STATEMENT AS REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 45 REGARDING CIVIL SERVICES APTITUDE TEST FOR ANSWER ON 09.07.2014.
(a) and (b): The Civil Services Examination (CSE) consists of two parts. In the first part, there is a preliminary examination and those who clear this examination are eligible for taking the main examination. Certain changes were introduced in the preliminary part with effect from CSE-2011. Till CSE-2010, for the Preliminary Examination, there was one paper of General Studies, which carried 150 marks, and a second Paper carrying 300 marks where the candidate had the option to choose one out of 23 optional Papers. Under the revised pattern there is a common platform of testing the candidates and there are two papers each carrying 200 marks for the Preliminary Examination. The details are at Annexure-I.
ANNEXURE-I
From Civil Services Examination- 2011, Preliminary Examination would consist of Paper I and Paper II. The syllabus and pattern of the Preliminary Examination would be as under:
(Paper I) (200 Marks) Duration: Two hrs
- Current events of national and international importance
- History of India and Indian National Movement
- Indian and World Geography- Physical, Social, economic geography of India and the World.
- Indian Polity and Governance- Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues, etc.
- Economic and Social Development- Sustainable Development, Poverty, Inclusion, Demographics, Social Sector Initiatives, etc.
- General Issues on Environmental ecology, Biodiversity and Climate Change- that do not require subject specialization.
- General Science.
(Paper II) (200 Marks) Duration: Two hrs
- Comprehension
- Interpersonal skills including communication skills
- Logical reasoning and analytical ability
- Decision making and problem solving
- General mental ability
- Basic numeracy (numbers and their relations, orders of magnitude etc.) (Class X level) and Data Interpretation (Graphs, charts, tables, data sufficiency etc.) (Class X level)
- English Language comprehension skills (Class X level)
Further, certain changes were given effect to in the main part with effect from CSE-2013.The details are at Annexure-II.

Paper-II included component such as India and the World, India’s Economic Interaction with the World, Development in the Field of Science & technology, IT and Space, International Affairs and Institutions and Statistical analysis, graphs and diagrams.

Now there would be four papers of General Studies of 250 marks each. The components of the subjects of the papers are the following: -
Paper-I (Indian Heritage & Culture, History and Geography of the World and Society).
Paper-II(Governance, Constitution, Polity, Social Justice and International relations)
Paper-III(Technology, Economic Development, Bio Diversity, Environment, Security and Disaster Management)
Paper-IV (Ethics, Integrity and Aptitude)

Optional Papers VI, VII, VIII and IX:There used to be two optional subject containing four papers of 300 marks each. The candidate had to choose any TWO subjects to be selected from list a list of 25 core subjects and literature of 30 languages, which made the total to 55 optional.

Now there would be one optional subject containing two papers of 250 marks each. A candidate has to choose any ONE optional subject to be selected from list of 25 core subjects and literatures of 22 languages, included in the 8th Schedule of the Constitution and English.
Six Foreign languages (Arabic, Chinese, French, German, Persian and Russian) and Pali have been deleted from the then existing list of Literatures of Languages.

The Government has not brought out any changes by way of introducing a paper named CSAT in the CSE.
(c): The medium of writing answers are relevant for CSE (Main) only. Answers for questions in preliminary are to be given in the form of shading of circles in Optical Mark Recognition (OMR) answer sheets. The question papers being mostly bilingual, it can be concluded that the preliminary examination is language neutral. Therefore, candidates taking preliminary examination cannot be grouped into Hindi or other medium.
(d) and (e): Do not arise.

(c) whether the introduction of CSAT has reportedly led to drop in the pass percentage of candidates opting Hindi medium;
(d) if so, the details thereof indicating the number of successful candidates in the said examinations who had opted English and Hindi medium and their relative pass percentage during the last three years and the current year; and
(e) the details of the corrective measures taken/proposed to be taken by the Government to ensure equal opportunity for Hindi medium candidates viz. a viz. English medium candidates in the said examination?

1) World Population Day 2014 observed: World Population Day was observed across the world on 11 July 2014. The theme of World Population Day 2014 was Investing in Young People. World Population Day is observed to bring awareness to people about importance of small families and living healthy lives. 2) Puducherry Lt. Governor Virendra Kataria sacked: Another gubernatorial political appointee of the previous UPA regime is on the way out. On Friday (11 Jul 2014) Puducherry Lt. Governor Virendra Kataria was sacked. A Rashtrapathi Bhavan communiqué said President Pranab Mukherjee directed that Mr. Kataria “shall cease to hold office of the Lieutenant Governor of Puducherry.” Lt. General (Retd.) Ajay Kumar Singh, Lieutenant Governor ofAndaman and Nicobar islands, will be the interim Lt. Governor.
3) Bill on Polavaram project passed in LS amid protests: The controversial Andhra Pradesh Reorganisation (Amendment) Bill was rammed through in the Lok Sabha on Friday through a voice vote despite stiff opposition. The Bill that paves the way for the shifting of seven mandals from Telangana to Andhra Pradesh for the Polavaram project was opposed on the grounds that the transfer of land was being done in an unconstitutional manner, violating Articles 3 and 4 of the Constitution which mandate that the two State Assemblies have to be consulted.
4) Mizoram Governor Vakkom Purushothaman resigned: Mizoram Governor Vakkom B. Purushothaman has resigned. Mr. Purushothaman's resignation comes in the wake of his transfer to Nagaland. Coming down heavily on the NDA government's decision to seek resignation of Governors appointed by the UPA, Mr. Purushothaman said Governors could not be shunted around like government servants. "This is a Constitutional post and must be accorded due respect," he said.
5) World's highest railway bridge over Chenab to be operational by 2016: Indian engineers are toiling in the Himalayas to build the world's highest railway bridge which is expected to be 35 metres taller than the Eiffel Towerwhen completed by 2016. The bridge is expected to be 359 metres (1,177 feet) high when completed -- surpassing the world's current tallest railway bridge over the Beipanjiang River in China's Guizhou province, which stands at 275 metres high. The bridge will connect Baramulla to Jammu in the Himalayan state with a travel time of six-and-a-half hours, almost half the time it currently takes.
6) Air India joined Star Alliance: In a move with several benefits for the India globetrotter,Air India on 11 July 2014 joined Star Alliance, the world's largest network of airlines with 27 members. Now, AI flyers from Friday itself will be able to earn-and-burn miles on any member carrier, apart from enjoying seamless connectivity across the globe and having access to lounges at all airports.
7) Delhi now second most populous city in world: Delhi has become the world’ssecond most populous city after Tokyo, more than doubling its population since 1990 to 25 million, according to a UN report. The 2014 revision of the World Urbanisation Prospects launched on Thursday said India was projected to add the highest number of people to its urban population by 2050, ahead of China.

Narendra Modi to reach out to govt employees' on Independence Day
Prime Minister Narendra Modi has asked for an exhaustive Central database of all Central and state government employees. The creation of the database, which will have the phone numbers and email addresses of all employees, is already underway, and will be first used on Independence Day when Modi's speech is directly sent to the employees by mail and messages.
The prime minister would like his maiden speech from the Red Fort to be directly communicated to one crore government employees, such as school teachers, village sarpanches, healthcare workers etc, in the farthest corners of the country. Most of these are not tech-savvy, Internet users and so frenetic efforts are under way to implement Modi's intent, said government sources.
The government has therefore initiated the process of creating the first-ever countrywide database of central and state government employees and stakeholders. Cabinet secretary Ajit Seth is monitoring the creation of this database after clear instructions by PM Modi. Seth has been meeting officials from all ministries two times every week to monitor the progress.
The National Informatics Centre has created a new portal sampark.nic.in for the purpose. All states, through their districts and block level offices, have been directed to update their data on this website. "The ministries are also coordinating with their state counterparts to compile this data in a time bound manner," said an official.
The National Informatics Centre has so far collected information of 50 lakh teachers, 30 lakh sarpanches, 10 lakh health care workers and two lakh corporators. The prime minister is likely to use the data to connect with all these employees and stakeholders through social media platforms, much as he had done to connect with voters during the 2014 general election campaign, said an insider.
"He intends to do the same now with government employees. It is an exercise to build a bond," the official said.

NIESBUD’s Naukri Portal launched
Shri Kalraj Mishra, the Union Minister of Micro, Small and Medium Enterprises (MSME), launched the Naukri (Job) Portal (www.niesbudnaukri.com) developed by The National Institute for Entrepreneurship and Small Business Development (NIESBUD) here today.
The Portal is yet another effort, in the series of efforts of NIESBUD, for improving the employability of the skilled/trained persons in the country. The Portal designed/developed in-house, by NIESBUD would provide a common platform to both the trained persons and the prospective employers. Armed with the facility of free-of-cost online registration for employment in more than 150 trades/job categories, the prospective registered employers would be able to source their requirements of skilled manpower out of the persons registered on the Portal.
Congratulating the Secretary, MSME and NIESBUD, the Minister Shri Kalraj Mishra, expressed the hope that this Initiative, the first of its kind in the sphere of micro, small and medium enterprises would assist skilled unemployed persons in getting gainful employment in different industrial sectors besides helping NIESBUD in further improving its training activities.
The Minister also said that the MSME sector needs to be strengthened and effort of the Ministry is to make India as an entrepreneurial country. Unemployed youth in the rural and semi-urban areas are being included under the different training programmes of the Ministry to help them in setting up their own enterprises.
Shri Madhav Lal, Secretary (MSME) while congratulating the Institute on launch of the Portal, highlighted the significance of providing job opportunities to the trained persons. The Secretary further added that the facility would be available to all the trained/skilled persons who have received training either under any Scheme of the Ministry or from any field institution of the Ministry of MSME or have been certified/trained in relevant fields by any other Public/Government Institution.
Shri Arun Kumar Jha, Director General, NIESBUD speaking after the launch, informed that the Institute expects to extend in due course of time, the facility of match-making as per the specific requests of employers and of counseling to the job-seekers for early absorption and placement.
The warm response generated by the Portal even before its formal launch can be gauged from the fact that more than 127 companies and 3,600 job seekers have already registeredthemselves on the Portal during the trial/preparatory phase itself with a few such companies being McDonald's; Krishna Electrical Works; Indosopung Tour; Sopung Holiday India Pvt. Ltd.; Mammey Di Hatti; Heritage Garments; Pantaloons; Pizza Hut; Haldiram's; Shoppers' Stop and KFC.
Present on the occasion were Shri Udai Pratap Singh, CEO (Khadi) Shri S. N. Tripathi, Joint Secretary (SME); Shri B. H. Anil Kumar, Joint Secretary (ARI) and other senior officials of the Ministry.
