OFFICE MEMORANDUM

Subject : Payment of Dearness Allowance to Central Government employees­ Revised Rates effective from 01.07.2014.


       The undersigned is directed to refer to this Ministry's Office Memorandum No. 1I112014-E.II(B) dated 27th March, 2014 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 100% to 107% with effect from I"July, 2014.

2. The provisions contained in paras 3, 4 and 5 of this Ministry's O.M. No.  1(3)/2008-E.II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

No Indian university on top 200 list



IIT Delhi takes 235th place in the list

IIT-Bombay ranked 222 and IIT-Delhi at 235 while those in Kanpur, Madras and Kharagpur are in the 300 range.

Not a single Indian higher education institution has made it to the top 200 of the QS World University Rankings, which were released on Tuesday morning.

The first Indian presence on the list is the Indian Institute of Technology (IIT) Bombay, ranked 222.

IIT Delhi comes in second at 235 while those in Kanpur, Madras and Kharagpur are in the 300 range.

Delhi University comes in the 420 to 430 band.

Other Indian institutions that have made it to the rankings are Calcutta University, Benares Hindu University, Pune University, the Indian Institute of Science and Jawaharlal Nehru University.

All the top 10 positions in the rankings list are taken by the U.S. and U.K.-based universities with the Massachusetts Institute of Technology retaining the first position for the second year running.

The National University of Singapore leads the pack as far as the Asian continent is concerned and is ranked 22nd.

The poor showing of Indian institutions in world university rankings has become a cause of concern among educationists in the country and efforts have been under way for a couple of years now to evolve an India-generated ranking system.

A ranking committee – set up by the United Progressive Alliance government – has already submitted its report.

As per the proposal, an India-generated ranking system would ensure that the large set of institutions across the country are properly ranked and placed in proper perspective, factoring in aspects that are peculiar to India like the quota system.

Besides providing an Indian benchmark that can be used by world ranking lists as an indicator, a domestic ranking list would also help students and parents make a more informed choice instead of just going by lists brought out by media houses.

POSTMAN MODULE NOT OPENING AFTER UPDATE OF SYMANTEC ANTIVIRUS


After Update Symantec Antivirus Postman Module was not opening due to some policy issues with Symantec.


Solution :



Please instruct all PMs to update the Symantec Policy once by right clicking on the Symantec icon in the taskbar and clicking on "Update Policy" to resolve the Postman not opening issue.

Right Click on Symantec Antivirus in Taskbar

Click on "Update Policy".

After that Open Postman Module without any Issues.

1) KK Paul sworn in as Manipur Governor: Meghalaya Governor K K Paul was sworn in as acting Governor of Manipur. Manipur Chief Justice Laxmi Kant Mahapatra administered the oath of office and secrecy to Paul during a functionat Raj Bhavan, which was attended by Chief Minister Okram Ibobi Singh, his cabinet colleagues and high civil and police officials.

2) Arnold Schwarzenegger Meets Jayalalithaa in ChennaiHollywood starArnold Schwarzenegger had a blockbuster meeting with Tamil Nadu Chief Minister J Jayalalithaa in Chennai. The 67-year-old actor met Ms Jayalalithaa for a half an hour at the state Secretariat. After the meeting he tweeted, "It was fantastic to sit down with Tamil Nadu Chief Minister Jayalalithaa before our event tonight and talk about her state's success and challenges. That's the advantage of being an actor who was also a Governor!"


3) Google launched Android One phones in India at Rs 6,399: Google has launched in India the first smartphones under its Android One project, pricing them at Rs 6,399 ($105) to capture the low-cost segment of the world's fastest growing smartphone market. The Mountain View-Based company tied up with Indian mobile players Micromax, Karbonn and Spice Mobiles to launch the affordable phones, which are powered by its Android operating system and aimed at emerging markets.

4) Axis Bank launched e-surveillance facility at ATM location: Axis Bank, India’s third largest private sector bank, announced the launch of e-surveillance facility, a service that allows a 24x7, 365 days centrally monitored automated security of ATMs. Under the e-surveillance facility, the ATM premises of Axis Bank will be monitored 24x7 from a centralised security operation centre. An immediate alert will be activated in case of detection of any unauthorised activity at the ATM site. In the event of any unauthorised activity at the ATM location, an immediate hooter alert will instantaneously propel a two way communication between the officials at the security operation center and the alleged intruders, through mike, speakers and CCTV system. Simultaneously, the system would also alert the local Police station and nearby on road Patrolling Officer about the incident, the bank said in a statement.


5) Andhra Pradesh holds country's first e-cabinet meet: Ushering in paperless cabinet, Andhra Pradesh on Monday held e-cabinet meeting. I-pads and power point presentation replaced the papers as tech-savy Chief Minister N. Chandrababu Naidu presided over the meeting, billed as thr first such exercise by any state cabinet in the country. The e-cabinet e-meeting was held to mark 100 days of the Telugu Desam Party (TDP) in power in the state. According to officials, the cabinet agenda was sent to the ministers in advance through e-mail. Naidu asked all ministers to come to the meet with i-pads.
