BHARTIYA POST -----MAY 2014 ----- EDITORIAL

POSTAL ASSISTANT CADRE DESERVES HIGHER PAY SCALE FROM 7TH CENTRAL PAY COMMISSION. 
               Government of India has constituted 7th Central Pay Commission.  All Federations and Unions/Associations will be submitting their memorandums to the Pay Commission, either jointly or separately.  Everybody wants Pay Commission to examine and consider their demands regarding revised pay scales of their category, judiciously and dispassionately, so that justice will be done to each cadre.  National Federation of Postal Employees (NFPE) and all its affiliates will be submitting memorandum on each and every cadre of the Department of Posts and shall try its best to get a favourable recommendation from Pay Commission in respect of Pay Scales of each cadre including Gramin Dak Sevaks.  We are also exploring the possibility of submitting a joint memorandum by the entire staff side of the Department of Posts.  Regarding common demands of entire Central Government Employees staff side, JCM National Council and Confederation of Central Govt. Employees & Workers shall submit memorandum to 7th CPC.  Before that every attempt including agitation will be made to get the terms of reference of the Pay Commission amended, to include the proposal submitted by the Staff Side viz; date of effect from 01-01-2014, DA merger, Interim Relief, inclusion of GDS, inclusion of those appointed after 01-01-2004 in the old statutory pension scheme, Labour representative in Pay Commission, settlement of existing anomalies, Norms of fixing minimum wage, Party in Pension, Cashless-hassle free medicl facilities etc.
               As far as AIPEU Group-C (CHQ) is concerned our main concern and responsibility is to ensure justified and better pay scales and other benefits to the Postal Assistant and allied cadre.  We firmly believe that this time the Postal Assistant cadre and also all its allied cadres and promotional cadres shall get better pay cales from 7th CPC.  In all other Central Government departments each cadre is performing a particular nature of work only.  Income Tax Employees performs the duties related to Income Tax only.  Audit & Accounts employees perform the duties relating to Audit & Accounts only.  Bank Employees perform the duties related to Banking work only.  Insurance Employees perform the work related to Insurance only.  Likewise we can illustrate any number of examples.  In all these cases, it can be seen that the employees of all other departments are specialised to work in their own particular stream of office work only. 
               Contrary to this, there is only one cadre in the entire Central Government departments which performs more than ten types of different specialised duties related to different sections and the name of that cadre is Postal Assistant.  They have to learn and perform Banking work related to Savings Bank and Savings Certificates.  They have to learn and perform Insurance work relating to Postal Life Insurance including acceptance of policy proposal, premium collection to maturity closure and payments etc.  They have to perform the Accounts work in Accounts Branches of each Head Post Offices, they have to do Treasury work in all Post Offices, they have to perform the duties related to Mails, Sorting, delivery of all types of postal articles, they have to run financial services such as Money Orders including Electronic Money transfer, they have attend counter duties relating to booking of Registered, Speed Post, Money orders etc., They have to sell stamps and also application forms.  They have to perform the work of Public Relation Inspectors.  They have to perform the duties of Business Development activities and also as Marketing Executives.  After introduction of high-Technology in all areas of work in Post Offices including Multi-purpose counter machines, Core Banking, PLI Computerisation, Online transactions, Accounts computerisation etc. each and every Postal Assistants is well versed with the computer-related work and some Postal Assistnts are engaged as System Administrators to set right the faults in the system and also to train the staff as and when new technology softwares are introduced.  Government has allotted 5000 crores for 100% computerisation of Post Offices.  Over and above all Postal Assistants are performing the duties of Postmasters which involves supervision of all the above mentioned work. 
               Thus unlike, any employee working in any other departments of Central Govt, or public sector undertakings, Postal Assistant Cadre is an all-in-one-cadre and hence called a “unique” cadre without any comparison. Naturally such a cadre deserves a better deal from the 7th Central Pay commission.
               The same is the case with all the allied cadres and promotional cadres of Postal Assistant such as LSG, HSG-II, HSG-I, Postmaster Grade I, II & III, P.O & RMS Accountants, Treasurers, System Administrators, Business Executives etc. AIPEU Group-C (CHQ) is convening a two days Special National Convention and Workshop on 2014 May 26th &27th at New Delhi, exclusively for discussion, debate and finalisation of 7th CPC memorandum relating to cadres represented by AIPEU Group-C. All circle secretaries and Branch/Divisional secretaries are invited to participate in the special convention and workshop and also to present their valuable suggestions to be included in the memorandum. The draft memorandum prepared in the National Workshop will be published in the websites calling for further suggestions from the members. After that the memorandum will be finalised by the Central Working Committee of AIPEU Group-C to be held in the month of August or earlier in Andhra Pradesh. This is a serious business and a first step for ensuring betterment of our pay scales and service conditions and in this process we want to ensure total participation and involvement of the rank and file leaders and members, in a most democratic and transparent manner.

Google is claiming that by using its Street View
 service, you can at least get an idea of how
 a street or monument looked a few years ago.
NEW DELHI: Google says that "time travel" is possible. At least partially. You may not yet travel back in time and look at the dinosaurs up close but Google is claiming that by using its Street View service, you can at least get an idea of how a street or monument looked a few years ago. 

"Starting today, you can travel to the past to see how a place has changed over the years by exploring Street View imagery in Google Maps for desktop. We've gathered historical imagery from past Street View collections dating back to 2007 to create this digital time capsule of the world," said Vinay Shet, a product manager with Google Street View team. 

In some cases, where the area has significantly changed in the last few years, the new Street View feature offers incredible insight. For example you can "see a landmark's growth from the ground up, like the Freedom Tower in New York City or the 2014 World Cup Stadium in Fortaleza, Brazil". 

Shet added that "this new feature can also serve as a digital timeline of recent history, like the reconstruction after the devastating 2011 earthquake and tsunami in Onagawa, Japan" or users can "experience different seasons and see what it would be like to cruise Italian roadways in both summer and winter". 

The feature, which will be available to Street View users on personal computers from today, can be accessed by clicking a "clock icon" on the top left notification bar in a Street View web page. 

While users in India can explore different regions of the world or even some famous India monuments and historical Indian sites using Street View, the feature doesn't yet covers Indian roads. Google in 2011 started photographing Indian streets in Bangalore but the exercise was stopped after government officials raised security-related reservations. The company is still talking to government officials to resolve the issue.

Never Feel Rejected

Once there was this guy, who was in love with a girl. She wasn’t the most beautiful and gorgeous but for him, she was everything. He used to dream about her, about spending the rest of life with her.


His friends told him, “why do you dream so much about her, when you don’t even know if she loves you or not? First tell her your feelings, and get to know if she likes you or not”.He felt that was the right way. 


The girl knew from the beginning, that this guy loves her. One day when he proposed, she rejected him. His friends thought he would take alcohol, drugs etc and ruin his life. To their surprise, he was not depressed .When they asked him how was it that he is not sad, he replied, “‘why should I feel bad? I lost one who never loved me and she lost the one who really loved and cared for her.”

Moral: True Love is Hard to Get. Love is all about givingto other person without greed of gaining anything in return, if other person rejects it, its him/her who will be losing most important thing in life. So never feel rejected. Remember Love is a part of life not Love is Life….

End of an era: Nokia phone division to be renamed Microsoft Mobile

NEW DELHI: Ahead of the closure of Nokia-Microsoft deal before the end of April, a leaked letter in Finland shows that Nokia Oyj will be soon renamed as Microsoft Mobile Oy.

According to a report on wmpoweruser.com, a website that tracks developments related to Windows Phone, in a letter Nokia has told its sellers in Finland that the deal with Microsoft will close soon. Both Microsoft and Nokia had said in March that the deal would close by the end of April.

"Please note that upon the close of the transaction between Microsoft and Nokia, the name of Nokia Corporation/Nokia Oyj will change to Microsoft Mobile Oy. Microsoft Mobile Oy is the legal entity name that should be used for VAT IDs and for the issuance of invoices," the company reportedly said in the leaked letter.

Oyj is a Finnish abbreviation for a "public stock company" while the Oy is a term for a "corporation".

The closure of the deal doesn't really mean the end of Nokia. Instead, it means an end to Nokia as the world knows it. Microsoft is buying Nokia's mobile phones division, including the teams that make feature phones. But it is not buying the divisions that are responsible for network equipment business and Here maps. The company left behind by Microsoft will also keep rights to its name Nokia though Microsoft has bought the licence to use the Nokia brand name for 10 years as part of its $7.2 billion deal.

Additionally, Microsoft has bought rights to use Lumia and Asha brand names. As part of the deal, Nokia has also agreed to not make a smartphone or phone using Nokia brand before the end of 2015.

While the name Nokia will be replaced by Microsoft Mobile in the coming days in Finland — and possibly in other countries — not much will change for Nokia's business partners in the immediate future.

"Under the terms of the sale, Microsoft will assume all rights, benefits and obligations of the Nokia Devices and Services business, including Nokia's agreements with suppliers, customers and partners which pertain to the Devices and Services business. Therefore, the purpose of this letter is to update you that the current terms and conditions that you have with the Devices and Services business will not change," Nokia notes in the leaked letter.

Originally, Nokia's deal with Microsoft was supposed to close before the end of March. But the regulatory approval from Chinese authorities was received just several days ago. Nokia's problems with Indian tax authorities over the manufacturing plant in Chennai have also reportedly delayed the deal. But there are reports that Nokia and Microsoft may agree to leave the Chennai plant out the deal in a bid to wrap up the sale before the end of April.

Google Doodle celebrates Earth Day 2014 with Rufous hummingbird and five other cute creatures


This year's Earth Day is the 44th, since its inception in 1970.


Earth Day 2014 has been marked with a collection of five animated doodles on the Google homepage, showing the Rufous hummingbird, the veiled chameleon, the moon jellyfish, the dung beetle, a puffer fish and a pair of Japanese macaques. 


This year's Earth Day is the 44th, since its inception in 1970, which was widely viewed as marking the beginning of the contemporary environmental movement. It is organised by the Earth Day Network, which aims to "inform and energize populations so they will act to secure a healthy future for themselves and their children". 



Google have done well to choose an intriguing selection of critters to illustrate the movement, although not many people would put the dung beetle on their list of favourite animals. The Japanese macaques are a far more traditional selection, shivering stoically in their hot springs as the snow falls. 



In fact the macaque is the largest animal featured, suggesting that for potential clickers smaller is cuter. The Rufous hummingbird is far more the smallest hummingbird species, growing to 8cm long, whereas the bee hummingbird is a full three centimetres smaller.
The translucent moon jellyfish grows up to 40cm in diameter, and is found in most of the world's oceans, including on both shores of the Atlantic. Its sting is not fatal or dangerous to humans. 



By contrast the puffer fish, though cute, is one of the most poisonous creatures on Earth. Despite this, it is considered a major delicacy in Japan. When prepared correctly, the flesh of the fish gives a tingling sensation on the tongue, due to a non-lethal dose of tetrodotoxin, a potent neurotoxin with no antidote. 



If prepared incorrectly, however, anyone eating it could die from it, by becoming completely paralyzed and so unable to breathe. 



The final animal featured in the doodle is the veiled chameleon, one of the larger chameleons, and able to grow up to 60cm in length. The chameleon is usually green, but can alter its appearance depending on the animal's emotional state. The green will range from a bright lime green to a red olive drab. When veiled chameleons are stressed, they often display strong coloration, including bright yellow and sometimes even black. Surroundings only partly contribute to a chameleon's "decision" to change color.

Think Before You Judge


A doctor entered the hospital in hurry after being called in for an urgent surgery. He answered the call asap, changed his clothes and went directly to the surgery block.  He found the boy’s father pacing in the hall waiting for the doctor.

On seeing him, the father yelled, “Why did you take all this time to come? Don’t you know that my son’s life is in danger? Don’t you have any sense of responsibility?”
The doctor smiled and said, “I am sorry, I wasn’t in the hospital and I came as fast as I could after receiving the call and now, I wish you’d calm down so that I can do my work”.
“Calm down?! What if your son was in this room right now, would you calm down? If your own son dies while waiting for doctor than what will you do??” said the father angrily.  The doctor smiled again and replied, “We will do our best by God’s grace and you should also pray for your son’s healthy life”.
“Giving advises when we’re not concerned is so easy” Murmured the father.
The surgery took some hours after which the doctor went out happy, “Thank goodness! your son is saved!” And without waiting for the father’s reply he carried on his way running by saying, “If you have any questions, ask the nurse”.
“Why is he so arrogant? He couldn’t wait some minutes so that I ask about my son’s state” Commented the father when seeing the nurse minutes after the doctor left.  The nurse answered, tears coming down her face, “His son died yesterday in a road accident, he was at the burial when we called him for your son’s surgery.  And now that he saved your son’s life, he left running to finish his son’s burial.”
  
Moral: Never judge anyone because you never know how their life is and what they’re going through.

The Ministries/Departments/Organisations of the Government of India were requested to furnish data on vacancies available and posts identified for persons with disabilities in all the cadres under their control, including attached offices, subordinate offices, public sector undertakings/Government companies, cantonment board and the services under their administrative control so that consolidated Status Report could be filed before the Hon’ble High Court of Delhi before the next date of hearing on 28.04.2014.

3. The Ministries/Departments who have already furnished requisite information may furnish data in regard to the Services, if any, which are being administered by them.
