for 10 minutes (it would be more nice if you can Meditate). Of course, we are not saying that the god will show you the correct options during the exam. But the feeling "somebody is there to help me" makes you stay calm and peaceful.

10. Merely passing the exam won’t help you at all. Your job is totally dependentent on the rank you get. The higher rank you get, the more chances for the selection. So, don't just try to clear the exam. Try to give your best.

Hurry..! 7th Pay Commission’s report to be implemented on 01.01.2016

Estimated Pay Scales shows substantial increase in salary.

New Delhi, There is a good news for Central Government employees that 7th Central Pay Commission’s report will be implemented with effect from 01.01.2016. Central Government employees are expecting merger of dearness allowance, increase in other allowances such as house rent, children education allowances etc. with the implementation of this report.

With the beginning of 2016, pay scales proposed by 7th pay commission will be implemented. Our reports suggests that expected pay structure would be similar that we have produced. If this happens then there would be three times jump in the salaries of central government employees.

7th pay commission has reiterated that ratio between the minimum and maximum pay scales proposed by 6th pay commission was 1:12. It has also reiterated that there are lots of anomalies left, after the implementation of 6th pay commission and those anomalies will certainly be taken care of. It is expected that ratio between the minimum and maximum pay would be 1:13. This will certainly be anoying factor for employees unions.

Employees unions are studying estimated pay scales and would certainly be registering its suggestions soon.

Till date central government has notified six pay commissions before notifying seventh in February 2014. First central pay commission was notified in 1946, second CPC in 11957, Third CPC in 1970, Fourth CPC in 1983, Fifth in 1994 and sixth in 2006.

Report of sixth pay commissoin was implemented w.e.f. 01.01.2016. Sixth pay commission had proposed many newthing such as children education allowance and transport allowance.

It further prposed increase in all allowances by 25% with the increase in dearness allowance to 50% to counter rising inflation. It had also proposed two year child care leave for women employees. These measures were widely welcomed by central government employees. These measures were widely welcomed by central government employees. 6th pay commission had also proposed to modify assured career progression scheme and introduced Modified Assured Career Progression Scheme (MACP).

Now central government employees are expecting modification in allowances and schemes. Employees are expecting increase in house rent, children education allowance, transport allowance and other allowances. Employees are also expecting that currency of Modified Assured Career Progression Scheme will be reduced to five years from 10 years. Employees unions are demanding upgradation in grade pay after five years, if the employee doeno’t get the benefit promotion in five years time.

Central government employees are also expecting that 7th pay commission would recommend permanent solution to merger of dearness allowance with basci pay if it crosses 100% mark.

Employees are also expecting increase in annual increment from 3% to 5%. One bone of contention for central government employees is Grade pay Rs. 5400. This grade pay falls both in PB-2 and PB-3. Employees are expecting increase in grade pay Rs.5400 which falls in PB-3 so that on promotion employees get increase in grade pay along with increase in increment @5% (current increment is 3%).

City compensatory allowance was stopped by 6th pay commission. Employees’ unions wants that city compensatory allowance be restored according to the class of cities.

Expectations are very high let’s see how much 7th pay commission fulfills those. But it is certain that 7th pay commission will bring cheers to around 80 lakhs central government employees and pensioners.

* South Africa batsman AB de Villiers hit a century off 31 balls to record the fastest ever one-day international ton. De Villiers, 30, set the new landmark during an innings of 149 against the West Indies in Johannesburg.

Here are the records born in the match:

1) Fastest Fifty: AB de Villiers by reaching his fifty (half century) in 16 balls, reset the world record in the name of Sanath Jayasuriya. Jayasuriya scored 50 off 17 balls against Pakistan in 1996.

2) Fastest International Hundred: AB de Villiers hit the century off just 31 balls. He bettered the previous ODI record of hundred in 36 balls by New Zealand all-rounder Corey Anderson against West Indies last year. (Chris Gayle's 100 from 30 balls in the Indian Premier League in April 2013 is the fastest century in cricket history).

3) Most Sixes in an ODI: AB de Villiers smashed 16 sixes in his innings of 149 off 44 balls. He equalled the record held by Rohit Sharma during his innings of 209 against Australia in 2013.

4) Most hundreds in an ODI innings: Three hundreds been scored in one ODI innings. Rilee Rossouw (128), Hashim Amla (153 not out) and AB de Villiers(149) have scored centuries in this match.

5) Second highest ODI score: South Africa’s 439-2 is the biggest score against a full member of the ICC. The overall record, 443 by Sri Lanka against the Netherlands (an associate member) in 2006.
