Sub:- Merger of Dearness Allowance with the Pay of the Central Government Employees - reg.
While thanking you for the decision for appointment of 7th Central Pay Commission, we request you to kindly appreciate that the Dearness Allowance paid to the Central Government employees had crossed 50% of pay as on 01.01.2011. This portion of the Dearness Allowance needs to be merged with the Pay for all purposes as was done in the year 2004.
2. According to the figures available, the Central Government employees will get at least 9% increase in the Dearness Allowance w.e.f. 01/01/2014 thus the DA may be almost 100% of pay.
NF1R, therefore, requests you to kindly see that Government takes decision for merger of 50% DA with pay for all purposes with effect from January 1, 2011.

LDC-UDC ISSUE: DEPUTY SECRETARY JCA WRITES TO UNDER SECRETARY CS-II, DOP&T
Dear friends,
I am posting a letter addressed to Shri K Suresh Kumar, Under Secretary, CS II Section, DoPT returning the proposal for the upgradation of Grade pay of LDC and UDC on the ground given therein. This letter was not attached with the original documents while returning the case to the Association by the CS II. Shri Bipin Kumar Pandey has obtained this letter through RTI and forwarded to me through e-mail.
In para II it is stated that no anomaly item related to the upgradation of the grade pay of LDC and UDC is pending with the National Anomaly Committee. The matter was discussed with Shri S.K. Vyas, who representing the Confederation in the National Anomaly Committee. Shri Vyas has informed me that 11 additional items including item related to the LDC & UDC, have been admitted for discussion in the National Anomaly Committee. Shri Vyas further said that the assurance of taking up these items in the final meeting of the National Anomaly Committee was given to the Staff Side. But any initiative to conduct the final meeting of the NAC has not been come up from the side of the Government. Thus the statement given by the Deputy Secretary (JCA) is not in match with the statement of Shri Vyas, Member NAC.
It is to be noted that in Para IV the Deputy Secretary suggested the CS II to take up the upgradation work of the Grade pay of LDC & UDC in consultation with the Department of Expenditure which itself speak the genuiness of the issue.

Sub: Upgradation of Grade Pay of LDC and UDC in the Administrative branch of Government of India Offices.
The undersigned is directed to refer to CS II ID No. 25/2/2013-CS. II (B) dated 13/08/2013 relating to PMO ID No. 4/3/2013-PMP4/67682 dated 15.07.2013 on the subject mentioned above.
It is noted that the General Secretary of All India Association of Administrative Staff (NG) has demanded revision of Grade pay of LDCs and UDCs in the Administrative branch of Government of India. This is not an issue of anomaly and no such item was before the National Anomaly Committee.
In this regard it may be noted that the Sixth Central Pay Commission had recommended a hierarchical structure and revised pay scales for the Central Secretariat in Para 3.1.9 of its report. A similar recommendation in respect of Non-Secretariat Organization had been made in Para 3.1.14 of the report. Sixth CPC has granted parity in hierarchical structures and revised pay scales to posts existing in the Central Secretariat and Non-Secretariat Organizations up to the level of Assistant. Accordingly, Sixth CPC granted identical revised pay structures to LDCs, UDCs and Assistants both in Central Secretariat and Non-Secretariat Organizations.
Accordingly, the demand of the All India Association of Administrative Staff(NG) for the revision of the Grade Pay of LDCs and UDCs in the Administrative branch of the Government of India is required to be considered by the CS II Division (which deals with the LDCs and UDCs of CSCS) in consultation with the Department of Expenditure who are the nodal Ministry in respect of CCS (Revised Pay) Rules, 2008. JCA Section has no role in this issue.
This reference in original is accordingly returned to CS-II Division for action as appropriate.

Subject: Implementation of Modified Assured Career Progression Scheme (MACPS) to the cadre of Junior Engineers of CPWD.
Reference is invited to this Directorate OM of even No. 1576 dated 9.11.2010, vide which the implementation of the MACPS to the cadre of the Junior Engineers /Assistant Engineers / Adhoc Executive Engineers was kept on hold.
Subsequently, vide this Directorate OM of even No. 301 dated 25,3.2011, orders for keeping hold the implementation of the MACPS to the cadre of the Junior Engineers /Assistant Engineers / Adhoc Executive Engineers was revoked. However, the MACPS to the cadre of Junior Engineers was again kept on hold vide OM of even No. 320 dt 31.3.2011
It has now been decided to revoke above referred orders dated 31.3 2011 of keeping hold the MACPS for Junior Engineers. MACPS notified vide DoPT ref. No. 35034/3/2008-Estt(D) dated 19.5.2009 shall be implemented for this cadre.

An American decided to write a book about famous churches around the world.
So he bought a plane ticket and took a trip to China.
On his first day he was inside a church taking photographs when he noticed a golden telephone mounted on the wall with a sign that read "$10,000 per call !!"

All are requested to contact the respective Circle Representative above and plan about forming branch associations.
Delhi State Conference: The State Conference of Postal & RMS Pensioners Conference is just conducted on 19th September, 2013 in New Delhi in a very grand manner. A panel of Comrades with Comrades Rajendra Prasad as President; N.K.Vashist as State Secretary; Sankarpal Singh as Deputy State Secretary; and Satyaprakash as Treasurer was unanimously elected.
Tamilnadu State Conference: A Steering Committee consisting of 23 Members with Comrade K.Ragavendran as its Convenor has been formed to conduct the State Conference of All India Postal & RMS Pensioners Association for Tamilnadu State. The State Conference will be held on 22nd December, 2013 in which Comrades S.K.Vyas Secretary General NCCPA; D.K.Rahate Chairman and T.Narashimham Vice Chairman of AIPRPA are attending besides some important leaders of Sister Pensioner Organisations.
1. State representatives will take immediate interest in organising a meeting of important Pensioners comrades / friends from various districts of their States to form the STATE STEERING COMMITTEES.
2. The STATE STEERING COMMITTEE will appoint DIVISION / DISTRICT STEERING COMMITTEES according to their conditions and entrust the responsibility to organise membership immediately by visiting the houses of pensioners and or going to different Post Offices on the day Pay / Pension Payment Day.
3. Model Membership Form has been placed in this Website – All are requested to download the same and photocopy the forms to obtain signatures from members. At present an annual membership of Rs.240/- is suggested, but the State Steering Committees may decide about the membership fee for their respective States. It should be borne in mind that from the membership fee collected by Divisions / Districts, a sum of Rs.50/- shall have to be remitted each to the State and All India bodies. However, this quota amount to State and All Indiawill be finally decided as per the Constitution / Bylaws to be finalised at the Special Conference of the All India Association.
4. A Circular in regional language may be printed by the State / District Steering Committee Convenor for circulation among the Postal & RMS Pensioners to give a clear picture about the formation of our All India Association. The First Circular of the All India Steering Committee can be used for necessary materials for printing such Circulars at State / District level.
6. As already circulated it must be our endeavour to complete the formation of Division / District formations at the earliest to enable organising special conference / convention at State level to form the State organisation of All India Postal & RMS Pensioners Association before January 2014.
7. The All India Special Conference will be organised in February 2014 to form the All India Organisation. Therefore State level formation in all States shall be completed prior to the All India Conference.
8. Approach all Divisional Secretaries of Postal Federations in order to enlist their support and solidarity to the formation of All India Postal & RMS Pensioners Association. Keep in mind that NFPE Secretary General Comrade M.Krishnan has already directed all NFPE Unions to extend total support.

PENSIONERS MARCH TO PARLIAMENT ALONGWITH WORKING CLASS ON 12-12-2013
Comrade S.K.Vyas the Secretary General of the National Coordinating Committee of Pensioners Association [NCCPA] has called upon the Pensioners from Delhi, Madhyapradesh, Uttarpradesh, Punjab, Haryana, Himachal & Rajasthan [States surrounding Delhi] to join the Workers Rally before Parliament on 12-12-2013. The Rally among other things will demand controlling of prices of essential commodities and for Social Security for informal sector etc. Pensioners of the above States are requested to attend in large number in the Rally on the forenoon of 12.12.2013 and return around 3.00 P.M. [There will be no accommodation facility made by the Headquarters]
All India Postal & RMS Pensioners Association endorses the call of the NCCPA and requests the Pensioners of Postal Department to attend the Parliament Rally in large numbers from the above States and highlight the attacks on the Social Security including Pension by the Central Government like enactment of PFRDA Etc.
On the same day as per the call of the NCCPA, Pensioners Demonstrations shall be held in all other States and Districts before the prominent Government Offices.
