Government to continue with MNREGA scheme
Noting that there are variations in demand for work under MNREGA, Government today said it would continue with the rural job scheme.
The Government also informed Rajya Sabha that an action plan has been formulated to improve the implementation of MNREGA.
"There are variations in demand for work under the scheme year to year, depending on seasonal factors, but there is no steady decline. The wage employment provided has increased from 218.76 crore person days in 2011-12 to 219.72 crore person days in 2013-14," Minister of State for Rural Development Upendra Kushwaha said in a written statement.
Asked whether the government plans to continue with the MNREGA, which is a demand driven programme, he said, "Yes".
The Minister said the demand for work itself is influenced by various factors such as rainfall pattern, availability of alternative and remunerative employment opportunities outsideMNREGA and prevailing unskilled wage rates.
Announcing the action plan to improve implementation of the programme, the Government said it includes improving quality of assets by better planning and technical supervision, greater facility for taking up larger and durable assets, including convergence with other departments.
To reduce delays in payment of wages under MNREGA, a system of payment of compensation for such delays was brought in Para 29 of Schedule II of the Act and the states have been advised to ensure compliance with this provision, the Minister said.
The government said states have been asked to universalise operationalisation of electronic Fund Management System to ensure smooth flow of funds from states to wage seekers and to eliminate delays in payment of wages.
The states have also been asked to implement social audits more vigorously to control irregularities in implementation.
Kushwaha also said the states have been asked to put in place an ombudsman in every district to hear and resolve grievances.
Finance ministry wants taxman not to harass taxpayers
The finance ministry is expected to ask senior tax officials to ensure that there is no "harassment" of taxpayers and the department adheres to the government's promise of providing a non-adversarial tax regime.
Chief commissioners of Income Tax department will brainstorm with finance minister Arun Jaitely and other senior officials of the ministry as the government gets down to the task of implementing measures to revamp the tax administration set up in the country.
"The general view is that there should be no harassment of taxpayers whether they are individuals or companies. There should not be any perception that the department is unnecessarily going after individuals or companies," said a senior government official, who did not wish to be identified.
"There is a perception that some steps taken by the department are leading to harassment of taxpayers. We need to build enough safeguards to ensure that field formations are sensitized on this issue," said the official.
The revenue authorities will keep a close watch and will take stern action if officers are found to be pursuing cases only with the objective of "harassment."
The FM and tax authorities are also expected to prepare the strategy for mopping up revenues against the backdrop of a sluggish economic situation.
But sources said the main theme of the discussions will be to ensure that a taxpayer friendly image is built by the department and there is a marked shift from the strategy pursued earlier.
The Narendra Modi government has vowed to end what it calls "tax terrorism" and "uncertainty" pursued by the previous UPA coalition. In its manifesto, the BJP had highlighted the need for a tax policy road map so that people are aware of the future and plan accordingly. It had promised to provide a non adversarial and conducive tax environment.
In the Union Budget for 2014-15 presented by Jaitley, the government has taken several steps to revamp the tax department's role and resolve some of the controversial measures undertaken by the UPA government.
Jiatley had announced a series of steps to clear the air on the retrospective taxes and has proposed setting up of a panel to interact with trade and industry on a regular basis to ascertain where clarity on tax laws is required.

Introduction of Civil Services Aptitude Test (CSAT)
STATEMENT AS REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 45 REGARDING CIVIL SERVICES APTITUDE TEST FOR ANSWER ON 09.07.2014.
(a) and (b): The Civil Services Examination (CSE) consists of two parts. In the first part, there is a preliminary examination and those who clear this examination are eligible for taking the main examination. Certain changes were introduced in the preliminary part with effect from CSE-2011. Till CSE-2010, for the Preliminary Examination, there was one paper of General Studies, which carried 150 marks, and a second Paper carrying 300 marks where the candidate had the option to choose one out of 23 optional Papers. Under the revised pattern there is a common platform of testing the candidates and there are two papers each carrying 200 marks for the Preliminary Examination. The details are at Annexure-I.
ANNEXURE-I
From Civil Services Examination- 2011, Preliminary Examination would consist of Paper I and Paper II. The syllabus and pattern of the Preliminary Examination would be as under:
(Paper I) (200 Marks) Duration: Two hrs
- Current events of national and international importance
- History of India and Indian National Movement
- Indian and World Geography- Physical, Social, economic geography of India and the World.
- Indian Polity and Governance- Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues, etc.
- Economic and Social Development- Sustainable Development, Poverty, Inclusion, Demographics, Social Sector Initiatives, etc.
- General Issues on Environmental ecology, Biodiversity and Climate Change- that do not require subject specialization.
- General Science.
(Paper II) (200 Marks) Duration: Two hrs
- Comprehension
- Interpersonal skills including communication skills
- Logical reasoning and analytical ability
- Decision making and problem solving
- General mental ability
- Basic numeracy (numbers and their relations, orders of magnitude etc.) (Class X level) and Data Interpretation (Graphs, charts, tables, data sufficiency etc.) (Class X level)
- English Language comprehension skills (Class X level)

Now there would be one optional subject containing two papers of 250 marks each. A candidate has to choose any ONE optional subject to be selected from list of 25 core subjects and literatures of 22 languages, included in the 8th Schedule of the Constitution and English.
Six Foreign languages (Arabic, Chinese, French, German, Persian and Russian) and Pali have been deleted from the then existing list of Literatures of Languages.

(c): The medium of writing answers are relevant for CSE (Main) only. The question papers being mostly bilingual, it can be concluded that the preliminary examination is language neutral. Therefore, candidates taking preliminary examination cannot be grouped into Hindi or other medium.
