Staying on the Rails
The move by the Indian Railways to privatise a section of passenger traffic, and the launch by Minister Mallikarjun Kharge of the High Speed Rail Corporation, at this juncture, need to be very closely evaluated. The talk of privatisation in the Railways has gone on for long, though not many efforts had borne fruit in the past. There needs to be some clarity and a clear policy on privatisation in India’s biggest monolithic public sector undertaking. It must be remembered that only the Railways have an annual budget of their own, outside the general budget. So long as this route and the Public-Private Partnership model were looked at from the commercial or goods movement angle, or even for the production of coaches and locomotives, there was no problem. Obviously, the Railways cannot keep on investing in new production units. These efforts have succeeded only to a limited extent. Is that why the Railways have now turned to opening up a segment of passenger traffic to the private sector? When they speak of high speed corridors and the need to run trains at 160 kmph or even 200 kmph, it naturally means creating new infrastructure that calls for massive investment — which the Indian Railways cannot afford now.
But the decision to offer seven identified high-density traffic corridors to this model is fraught with danger. Take the Mumbai-Ahmedabad or Chennai-Bangalore sectors, for instance. Any number of trains or flights on these routes are bound to be full. Of course, the rail routes have reached a saturation point and there is need to go in for dedicated, perhaps elevated, high speed corridors. The country’s experience with the private sector in the transport field has not been too good. Air India remains a standing example of how the public sector was made to lose out to private airlines. Private bus transport stumped the nationalised road transport corporations for a variety of reasons. The seven corridors likely to be offered in PPP mode can surely generate enough profits for the private investor. What do the Railways get from it? Where is the regulator to look at traffic, tariff, and safety on the rails? The Commissioner of Railway Safety can handle only the track, and nothing more. There needs to be a larger debate on this proposal and this government, which is nearing the end of its current innings, should not be taking such a major plunge. Having delayed this concept for so many years, nothing will be lost if all these issues are discussed threadbare, and the new government next year can take the right decision with all the inputs. Meanwhile, it would do well to focus on the many major infrastructure projects that are waiting to be implemented.
The same opportunity never knocks twice
There was a farmer named Hafiz in Africa who was happy and content. One day a wise man came to him and told him about the glory of diamonds and the power that goes along with them. The wise man said, "If you had a diamond the size of your thumb, you could have your own city”. And then he went away. That night the farmer couldn't sleep. He was unhappy and discontent.
The next morning he made arrangements to sell off his farm, took care of his family and went in search of diamonds. He looked all over Africa and couldn't find any. He looked all through Europe and couldn't find any. When he got to Spain, he was emotionally, physically and financially broke. He got so disheartened that he threw himself into the Barcelona River and committed suicide.
Back home, the person who had bought his farm was watering the camels at a stream that ran through the farm. Across the stream, the rays of the morning sun hit a stone and made it sparkle like a rainbow. He thought it would look good on the mantle piece. He picked up the stone and put it in the living room.
That afternoon the wise man came and saw the stone sparkling. He asked, "Is Hafiz back?" The new owner said, "No, why do you ask?" The wise man said, "Because that is a diamond. I recognize one when I see one." The man said, no, that's just a stone I picked up from the stream. Come, I'll show you.
There are many more." They went and picked some samples and sent them for analysis. Sure enough, the stones were diamonds. They found that the farm was indeed covered with acres and acres of diamonds.*
Moral of the Story:
1. When our attitude is right, we realize that we are all walking on acres and acres of diamonds. Opportunity is always under our feet. We don't have to go anywhere. All we need to do is recognize it.
2. The grass on the other side always looks greener.
3. While we are dyeing the grass on the other side, there are others who are dyeing the grass on our side. They would be happy to trade places with us.
4. When people don't know how to recognize opportunity, they complain of noise when it knocks.
5. The same opportunity never knocks twice. The next one may be better or worse, but it is never the same one.

Local storage
The quickest place to save a backup of your data is on the hard disk in your PC. Here, however, you will first need to ensure that your copies are stored on a separate physical drive in your machine. A note of caution: different partitions do not mean different drives. In the event of a hard drive failure, you will lose all your data if your files were stored on the same disk, even though it might show as a different drive letter on your system.
Now, given current drive capacities, most PCs come with just a single hard drive. In this case, it would be best to invest in an external hard disk. As mentioned earlier, each brand comes with its own backup utility. Follow the simple steps to back up your files at regular intervals. Tip: Till you get into an 'automatic' habit, create a reminder on your phone that will prompt you to backup every weekend.
Personal cloud storage
While a local backup is a good idea, an online repository for your documents, music and pictures will give you the freedom to access them from any web-enabled device. Besides, many cloud services come with mobile apps, allowing you to access, synchronize and share files on the go.
Dropbox (www.dropbox.com)
This service gives you 2GB of free storage. If you suggest it to friends, you can earn up to 18GB of space. Dropbox also has software for Windows, Mac and Linux PCs, and apps for Android, BlackBerry, and iOS devices. To back up a file, place it in the local Dropbox folder on your PC and it will be pushed online, showing up on your smartphone as well.
Google Drive (drive.google.com)
Google Drive offers up to 15GB of free space which is shared across Gmail and Google+ services. While Drive is not ideal for multimedia file storage, it is perfect for documents, with support for over thirty formats that can be opened within the mobile app - available for Android and iOS - or the web browser.
Box (www.box.com)
With 10GB of storage space, you will have more than enough room for backing up personal and work-related documents. If you are not into taking your photographs public on Flickr and Picasa, you can store them on Box. Entire folders can be shared with friends and family, turning the backup process into an advantage. Just make sure you don't give write access to those with whom you share the folder. Besides mobile apps for Android and iOS devices, Box also works on Windows Phone.
SkyDrive (skydrive.live.com)
With SkyDrive, you get 7GB of free space and the ability to work on documents within a web browser or its app that's available for Android, iOS and Windows Phone. This service works well with photos too: it comes with a slideshow function and supports sharing on social networks.
Mega (mega.co.nz)
Mega tops ours charts with a whopping 50GB of free storage space. It is a pure-bred digital locker with AES-128 encryption for all your data. As of now, the service can be accessed via your PC and through an app for Android. iOS and Windows Phone offerings are in the works.
Backing up with Windows
You can also use the built-in backup and restore utility in Windows. The best part is that you can schedule and automate the entire process with the help of a simple wizard.
In Windows 7
Click Start > Control Panel > System and Maintenance > Backup and Restore. Here, you are presented with two options 1 Make a full backup of the system: In the left pane, click Create new, full backup. 2 Customize the archival: Click Set up backup and then follow the wizard to configure what you want to make a copy of. After that first time, whenever you bring up Back and Restore, just click Back up now. To restore your data, double-click the backup file to start the process. Alternatively, open Backup and Restore > Restore my files. Browse through the backup and choose the files and folders you want to restore; select the destination and click Restore.
In Windows 8.1
Connect an external hard drive to your PC. Then, using your cursor, point to the upper right corner of the screen. In the 'charms' bar that appears, click on the Search option and type File History to access it. Enable the File History option and follow the instructions to select the folders you want to backup. You can restore files from earlier copies with the same utility.
GOVT. REJECTED ENHANCEMENT OF FIXED MEDICAL ALLOWANCE TO PENSIONERS
Fight Against Corruption.
Fight corruption with the help of Central Vigilance Commission (CVC). If anybody is involved in corrupt practices report it now.
You can use the following options to raise your voice:
- Call to the CVC toll free helpline number: 1800-11-0180 (All India)/011-24651000 (9:30 AM - 6 PM - Monday - Friday)
- Send a blank SMS or "VIGEYE" to 09223174440 to get an SMS containing the registration link in your mobile. You have to register first, before filing a complaint.
- Register your mobile phone directly with the CVC.
- File an online complaint register with CVC.
- Attach audio/video/photo evidence with your online and mobile complaint.
Users can also check the Status of the complaint filed by them with the Commission.
So get ready, be vigilant and take an initiative to fight against corruption.
Release of Speed Net 4.1 by CEPT, Mysore

In order to further improvise the features and functionality available in Speed Net and resolve some of the operational issues faced by the Circles, a new version of Speed Net called “Speed Net 4.1” has been released by CEPT. The files containing the new version of the Speed Net software is available for download at the CEPT FTP site : ftp://cept.gov.in/SpeedNet/ Speednet4.1/
2. What does the new version provide?
Version 4.1 adds following features:
(i) Returned to Sender (RTS) / Missent remark for despatch of Speed Post articles would be mandatory for delivery Post Offices. Without valid RTS/missent remarks, the article cannot be returned back by the post offices. This should resolve the problem of lack of RTS remarks faced by many circles.
(ii) Provision to select delivery date while taking delivery returns in case of bulk deliverythrough Sorting Hub/IC Hub under Bulk Delivery option has been made for Sorting Hubs and Intra Circle Hubs. Thus, in case the bags have been close and sent for delivery by a Sorting Hub on a particular day but delivery could not be done for any reason the same day, there would be a provision to enter the actual date of delivery. However, it is informed that this provision may be used carefully.
(iii) Bulk Addressee Special Delivery Slip (generated by SH/ICH for making bulk delivery directly to the bulk addressee) has been redesigned and it is available for SH / ICH. This allows printing of 3 Speed Post articles per row, and hence, consumes less paper.
(iv) Updation of delivery remarks for Articles under “Other Office Articles – Delivery Data” option is now limited to offices falling under the PIN code jurisdiction of a delivery Post Office. This has been done to prevent misuse of the feature of updation of delivery data facility.
(v) A provision now exists to upgrade local databases from Central Server through Speed Net Communication. This would help the central system to push new updates to the local systems centrally.
3. All post offices (whether booking or delivery), Sorting Hubs (Speed Post) and Intra Circle Hubs (Speed Post) are required to download and install Speed Net 4.1 from the url/website details given above in this mail. A “Release Document” along with a “read me” file containing details of the software version, installation procedure, check list etc. is attached with this e-mail. The same may be brought to the notice of all concerned.
4. It is requested that all post offices, all Sorting Hubs and all Intra Circle Hubs may be directed to download and install Speed Net version 4.1 at the earliest and latest by 07.11.2013. A compliance report may accordingly be sent only by e-mail to the undersigned.

In major reform, SC orders fixed tenure for bureaucrats

To insulate the bureaucracy from political interference and to put an end to frequent transfers of civil servants by political bosses, the Supreme Court on Thursday directed the Centre and the States to set up a Civil Services Board (CSB) for the management of transfers, postings, inquiries, process of promotion, reward, punishment and disciplinary matters.
A Bench of Justices K.S. Radhakrishnan and Pinaki Chandra Ghose, giving a series of directions while disposing of a public interest writ petition — filed by former Union Cabinet Secretary T.S.R. Subramanian; former CECs T.S. Krishnamurthy and N. Gopalaswami; former Indian Ambassador to the U.S. Abid Hussain; former CBI Director Joginder Singh; former Manipur Governor Ved Prakash Marwah and 77 others — also said bureaucrats should not act on verbal orders given by politicians and suggested a fixed tenure for them.
Writing the judgment, Mr. Justice Radhakrishnan said “the CSB, consisting of high ranking service officers, who are experts in their respective fields, with the Cabinet Secretary at the Centre and Chief Secretary at the State level, could be a better alternative (till the Parliament enacts a law), to guide and advise the State government on all service matters, especially on transfers, postings and disciplinary action, etc., though their views also could be overruled, by the political executive, but by recording reasons, which would ensure good governance, transparency and accountability in governmental functions.”
The Bench asked Parliament to enact a Civil Services Act under Article 309 of the Constitution setting up a CSB, “which can guide and advise the political executive transfer and postings, disciplinary action, etc.” The Bench directed the Centre, State governments and the Union Territories to constitute such Boards “within three months, if not already constituted, till the Parliament brings in a proper Legislation in setting up CSB.”
The Bench said “We notice, at present the civil servants are not having stability of tenure, particularly in the State governments where transfers and postings are made frequently, at the whims and fancies of the executive head for political and other considerations and not in public interest. The necessity of minimum tenure has been endorsed and implemented by the Union Government. In fact, we notice, almost 13 States have accepted the necessity of a minimum tenure for civil servants. Fixed minimum tenure would not only enable the civil servants to achieve their professional targets, but also help them to function as effective instruments of public policy.”
Deprecating repeated transfers, the Bench said minimum assured tenure ensures efficient service delivery and also increased efficiency.The Bench directed the Centre, States and Union Territories to issue appropriate directions to secure providing of minimum tenure of service to various civil servants, within three months.

MEMORANDUM
Although process of the recruitment for the year 2011-12 has been completed in KVS but the Primary Teachers and Trained Graduate Teachers could not be posted as the operation of select panel for the year 2011-12 is sub-judice and process for the recruitment against vacancies for different categories of teachers for the year 2012-13 & 2013-14 is on the way.
Owing to which most of the VMC Chairman of Kendriya Vidyalaya’s/some Hon’ble MPs and most of the eminent persons from various corners i.e. defence sector/public undertaking/higher learning institutions/district magistrate from civil sector are pressing hard for filling up the 9702 posts which are lying vacant in KVS.
Keeping the facts and compelling situation as stated supra in view, the competent authority, KVS has decided to be kept in abeyance the process of forwarding of applications/further extension on deputation to other departments in respect of teaching & non-teaching staff of KVs/KVS ROs and HQ upto May 2014 so that atleast the services of the KVS teaching & non- teaching staff can be utilized in the interest of the students who have been enrolled in their respective Kendriya Vidyalayas for their future better prospect.
Hence, all the DCs of KVS, ROs are hereby requested that applications for deputation in other departments in r/o teaching/non-teaching staff working under their jurisdiction may not be forwarded upto May 2014 in the interest of KVS so that studies of the students do not suffer and work of KVs, KVS, ROs & HQ may effective efficiently.
